02 / In plain words

What Greek residence permit for Vanuatu citizens means

A Greek residence permit through a home purchase is available to a Vanuatu citizen on a Vanuatu passport. This matters for Russian and Belarusian citizens: new applications from them have not been accepted since 2022, and circular 1/2026 of 21.04.2026 extended this to their families.

A dual citizen applies as a Vanuatu citizen; the first citizenship is stated in the form, and the source of funds check remains. The application covers the spouse, children under 21 and both spouses' parents. The card comes 6-12 months after filing.

The purchase tax is currently about 3%; 15% has been announced for non-EU buyers from 1 July 2027, so it is better to close the deal earlier. A deposit on a property can be paid even before the Vanuatu passport.

A simple example

A family from Moscow received Vanuatu passports and immediately applied for Greek residence through an apartment in Athens. The property had been reserved before the passport.

Hiding your first citizenship

Your first citizenship is stated in the form, and the source of funds check still applies. You apply as a Vanuatu citizen, openly.

Ignoring the tax increase

The purchase tax is about 3% today, with 15% announced for non-EU buyers from 1 July 2027. Plan to close the deal before that date.
