How MM2H works

Malaysia My Second Home is a state programme of long-term stay. The participant places a fixed deposit in a Malaysian bank, buys a home and receives a multiple-entry pass for a term of five to twenty years depending on the category.

Three categories by the size of the deposit

Silver — a deposit of 150 thousand dollars and a pass for 5 years; Gold — 500 thousand and 15 years; Platinum — a million dollars and 20 years.

Half the deposit may be used

After approval up to 50% of the principal may be withdrawn — for buying a home, education, medicine and tourism inside Malaysia.

Housing is compulsory

Once the status is obtained the participant must buy a home: from 600 thousand ringgit in the Silver category up to 2 million in Platinum. It may not be sold for 10 years.

A presence of 90 days a year

The participant must be in Malaysia for no less than 90 days a year in total. For the 25–49 age group the requirement may be met by one of the dependants.

What MM2H status gives you

A long term with no re-application

Up to twenty years in the Platinum category — the longest term among the programmes in this section. The pass is renewed every five years once the programme term ends.

A status for the whole family

A spouse, children up to 21, children of 21–34 who are unmarried and not working, children with a disability with no age limit, parents and the spouse’s parents. No fee is charged for dependants.

The deposit stays yours

It is not a contribution: the funds sit in your own fixed deposit in a Malaysian bank, and half of it may be used for housing and education.

The tax regime

Foreign funds and income, the interest on the deposit among them, are exempt from tax under the rules of the programme.

The cost of living

Kuala Lumpur and Penang give urban infrastructure at costs markedly below Europe’s.

Medicine and schools

Private clinics of international standard and English-language schools for the children of participants.

What an MM2H participant’s pass gives you

The pass gives multiple entry and a long stay, but it is not citizenship and does not lead to it.

Mode 01

Malaysia for the whole term of the pass

Residence and multiple entry for 5, 15 or 20 years depending on the category. The requirement is 90 days in the country each year.

Mode 02

The South-East Asian region

Malaysia is convenient as a base: short flights to Singapore, Thailand and Indonesia. The visa regime is set by your passport.

Mode 03

Work needs a separate permit

The MM2H pass in itself gives no right to work. Employment is arranged separately.

Mode 04

The rest of the world on your own passport

You travel to third countries on your passport of citizenship: the pass does not affect the visa regime.

The conditions follow the document of Malaysia’s Ministry of Tourism, Arts and Culture for new MM2H participants. The requirement as to offshore income has been abolished for every category. On top of the deposit come the participation fee, the purchase of the home, the medical examination and the support. Filing is possible only through a licensed operator.

How the process works

STEP 1

Choosing the category

We count the budget whole: the deposit, the participation fee and the compulsory purchase of a home. That governs the category and the term of the pass.

STEP 2

Filing through an operator

The application is filed only through a licensed operator and the MM2H One Stop Centre — direct filing is not provided for.

STEP 3

The check and the approval

The final decision is taken by the Ministry of Home Affairs through the Immigration Department. Appeals are considered by the minister.

STEP 4

The deposit and the medical examination

After approval the fixed deposit is placed and the compulsory medical examination is taken at a clinic from the list.

STEP 5

Buying the home

A property is bought at the minimum cost for your category. It may not be sold for 10 years and can only be exchanged for a more expensive one.

STEP 6

The pass and the support

A multiple-entry pass is issued for the term of the category. After that we watch the 90 days of presence a year and the conditions for renewal.
