An archive search looks for historical information and the evidentiary chain. Recovery starts when it is known which document is needed or which fact must be proven, but the document cannot be obtained in the ordinary way. In a complex project the archive search becomes one stage of the recovery.
A refusal is not the end of the procedure but input for the legal review. We examine the grounds and check whether the law provides another mechanism: an administrative appeal, proof of the fact by other evidence, or a court procedure.
