01 / About the program

How the Saint Lucia programme works

Saint Lucia grants citizenship by investment under the Citizenship by Investment Act, Cap. 1.20. The programme has run since 2015, and applications are accepted by the state CIU through licensed agents. In 2025 and 2026 the rules tightened noticeably: an annual cap on approvals, mandatory biometrics and a genuine-link requirement were introduced.

01

Four lawful options

A contribution to the National Economic Fund from $240,000, the purchase of an approved property from $300,000, completed property — an apartment or a villa — from $500,000, and participation in an approved enterprise project from $250,000.

02

One amount for a family of up to four

The $240,000 fund contribution covers the applicant and up to three dependants. Each further dependant adds $10,000 if under 18 and $20,000 if over.

03

A wide circle of relatives

The application includes a spouse, children under 21, children up to 30 fully supported by the applicant, parents over 55, unmarried siblings under 18 and dependants with disabilities of any age.

04

A state programme under the law

The legal basis is the Citizenship by Investment Act, Cap. 1.20 and the Citizenship by Investment Regulations. The state does not accept documents directly: the application is filed only by a licensed CIU agent.

03 / Why people apply

Why people obtain the Saint Lucia passport

Saint Lucia is not taken for a move — almost nobody plans to live there. It is taken as a second document with a European visa waiver and a clear price for a family, where the contribution covers four people at once.

Free travel around Europe

The main reason for choosing a Caribbean programme over a Pacific one: the Saint Lucia passport allows short trips to the Schengen countries without a visa. For a family with children that travels to Europe several times a year, that removes the visa calendar entirely.

A predictable price for the family

The $240,000 contribution covers the applicant and three dependants. A couple with two children pays exactly the same as a single applicant — the difference is only in the processing and screening fees.

Three generations in one application

The law names parents over 55 and unmarried siblings under 18 expressly. In our Saint Lucia practice there are applications where the applicant, the spouse, the children and both parents received passports at the same time.

Bank accounts and companies

A second passport widens the list of banks and jurisdictions willing to consider you. It does not hide the first citizenship — every citizenship is disclosed to the bank — but the choice becomes noticeably wider.

A step towards a European status

With a Caribbean passport people apply for investment residence programmes in Europe. We handle the Greek Golden Visa ourselves, so one team runs both stages.

A plan B for the family

Insurance for when a single document stops working. Citizenship is open-ended and passes to children born after the status is granted.

from$300,000

Contribution · 1 person in the application

All-in with fees from $342,000

The investment does not depend on the composition: $300,000 for the applicant and any number of dependants. Only the administrative fee is calculated from the composition. The property cannot be sold earlier than 5 years after citizenship is granted. For a family with a spouse and more than four dependants each further person counts as $10,000 regardless of age — the total is fixed in the budget.

  1. Before filing

The consultation and the preliminary check

We go through the situation: the family, the citizenships, the sources of funds, any visa refusals. We run a preliminary check before the work begins - the law expressly requires the CIU to refuse an applicant who has been refused a visa by a country with which Saint Lucia has a visa waiver.

    We do
    • Review of family composition and nationalities
    • Check of visa refusals
    • Source of funds check
    You do

    Tell us about your situation

  2. Choosing the option and the calculation

We compare the fund contribution, approved property, a completed property and an enterprise project. We fix the all-in total including the state fees and the preparation of the documents.

    We do
    • Comparison of the four options
    • All-in total with fees
    • Contract and cost estimate
    You do

Choose the option and sign the contract

  3. Preparing the documents

We prepare the full package: a medical report for every applicant, a police clearance certificate from the country of residence, a bank reference, proof of the source of funds, an affidavit of financial resources of at least $350,000, translations, notarial certifications and apostilles.

    We do

  5. Due diligence

The CIU screens the applicant and dependants over 16 and passes a report with a recommendation to the programme Board. The Board may request further information on any participant in the application.

  6. After the decision

The decision and payment of the investment

After approval the investment is made under the chosen option. From the acceptance of the application for consideration to the grant of citizenship the official period is around 90 days.

    We do
    • Review of the approval letter
    • Payment details and transfer
    • Confirmation of receipt
    You do

    Transfer the funds

  7. The oath, biometrics and the passport

The applicant signs the oath of allegiance to Saint Lucia before an attorney, a consular officer, an honorary consul or a notary. From 2026 an approved applicant must provide biometrics. The certificate of registration is then issued and the passport is arranged.

    We do

All countries on a Saint Lucia passport

130+ destinations with nothing to arrange in advance: visa-free or with a visa on arrival

Where you are admitted without a visa, where the permit is arranged online, where the visa is issued at the border and where a consular visa is needed — with the length of stay given for each country.

The basis: the United Kingdom government’s statement introducing a visa regime for citizens of Saint Lucia from 15:00 GMT on 5 March 2026 (GOV.UK, Statement of Changes in the Immigration Rules HC 1691). The visa waiver with the EU remains in force, although the European Commission’s Eighth report under the visa suspension mechanism of 19 December 2025 treats citizenship by investment programmes as grounds for possible suspension. Entry rules are set by the receiving states and may change at any time.

Preliminary Due Diligence before the contract

Fill in a questionnaire about yourself, your activity and your sources of funds. BRIDGES compliance officers will run a preliminary check and identify which circumstances may raise questions when the application is reviewed or the funds are transferred. You do not need to attach documents at this stage.

Start the check
  • No obligations
  • Confidential
  • NDA on first request
What information you will need

The questionnaire has eight sections. The key ones are your activity, the source of funds and legal circumstances.

  1. Applicant
  2. Citizenship and residence
  3. Professional activity
  4. Source of funds
  5. Banks and transfer of funds
  6. Public status and sanctions
  7. Legal circumstances
  8. Program and family members

What you receive

  1. 1
An assessment of sanctions and reputational risks

We check information about you and your business against sanctions lists and open sources, including media and online publications. We explain which circumstances may affect the review of the application.

  2. 2
An assessment of the sources of funds

We look at how your capital was built and where the funds for the program will come from. We tell you which documents will be needed to confirm their lawful origin.

  3. 3
A check of the planned payment

We assess from which account, through which banks and to whom the funds will be transferred. We identify possible restrictions in advance and tell you what to prepare to reduce the risk of a delay, return or block of the payment.

After you send the questionnaire we will contact you by phone or messenger. The assessment is preliminary: the decision on the application is made by the competent authorities of Saint Lucia, and on the payment by the banks involved.

11 / Our role

Why people obtain Saint Lucia citizenship with us

We have worked since 2004. In that time more than 8,000 families have come through us. The Caribbean programmes are one of our main directions, and we check the Saint Lucia rules against the official publications rather than against retellings.

01

Filing through a licensed agent

An application for Saint Lucia citizenship is accepted only from an agent with a valid CIU licence. We work through licensed representatives — that is not an option but the only lawful way.

02

A straight assessment before the start

The law names direct grounds for refusal: false information, a criminal record, an ongoing investigation, a national security risk, a visa refusal from a visa-free country. We check these points before filing and speak plainly about the risk.

03

We read the primary sources

Every figure on this page is checked against the text of the Saint Lucia act and regulations. If a rule changes, the page changes the same month.

04

The full cycle, including life after the passport

Renewing the document, opening an account, registering a company, adding family members after citizenship is granted, tax residency questions. We stay with the client after the passport is issued.

12 / Team

Who runs the Saint Lucia citizenship process

A Saint Lucia application is run not by a “sales manager” but by a permanent team: the programme lawyer, a compliance specialist and a family coordinator. You know them all by name from day one.

17 / Questions

Answers to common questions

The contribution to the National Economic Fund is $240,000 for the applicant and up to three dependants, so a family of four pays the same as a single applicant. Each further dependant adds $10,000 if under 18 and $20,000 if over. On top of the contribution there are the processing fee ($2,000 for the applicant and $1,000 for each dependant), due diligence ($8,000 for the applicant and $5,000 for each dependant over 16) and the preparation of the documents. For a single applicant the all-in total starts at $252,000, and for a family of four with two children under 16 at $260,000.

Act No. 22 of 2025 names a spouse, children of the applicant or the spouse under 21, children up to 30 fully supported by the applicant, parents over 55 who are fully supported, unmarried siblings under 18 with the consent of a parent or guardian, and dependants of any age with physical or mental disabilities who are fully supported by the applicant. For a dependant with a disability a court document, a medical report, proof of financial dependency and evidence of living together or of direct care will be required.

The law contains no requirement to be present in person when filing: the application is filed by a licensed agent, and the oath of allegiance is signed before an attorney, a Saint Lucian consular officer, an honorary consul or a notary. At the same time, from March 2026 an approved applicant must provide biometrics, and from 1 January 2026 a residence and genuine-link requirement applies. We confirm how those requirements are met in writing with a licensed agent before any documents are prepared, and we make no promises on this point.

Act No. 22 of 2025 added section 30A to the Citizenship by Investment Act: the applicant and every dependant must comply with the residence and genuine-link requirements set, and that provision applies from 1 January 2026. The requirements themselves are set by secondary legislation. The regulations published to date, including S.I. No. 57 of 2026, do not describe them, so we do not publish a number of days or other conditions and confirm the current procedure with a licensed agent before filing.

The CIU’s official guide is around 90 days from the moment the agent notifies you that the application has been accepted for consideration to the grant of citizenship. That is the processing time, not the whole project: collecting the documents comes before filing, and after approval come the payment of the investment, the oath, biometrics and the passport. The Board may request further information, and then the period is longer.

Yes. S.I. No. 57 of 2026 provides that the Board may approve no more than 1,500 citizenship by investment applications a year. Applications received in the 2024 and 2025 financial years and approved in 2024-2027 do not count towards that cap. In practice that means filing should not be put off to the end of the year.

To the Schengen and European Union countries, yes — no visa is required for short trips. To the United Kingdom, no: a visa regime for citizens of Saint Lucia was introduced from 15:00 GMT on 5 March 2026 and applies to any purpose of travel, including transit. The transition period for those who had obtained an ETA and bought tickets ended on 16 April 2026.

No. Since March 2022 the Citizenship by Investment Unit has not accepted applications from citizens of Russia and Belarus, and the decision remains in force. We confirm availability for other citizenships in writing before any documents are prepared.

Yes. Saint Lucia does not require you to give up your current citizenship. It is worth checking separately how the law of your current country of citizenship treats a second citizenship, including any duty to notify.

Since 5 August 2025 the Saint Lucia passport is issued to an adult for 10 years and to a child under 18 for 5 years. The document is biometric. The citizenship itself is open-ended and passes to children born after it is granted.

The contribution to the National Economic Fund is not returned. Approved property can be sold no earlier than five years after citizenship is granted — the return depends on the market and the terms of the sale, and the state does not guarantee it. Government bonds are redeemed at the end of the set period. Administrative and screening fees are not returned under any option.

For five years from the date the certificate of registration is issued the name cannot be changed. The exceptions are listed expressly in the law: marriage, divorce, adoption or legitimation by court order, participation in a witness protection or anti-trafficking programme, and correction of a technical or transliteration error. Any change of name has to be notified to the CIU in writing before the passport application, with a separate screening fee — $10,000 for the applicant and $7,500 for a dependant over 16.

The law names direct grounds for refusal: false information, a criminal record other than minor traffic offences, an ongoing criminal investigation, a national security risk, activity capable of damaging the reputation of Saint Lucia, and a visa refusal from a country with which Saint Lucia has a visa waiver where the visa was not obtained afterwards. Separately, the Board may refuse if the applicant has been refused by another Eastern Caribbean state. That is exactly why we run a preliminary check before filing. A review of a rejected application is possible and costs $3,000.
