By the source of income. A nomad visa is issued for active remote work: a salary, fees, the income of your own online business. Programs for the financially independent rest on passive income — dividends, rent, a pension. If you have both, we compare the two routes and pick the stronger one.

As a rule, no: the point of the status is working for the foreign market. Serving local clients in most countries requires a different permit. If local clients are part of the plan, it is more honest to look at business routes from the start.
