02 / In plain words
What CIIP means
CIIP (Capital Investment Immigration Plan) is Vanuatu's fund programme. The family receives citizenship through an investment in a state-approved fund. The amount is the same for a family of 1 to 4: $165,000 including the $8,000 due diligence fee.
Of that amount, $50,000 is a share in the fund for 5 years. After 5 years the fund buys the share back under its own documents and returns $50,000. There is also an option without share return - $145,000 for a family of up to four. From the fifth person it is $26,500 each.
The funds invest in island agriculture: the first approved fund covers coconut oil and renewable energy (Vanuatu Future Fund since 2026), the second cocoa (Cocoa Sustainable Fund). CIIP used to be described as a contribution to a state fund - that is inaccurate: the share belongs to the applicant.
A simple example
A family of four chooses the fund: $165,000 including the fee. After 5 years the fund buys back the share, and the net cost is $115,000. Under the contribution programme the same family would pay $185,000.

05 / Key facts
Key facts
01CIIP fund programme
$165,000 for a family of up to 4
That is $157,000 under the fund programme invoice plus an $8,000 due diligence fee. The amount is the same for one person and for a family of four.
02Fund share
$50,000 comes back after 5 years
Part of the $157,000 is invested in a state-approved fund. After 5 years the fund buys the share back under its own documents; the rest is not refunded.
03Fifth person and beyond
+$26,500 per person
The applicant pays it together with the main $157,000 under the same fund programme invoice. There is no separate payment.
04CIIP due diligence fee
$8,000 once per application
Paid first, at submission, under an invoice from the due diligence authority (FIU). It covers the whole family, not each person.
Common mistakes
Saying the state buys back the share.
The fund itself buys the share back after 5 years under its own documents. The state does not guarantee the refund.
Promising returns or an early exit from the fund.
After 5 years the fund buys back the $50,000 share. We do not promise returns or an exit before that.
Quoting 4 years instead of 5.
The share stays in the fund for 5 years, and only then does the fund buy it back.
06 / Expert advice

How to prepare
Decide in advance whether the family is ready to wait 5 years for the $50,000. If not, the option without share return is $20,000 cheaper and paid once.
What we do for you. We enrol the family in the fund, track the share term and prepare the buy-back 3 months ahead - you do not need to remember it for 5 years.
