What Vanuatu citizenship certificate means
The certificate of citizenship is the document from which Vanuatu citizenship starts. Each family member receives one after payment and the oath.
The passport arrives weeks after the certificate. So deadlines that depend on the citizenship date are counted from the certificate, not the passport - for example, the notice of second citizenship to the Russian Interior Ministry within 60 days.
The certificate is handed to the family together with the birth registration certificate, ID card and passport. If the certificate is not to hand, it is restored from the registers.
A simple example
The certificate was issued on 1 March, the passport arrived on 20 March. The family counted the notice deadline from 1 March and filed on time.

Citizenship begins on the certificate date
Each family member receives a certificate after payment and the oath. From that day you are a Vanuatu citizen, even before the passport arrives.

03Notice in Russia
Interior Ministry within 60 days of the certificate
Russian citizens must report a second citizenship to the Interior Ministry. The 60 days run from the certificate date, so there is no need to wait for the passport.

Certificate, birth record, ID card, passport
The certificate is handed over together with the birth registration certificate, ID card and passport. A lost certificate is restored from the registers.
Common mistakes
Counting the notice deadline from the passport date
Count 60 days from the certificate date. The passport comes weeks later, and going by it makes it easy to miss the deadline.
Keeping the certificate without a copy
Scan and copy it as soon as you receive it. A lost original is restored from the registers, which takes extra time.
Confusing the certificate with the passport
The certificate proves citizenship; the passport is for travel. They are different documents, so keep both.
