02 / In plain words
What Direct title issue to the buyer means
Direct title issue under Law 139(I)/2015 is the remedy for buyers who have paid in full while the developer fails to transfer the title for years. The buyer applies to the DLS directly, without the developer.
The law works under two conditions: the price is paid in full and the sale contract is deposited with the DLS. That is why we deposit the contract right after signing and keep every payment receipt.
For PR this procedure is not needed: the application is accepted with a deposited contract and €300,000 paid. But it matters to you as an owner: a title in your name lets you sell, gift or pass on the property without problems.
A simple example
A client bought a flat, paid in full and deposited the contract. Years later the developer has still not transferred the title. The lawyer applies to the DLS under Law 139(I)/2015 and the title is registered to the client.

Keep every proof of payment: without it you cannot show full payment.
Waiting for years and doing nothing
If the developer delays, the lawyer assesses whether an application under Law 139(I)/2015 is possible.
