02 / In plain words
What Separate title deed in Cyprus means
A separate title deed is a title for a specific flat, house or office. Until it exists the developer holds only a parent title for the whole plot, and every unit in the complex sits on that single title.
To issue separate titles the developer first obtains the certificate of final approval - confirmation that the building matches its permit - and a division permit. Only then does the Department of Lands and Surveys split the parent title into unit titles. This takes months, sometimes years.
For Cyprus permanent residence you do not wait for a separate title: the Migration Department accepts a contract deposited with the DLS and proof of €300,000 paid. The transfer to your name is done once the titles are issued.
A simple example
A client buys a flat in a finished building. There are no separate titles yet: the developer is waiting for final approval. The client deposits the contract, gets PR, and transfers the flat's title later, once the plot is divided.
When the separate title matters

04 / How it works
How a separate title comes about
Building to permit
The developer builds to the approved drawings.
Final approval
Confirmation the building matches the permit.
Plot division
The parent title is split into unit titles.
Transfer
The flat is registered to the buyer.
Title in your name
Certificate of ownership, €5.
05 / Key facts
What matters
01How it differs
A flat, not a plot
The parent title is in the developer's name and covers the whole plot. A separate title covers only your flat.
02When it is issued
After approval and division
Without the certificate of final approval and a division permit no separate titles are issued. Timing depends on the developer and the authorities.
03If the developer delays
Law 139(I)/2015
A buyer who has paid in full and deposited the contract can apply to the DLS directly.
04For PR
Not required
We apply with a deposited contract and €300,000 paid. The title in your name comes later.
Common mistakes
Assuming a finished building already has separate titles
A building can stand for years without final approval. The lawyer checks whether there is a separate title or only a parent title.
Leaving the title transfer date out of the contract
The sale contract sets a deadline for the title transfer and what the developer must do if it is late.
Postponing PR until the title arrives
A deposited contract and payment are enough to apply. There is no need to wait.
06 / Expert advice

How to prepare in advance
Before any deposit ask the developer for a copy of the plot title, the building permit and, if the building is finished, the certificate of final approval. The lawyer will match them against the DLS search certificate.
What we do for you. We check whether the property has a separate title, write the issue deadline into the contract and transfer ownership to you once the titles are ready.
