What Cyprus PR criteria means
The criteria are the current rules of the Cyprus permanent residence by investment programme under Regulation 6(2). The 4th revision has applied since 02.05.2023; the gov.cy page was updated on 18.03.2026.
The rules set the investment amount (from €300,000 excluding VAT), the investment options, the income to prove, the family composition and the document list. For example, when buying a home only a first sale from a developer counts, and up to two units may be bought.
The rules also describe monitoring: after PR is granted, the investment and insurance are confirmed every year. Anything not in the criteria is not counted by the department.
A simple example
A family with two children aged 10 and 15 buys a new apartment from a developer for €300,000 excluding VAT. Under the criteria they must prove income of €50,000 + €15,000 + 2 × €10,000 = €85,000 a year.

02Investment
From €300,000 excluding VAT
The applicant pays from a personal foreign account before filing, VAT on top. For homes, only a first sale by a developer counts, up to two properties.
03Income
€50,000 + €15,000 spouse + €10,000 per child
The applicant proves annual income with a tax return or an auditor's certificate. A couple with two children needs €85,000 a year.
04Family
Spouse and children under 18, no parents
Students aged 18-25 file their own application without a separate investment. Adult children not studying need their own investment; parents are not included.
Common mistakes
Buying a resale home for PR
For homes, only a first sale by a developer counts. The exception is contracts submitted before 07.05.2013.
Counting the €300,000 including VAT
The threshold is excluding VAT. With 19% VAT, a €300,000 new home costs €357,000; the 5% rate for your main home applies only under specific conditions.
Including parents in the application
Under the 4th version, parents are not included. The application covers the spouse, children under 18 and students aged 18-25 with their own applications.
06 / Expert advice

How to prepare
Start with family composition and income: they decide whether one application and one investment are enough. Choose the property only after checking it against the criteria - otherwise you may buy something the department will not count.
What we do for you. We check your situation against the current criteria before you buy: family, income, investment option. That way your money goes only into what will be counted.
