02 / In plain words
What €300,000 investment for Cyprus PR means
The €300,000 investment threshold is the core condition of Cyprus permanent residence by investment. It is set by the Migration Department criteria, whose 4th revision has applied since 02.05.2023.
You can invest in one of 4 options. A - new housing bought from a developer on first sale, up to 2 units, possibly from different developers, with VAT on top. B - commercial property such as an office, a shop or hotel apartments, resale allowed. C - the capital of a Cyprus company that operates in Cyprus and employs at least 5 people. D - units of a Cyprus AIF, AIFLNP or RAIF fund.
One amount covers the applicant, the spouse and children under 18. Adult financially independent children multiply the threshold: with one such child you need €600,000, with two - €900,000. The money must reach Cyprus from abroad, and the investment must be kept for as long as you hold PR.
A simple example
A family of four buys a new flat in Larnaca for €300,000 plus VAT. The money goes from the husband's account abroad to the developer's account in Cyprus. Once €300,000 is paid and the contract is deposited, we file for the whole family.

05 / Key facts
What matters
01Threshold
€300,000 excl. VAT
VAT on new housing and new commercial property is paid on top and does not count toward the threshold. Companies and funds carry no VAT.
02Family
One amount
The applicant, spouse and children under 18 share one investment. Each adult independent child needs a separate threshold.
03New build
Possible before completion
If the building is still under construction, €300,000 paid and a deposited contract are enough to file.
04Resale housing
Not eligible
Resale homes do not count for PR. Resale is allowed only for commercial property.
Common mistakes
Assuming VAT is part of €300,000
The threshold excludes VAT. On new housing add 19%, or the reduced 5% if you qualify.
Paying from someone else's card or account
The money must come from abroad from the account of the applicant, the spouse or their company. We rule out third-party transfers in advance.
Buying a resale flat for PR
Housing must be a first sale from a developer. Resale works only for commercial property.
