02 / In plain words
What Non-employment declaration means
The non-employment declaration (Statement for not Employment in Cyprus) is a Migration Department form on gov.cy. The applicant and spouse confirm that they will not be employed in Cyprus. Each signs their own, and the signature is certified.
Investor PR gives the right to live in Cyprus but not to work as an employee. The exception is a director's position in the Cypriot company whose capital received the investment under the company option. You may be a shareholder in Cypriot companies and an unpaid director of other companies, and receive dividends.
Income for PR must come from other sources: salary abroad, pension, dividends, interest, rent. If a family member wants to work in Cyprus as an employee, a different status is needed, and we discuss this before filing.
A simple example
A client invested €300,000 in a Cypriot company and became its director; his wife is a shareholder and receives dividends. Both sign non-employment declarations: this set-up does not conflict with PR conditions.
