7 steps to obtain Vanuatu citizenship - complete guide

Contents
Vanuatu citizenship is one of the fastest ways to obtain a second passport. From the first call to the agent to the passport in hand, 60-90 days pass. You cannot submit an application yourself - only through an accredited agent. But the procedure is completely remote: there is no need to travel to Vanuatu. In this guide, we will analyze each of the 7 stages, common mistakes and a full cost estimate so that you understand what awaits you at every step.
How the program works and why you need a guide
The Vanuatu citizenship by investment program has been running since 2017. During this time, thousands of people received a second passport - entrepreneurs, families with children, those who need tax flexibility or a backup option in case of instability.
The procedure is simpler than it seems. But only if you know the order of steps and avoid typical mistakes - incorrectly executed documents, choosing an unreliable agent or incorrectly calculating the budget.
This guide is written for those who want to understand the process before their first call to an agent. You'll see all 7 stages, find out how long each one takes, and get a full cost estimate - no hidden items.
Read more about the program itself here: Vanuatu Citizenship by Investment.
Stage 1. Selecting an accredited agent
The first step is also the most important. It is not possible to apply directly to the Vanuatu government authorities. The law requires the mandatory participation of an accredited agent - a law firm or a licensed advisor approved by the DSU (Development Support Unit).
An agent doesn't just hand over documents. He checks the kit for eligibility, completes official forms, communicates with DSU on your behalf and is responsible for the correctness of the application.
What to look for when choosing:
- Possession of a valid DSU license - request confirmation in writing.
- Work experience - how many applications have successfully passed through the agent over the past 12 months.
- Transparency of the estimate - a good agent gives a full calculation before the contract, without “we’ll see along the way.”
- Communication - you must understand what is happening at every step.
Practical advice: ask the agent for contacts of 2-3 clients who have already received a passport. A normal agent will give them without hesitation.
Stage 2. Collection and apostille of documents
After choosing an agent, the collection of documents begins. This takes from 2 to 4 weeks - depending on your country and the speed of issuing certificates.
Standard kit for one applicant:
- Valid passport - scan of all pages.
- Certificate of no criminal record - from each country where you have lived for more than 12 months in the last 10 years. It definitely needs an apostille.
- Birth certificate with apostille.
- Marriage certificate (if any) with apostille.
- Medical certificate.
- Confirmation of the source of funds - bank statements, ownership documents, tax returns, documents on the sale of assets.
- Passport size photographs.
For each family member you include in the application, you need a similar package - adjusted for age. For children under 18 years of age, a police certificate is not required, but a birth certificate with an apostille is required.
Practical advice: start the police certificate first - in some countries it takes 2-4 weeks. Don't wait until all other documents are ready.
Step 3: Submitting an application to DSU
When a set of documents is collected and verified by the agent, the application is sent to DSU - Development Support Unit. This is the Vanuatu government body that accepts and processes applications for the citizenship program.
The agent submits documents electronically and in paper form. From the moment of official submission, the countdown begins - 60-90 days until receipt of the passport.
At this stage it is important to ensure that the application is accepted and registered. The agent should send you a confirmation with a case number. Save it - it will be used to track your status.
DSU verifies that the set is complete and the formats meet the requirements. If something is missing, a request for addition comes - this stops the clock. Therefore, good preparation at stage 2 directly affects the final deadline.
Practical tip: Ask the agent to check the kit in advance against the official DSU checklist. This takes a few hours, but saves 1-2 weeks in case of a return.
Stage 4. Due diligence - checking the applicant
After accepting the documents, DSU launches the due diligence procedure. This is an independent verification of the applicant - it is carried out by specialized international agencies, not by an agent or by DSU itself.
What they check:
- Criminal history - in all countries where the applicant has lived or worked.
- Connections with sanctions lists - OFAC, UN, EU and others.
- Source of funds - where did the money for the contribution come from, are there any signs of laundering.
- Business reputation - publications in the media, court cases, bankruptcies.
The duration of this stage is 4-6 weeks. This is an objective minimum: agencies work according to their own regulations, they cannot be accelerated.
Important: if at this stage inconsistencies between the stated data and reality emerge, the application will be rejected. This does not mean that there is something wrong with you - sometimes the problem is in the documents. But it is difficult to restore an application after rejection.
Practical advice: Be with the agent at the beginning. Talk about any court cases, tax disputes or visa denials - even if it seems like a small thing. The agent will assess the risks before filing, not after.
Stage 5. Approval and invoice for contribution
After successful verification, DSU issues an approval - an official letter stating that the application has passed. Along with it comes an invoice for payment of the fee.
The amount of the contribution depends on the composition of the family:
- One applicant - $130,000.
- Applicant + spouse - $150,000.
- Family of 4 (two adults + two children under 18) - $165,000.
- Each additional dependent - from $15,000.
Payment of the invoice is usually given 30 days. Payment goes directly to the Vanuatu government account - not to the agent's account.
Practical advice: Coordinate with your bank in advance the sending of a large international transfer. Some banks require additional documentation for transactions over $100,000, and this may take several days.
Stage 6. Payment and Certificate of Registration
After the payment is received, the Vanuatu government issues a Certificate of Registration - a certificate of registration as a citizen of Vanuatu. This is an official document confirming your new status.
At this step you legally become a citizen of Vanuatu. I don’t have a passport yet, but I already have citizenship.
The certificate is received by the agent and given to you - electronically or in paper form. You will need the original when you receive your passport.
Simultaneously with the certificate, the agent initiates a request for the production of a passport. This process takes 5 to 10 business days.
Practical advice: save the Certificate of Registration in several copies. This is your basic citizenship document - it will be useful when opening bank accounts, confirming your status and when replacing your passport after 5 years.
Step 7. Obtaining a Vanuatu passport
The final step is to obtain a passport. The passport is produced in Vanuatu and delivered in one of two ways:
- By international courier mail - DHL or FedEx. Delivery takes 3-7 days depending on the country.
- In person at an official representative office or at an accredited agent - if he has the right to issue.
A Vanuatu passport gives visa-free or simplified entry to about 90 countries, including the UK, Hong Kong, Singapore and several others. Read more about the geography of visa-free access here: Visa-free passports Vanuatu.
The passport is valid for 5 years. After this, it can be extended in the standard manner.
Practical advice: immediately after receiving your passport, check all the data - name, date of birth, citizenship. Errors in the passport are rare, but it is easier to correct them immediately than after a year.
“Vanuatu is a program where speed comes at the expense of rigor. DSU takes its time when checking the source of funds, and does the right thing. Applications that we prepare carefully - with full banking histories, notarized translations and apostilles without delay - undergo due diligence in 4 weeks. Applications where the client did not say something are returned with queries and lose 3-4 weeks. My advice is simple: trust the agent with the full picture from the first meeting. It's not a risk, it's a time saver. And the second point - check where the payment is going. The government contribution is transferred only to the official account of the Government of Vanuatu. No interim accounts, no advances to the agent from the contribution amount. This is a basic security rule that protects you from mistakes and scammers.”
Real deadlines: what affects speed
The official duration of the program is 60-90 days from the official submission of the application. In practice, the period depends on several factors.
What speeds up:
- A complete and correctly completed set of documents the first time.
- Quickly obtain police certificates in your country.
- Prompt payment of the invoice after approval.
What slows you down:
- Returning documents for revision adds 1-3 weeks.
- Additional requests from the due diligence agency - if clarification is needed on the source of funds.
- Bank delays when transferring deposits.
The most common source of delays is documents. Not because of problems with the applicant, but because of technical errors: expired apostille, incorrect translation, wrong form of certificate.
An experienced agent prevents most of these situations during the preparation phase. This is another reason why selecting an agent in Step 1 is so important.

Want to check the odds before you submit?
Free consultationSource of funds: how to confirm the source of funds
Confirming the source of funds is one of the most common stumbling blocks. DSUs and due diligence agencies need to understand where your contribution money is coming from.
What is accepted as confirmation:
- Sale of real estate - purchase and sale agreement, statement of receipt of funds.
- Dividends from business - corporate reporting, statements from the company's current account.
- Income from employment - contracts, tax returns, payslips.
- Sale of securities - brokerage statements.
- Inheritance - notarized documents on the right to inheritance.
Money must be legal and traceable. Anonymous transfers or cash without history are a rejection of the application.
If you have several sources (for example, a business plus the sale of an apartment), document each separately. The simpler the story, the faster the verification process.
Adding family members to your application
The program allows you to include your spouse and children under 18 years of age in one application. Each additional dependent increases the contribution.
Children can be added after receiving a passport - but this is a separate procedure with a separate fee. It's cheaper to include everyone at once.
The spouse needs a full package of documents - the same as for the main applicant, including a police certificate and source of funds (if he has his own assets).
For children under 18 years of age:
- Birth certificate with apostille.
- Copy of passport (if available).
- A police certificate is not required.
Important: children born after obtaining citizenship automatically receive Vanuatu citizenship by birth - you do not need to pay anything for them.
How to check an agent and avoid scammers
The citizenship by investment market also attracts dishonest players. Here are specific ways to vet an agent before signing a contract.
Step 1: Request a DSU license. Each accredited agent has an official license number. Ask for it and check it with the register on the DSU website.
Step 2: Check the legal entity. The company must be registered - ask for a certificate of registration. Google the company and the name of the director.
Step 3. Study the contract. It must specify all the stages, terms, costs and conditions of return in case of refusal to issue a passport. If the agent does not want to give the contract before payment, this is a red flag.
Step 4: Check your payment. The government contribution goes only to the Government of Vanuatu. If an agent asks you to transfer $130,000 to his personal account, this is fraud.
Step 5: Talk to clients. Ask for contacts of 2-3 people who have already received a passport through this agent. An adequate agent will give them.
What to do after receiving your passport
Passport in hand - what next? A few practical steps to take right away.
First: take a photo of all pages of your passport and save it in a secure cloud. Losing or stealing a passport is an unpleasant situation; it’s easier to restore it with copies.
Second, check your country's rules regarding dual citizenship. Vanuatu does not restrict other nationalities, but your country may have a requirement to notify or renounce previous citizenship.
Third: update your bank details. A Vanuatu passport allows access to financial institutions that were not available with your previous citizenship.
Fourth: don't forget about renewal. The passport is valid for 5 years. Set a reminder 6 months before expiration - the renewal procedure takes time.
Fifth: Explore your tax options. Vanuatu does not tax global income. This is interesting for those who plan to move or optimize their tax burden using legal means.
Result: 7 stages in brief
Let's repeat all 7 stages in a quick checklist format:
- Agent selection - DSU accredited, verified, with contract. 1-2 weeks.
- Collection of documents - passport, police certificate with apostille, source of funds. 2-4 weeks in parallel with stage 1.
- Submission to DSU - the agent submits the complete set, you receive a case number. 1-2 days.
- Due diligence - independent verification by agencies. 4-6 weeks.
- Approval and invoice - letter from DSU with the amount of the contribution. 1-3 days.
- Payment of the fee - transfer to the account of the government of Vanuatu, receiving a Certificate of Registration. 1-5 days.
- Passport - production and delivery by courier. 5-15 days.
General period: 60-90 days from official submission.

Frequently asked
Questions people ask before deciding
01Can I apply for Vanuatu citizenship without an agent?
No. Vanuatu law requires the mandatory participation of an accredited agent. DSU does not accept direct applications from individuals. Choosing an agent is the first and mandatory step.
02How much does Vanuatu citizenship cost for a family of 4?
The state contribution for a family of 4 people (two adults and two children under 18) is $165,000. Taking into account due diligence, notary, apostilles, translations and agent fees, the total amount will be from $200,000 to $215,000.
03Do I need to go to Vanuatu to obtain citizenship?
No. The procedure is completely remote. The passport is delivered by courier service. Personal presence on the islands is not required at any stage.
04How long does the procedure take from start to finish?
From the first contact with an agent to the passport in hand - usually 3-4 months. The official period from submitting an application to DSU to obtaining a passport is 60-90 days.
05What happens if DSU refuses to issue citizenship?
Refusal is possible based on the results of due diligence. In this case, the state contribution is not paid (it is paid only after approval). Expenses for documents and agent's fees are usually not refundable - check the terms in the agreement with the agent.
06Which countries allow visa-free entry with a Vanuatu passport?
About 90 countries, including the UK, Hong Kong, Singapore, Malaysia and several others. The USA, EU and Australia are not included in the list. For a complete up-to-date list, see our article on visa-free access to Vanuatu passports.
07Can the applicant's parents be included in the application?
Parents are not included in the standard list of dependents. The application includes a spouse and children under 18 years of age. Other relatives will require a separate application.
08Is Vanuatu citizenship retained if I change my place of residence?
Yes. Vanuatu citizenship is permanent. It does not require proof of residence, annual visits or renewals. The only thing that needs to be renewed every 5 years is the passport itself.
09Is there income tax in Vanuatu for citizens?
Vanuatu does not impose tax on personal income, capital gains or inheritance. This makes the passport interesting for entrepreneurs and investors with international assets.
10What is a Certificate of Registration and why is it needed?
This is an official document confirming Vanuatu citizenship - issued after payment of the fee. It is needed when opening accounts, confirming status and when applying for a passport replacement. Keep the original.
11After how many years can you sell an object purchased to obtain a residence permit?
Vanuatu citizenship is not tied to real estate - it is a donation-type program. The contribution goes to the state fund, not to the facility. There is no obligation to retain assets.
12How can I verify that an agent is truly DSU accredited?
Ask the agent for the official DSU license number and check with the registry on the DSU website. Also ask for written proof of accreditation. A normal agent will provide this information without hesitation.
