The good news is that Vanuatu citizenship is an extendable status, and family members can be added after the main application. In short: who can be added, and how
Once citizenship has been obtained, new family members can be added to it. Newborn children of citizens acquire the status by right of blood — with no contribution, only the fees for the documents. A new spouse joins through the programme: the additional-applicant contribution of USD 10,000, plus fees and a full character check. Children from a new marriage and other dependants join under the programme rules, with a check and a contribution.
Adding family works in both directions of time: a status obtained once accepts both those who join the family tomorrow and those who, for whatever reason, were left out of the first application yesterday. Two ways of joining: right of blood and the programme
Every family scenario falls into one of two fundamentally different mechanisms.
Right of blood (jus sanguinis) - a constitutional mechanism: the child of a citizen of Vanuatu becomes a citizen by the fact of birth, regardless of the country where they are born. It is neither a programme nor an investment: article 11 of the Constitution of Vanuatu applies to every citizen. No contribution is paid — only the documents are arranged.
The programme path - for those who do not acquire the status by blood: a new spouse, children born before your naturalisation who were not included in the first case, and other dependants. Scenario 1. A child is born
The most common and simplest case. If at least one parent is already a citizen of Vanuatu when the child is born, the child is entitled to citizenship by descent — wherever they are born: Moscow, Dubai, Almaty or Istanbul.
What to do: obtain the birth certificate in the country of birth, legalise it for Vanuatu (translation, certification), confirm the parent's citizenship on the date of birth — and file for the child's registration as a citizen by descent, followed by the issue of a child's passport. Money: no programme contribution is paid — inheriting the status is free. The state fees for the documents and the child's passport are paid at the published tariff (an ordinary passport costs VT 5,000).
A nuance worth knowing in advance: right of blood works only if the parent WAS ALREADY a citizen on the date of birth. Not on the date of filing, not "almost there" — actually holding the status. Scenario 2. A new marriage
You obtained citizenship and later married; your spouse is not a citizen. The status does not pass automatically through marriage: the spouse joins through the programme as an additional applicant.
What this means in practice:
The check. The new spouse undergoes a full character check — the same one you passed: identity documents, criminal record, sanctions screening and the source of funds where applicable. The money. The additional-applicant contribution is USD 10,000 under the programme's published schedule, plus state fees: due diligence (USD 5,000 per check), registration of a new citizen (VT 100,000) and the passport (VT 5,000). The documents. The marriage certificate, legalised, is added to the standard pack. If the spouse was married before, documents on the ending of those marriages are required: the family chain must read without contradictions.

Scenario 3. Children from a new marriage
The same programme logic applies to your new spouse's children: if a child is not your biological child born after naturalisation, they join as an additional applicant — with a contribution and a check under the programme rules.
A child you have with your new spouse, born after you became a citizen, is another matter: they go through right of blood from you, free of charge, regardless of the other parent's status. This is one of the most underrated features of Vanuatu citizenship: one status in the family opens a free path for every future shared child.
Scenario 4. A child was not included in the first case
It happens: the child existed at the time of the application but was left out — to save money, because the documents were not ready, or simply through oversight. Right of blood does not extend to such children (they were born before your naturalisation), so there is only one path — joining through the programme, with a contribution and a check.

How joining works: the stages
Adding a new family member through the programme follows the logic of the main case, but more briefly, since the family's core file already exists:
1. Preliminary check. Before any non-refundable payments we check the new family member for stop factors: sanctions, convictions, inconsistencies in documents. It protects your money — if there is a risk of refusal, you need to know before paying.

3. Filing through the agent. The additional applicant's case is filed by a licensed agent with reference to your main case.
4. The state's review. The Citizenship Commission reviews the file; the timeline follows the official process, which the state does not guarantee.
5. Decision, contribution, documents. After approval the contribution is paid, the new citizen is registered and the passport is issued and delivered by courier.

Documents for each scenario
The packs differ, but the logic is the same: the state must see a consistent family chain and a clean background for every adult.
For a newborn: the birth certificate with legalisation and translation, proof of the parent's citizenship on the date of birth (certificate of citizenship, passport), the application for registration by descent, photographs and the forms for a child's passport. If the parents are married, the marriage certificate; if not, documents confirming the citizen's paternity or maternity.
For a new spouse: passports of every citizenship, the certificate of marriage to you, documents on the ending of previous marriages (divorce, the death certificate of a previous spouse), criminal record certificates from the required countries, medical forms and photographs — and source-of-funds documents if the spouse pays the contribution personally. For a child as additional applicant: the birth certificate, custody documents and the consent of the other parent if they are not part of the case, and proof of dependency for older children — as the programme requires.
The general rule for every pack: a single spelling of names in all documents and dates that read consistently throughout. The horizon of generations: grandchildren and beyond
Adding family is not only about today's spouses and children. Right of blood makes Vanuatu citizenship a multi-generational asset: your children's children are also entitled to the status by descent if their parent was a citizen when they were born.
In practice this means that by adding a child today — by blood or through the programme — you open a free path for their future children. The chain is unbroken as long as the status is registered in good time in each generation. Family added — do not forget your obligations in Russia
For families from Russia, every addition has an administrative tail that is forgotten in the joy of a new passport.
A new spouse who is a Russian citizen, on obtaining Vanuatu citizenship, must personally notify the Ministry of Internal Affairs of the acquisition of a second citizenship — within 60 days, or, if living abroad, from the day of entering Russia. This is their personal obligation, not yours.
For a minor child with Russian citizenship the notification is filed by the legal representatives — the parents — within the same period. A newborn registered by right of blood also holds a second citizenship, and the notification is filed for them in the same way.

What to do when: the joining calendar
Planning to grow the family. The best order: first complete your own application, then have the child. The newborn then goes through right of blood free of charge. If the child is born while your case is under review, agree the joining procedure with the agent in advance.
Planning a marriage. The spouse's joining can start immediately after the marriage is registered, as soon as the certificate is in hand. The case cannot be started before the marriage: the status of "spouse" must exist in law.
After joining. Two dates are added to the family calendar: the exchange of the new citizen's passport (ten years for an adult, five for a child) and — for Russian citizens — notification of the Ministry within 60 days. Divorce and the status: what happens to the spouse's citizenship
A question almost everyone asks, though rarely aloud: if the marriage breaks down, will the added spouse lose citizenship? No. Vanuatu citizenship is granted to a person, not to a marriage: after naturalisation it is an independent status that is not reviewed because of a change in marital status. Divorce does not undo citizenship already granted — to the spouse or to the children.
The other side of the same coin: divorce creates no rights either. A former spouse who did not join before the marriage was dissolved can no longer take the "spouse" programme path — only as an independent applicant with the full contribution. So if joining is planned, it is best not to delay: the status of "spouse" works only while the marriage exists.
For children, their parents' divorce changes nothing at all: their citizenship — by blood or through the programme — lives its own life, passports are renewed in the usual way, and the right to pass the status to their own children remains.

Mistake 1. Delaying with a newborn. Registering a child by right of blood is a documentary process, and the fresher the pack, the simpler it is. Putting it off "until later" means the child's citizenship is remembered just before a trip — and it cannot be arranged in a week.
Mistake 2. Assuming the spouse is "entitled automatically". They are not: an adult receives a Vanuatu passport only after a check. Plan the spouse's joining as a full case, with a budget and a timeline.
