Refusal of Vanuatu citizenship is most often tied not to the programme but to preparation: an unproven source of funds, hidden public official status, contradictions in documents, undisclosed previous refusals. On refusal the applicant loses the FIU check fee and document costs, but does not pay the DSP contribution, because it is paid only after approval. Below: how the decision is made, seven reasons for refusal, what to check before filing and when citizenship already granted can be revoked.

Refusal of Vanuatu citizenship: in brief

In brief: the decision is made by the Citizenship Commission after the FIU check, and it may approve, defer or reject the application. The main reasons for refusal: sanctions and convictions, source of funds, PEP status, contradictions, hidden refusals, an incomplete package and missed deadlines.

Most of the reasons are identified before filing: a pre-screening of background and source of funds takes 1-2 business days and happens before the non-refundable fee is paid. So a refusal after the check more often points to skipped preparation than to the programme’s strictness. The whole filing procedure from contract to passport is covered in the article how to get Vanuatu citizenship step by step.

How the decision is made

In brief: the designated agent runs the initial check and files the application, the Financial Intelligence Unit checks the applicant and family, and the Citizenship Commission decides. An incomplete application is returned rather than considered on its merits.

Where an application can stopstages and typical reasons
  1. Filingincomplete package: the application is returned until corrected
  2. FIU checksanctions, a conviction, an unclear source of funds, hidden PEP status
  3. Queryan answer without documents or a late answer moves the timeline
  4. Commissionapproval, deferral or refusal
  5. After approvalwithout the oath and fee within 3 months the approval lapses
  6. After the passportfraud in obtaining it: citizenship ends 30 days after it is established

Vanuatu Citizenship Office, BRIDGES practice, September 2026

The FIU check takes up to 7 business days without additional queries. If there is a gap in the package, a query comes and the timeline moves by the time taken to answer. The Commission may defer an application if a document or information has not been provided and reject it if a requirement has not been met. After approval the applicant has 3 months to take the oath and pay the fee: without an extension the approval lapses. The check procedure is covered in the article due diligence.

Refusal, deferral and return of an application

In brief: return of an application, deferral and refusal mean different things. A return concerns an incomplete package, a deferral gives time to provide a document or information, and a refusal records an unmet requirement.

  • Return of the application. The Citizenship Office does not accept the package for consideration if checklist documents are missing. The FIU fee has already been paid, but no decision on the merits has been made: the package is completed and submitted again.
  • Deferral. The Commission postpones consideration if a document or information is missing. The applicant answers the query and the application returns to the next meeting.
  • Refusal. The Commission rejects the application if a requirement has not been met or the check has found grounds that the documents do not address.

For the applicant the difference is practical. After a return or deferral the same application keeps moving, while after a refusal a new filing with a new FIU fee is needed. So a Citizenship Office letter or a check query is answered at once and in full: an incomplete answer turns a deferral into a refusal.

Reason 1. A conviction, investigation or sanctions

In brief: personal sanctions close the programme, a current investigation or unspent conviction makes the application high-risk, and financial crime usually leads to refusal. An old spent episode that is fully disclosed and documented is usually not an obstacle.

The applicant, adult family members and children from age 18 are checked. A hidden episode is judged more strictly than a disclosed one: a discrepancy between the form and the check’s findings becomes grounds for refusal in itself. A disclosed episode is supported by the court decision, proof that it is spent and a short explanation. A detailed analysis is in the article Vanuatu citizenship with a criminal record.

  • Judgment or order. A copy of the decision with its effective date and a translation.
  • Spent status. A document showing the conviction is spent or removed, or that the case was closed.
  • Explanation. A short letter: what happened, when, how it ended and what has changed since.
  • Certificates from all countries. Police clearance from the country of citizenship and from countries of residence in recent years.

Reason 2. An unproven source of funds

In brief: the check must see a chain from lawful income to the account the payment will come from. Gaps in the chain, transfers through companies without clear logic and money from an account unconnected to income lead to queries and refusal.

  • Business. Registration documents, accounts, dividend resolutions, tax returns.
  • Sale of property. The agreement, proof of previous ownership and of receipt of the money.
  • Salary. The employment contract, income certificates, statements.
  • Inheritance or gift. The certificate, the agreement and the testator’s or donor’s source of funds.
  • Digital assets. Exchange reports, wallet history, tax returns.

The account from which the FIU fee and contribution are paid must appear in the source of funds documents. If the money passed through several accounts, each step is explained. How crypto capital is proven is covered in the article the Vanuatu passport for a crypto investor.

Reason 3. Undisclosed public official status

In brief: PEP status is not prohibited but requires enhanced checks. Refusal arises when the status is not disclosed or the origin of capital is not separated from the position.

The application includes a list of positions with dates of appointment and departure, income declarations for the period of service if they were published, and documents on capital earned outside the position: a business before the appointment, a property sale, an inheritance. Family ties to public officials are disclosed, naming the relative’s position.

Politically exposed persons include current and former senior officials, members of parliament, heads of state companies and judges, as well as their close relatives and partners. The status is disclosed at once, with positions and dates, and assets are backed by documents showing a lawful source outside the position. If open sources carried reports of disputes, documents on their resolution are attached.

Reason 4. Contradictions in documents and forms

In brief: different spellings of the name and discrepancies in dates, addresses, marital status or citizenships between forms, translations and documents raise questions and can become grounds for refusal.

All documents are checked against the passport data page: the Latin spelling of the name, date and place of birth, citizenship. Translations use the same spelling as the passport. If transliteration differs between countries, this is explained in a cover letter with documents. How to choose the spelling of the name is covered in the article the name in a Vanuatu passport. Other typical slips in forms and the package are collected in five filing mistakes.

Reason 5. Hidden refusals of visas or other programmes

In brief: previous refusals of visas, residence and citizenship are disclosed. A refusal itself is not always an obstacle, but a hidden refusal creates a contradiction that is judged more strictly than the reason for the refusal.

Each refusal is supported by the decision letter and an explanation of what has changed. A refusal on formal grounds, such as an expired document or an incomplete statement, is easier to explain. A refusal following a due diligence check requires documents that address the issue found.

Refusals of visas from any country, of residence and of other citizenship programmes are disclosed, as are revoked visas and deportations. If the decision letter has not been kept, a copy is requested from the consulate, or the date, country and known reason are stated.

Reason 6. An incomplete or outdated package

In brief: the Citizenship Office returns an incomplete application, and a missing document at the review stage leads to deferral or refusal. Common gaps: a police clearance older than 3 months, no apostille or translation, a statement covering a shorter period than required.

The package is assembled from each form’s checklist. The police clearance is ordered so that it is no more than 3 months old on the filing date. For the CIIP fund the main applicant also prepares an asset statement, a 6-month bank statement and proof of address. The list by participant is in the article documents for Vanuatu citizenship.

The package most often lacks four things: a second identity document for adult participants; police clearance for children aged 12 to 18; proof of full-time study and support for children aged 18 to 25; an apostille on certificates issued abroad. Each item seems minor, but any one of them gets the application returned.

Reason 7. Missed deadlines: queries and 3 months after approval

In brief: an answer to a query without documents or a late one drags out the review and lowers the chances, and if the oath is not taken and the fee not paid within 3 months of approval, the approval lapses and you apply again.

Queries are answered within 1-3 business days with documents that close the question. After approval the oath, fee, DSP contribution and biometrics are planned at once. If the deadline is at risk, a written request for a 2-month extension with a valid reason is sent before it expires. Stage timelines are in the article Vanuatu citizenship timelines.

The schedule shows where slips cost the most. A query during the FIU check adds days, missing a Commission meeting adds weeks, and a lapsed approval sends the application round again.

Which reasons can be closed before filing

In brief: six of the seven reasons are closed with documents and preparation before filing. Only active personal sanctions and unspent offences related to financial crime cannot be closed.

The earlier a reason is found, the cheaper it is to close: before the contract it is a question of documents, after the FIU fee is paid it is already lost money and time. So all participants in the application are pre-screened, not only the main applicant.

How to answer a check query

In brief: a query means the check is missing one link. The answer is assembled in one package: a short cover letter listing the documents and the documents themselves that close the question. The answer is sent within 1-3 business days.

Typical queryHow it is closed
A large receipt without explanationthe agreement, the sender’s statement, a tax return
Different spellings of the namea name change document or an explanation with copies of documents
A link to a public officialdetails of the family or business relationship and documents on an independent source
A previous visa refusalthe refusal letter and documents that address the reason
A dispute or media reporta court decision, a settlement, a retraction

An explanatory letter without documents does not close the question and often leads to another query. Each answer is checked against what has already been filed so that amounts, dates and names do not diverge. A partial answer starts another round of queries, so documents are gathered in full before sending.

If the risk relates to one family member

In brief: the main applicant goes through the FIU check, so a question about one participant affects the review of the whole application. It is disclosed as fully as a question about the main applicant.

Options are discussed before filing: prepare documents and file as a whole family, or register the other participants now and this participant later through a separate application once the question is closed. A separate application requires its own contribution and check, so the decision is made after all participants have been pre-screened. Family composition in the application is covered in the article Vanuatu citizenship for families.

The decision depends on the nature of the question. If an adult son lacks documents on the source of his own funds, they are gathered before filing and the family files together. If a spouse is under active investigation, the main applicant and children can file now and the spouse joins through a separate application after the case is closed. Hiding the question and filing everyone together is not an option: a finding by the check will stop the whole application.

What a refusal costs

In brief: under DSP a refusal costs the $5,000 FIU fee, translation and certification costs and paid services, as well as 2-3 months. The same applies under the CIIP fund: the $8,000 FIU fee is lost, and the $157,000 contribution is not paid on refusal.

Direct losses under DSP are relatively small because the large contribution is paid after approval. Indirect losses are more noticeable: time, shifted plans for European residence or a deal, gathering documents again and a new FIU fee on reapplication. In both programmes pre-screening pays off: it saves the non-refundable FIU fee and time. All budget items are in the article the cost of Vanuatu citizenship.

The FIU fee is paid at filing and covers the check of the whole application, not the result. So saving on the pre-screening ends up costing more: a fee paid for an application with an open question is not refunded on refusal, and reapplying requires a new fee.

How to check yourself before filing

In brief: before filing, check lists and courts for all adult participants, PEP status, the source of funds chain, previous refusals and documents. This check identifies most reasons for refusal before the fee is paid.

Pre-filing checkwhat reduces the risk of refusal
  1. Step 1Lists and courtsSanctions and wanted-person lists, courts and bankruptcies for all adults
  2. Step 2PEP statusPositions of the applicant and relatives disclosed and confirmed
  3. Step 3Source of fundsA chain from income to the account the payment will come from
  4. Step 4RefusalsPrevious visa and programme refusals with letters stating the reasons
  5. Step 5DocumentsNames match, certificates no older than 3 months, translations and apostilles

Vanuatu Citizenship Office, BRIDGES practice, September 2026

The cross-check covers all participants in the application, not only the main applicant: an episode involving a spouse or adult child affects the whole family. If the risk is high, filing is abandoned or postponed until the question is closed. The payment order and what is refunded on refusal are covered in the article the payment order for Vanuatu citizenship.

Revocation of citizenship already granted

In brief: citizenship obtained through false information, fraud or concealment ends 30 days after this is established. The Citizenship Office reports revoking about 30 citizenships granted in breach of procedure.

So the risk of hidden information does not end with approval: it remains after the passport is issued. The check may return to an application years later if new information about the applicant emerges. In February 2026 the Council of Ministers considered the report of a commission of inquiry into the Citizenship Commission and its programmes and ordered the recommendations of its first part to be implemented. For an applicant with a complete and accurate package this means a stable status: lawfully obtained citizenship rests on verified documents.

A citizen without a second citizenship may lose Vanuatu citizenship on other grounds under the Citizenship Act, and it can be renounced voluntarily using the renunciation form with an oath. The legal framework is in the article the Vanuatu Citizenship Act.

What to do after a refusal

In brief: first establish the reason and stage of the refusal, then close it with documents, and only then decide whether to reapply. A new application goes through the check and is paid for again.

  1. Reason. The decision letter and the agent’s correspondence show at which stage and why the application stopped.
  2. Formal reason. Missing documents, translations and certificates are gathered and the application is filed again.
  3. Due diligence. Assess whether anything has changed in substance, and do not reapply without changes.
  4. CIIP fund. The terms for refunding the contribution are checked against the fund agreement.

Vanuatu Citizenship Office, BRIDGES practice, September 2026

Reapplying without removing the reason usually repeats the result, so it starts with a new pre-screening.

After a refusal, applicants are often offered “guaranteed approval” for an extra fee or an “arrangement with the Commission”. The programme has no such services: the Citizenship Commission decides based on the check, and payments go to official accounts. How to recognise such offers is covered in the article how to avoid scammers.

Refusal review

We will analyse the grounds for refusal and the next step

From the decision letter and the agent’s correspondence we will name the reason, the stage and the documents that address it.

A refusal in Vanuatu and applying to another programme

In brief: a refusal in Vanuatu is disclosed on the form of any other citizenship or residence programme. The refusal alone does not close other programmes if the reason has been removed and explained with documents.

Citizenship by investment programmes and visa services ask about previous refusals, and different countries’ checks rely on the same international databases. So switching to another programme does not replace dealing with the reason: the next check will also see the grounds for the Vanuatu refusal. If the reason was formal, it is enough on the new form to state the date, the programme and the documents that closed the gap.

The route to Europe through Greek or Hungarian residence also starts with a check for a Vanuatu citizen: the bank and the migration service look at the applicant’s history. A family with a complete and verified package goes through both stages more smoothly. Family composition in the application is covered in the article who can be included in the application.

Nationality, refusal and reapplying

In brief: nationality alone is not grounds for refusal. For applicants from any country the check is the same: sanctions, convictions, PEP status and source of funds, with extra attention to the payment channel and national police certificates.

National police certificates in some countries, Russia among them, can show spent convictions and discontinued prosecutions, so the certificate is obtained in advance and supporting documents are attached. The contribution and fee are paid from an account at a bank in a country without payment restrictions, with source of funds documents. The terms for Russian citizens are in the article Vanuatu citizenship for Russian citizens.

How BRIDGES reduces the risk of refusal

In brief: we check all participants before any payments, build the documentary chain of the source of funds, cross-check forms and translations, answer queries within 1-3 business days and keep to the deadlines after approval.

  • Pre-screening. 1-2 business days, a risk assessment and strategy.
  • Source of funds. A document chain from income to the payment account.
  • Document review. Each file: accepted or what needs redoing.
  • Calendar. Commission meeting, query answers, 3 months after approval.

How to check a designated agent is covered in the article licensed Vanuatu citizenship agents. The cost for your family is shown by the cost calculator, and the whole programme procedure is collected in the Vanuatu citizenship guide.

Frequently asked

Questions people ask before deciding

01Is the contribution refunded if Vanuatu citizenship is refused?

Under DSP the contribution is not paid on refusal: it is paid only after approval. The FIU fee and document costs are not refunded. Under the CIIP fund the contribution is likewise paid only after approval.

02What are the most common reasons for refusal?

An unproven source of funds, hidden PEP status, contradictions in documents, concealed previous refusals, convictions and sanctions, an incomplete package and missed deadlines.

03Can the Commission defer an application rather than refuse it?

Yes. The Commission may approve, defer or reject an application if a document or information has not been provided or a requirement has not been met.

04What happens to an incomplete application?

The Citizenship Office returns the application if the documents on the checklist are not provided.

05Is politically exposed person status an obstacle?

No, if it is disclosed and the capital is proven with documents from outside the position. Hidden status leads to refusal.

06Do I have to declare previous visa refusals?

Yes. A concealed refusal is judged more strictly than the reason for the refusal itself.

07What if I do not take the oath after approval?

Three months are allowed for the oath and fee payment, extendable by 2 months on written request. Otherwise the approval lapses and you apply again.

08Can citizenship already granted be revoked?

Yes, if it was obtained by fraud or concealment: citizenship ends 30 days after this is established. The Citizenship Office reports revoking about 30 citizenships.

09Can I reapply after refusal?

Yes, if the reason has been removed. A new application goes through the check and is paid for again.

10How much is the FIU fee?

$5,000 under DSP and $8,000 under the CIIP fund per application. It is not refunded on refusal.

11Are applicants refused because of their nationality?

Nationality alone is not grounds for refusal, except for countries restricted on the filing date. The check is the same: sanctions, convictions, PEP status and source of funds.

12How do I answer an FIU query?

In one package within 1-3 business days: a short cover letter listing the documents and the documents that close the question. An explanation without documents usually leads to another query.

13What if the risk relates to one family member?

Disclose it fully and decide before filing: prepare documents and file as a whole family, or add this participant later through a separate application.

14What does a refusal cost under the CIIP fund?

The $8,000 FIU fee and document costs: the $157,000 contribution is paid only after approval, so it is not paid if the application is refused.

15How does refusal differ from deferral?

A deferral gives time to provide a missing document or information, and the application returns to a meeting. A refusal records an unmet requirement, after which a new application is needed.
