5 main mistakes when applying for Vanuatu citizenship
Contents

Vanuatu citizenship by investment is one of the fastest ways to obtain a second passport. The term is about 30 days, everything is remote, the fee starts from $130,000. But this is where mistakes are made that are very expensive. Some lose their contribution completely. Others are rejected and automatically end up in the database of unwanted applicants. We look at five mistakes that are most common and explain how to avoid them.

Fee (1 applicant)from $130,000
Registration periodabout 30 days

Due diligencecompulsory for all adults
Visa-free countriesabout 90, including Schengen
Refusal to conceal informationautomatic, no refund

Why mistakes are especially expensive here

The Vanuatu citizenship program operates on a one-chance basis. The contribution is made before the commission's decision. If the application is rejected, the money is not returned. There are practically no exceptions.

At the same time, the program is structured : the requirements are transparent, the list of documents is fixed. Mistakes are made not because of the complexity of the rules, but because of haste, a desire to save money, or a misunderstanding of how due diligence works.

Below are five situations that we see regularly. Each one ended either in failure or serious delays. Read carefully: some of these mistakes are not obvious even to experienced applicants.

Error 1. Hidden a previous refusal of a visa or citizenship

This is the most common reason for automatic failure. The applicant was once refused a US visa, British residence permit or other citizenship program - and decided not to mention it. The logic is simple: “no one will check.”

They check. Due diligence officers use international databases. Failures are recorded - especially in CBI programs that communicate with each other. If a discrepancy is found, the application is rejected immediately. The reason is not the fact of refusal itself, but its concealment.

It is important to understand that having a history of refusal does not automatically bar you from Vanuatu citizenship. The program considers each case individually. Being denied an American visa ten years ago is not a death sentence. But if you hide it, it’s already a death sentence.

Practical advice. Declare all refusals - visa, immigration, other CBI programs. Attach a brief explanation: when, why, how it ended. Honesty works in your favor here.

Error 2. Source of funds is backdated

Source of funds is documentary evidence of the origin of the funds you invest. Bank statements, asset sales agreements, tax returns, corporate documents.

The problem arises when the applicant begins to collect these documents after the decision “I am applying for citizenship.” He asks the bank to draw up a retrospective certificate. Transfers money between accounts to “collect the amount in one place.” Re-registers assets on the eve of filing.

Banks record the date and nature of transactions. The due diligence officer sees an unusual movement of funds right before filing an application. This is a red flag. Even if the money is absolutely clean, such a picture raises questions and delays consideration - sometimes to the point of failure.

The source of funds should be formed naturally, 12-24 months before submission. Money should “lie” and have a clear history - where it came from, how it was accumulated.

Practical advice. Start preparing financial documentation at least a year in advance. Don't move large sums without business logic the night before filing. If there are several sources, explain each one.

Error 3. Included a dependent who is already independent

The Vanuatu program allows you to include your spouse and children in your application. Children under 25 years of age are included as dependents - this is standard practice for CBI programs.

An error occurs when the application includes a child who is formally suitable in age, but in fact already lives separately, works, has his own family, or has applied for a residence permit in another country. The due diligence officer looks at the real situation, and not just at the passport with the date of birth.

If it turns out that a “dependent” at the age of 23 works as a manager in Dubai and has applied for an Emirati residence permit, his status in the Vanuatu application is called into question. This creates an inconsistency that stalls the entire application.

The situation is similar for parents. Some programs allow the applicant's parents to be included. But if the parent has his own business, assets and is not financially dependent, his inclusion as a dependent is incorrect and will be challenged.

Practical advice. Before including each family member, assess their actual status. Consult with an accredited agent - he will tell you who is safe to include and who is better to submit a separate application.

Error 4. Apostille from a country that Vanuatu does not recognize

Apostille is an international certification of a document that is valid between countries party to the 1961 Hague Convention. Most states are part of the convention, but not all.

Vanuatu recognizes apostilles from participating countries. If your document is apostilled in a country that is not included in the convention or has a special status, such an apostille is legally invalid for Vanuatu. The document will have to be legalized differently: through the consular chain, which takes weeks.

In practice, this is a rare situation, but it does occur. Especially for applicants with documents from certain post-Soviet jurisdictions or states with limited international recognition. There is also a situation when the apostille is affixed correctly, but on a document that first had to be notarized - the procedure is violated, and the document is not accepted.

Practical advice. Before apostilling, check with your agent for a complete list of requirements for each document. The order of actions is important: first the translation and the notary, then the apostille. Not the other way around.

Error 5. Choosing an agent without accreditation in Vanuatu

This is the most costly mistake of the five. The applicant found an agent who charges $2,000-$5,000 cheaper. The agent promises the same result. On paper everything looks fine.

The problem is that the Vanuatu government only works with accredited agents. A non-accredited intermediary does not have direct access to the filing system, does not receive official notifications, and cannot promptly respond to commission requests. The application either does not pass technical control or freezes without moving.

Another thing is worse: the contribution has already been made. $130,000 and above - transferred, money gone. The agent throws up his hands. No refund.

Agent accreditation is not a formality. This is a guarantee that a person knows the procedure from the inside, is responsible to the regulator and will not disappear after receiving an advance payment.

Practical advice. Ask the agent to document their accreditation. Check the status through official Vanuatu government channels. Saving $2,000 is not worth the risk of losing $130,000.

Full estimate: how much does Vanuatu citizenship cost?

One of the reasons for mistakes is a lack of understanding of the real cost. Applicants see the figure of $130,000 and think that's it. In fact, the total amount is higher. Let's look at each expense item.

How does due diligence work: what is actually checked?

Due diligence is an independent verification of the applicant before making a decision on citizenship. It is carried out by a specialized company commissioned by the Vanuatu government. The applicant does not select the reviewer.

What they check:

  • The applicant’s personality and biography - education, work, family, place of residence for the last 10 years.
  • Source of funds - banking history, tax documents, assets.
  • Criminal records and criminal history - international databases, registries of different countries.
  • Sanctions lists - OFAC, UN, EU, national registries.
  • Reputation in the media - negative publications, investigations, connections with problematic structures.
  • Previous refusals of visas and CBI programs.

Verification takes from 7 to 14 days. If the officer finds a discrepancy, he sends a request for additional documents. If the applicant does not respond or the response is unsatisfactory, the application is rejected.

Going through due diligence is easier than it seems. Most refusals are not due to real problems, but to incorrect or incomplete documents.

Expert commentary

“Most of the refusals I have seen are not related to real problems with the applicant. A person with a clean reputation and legal money received a refusal because he incorrectly documented the source of funds or did not mention a visa refusal five years ago. The commission does not punish for the past. It punishes lack of transparency. When an applicant openly explains their situation - even a difficult one - it works to their advantage. When he tries to hide something or correct it retroactively, the system sees it. Preparing to apply for Vanuatu citizenship takes 4-8 weeks. There's no need to rush. A week of additional preparation is better than losing your contribution and being added to the refusal database.”

How to prepare and not make mistakes

All five mistakes have one thing in common: they can be avoided at the preparation stage. Not after submission, not during consideration - but before you even start collecting documents.

Here's a short checklist for self-testing:

  • Declare all visa and citizenship denials for the last 10 years - even minor ones.
  • Check your financial history for 24 months. Are there any large atypical transfers?
  • Assess the status of each family member you plan to include. Do they all really depend on you?
  • Make sure that the apostille is issued in the correct country and in the correct order.
  • Check the agent's accreditation before signing the contract and transferring money.

Vanuatu citizenship is a working and quick tool. The program has existed since 1980, thousands of people have successfully completed it. Mistakes are not the norm. They are the result of haste and the desire to save where saving is dangerous.

What to do if you have already received a refusal

Failure of the Vanuatu program is a serious signal. It is fixed. In most cases, re-applying for the same program is not possible. Other CBI programs are required to see the refusal history upon request from the applicant.

If you have already received a refusal, the first step is to get an official written reason. The Government of Vanuatu is obliged to provide it. Without it, it is impossible to understand what exactly caused it and how to proceed.

Second step: an independent legal assessment of the situation. Not from the agent who handled the application - from another, disinterested specialist.

Third step: if the cause is removable, consider alternative programs. Citizenship by investment is offered by Antigua and Barbuda, Saint Kitts and Nevis, Grenada, Dominica. Each program has its own conditions and requirements for verification.

Losing $130,000 is painful, but not the final point. The main thing is to understand the reason and not repeat the mistake.

How to choose an accredited agent

Agent accreditation to work with the Vanuatu program is an official status issued by the country's government. Without it, the agent is physically unable to submit an application correctly through the official system.

Three questions to ask your agent before signing any documents:

  • “Show your accreditation number and an official document from the Vanuatu government.” A good agent will respond immediately.
  • “How many applications have you submitted in the last two years and what is the approval rate?” This is not secret information - a professional knows it.
  • “What is your job if due diligence is denied?” The answer will show how involved the agent is in the process.

Check the contract: it should clearly state the agent’s responsibility, the procedure for transferring documents and the conditions for returning the agent’s fee in case of refusal.

What does a Vanuatu passport provide?

The Vanuatu passport is a practical document. About 90 countries without a visa or with a visa on arrival. The list includes Great Britain, Schengen countries, Hong Kong, Singapore.

The USA is not on the visa-free travel list. This is important to consider if the American direction is a priority for you. But Vanuatu is included in the E-2 agreement with the United States - this is a separate opportunity for those who do business.

Vanuatu does not tax worldwide income. No capital gains tax, no inheritance tax. For those planning tax planning, this is one of the arguments in favor of the program.

A complete list of visa-free entry countries and passport details can be found in the article about visa-free options for Vanuatu passports.

Real deadlines: what affects speed

The official processing time for the application is about 30 days. In practice it may increase. Here's what speed depends on:

  • Completeness of the package of documents upon submission. Incomplete package - request for addition, delay 2-4 weeks.
  • Complexity of the source of funds. Multiple sources (business + real estate sales + dividends) require more time to verify.
  • Number of family members included. Each adult undergoes a separate check.
  • Loading the due diligence office. During peak periods, dates may change.

30 days is a realistic period for a well-prepared application without controversial issues. Applications with questions about the source of funds or with previously undeclared refusals are considered longer.

What questions are asked most often?

In my experience working with applicants, several topics raise the most questions. We have collected answers to the most common ones.

Do you need to go to Vanuatu? No. The program is completely remote. Presence in the country is not required either when applying or receiving a passport.

Do I need to renounce my current citizenship? Vanuatu does not require refusal. Russian, Kazakh or any other citizenship can be retained. But it is important to clarify the legislation of your country - some states restrict dual citizenship.

Is it possible to apply with a partner without an official marriage? No. The program includes only the official spouse. The civil partner must apply separately as a separate applicant.

What happens to the passport after 5 years? The passport is issued for 5 years, then renewed in the standard way. Citizenship is for life, it is not tied to the validity period of the document.

Bottom line: how to get a passport without loss

Citizenship of Vanuatu is a really working program. Thousands of people have gone through it successfully. But success depends on preparation, not luck.

The five mistakes we have discussed are not abstract risks. These are real cases with real losses. Concealing refusals, a problematic source of funds, an unaccredited agent - each of these mistakes cost applicants $130,000 or more.

It’s not difficult to avoid them: declare everything, prepare your financial history in advance, check the status of each dependent, follow the apostille procedure and work only with accredited specialists.

If you are planning to file and want to assess your situation before you start collecting documents, this is the right time for consultation.

Frequently asked

Questions people ask before deciding

01Is it possible to apply for Vanuatu citizenship on your own, without an agent?

Formally, no. The Government of Vanuatu only accepts applications through accredited agents. Self-submission is technically impossible.

02What happens if you hide your criminal record when applying?

The application will be rejected upon verification. The fact of concealment is recorded and affects the possibility of applying to other CBI programs. The fee is non-refundable.

03Can parents be included in the application?

No. The Vanuatu program only includes spouse and children. The applicant's parents are not included as dependents - they must apply separately.

04Is the fee refunded if canceled?

No. The principal fee and due diligence fees are non-refundable regardless of the reason for refusal. This is a standard condition of the program.

05Do you need a bank account in Vanuatu?

No, a local bank account is not required. The contribution is transferred directly through an agent to the state fund using the established details.

06What is the minimum age for the main applicant?

18 years old. Minors can only be included as dependent family members of an adult applicant.

07How long does Vanuatu citizenship last?

Citizenship is for life. The passport is issued for 5 years and can be renewed. Citizenship can be revoked only in exceptional cases - if fraud is detected during application.

08Do I need to pay taxes in Vanuatu after obtaining citizenship?

No. Vanuatu does not tax its citizens' worldwide income. There is no capital gains tax or inheritance tax. There are no tax residency obligations.

09Is it possible to renounce Vanuatu citizenship after obtaining it?

Yes, technically it is possible. But it's important to check your country's dual citizenship laws in advance to avoid losing your original passport.

10Does Vanuatu citizenship count towards US visas?

A Vanuatu passport does not provide visa-free entry into the United States. But Vanuatu is a party to the E-2 treaty with the United States, which opens up the possibility of an investor visa for doing business.

11What is CIIP and how is it related to the program?

CIIP (Citizenship by Investment Implementation Program) is the official name of the Vanuatu citizenship by investment program. It is under this program that a passport is issued through a contribution of $130,000.

12How long does it take to collect documents?

With good preparation - 4-8 weeks. Most of the time is spent on collecting financial documents, apostilling and translation. There is no need to rush: an incomplete package will delay the review.
