What you need to know before you consider Vanuatu
Citizenship of Vanuatu can be treated as an additional international status and a reserve document, but what the passport does has changed. Travel to the European Union and the United Kingdom now requires a visa. The programme also involves a deep check on the applicant and on the source of funds.
- Two programmes
The DSP means a non-refundable government contribution. The Coconut Oil Fund includes a partly refundable investment component — the terms are checked as at the date of filing.
- The family
Dependent family members may be included in the application where the programme’s current requirements are met. The official fee table expressly describes the spouse and the children.
- A remote process
Whether attendance in person is needed, and the format of the oath and of taking the biometrics, are confirmed against the current procedure before the work begins — we make no promises on that point.
- The limits on mobility
The Vanuatu passport gives no visa-free entry to the European Union or the United Kingdom. We show the current list of countries only with a link to a verifiable source and the date it was updated.

Every legal and financial value is taken from the official material of the Citizenship Office and checked on 4 August 2026. Where there is no official wording we say so plainly rather than substituting a convenient figure.

From the preliminary check to the documents
The Citizenship Office publishes no processing standard, so we promise no timings by stage. Below is the sequence of the work and who answers for what.
- A preliminary assessment
We check the citizenship, the family, the applicant’s background and whether the programme applies at all. No documents are needed at this stage.
- Preparing the cost structure
We build a preliminary calculation on the official fee table and compare the programmes available — the DSP and the Coconut Oil Fund.
- Preparing the file
We assemble the documents and the evidence of the source of funds, and arrange translations, apostilles and certifications.
- Due diligence
The material goes through the mandatory check. The state authority may request further information about the applicant and the family.
- The review of the application
The decision is taken by the Citizenship Commission of Vanuatu. BRIDGES GLOBAL does not guarantee approval and does not influence the Commission’s decision.

07 / The check on the applicant
What has to be prepared for due diligence
The applicant and the adult members of the family are checked. Below are the areas on which information is gathered. The first consultation takes place without handing over any documents.
- Personal and business background
The chronology of employment, senior positions, participation in companies and public activity.
- Current and previous citizenships
Every passport and residence permit, including those lost and those obtained under investment programmes.
- Tax residency
The countries in which you are treated as a tax resident, and the grounds for that status.
- The source of funds
Where the particular money paying for the participation came from: the sale of a stake, dividends, salary, an inheritance.
- The source of wealth
How the capital was built over a career — a wider picture than the origin of a single amount.
- Banking relationships
The banks used, the history of the relationship, letters and statements for the period required.
- Corporate structures
Shareholdings, beneficial ownership, trusts, foundations and holding companies.
- Court and criminal proceedings
Current and concluded proceedings, civil disputes and tax claims included.
- Sanctions and PEP factors
A check against the sanctions lists and the status of a politically exposed person — for you and for connected persons.

08 / Important before you decide
What a Vanuatu passport does not solve by itself
For each point we give a link to the primary source where one exists. This is the part people usually learn about after paying.
Travel to the European UnionThere is no visa-free access, but the road to Europe opens through residency
The Vanuatu passport gives no visa-free entry to the EU: by Regulation (EU) 2025/11 of 19 December 2024 the country was moved to the list of states whose citizens need a visa. But Europe opens with this passport through status rather than through visa-free travel: it is used to apply for investment residency programmes. The Greek golden visa grants residence for 5 years at once, with the right to renew, and there are programmes in Portugal and other EU countries. In such a pairing Vanuatu works as a second travel document and as the basis for European status, not as a substitute for a Schengen visa.

Since August 2024 Vanuatu has issued biometric passports (ePassports) to the ICAO standard: 10 years for an adult, 5 for a child. The old five-year passports are no longer issued. When it expires a new document is applied for, with the fee paid — a machine-readable passport is not extended in the same booklet. The Passport FAQ section on the Citizenship Office site describes the 2010 issue and was never updated for biometric passports.

Citizenship by itself does not end tax obligations in other countries and does not make the applicant a tax resident of Vanuatu automatically: residency is determined by the law of the particular countries and by the facts — where you live, where the centre of your interests lies, how many days you spend. Nor does it take anything away: the Vanuatu passport works as an additional instrument in tax planning. Vanuatu levies no income tax, no capital gains tax and no inheritance tax (VAT is 15%), and with a properly built structure a change of tax residency saves substantial sums. That is separate work with a tax adviser: first we cost your particular situation, and only then decide whether a change of residency is worth it.

In practice a second passport is also taken for corporate tasks: registering companies and opening accounts in the UAE and other jurisdictions where the applicant’s first citizenship matters less. But the passport by itself does not open an account: banks run their own compliance, assess documents obtained under investment programmes separately and in any case require evidence of the source of funds.

The Citizenship Office publishes no processing standard for applications under the investment programmes. Any period quoted is practice, not an obligation. The Commission may defer its decision and request further information.

The practice on accepting applications from particular citizenships has changed and continues to change. We do not publish a list of «prohibited» countries, because no current official list exists in the public domain: we confirm in writing with the licensed agent that the programme is available on your citizenship before any documents are prepared.
Keeping your current citizenshipIt is checked against the law of your own country
Vanuatu does not require you to renounce your previous citizenship, but what obtaining a second passport entails is determined by the law of the country of your current citizenship — including any duty to notify.
A refusal by the state authorityIt is possible at any stage
The Citizenship Commission may defer or refuse an application if the applicant has not produced a required document or has not met the requirements. A complete file does not mean automatic approval.

Common questions about citizenship of Vanuatu
Which investment programmes does Vanuatu run?
Besides naturalisation the Citizenship Office lists several grounds: the Coconut Oil Fund (the Capital Investment Immigration Plan, Form D), the Vanuatu Development Support Program (DSP), the Vanuatu Contribution Program and the Real Estate Option Program. In practice clients are most often shown the DSP and the Coconut Oil Fund — those are the ones with a published table of government fees. Whether a particular programme is available as at the date of filing is confirmed with the licensed agent.
How is the cost for a family made up?
We count it all in — the same way as in the personal quotation. The contribution depends on the total number of applicants: under the DSP it is $130 000 for one, $150 000 for two, $165 000 for three and $180 000 for a family of four — children under 18 are inside the base family and there is nothing extra to pay for them. Under the Coconut Oil Fund a single contribution of $157 000 applies to an application of up to 4 people. Above the contribution the quotation includes the FIU fee, the birth certificate and the local ID ($1 000 per person), the biometric passports ($2 000 - $4 000 per person) and the pack of translations with the apostille up to $2 000. BRIDGES GLOBAL legal support is already included. The total: from $140 000 under the DSP for a single applicant and from $179 000 under the Fund for a family of four.
Does the investment part of the Coconut Oil Fund come back?
Yes. Under the Coconut Oil Fund programme $50 000 is returned after 5 years — that is the refundable part of the investment. The contribution under the DSP is not returned. The particular terms, the timing and the procedure for the return are fixed in the agreement before payment.
Who may be included in the application?
One application may include the applicant, the spouse, children under 18, children aged 18-25, parents and, in some cases, other dependants. The contribution is counted on the total number of people in the application: the base family is up to 4 people, and children under 18 are inside it at no extra cost. Every fifth and further applicant adds $26 500. The right to include adult children, parents and other dependants is confirmed before filing.
Do I have to travel to Vanuatu?
The filing procedure, whether attendance in person is needed, and the format of the oath and of taking the biometrics are set by the process in force and may change. We do not publish a claim of a fully remote process without confirming the current procedure as at the date of filing, and we confirm that procedure in writing before the work begins.
How does due diligence work?
The applicant and the adult members of the family go through the mandatory check. Under the DSP a Financial Intelligence Unit fee of $5 000 is officially provided for. What is examined: the background, the citizenships, tax residency, the source of funds and the source of wealth, banking relationships, corporate structures, court proceedings, sanctions and PEP factors, and publications in open sources. The state authority may request further information.
When is the main payment made?
The Citizenship Office separates two payments: the application fee is paid when the application is filed, and the Citizenship Fee only after the Commission approves the application. The particular payment schedule for the chosen programme is confirmed before the agreement is signed.
Can the Vanuatu passport be used for travel to the EU?
The Vanuatu passport gives no visa-free entry to the European Union: by Regulation (EU) 2025/11 of 19 December 2024 the country was moved to the list of states whose citizens need a visa (published in the Official Journal of the EU on 14 January 2025, in force on the twentieth day after publication). The passport does not close the road to Europe, though — it changes it: it is used to obtain residence under investment programmes. The Greek golden visa grants residence for 5 years at once with the right to renew, and similar programmes exist in Portugal and other countries. Many clients build the order exactly that way: first a quick second passport, then European status on the back of it.
Is a visa needed for the United Kingdom?
Yes. Since 19 July 2023 citizens of Vanuatu need a British visa to enter. The Government of the United Kingdom linked that decision directly to the citizenship-by-investment programme.
Does citizenship of Vanuatu change tax residency?
By itself, no. Citizenship does not end tax obligations in other countries and does not make the applicant a tax resident of Vanuatu automatically. Tax residency is determined by the law of the particular countries and by the facts — where you live, where the centre of your interests lies, how many days you spend. The VAT rate in Vanuatu is 15%.
How long is the Vanuatu passport valid?
A biometric Vanuatu passport is issued for 10 years to an adult and for 5 to a child. The country has issued biometric passports to the ICAO standard since August 2024, and the old five-year documents are no longer issued. When it expires an application is made for a new passport: a machine-readable document is not extended in the same booklet. The citizenship itself has no expiry and passes to children by descent.
What restrictions apply to particular citizenships?
The practice on accepting applications from particular citizenships has changed. No current official list of restrictions exists in the public domain, so we do not publish a list of countries. Whether the programme is available on your citizenship is confirmed in writing with the licensed agent before the documents are prepared and before the agreement is signed.
Can the state authority refuse?
Yes. The decision is taken by the Citizenship Commission of Vanuatu. The official procedure expressly provides that the Commission may defer or refuse an application if the applicant has not produced a required valid document or information, or has not met the requirements. A complete file does not mean automatic approval, and no adviser can guarantee the outcome.
Which documents evidence the source of funds?
The set depends on where the capital came from. Usually it is the contracts and documents for the sale of a stake or an asset, dividend resolutions and statements, income certificates and tax returns, documents on an inheritance or a gift, bank statements for the period required with explanations of large transactions, and evidence of the ownership structure of the business. The first consultation takes place without handing over any documents.
