What has changed in the programme
- 1 September 2026
The Citizenship by Investment Unit published its first-year report: 548 applications from 72 countries, 350 approved, 12 rejected, 186 in process. Russian citizens filed 122 applications, second only to China. Approval takes 2 months on average and a passport 4 months.
- 6 October 2026
The Constitutional Court confirmed the results of the 27 September parliamentary election: no party won a majority (MLSTP 24 seats, ADI 23, MCI-PS/PUN 6, Basta 2 out of 55). The citizenship programme operates under Decree-Law 07/2025 and accepts applications. While a government is formed, steps that need cabinet sign-off may take longer.
- 17 February 2026
According to the programme, 98 applications have been filed since it opened, 27 of them approved and 71 under consideration. Review now takes around 9 months (October 2026).
- January 2026
The first passport under the citizenship by investment programme was issued - confirmation that the procedure has been carried through to the end in practice.
- 21 October 2025
The opposition and a group of lawyers, including the president of the bar association and a former attorney general, filed an application to suspend the programme. There is no decision on the application and the programme continues to accept applications.
- 1 August 2025
Decree-Law 07/2025 “Regulamentação da Nacionalidade por Investimento ou Doação” was published in Diário da República No. 33 and came into force. UCID, the National Transformation Fund and the Screening Committee were established.
