Argentina and Sao Tome and Principe have become the two main stories of the second citizenship market in autumn 2026. Both programmes are open to Russians, both allow dual citizenship and neither requires relocation. That is where the similarity ends. Argentina costs from $350,000 and gives a passport with visa-free Schengen, but its programme does not yet accept applications and is being reviewed by the Supreme Court. Sao Tome costs about $95,000 and has been running since 2025, but its passport opens about 70 destinations, without Europe. Below is a comparison of price, timing, passport, family, the path to the EU and risks, plus scenarios in which families take both programmes.

Argentina or Sao Tome: in short

In short: Sao Tome is chosen when a passport is needed now and for little money. Argentina is chosen when a strong passport for Europe is needed and the family is ready to wait and pay five times more.

The programmes answer different questions. Sao Tome solves the task of a backup citizenship: fast, remote, under a working law. Argentina solves mobility: visa-free Schengen, the UK and Japan, and a short route to a Spanish passport. Comparing them on price alone is pointless. Compare them by goal, timing and appetite for risk.

What each programme costs

In short: a single applicant pays $350,000 in Argentina and about $95,750 in Sao Tome with the main fees. For a family of four the gap is almost fivefold: $500,000 versus about $103,000.

In Argentina the main applicant chooses one of two options. First: a non-refundable contribution of $350,000 to the National Treasury. Second: a government bond of $800,000 held for seven years. A spouse and each child aged 18 to 25 add $100,000 each; a child under 18 adds $25,000. Government processing fees have not been published yet; documents, Spanish translations and a trip to Buenos Aires come on top.

In Sao Tome the main cost is a non-refundable contribution to the National Transformation Fund (NTF): from $90,000 for a single applicant and about $95,000 for a family of up to four. On top: a filing fee of about $5,000 per application and about $750 in documents per person. Each family member beyond the base family adds about $5,000.

Single applicant$350,000$800,000about $95,750
Couple$450,000$900,000about $101,500
Couple and a child under 18$475,000$925,000about $102,250
Couple and two children under 18$500,000$950,000about $103,000
Couple and a child aged 18-25$550,000$1,000,000about $102,250

The Sao Tome figures are indicative: the programme is young and 2026 rates may be adjusted. The Argentina figures include contributions only, without future fees. Argentina's terms and costs are on the programme page, and a detailed Sao Tome estimate is in the article on the cost of Sao Tome citizenship.

Argentina's bond looks like a refundable option, but it has its own price. $800,000 sits for seven years in the public debt of a country that has defaulted more than once. If the bond is repaid in full, the real cost of the passport equals the income forgone on that money. If not, the loss exceeds the contribution.

What this means for you. In money terms Sao Tome is 3.7 times cheaper for one person and almost five times cheaper for a family. The price gap reflects the passport gap, not the quality of service.

Timing and programme status

In short: Sao Tome accepts applications and issues passports, with approval in about two months. Argentina announced its terms on 2 October 2026 and promises applications in Q4; regulations and the vetting procedure have not yet been published.

Sao Tome works on an approval-first model. The applicant files documents, passes due diligence, receives approval in principle about 6-8 weeks after a complete file and only then pays the fund contribution. The full cycle including the passport takes 4-6 months. The first passports under the programme were issued in early 2026.

Argentina is still at the announcement stage. The economy minister named the terms in Paris and the government promises to open applications by the end of the year. Applicants will be vetted by a dedicated citizenship by investment agency together with financial control bodies, and the migration authority decides. How long vetting takes in practice will only become clear after the first cases.

What this means for you. If you need a passport before spring 2027, only one of the two is realistic: Sao Tome. Argentina cannot be planned in that timeframe.

What the passport gives

In short: the Argentine passport opens 160 destinations without a consular visa, including Schengen, the UK and Japan. The Sao Tome passport opens about 70 destinations, mainly Africa and parts of Asia and Latin America, without Europe or North America.

Latin Americavisa-free; Mercosur on an ID cardsome countries visa-free

The gap needs a sober assessment. For a Russian in 2026, visa-free Schengen is not a convenience but a way to travel to Europe without a consulate and without the risk of the new visa restrictions the EU is discussing right now. The Argentine passport solves that. The Sao Tome passport does not: with it you travel to Europe on a visa or a residence permit.

Argentina has another advantage that is often underrated: Mercosur. An Argentine citizen can live and work in Brazil, Uruguay, Paraguay and other bloc members under simplified rules and travel the region on an ID card. For families who see Latin America as a place to live, that has its own value.

The Sao Tome passport is stronger than its overall count suggests in one respect: it opens Hong Kong, Singapore and several African and Latin American countries where a Russian passport needs a visa. And it has a bridge to Europe through the Portuguese language, covered below.

What this means for you. If the main goal is travel to Europe, the answer is Argentina. If you need a second passport as insurance and as a tool for banks and travel outside Europe, Sao Tome does the job for a fifth of the price.

The path to EU citizenship

In short: both passports give a preferential route to citizenship of an EU state. Spain grants Argentines citizenship after 2 years of legal residence, Portugal grants Sao Tome nationals citizenship after 7 years. In both cases you have to actually live there.

BasisLatin American nationalsnationals of Portuguese-speaking countries (CPLP)
Residence before citizenship2 years of legal residence7 years of legal residence
Standard period for a foreigner10 years10 years
Must you live thereyes, Spanish residence and actual stayyes, Portuguese residence and actual stay

Spain has historically given Latin American nationals a reduced period: two years of legal residence instead of ten. For a family with Argentine passports this means that after moving to Spain on a residence permit (financial independence, work, business) they can apply for Spanish citizenship two years later. Spain also allows Latin Americans to keep their first citizenship.

Sao Tome and Principe belongs to the Community of Portuguese Language Countries. Since 19 May 2026 Portugal has a new nationality law: nationals of that community need 7 years of legal residence, other foreigners 10 years. The period runs from the issue of the first residence permit, not from the application. The bridge is real but long.

What this means for you. On the path to an EU passport Argentina wins 3.5 times on time. But in both cases the EU passport goes to the person who moved, not to the one who bought a passport.

Who can be included

In short: Sao Tome includes a spouse, children up to about 30 and parents from 55. Argentina includes a spouse and children up to 25; parents are not part of the application.

In Sao Tome a family of up to four fits into the base contribution of about $95,000, and each further member adds about $5,000. Adult children and the older generation can be included, which suits families where parents also need a second passport.

In Argentina children aged 18 to 25 cost the same as a spouse, $100,000 each. The programme makes no provision for the applicant's parents: they will need a separate basis. For a family of six with two adult children and parents, the gap between the programmes grows from fivefold to tenfold.

What this means for you. For a large family with parents Sao Tome is simpler and cheaper. For a young family with small children the Argentine surcharge is relatively modest: $25,000 per child.

Legal basis and risks

In short: Sao Tome's programme rests on Decree-Law 07/2025 and works. Argentina's rests on a presidential decree that one court has already declared null; the case is before the Supreme Court and ban bills sit in Congress.

Argentina's risk is legal and political. On 30 June 2026 the National Electoral Chamber declared null the decree on which the programme rests. On 24 September the chamber sent the case to the Supreme Court. Constitutional lawyers point out that the Constitution grants naturalisation after two years of residence or for exceptional services, and says nothing about purchase. One of the two ban bills would declare citizenship already granted invalid. Neither provides for refunds. All the scenarios are covered in our analysis of the Argentine ban bills.

Sao Tome's risk is different: youth. The programme is about a year old and the passport is only beginning its life at banks and borders. Vetting is strict, especially for CIS nationals, and the trust other countries place in this passport depends on its quality. As of October 2026 there is no external pressure on the programme.

I would not pay Argentina $350,000 until the Supreme Court rules on the decree or Congress enshrines the programme in law. Documents, certificates and source of funds evidence can be prepared now. And if the passport is needed sooner, Sao Tome does the job without waiting.

What this means for you. Argentina today is a strong passport with an unclear legal fate. Sao Tome is a modest passport with a working law. The choice depends on which risk you find easier to accept.

For Russian citizens

In short: both programmes accept Russian citizens with a transparent source of funds. Russia allows second citizenship; it must be notified to the interior ministry within 60 days.

Sao Tome works with applicants from Russia directly but checks them more thoroughly: origin of funds, business reputation, sanctions lists. Payment is made only by lawful means; the programme is not designed to circumvent sanctions. Details are in "Sao Tome citizenship for Russians".

Argentina does not exclude Russian citizens from the programme. Russians still enjoy visa-free entry to Argentina for 90 days, so a trip to Buenos Aires for processing needs no visa. How the new agency will vet Russian applicants will become clear after applications open.

Common rules apply to both passports: second citizenship is notified to the interior ministry within 60 days of receiving the document, a second citizenship does not make a person a Russian tax non-resident, and foreign accounts are subject to currency control rules.

Which programme to choose

In short: the decision depends on three things: when you need the passport, whether you need visa-free Schengen and how much the family is ready to invest.

  • Passport needed within months, budget up to $120,000. Sao Tome. Argentina is out of reach in that timeframe and budget.
  • Visa-free Schengen and UK needed, budget from $500,000, no rush. Argentina, once the programme opens and passes the court test.
  • Plan to move to Spain. Argentina: two years of residence to a Spanish passport.
  • Plan to move to Portugal. Sao Tome: seven years of residence instead of ten.
  • Large family with parents. Sao Tome.

Many families do not choose one programme but build a sequence. A Sao Tome passport is obtained now as insurance and a working second passport. The decision on Argentina is taken in 2027, when the Supreme Court's position and the election result are clear. This costs more but removes the main risk: being left without a second passport while Argentina decides the fate of its programme.

If speed and a proven legal basis matter, and Schengen can come through residence, a third option is Vanuatu: processing in 2-3 months, parents in the application and a path to Greek residence. The comparison is in "Sao Tome or Vanuatu".

Common mistakes

  1. Paying for a "reservation" in Argentina's programme. Applications are not open; there is nothing to reserve. You can prepare documents, but do not pay.
  2. Expecting visa-free Europe from Sao Tome. There is none. Europe opens with this passport through a visa, residence or the Portuguese route.
  3. Choosing Argentina's bond as the free option. It is $800,000 for seven years in the debt of a country with a history of defaults.
  4. Not preparing the source of funds in advance. Both programmes check the origin of money. Certificates, statements and apostilles take weeks.
  5. Forgetting to notify the interior ministry. 60 days from receiving the second passport, with a fine for missing the deadline.

Before choosing a programme

  • Define the date by which you need the passport
  • Decide whether you need visa-free Schengen or residence is enough
  • List everyone who will be in the application, including parents
  • Gather source of funds documents
  • Calculate the full budget with family and fees

Conclusion

In short: Sao Tome is a working, affordable second passport for now. Argentina is a strong passport for later, when the courts and Congress remove the main question.

Comparing Argentina and Sao Tome shows a simple thing: a strong passport is expensive and does not come at once, an affordable passport comes fast but opens fewer doors. Sao Tome suits those who need a second citizenship as insurance, for banks and travel outside Europe, and want it in 2026. Argentina suits those building a European future for the family and ready to wait for clarity. For many it makes sense to start with the first and keep the second in the plan.

Frequently asked

Questions people ask before deciding

01Which is cheaper: Argentina or Sao Tome?

Sao Tome. A single applicant pays about $95,750 with fees versus $350,000 in Argentina. For a family of four, about $103,000 versus $500,000.

02Which passport is stronger?

Argentina's: 160 destinations without a consular visa, including Schengen, the UK and Japan. The Sao Tome passport opens about 70 destinations, without Europe and North America.

03Can I apply to Argentina right now?

No. The terms were announced on 2 October 2026 and applications are promised in Q4 2026. Regulations and the vetting procedure have not yet been published.

04How long does a Sao Tome passport take?

Approval in principle about 6-8 weeks after a complete file; the full cycle with the passport is 4-6 months.

No. With it you travel to Europe on a visa or residence permit. But it gives a preferential route to Portuguese citizenship: 7 years of residence instead of 10.

06After how many years can an Argentine get Spanish citizenship?

After 2 years of legal residence in Spain. That requires moving on a residence permit and actually living there.

07Can parents be included?

In Sao Tome, yes, parents aged 55 and over. In Argentina, no; the programme covers only a spouse and children up to 25.

08Are Russians accepted?

Neither programme excludes Russian citizens. Source of funds checks are enhanced. Second citizenship must be notified to the interior ministry within 60 days.

09What does an investor risk in Argentina?

The programme rests on a decree a court has declared null, and the case is before the Supreme Court. Ban bills in Congress provide no refunds.

10Can I do both programmes?

Yes. Many families obtain Sao Tome now as insurance and decide on Argentina in 2027, once the programme's legal fate is clear.
