What you need to know before you consider São Tomé

This is one of the most accessible lawful roads to a second citizenship, but it is not bought for Europe: the passport gives no visa-free Schengen access. Below are the four things that decide whether the programme fits you.

  1. The contribution is paid per application

    A single applicant — $90 000, a family of two to 4 — a single $95 000. A family of four costs the same on the contribution as a couple: the extra $5 000 starts with the fifth person.

  2. There is no visa-free Schengen access

    The passport gives no visa-free entry to the EU, the United Kingdom or the United States. If European visa-free travel is needed right now, it is fairer to look at the Caribbean programmes — we say so at the first consultation.

  3. Portugal comes through moving there, not through the passport

    Membership of the CPLP shortens naturalisation in Portugal from 10 years to 7, but the clock runs from a Portuguese residence permit and real residence. The São Tomé passport speeds the road up; it does not replace it.

  4. The programme is young

    The legal basis is Decreto-Lei n.º 07/2025, and the first passports were issued in January 2026. Hence the advantage — no queue — and the disadvantage — a short history and a practice still taking shape.

Why a family of four costs almost the same as one person

The contribution to the National Transformation Fund is counted per application rather than per person — and that is the programme’s main feature. Every value is taken from the tariffs of the programme and from the BRIDGES GLOBAL personal quotation and checked on 9 August 2026. Where no official wording exists in the public domain we say so plainly.

05 / How the work runs

From the preliminary check to the passport in hand

The programme splits the payments: the application fee of $5 000 is paid before the check and is not returned, while the main contribution comes only after approval in principle. That is why we assess the chances before filing.

  1. The consultation and the preliminary check

    We work through the task, the citizenship and the applicant’s background. If visa-free Schengen travel is the priority, we say so at once and propose another programme. No documents are needed at this stage.

  2. The agreement and the start of the work

    We sign the agreement remotely and fix the quotation and the payment schedule. The fee and the government costs are separated and set out apart.

  3. Checking the family

    We confirm the right to include the spouse, the children and the parents: age, dependency, marital status. Both the contribution and the set of documents depend on the family.

  4. Assembling the file and the source of funds

    We assemble the documents, the police certificates and the evidence of the origin of the capital. We arrange translations into English, notarial certification and the apostille.

  5. Filing through the authorised agent

    The application goes to the Citizenship by Investment Unit. On filing the fee of $5 000 is paid — before the check begins and without return.

  6. Due diligence and the review

    The applicant and the adult members of the family are checked. The state authority may request further information and postpone its decision.

  7. Approval in principle and the contribution

    After approval the contribution to the National Transformation Fund is paid — from $90 000. Nothing is paid towards the contribution before approval.

  8. The documents in hand

    The certificate of registration of citizenship, the national identity card and the passport. Issuing the documents takes around four more months after approval.

07 / The check on the applicant

What has to be prepared for due diligence

The applicant and the adult members of the family are checked. Below are the areas on which information is gathered. The first consultation takes place without handing over any documents.

  • Personal and business background

    The chronology of employment, senior positions, participation in companies and public activity.

  • Current and previous citizenships

    Every passport and residence permit, including those obtained under investment programmes. For this programme the number of current citizenships matters.

  • Police certificates

    From the country of citizenship and from the countries of residence for the period required, with the apostille and a translation into English.

  • The source of funds

    Where the particular money paying for the participation came from: the sale of a stake, dividends, salary, an inheritance.

  • The source of wealth

    How the capital was built over a career — a wider picture than the origin of a single amount.

  • Banking relationships

    The banks used, a reference letter, statements for the period required.

  • Corporate structures

    Shareholdings, beneficial ownership, trusts, foundations and holding companies.

  • Court and criminal proceedings

    Current and concluded proceedings, civil disputes and tax claims included.

  • Sanctions and PEP factors

    A check against the sanctions lists and the status of a politically exposed person — for you and for connected persons.

  • Adverse media

    Publications in the press and in open databases that the reviewer will see and will ask about.

  • Information on family members

    The same data for every adult applicant included in the application.

  • Evidence of relatives’ dependency

    For children over 18 and parents aged 55 and over — documents on financial dependency and marital status.

A complete set of documents does not mean automatic approval. The final decision is taken by the state authority after its own check.

08 / Important before you decide

What a São Tomé passport does not solve by itself

The plainest part of the page: what this passport does not have, where it works and why it is valid for 7 years rather than ten. This is what people usually learn about after paying.

Travel to the Schengen area, the United Kingdom and the United StatesThere is no visa-free access — that is the programme’s main limit

The São Tomé and Príncipe passport does not give visa-free entry to the Schengen area, the United Kingdom, the United States, Canada, Australia or Japan. If the task is European visa-free travel right now, this programme does not solve it, and we say so before the agreement. With this passport Europe opens not through visa-free travel but through status: it is used to obtain an investment residence permit in Greece, Portugal and other EU countries.

The mobility of the passportAround 60-70 destinations, mostly in Africa, Asia and Latin America

The analytical services differ on the number of visa-free destinations: some count only visa-free entry, others add visas on arrival and electronic authorisations. We do not name an exact number: before a trip the requirements are checked for the particular country as at the date of departure. For comparison, Caribbean passports give appreciably wider mobility.

The road to Portugal through the CPLPA real route, but it requires moving there and seven years of residence

São Tomé and Príncipe belongs to the Community of Portuguese Language Countries, and that gives its citizens a shorter road to Portuguese citizenship: under Lei Orgânica n.º 1/2026 naturalisation for citizens of CPLP countries comes after 7 years of lawful residence in Portugal, against 10 years for other foreigners. The key word is residence: the São Tomé passport by itself gives no EU citizenship and does not replace a residence permit in Portugal. First you have to obtain a Portuguese residence permit, live under it for the period set and pass the language exam.

The validity of the passport7 years instead of the usual ten

The passport is issued for 7 years — less than the ten-year passports of most programmes, which means replacing it more often and paying the fee each time. The citizenship itself has no expiry, passes to children and needs no renewal.

The legal basis is Decreto-Lei n.º 07/2025, and the first passports were issued in January 2026. The advantage of a new programme is that there is no queue and the procedures are quick. The disadvantage is the short track record: the practice on intake and the requirements are still taking shape, and the terms may be adjusted. That has to be weighed when choosing between São Tomé and programmes with thirty years behind them.

Citizenship does not end tax obligations in other countries and does not make the applicant a tax resident of São Tomé automatically: residency is determined by the law of the particular countries and by the facts — where you live, where the centre of your interests lies, how many days a year you spend there. Changing tax residency is separate work with a tax adviser.

What does citizenship of São Tomé and Príncipe cost?

The government costs for a single applicant are $95 750: a contribution to the National Transformation Fund of $90 000, an application fee of $5 000 and state-issue documents of $750. For a family of two to 4 the contribution is a single $95 000, so a family of four comes to $103 000 in government costs. The BRIDGES GLOBAL fee, translations, the notary and the apostille are paid separately and fixed by the agreement before the start.

Why does a family of four cost the same as a couple?

That is how the official tariff works: the contribution to the National Transformation Fund for a family of two to 4 is a single $95 000. The only thing charged per person is the state-issue documents at $750. From the fifth person the contribution grows by $5 000 for each.

Is the contribution returned?

No. It is a non-refundable contribution to the National Transformation Fund — the country’s state development fund. The application fee of $5 000 is likewise not returned whatever the decision, which is why we assess the chances before filing.

Who may be included in the application?

The spouse or de facto partner, children up to 30 — unmarried and financially dependent on the applicant — and parents and grandparents aged 55 and over. Do I have to travel to São Tomé and Príncipe?

What is the CPLP, and is it really a road to an EU passport?

The CPLP is the Community of Portuguese Language Countries: Portugal, Brazil, Angola, Mozambique, Cape Verde, Guinea-Bissau, Equatorial Guinea, Timor-Leste and São Tomé and Príncipe. Portugal grants citizens of CPLP countries naturalisation after 7 years of lawful residence against 10 for other foreigners — that is set by Lei Orgânica n.º 1/2026. But the clock runs from a residence permit in Portugal: first you have to obtain a Portuguese residence permit, actually live under it for seven years and pass the language exam. The São Tomé passport shortens the period; it does not replace the move.

Why is the passport issued for 7 years?

Can I keep my current citizenship?

Yes, the programme allows dual citizenship and there is no need to renounce your current passport. What obtaining a second citizenship entails is determined by the law of your own country, including any duty to notify — we check that separately.

Which documents evidence the source of funds?

The set depends on where the capital came from. Usually it is the contracts for the sale of a stake or an asset, dividend resolutions and statements, income certificates and tax returns, documents on an inheritance or a gift, bank statements for the period required with explanations of large transactions, a bank reference letter and evidence of the ownership structure of the business. The first consultation takes place without handing over any documents.
