“Does my six-year-old grandson need to do biometrics?” A grandfather asked us this, and he was not planning to obtain St Kitts and Nevis citizenship at all: the family already has it. The short answer is yes. The government requires everyone who obtained citizenship through the programme, including children, to complete biometrics. Below I explain how this works for a child: the fee, age, documents, who accompanies them and what to do if the child’s passport has already expired. If you would rather hand it over to us, our terms are on the St Kitts and Nevis passport replacement page.

In short

  • All dependants who obtained citizenship through the programme, including children, complete biometrics. What is captured depends on age and follows international standards.
  • The deadline for children is the same as for adults: 31 July 2027. After that date, programme passports issued before 14 April 2026 are not accepted for travel.
  • The child rate under 16 is USD 1,300, or USD 1,170 when booking and biometrics fall by 31 December 2026. From 16 the child pays the adult rate.
  • The child attends the centre in person with a parent or legal guardian. The passport is only presented at the appointment and is not taken.
  • If the child’s passport has expired, the identification approach at the centre is agreed before booking. Otherwise the visit may fail.

Does a child need biometrics if they already hold citizenship?

Yes. The St Kitts and Nevis National Biometric Enrolment and Passport Modernisation Programme has run since 14 April 2026. It is not a new citizenship and not a new review of the family. The government is upgrading the passport to the security standard already used by the European Union, the United States and the United Kingdom.

The official text says it plainly: by 31 July 2027 all citizens who obtained citizenship through the programme, including all dependants and children, must enrol in accordance with age-appropriate international standards. In its questions and answers the Citizenship Unit repeats that dependants, including children, must enrol before that date.

The child’s citizenship does not depend on it. If you miss the deadline, the child remains a citizen, but the old passport will stop being accepted for international travel. A new one can still be obtained later through the same biometrics, but without discounts and most likely with a queue.

What this means for you. If a child obtained St Kitts and Nevis citizenship through the programme, they also need to complete biometrics by 31 July 2027. Age does not exempt them.

What changes with age

Biometrics comprises fingerprints, a digital facial image and a digital signature, and an iris scan where applicable. For children, what is captured depends on age. At the programme launch in April 2026 the Citizenship Unit said that children from the age of 5 and adults of all ages can enrol, and promised separate details for children. The September materials use a wider wording: all dependants, including children, enrol under age-appropriate international standards. The government does not publish a separate table by year. Under the St Kitts and Nevis passport form, a child under 16 attends with a parent or legal guardian and signs personally from age 8. For comparison, European Union passports take fingerprints from age 12. What exactly will be captured for a child of a given age at a St Kitts and Nevis centre we check at booking, so parents and child know in advance.

The age of 16 matters for the budget. Under 16 the child rate applies; from 16 the child counts as an adult applicant. If a teenager turns 16 before the visit, the rate will be the adult one. Sometimes it is cheaper to book earlier while the child rate applies, but decide for the whole family: two trips usually cost more than the fee difference.

What this means for you. Under 16: the child rate of USD 1,300. From 16: the adult rate. Signatures and consents for teenagers aged 16-17 are agreed in advance.

Who accompanies the child at the centre

The child attends the appointment in person, together with a parent or legal guardian. In the list of documents for the appointment the government separately names guardianship documentation for minors, where applicable.

The simplest option is for both parents to travel with the children so the whole family enrols on the same day. If only one parent travels, we prepare the other parent’s notarised consent in advance and check the specific centre’s requirements. If the child is accompanied by a grandparent or another relative, documents confirming their authority will be needed. Requirements can differ between centres, so we settle this before paying for the booking.

In its 2 September 2026 announcement the Citizenship Unit says the centres offer family-friendly touches for children accompanying their parents, and clients are hosted by a dedicated relationship manager. This is good news for families with young children: the visit takes 15-30 minutes per person and goes calmly.

If the child’s passport has already expired

This is a common situation. Children’s passports are valid for shorter periods than adults’, and by the time of biometrics a child’s passport has often expired. For example, the father’s passport is valid for several more years while the son’s expired in the spring.

The first mandatory document on the appointment list is the original valid passport. So before booking you need to decide which document will identify the child at the centre. Possible options: a valid passport of another country, if the child has one, the citizenship certificate with the file reference number, the birth certificate. We agree the approach for an expired passport through the authorised agent before payment, not on the day of the visit.

  1. We check when the child’s passport expired and whether they have another valid passport.
  2. We gather the citizenship certificate and the birth certificate with a translation if it is not in English.
  3. We agree how the child with an expired passport will be identified.
  4. Only then do we book the family and pay the government fee.

What this means for you. An expired child passport is no reason to postpone biometrics. But booking without an agreed identification approach is not advisable.

Documents for a child: the full list

At the appointment every family member, including the child, brings originals. Copies are not accepted at the centre unless the appointment confirmation explicitly says otherwise. Here is what is usually needed for a child.

Since 1 September 2026 personal information, biometrics and supporting documents are submitted digitally through the government portal after notarisation. A separate printed passport photo is no longer needed: the passport uses the image taken at the centre. How to prepare a child for the visit

For a child the centre is a new place with unfamiliar people. A few simple steps help get through it quickly and without tears.

  • Choose a time when the child is usually alert: mornings for younger children, after school for older ones.
  • Dress the child in dark plain clothing with no white or patterns. The photo is taken at the centre and goes into the passport.
  • Glasses are removed for the photo, headwear is not allowed except for religious reasons. Hair must not cover the eyes.
  • A neutral expression, no smile showing teeth. Explain this at home; you can practise in front of a mirror.
  • Bring water and something quiet to keep the child busy while waiting.
  • Put the child’s original documents in a separate folder so you do not search for them at the desk.

If there are several children, it is convenient to book them back to back in one slot. We ask the centre to place the children right after the parents so an adult is close by.

A child born after citizenship was granted

If a child was born after the family obtained citizenship, their first passport is issued straight away under the new biometric process. First the child’s citizenship must be confirmed and the birth registered, then the passport is issued. This is separate work, and we handle it on the citizenship and passport for a child page. Who else can be included in the family under the programme is covered in our article on St Kitts citizenship for the whole family.

How much passport replacement costs for a child

The government fee for a child under 16 is USD 1,300 and covers biometrics and passport production. For a new booking with biometrics completed between 20 July and 31 December 2026 a 10% discount applies: USD 1,170. From 1 January 2027 the standard fee applies again.

Example: a father and a six-year-old son. With the discount, government fees are USD 2,250 for the father and USD 1,170 for the son, USD 3,420 in total. On top come support, translations and passport delivery. Our work starts from EUR 1,000, with translations and certification included in the quote. A detailed estimate for different family sizes is in our article on passport replacement cost.

Where it is easier for a child to enrol

Choose the centre by how easy the flight is for the whole family. Istanbul and Dubai suit families from Europe, the CIS and the Gulf. London has a VIP Suite at the Royal Exchange: a private slot, including evenings, and the whole family with children enrols in one visit. The Suite costs USD 500 extra. The full list of centres and tips on choosing are in our piece on biometric centres.

The finished passport is not issued at the centre. It is produced in St Kitts within 4-6 weeks after biometrics and sent by courier. So there is no need to return to the centre city for the passport.

Common parental mistakes

  1. Assuming young children do not need biometrics. All programme dependants need it, including children.
  2. Booking a child with an expired passport without an agreed identification approach.
  3. One parent travelling without the other’s consent and without checking the centre’s requirements.
  4. Splitting children and adults across different dates and centres: that means two trips and double costs.
  5. Missing the child’s 16th birthday and not budgeting for the adult rate.
  6. Paying for the booking before the whole family has agreed the dates: once confirmed, the fee is generally non-refundable.

Bottom line

Children who obtained St Kitts and Nevis citizenship through the programme must complete biometrics by 31 July 2027, just like adults. Under 16 the child rate of USD 1,300 applies, USD 1,170 with the discount until the end of 2026. The child attends in person with a parent or legal guardian. If the child’s passport has expired, the identification approach is agreed before booking. The general biometrics guide is in our article on St Kitts and Nevis biometrics.

How this article was prepared

Requirements for children and dependants, fees, the appointment document list and photo rules were checked on 23 October 2026 against the biometrics section of the St Kitts and Nevis Citizenship Unit website (ciu.gov.kn) and its announcements of 14 April and 2 September 2026. Accompaniment and signature rules for children follow the passport form of the St Kitts and Nevis Ministry of Foreign Affairs (mofa.gov.kn). The fingerprint age in the EU follows the EU passport regulation. The approach for expired passports and parental consents is confirmed for each family through the authorised agent.
