Vanuatu Passport for Crypto Investors in 2026
Contents

Vanuatu is the first country to officially accept cryptocurrency as a payment for citizenship by investment. For holders of Bitcoin and stablecoins, this is a rare chance to legalize their capital and receive a second passport in a month or a month and a half. But behind the bright cover there are nuances: payment is not made directly on the blockchain, tax residency does not come with a passport, and proving the source of crypto funds can be more difficult than it seems. Let's look at it .

ProgramDSP - non-refundable donation to the state
Fee (one applicant)from ~130,000 USD, all-in ~135,500 USD
Payment with cryptoBTC, USDT, ETH - through a licensed agent in fiat
Termapproximately 1-2 months
Taxes in Vanuatu0% on income, capital gains, inheritance
Schengen visa-freeno - EU suspended from December 2022

Briefly: what is important to know for a crypto investor

Vanuatu was the first country with a citizenship by investment program to accept cryptocurrency as payment of a fee - through a licensed agent who converts it into fiat. A passport gives 0% taxes, but only with real tax residence, and not automatically based on citizenship.

This is a rare combination: the program is technologically advanced in terms of payment, fast in terms of terms and completely legal if the procedures are followed. Below is how payment with crypto works, why Vanuatu is loved in the crypto community, and where the pitfalls are hidden that passport sellers usually don’t write about.

  • You can pay with crypto - but not directly to the public purse, but through an accredited agent.
  • 0% tax on crypto - real, but only if you have become a tax resident of Vanuatu, and not just received a passport.
  • Main barrier - not money, but passing due diligence and proving the source of crypto-capital.

Why Vanuatu is interesting for crypto investors

The crypto investor is a special client in the second citizenship industry. Capital is often earned quickly, stored in volatile assets, and banks and classic funds are wary of it. Vanuatu turned out to be one of the few jurisdictions that does not turn away from such a profile, but builds a procedure for it.

There are several reasons why the crypto community keeps Vanuatu on its short list:

  • Direct acceptance of cryptocurrency as payment. Vanuatu is the first country to officially allow payment of fees in Bitcoin, USDT and Ether. For people who have their main capital in crypto, this removes the headache of withdrawing funds to fiat in their name.
  • Zero tax environment. Vanuatu has no tax on income, capital gains, dividends, inheritance or worldwide income. For those who record profits from the sale of tokens, this is fundamental - but with an important caveat, see the section on taxes.
  • Speed. The DSP program is one of the fastest in the world: approximately 1-2 months from application to passport. For a crypto-entrepreneur who needs a second document here and now (opening accounts, access to exchanges, mobility), this is a powerful argument.
  • Reputation of a technological jurisdiction. Vanuatu has been working with offshore structures and digital assets for a long time, and the very fact of accepting crypto signals to the community: here you will not be treated as an unwanted client.

Is it possible to pay the fee using cryptocurrency and how does it work?

Yes, you can pay - and it's legal. But the mechanics are different from how many imagine them. State of Vanuatu does not accept cryptocurrency directly to a government account: transferring Bitcoin to the state budget is technically and legally impossible. Therefore, the scheme is always two-stage.

  1. The investor transfers cryptocurrency (usually BTC, USDT, ETH are accepted) licensed agent, accredited with the program.
  2. The agent carries out AML/KYC procedures, converts the asset into fiat and transfers the required amount to the official fund on its own behalf, with documentary evidence.

This leads to a key rule: payment with crypto is only legal when it goes through an accredited agent who has verified the origin of the funds before accepting the asset. Any proposal to “transfer Bitcoin directly to the government” is a red flag.

What is important for a crypto investor to consider at this stage:

  • Exchange rate and volatility. Conversion occurs at the exchange rate at the time of the transaction. Fix with the agent what amount in USD is considered paid, so that the rate jump does not turn into an underpayment.
  • Conversion fees. The agent bears the costs of exchange and spread - this is included in the estimate, check in advance.
  • Not just any wallet will do. Funds must come from addresses that you can explain. A transfer from a mixer or an anonymous source will block your path at the compliance stage.

We formulate it carefully: the set of accepted coins and conversion conditions may change and are clarified individually through the agent on the date of submission. We collect the current estimate for your case at consultations.

Cost of Vanuatu citizenship in 2026

Vanuatu citizenship is obtained through the DSP (Development Support Program) program - this is non-refundable donation to the state. The money is not returned and is not invested in real estate or funds, so calling it an "investment" in the strict sense is incorrect: you are paying for a passport.

Estimated amounts for 2026 (to be specified individually):

Composition of applicantsContribution (donation)All-in with due diligence
One applicantfrom ~130,000 USD~135 500 USD
Spouses (2 people)from ~150,000 USD~155 500 USD
Family of 4from ~180,000 USD~185 500 USD

In addition to the fee, a due diligence fee (about 5,500 USD), state fees, agent and lawyer services are paid. We provide a detailed breakdown in a separate article about Vanuatu citizenship by investment - this is the cluster hub where all options and calculations are collected.

When paying with crypto, the final amount in USD remains the same - the source is simply your digital asset, converted by the agent. We are ready to calculate your budget, taking into account the composition of your family and the form of payment - leave a request, and we will come back with a transparent estimate.

Crypto taxes: what a passport provides and what it doesn’t

Here lies the main misunderstanding that passport sellers often play on. Yes, to Vanuatu no tax on income, capital gains, dividends, inheritance and worldwide income - 0% rate. Selling cryptocurrency in Vanuatu is not subject to tax.

But - and this is important - The passport itself does not make you a tax resident of Vanuatu. The zero rate applies to someone who has actually become a tax resident of the country, and this, as a rule, requires actual presence (approximately 183 days a year) and the severance of tax ties with the previous country.

What does this mean in practice for a crypto investor:

  • If you have received a Vanuatu passport, but continue to live and be a tax resident in another country - crypto profit is taxed under the rules of that country, rather than Vanuatu's zero rate.
  • Change of citizenship and change of tax residence - two different procedures. A passport is a tool of mobility and access, not an automatic tax shield.
  • Many countries apply exit tax and controlled foreign company rules when leaving residence - this needs to be planned in advance with a tax advisor.

We deliberately emphasize this: the promises “buy a passport - and crypto is not taxed” are misleading. Real savings are possible, but only through a competent change of tax residence. Expert commentary

“With crypto, compliance failure occurs not because the capital is “dirty,” but because it cannot be explained. A person has bitcoins, but there is no clear history of how they came to be five years ago - and for an FIU officer, this is a question mark. My advice to a crypto investor is simple: start by reconstructing the source of funds long before filing. Collect statements from exchanges, link first purchases with legal income, keep KYC traces. The anonymity that crypto culture prides itself on works against you during the due diligence stage. A clean, documented chain from fiat to tokens is what turns a rejection into an approval.”

Due diligence for crypto capital: how to prove the source of funds

All applicants are screened by the Vanuatu Financial Intelligence Unit (FIU) together with the Citizenship Committee. Since 2025, the FIU has tightened its internal procedures for filing and storing dossiers. For a crypto investor, this is the most delicate stage: proving the origin of digital capital is objectively more difficult than a salary or the sale of a business.

What to prepare in advance to go through the source of funds for the crypt:

  • Where did the money to buy crypto come from? FIU is interested not only in the current asset, but also in the primary source: how you paid for your first token purchases (salary, sale of assets, business income), with supporting documents.
  • Operation history. Extracts from exchanges and wallets confirming the movement of funds. The more transparent the chain from fiat to crypto and back, the better.
  • KYC history on exchanges. Assets that have been verified on regulated sites are easier to explain than funds from P2P and anonymous sources.
  • Documents for the final exchange. Who accepted your crypto upon payment (the same licensed agent) and how the conversion to fiat took place.
  • Certificate of good conduct and declaration of assets. A standard set, without which the dossier will not be accepted.

Visa-free and Schengen: about the weak side

Here we speak directly, because competitors are deceiving on this. A Vanuatu passport does not have visa-free entry into Schengen. The European Union began to suspend visa-free travel from February 2022 due to the risks of the “golden passport” schemes, and from December 2022 the suspension became complete and was further confirmed.

What does this mean in practice:

  • To travel to Schengen countries, a Vanuatu passport holder needs visa category C, and with the launch of the ETIAS system - the corresponding resolution.
  • Any texts about “visa-free Europe with a Vanuatu passport” in 2026 not true - check the source.

However, a Vanuatu passport still provides visa-free or simplified entry approximately 88-90+ directions (number TBD and reduced following EU decision), including Singapore, Hong Kong, Malaysia and most Caribbean countries. This is a working document for Asia and the Pacific, but not for Europe.

If visa-free Schengen is your priority, it’s more to look at Caribbean passports or compare Vanuatu and Nauru. The official EU position can be checked at press release from the European Commission, and the suspension status is on the website Vanuatu Immigration Service.

The passport does not cancel compliance in banks and exchanges

Another fair warning to the crypto audience. The second passport is a document proving identity and citizenship, but it does not cancel checks, which are carried out by banks, payment systems and crypto exchanges.

  • When opening an account with a Vanuatu passport, you still undergo KYC and answer questions about the origin of the funds.
  • Citizenship obtained by donation for some banks - enhanced check trigger, not simplifications.
  • Tax returns in the country of your actual residence do not disappear anywhere - a passport does not relieve you of responsibilities where you actually live and pay taxes.

In other words, Vanuatu solves the problems of mobility, a second document and (in case of a real move) tax optimization - but does not turn into a tool for hiding capital. Those who sell it this way are doing a disservice. We build a strategy: what a passport can do and what requires separate work. You can discuss your scenario at consultations with BRIDGES GLOBAL.

Frequently asked

Questions people ask before deciding

01Is it true that Vanuatu accepts cryptocurrency as payment for citizenship?

Yes. Vanuatu became the first country to officially allow payment of fees in cryptocurrency (usually BTC, USDT, ETH). But the payment does not go directly to the state, but through a licensed agent who carries out AML/KYC, converts the asset into fiat and transfers the amount to the official fund.

02Is it possible to transfer Bitcoin directly to the Vanuatu government account?

No. It is technically and legally impossible to transfer crypto to the state budget. Any proposal to “pay directly to the government” is a reason to be wary. Legal scheme - only through an accredited agent.

03How much does Vanuatu citizenship cost in 2026?

Approximately from ~130,000 USD non-refundable donation per applicant, all-in approximately 135,500 USD taking into account due diligence. Spouses - from ~155,500 USD, family of four - from ~185,500 USD. Amounts are specified individually.

04Will crypto profits be taxed if I have a Vanuatu passport?

The passport itself does not provide a zero rate. 0% tax applies to a tax resident of Vanuatu (approximately from 183 days of presence and severance of tax ties with the former country). Without changing your residence, crypto is taxed according to the rules of the country where you live.

05What is the difference between changing citizenship and changing tax residence?

These are two different procedures. Citizenship provides a passport and mobility. Tax residency determines where you pay taxes and depends on physical presence and connections. A Vanuatu passport does not automatically make you a tax resident.

06How to prove the source of funds if the capital is in crypto?

We need a transparent chain: how the first purchases of tokens were paid for (legal income), statements from exchanges and wallets, KYC history on regulated sites, documents on the final conversion. Anonymous sources and mixers will close the path at the due diligence stage.

07Who screens applicants?

Vanuatu Financial Intelligence Unit (FIU) in conjunction with the Citizenship Committee. Since 2025, the procedures for submitting and storing dossiers have been tightened, so the completeness of documents is critical.

08Does a Vanuatu passport give visa-free entry to Schengen?

No. The EU has suspended visa-free travel for Vanuatu partially from February 2022 and completely from December 2022. For Schengen, you need a visa category C or ETIAS. The texts about “visa-free Europe with Vanuatu” in 2026 are unreliable.

09Which countries can you travel to without a visa with a Vanuatu passport?

Approximately 88-90+ destinations (number TBD and reduced following EU decision), including Singapore, Hong Kong, Malaysia and most Caribbean countries. This is a strong document for Asia and the Pacific, but not for Europe.

10How quickly can Vanuatu citizenship be obtained?

The DSP program is one of the fastest in the world: approximately 1-2 months from submission to receipt of a passport with a full set of documents and successful completion of due diligence.

11Does Vanuatu allow dual citizenship?

Yes, Vanuatu allows dual citizenship; you do not need to give up your current passport. Please consider your current country's requirements for notification of second citizenship.

12Does a Vanuatu passport eliminate checks at banks and crypto exchanges?

No. When opening accounts and working with exchanges, you still undergo KYC and answer questions about the origin of funds. Citizenship for a donation for some banks is more a reason for enhanced verification than for simplification.
