A guide to the programme — the terms for 2026

Jordanian citizenship by investment:how the programme works

We set the programme out without simplifying: what the money can go into, how long the investment is held, what the investor takes on and who in the family goes into the application.

  • The threshold starts at 500,000 dinars
  • The state takes no non-returnable contribution
  • The yearly quota is 500 applicants

The material is for information and is not a legal opinion. The decision on an application rests with the authorised body of Jordan.

01 / The essentials first

How the programme works

Jordan has granted citizenship to investors since 2018. The logic differs from the Caribbean one: the money does not go to the state but into the country’s economy, and it stays the applicant’s asset.

  1. An investment instead of a contribution

Buying shares on the Amman exchange, setting up a manufacturing project, entering a working business and other options are all allowed. The funds stay the investor’s property provided the investment is held for the set period.

  2. The sum depends on the option and the region

The thresholds start at 500,000 dinars and reach 3,000,000 for sector projects. An investment outside the capital governorate costs less than one in Amman.

  3. A temporary passport first

The investor and the family receive a document for three years, after which the status is confirmed while the investment holds and the conditions on the project are met.

  4. The family goes into one application

A spouse, children under 18, unmarried sons under 24, dependent daughters and dependent parents. On an investment from 2,000,000 dinars sons up to 30 with their families are added.

02 / The cost

What taking part in the programme costs

The programme has no single price: the sum is made up of the option chosen, the region it sits in and the make-up of the family. The calculation for a particular situation is done by the calculator on the programme page.

03 / The options

How the options differ from one another

The programme has seven options. Below are the four most asked for: the portfolio one, a new project, entering a working business, and the option for those whose business in Jordan already runs.

The values were checked against the official material on 11.08.2026. Only the rows for which there is no official wording are marked separately.

05 / The order of work

How the process runs

The order is the same for every option: the check on the applicant first, the money only after it. The reverse order is the main mistake that leaves an investment made for nothing.

  1. The situation is examined and the option chosen

We match the aim, the budget and your readiness to run a business. The sum, the holding period and the obligations on jobs all follow from the option chosen.

  2. A preliminary check on the applicant

Before any money moves we check the biography, the source of the funds and the family’s documents. A refusal at this stage costs less than one after the investment.

  3. The investment is structured

We register the company or open the brokerage account, prepare the contracts and the evidence of the origin of the funds, and transfer the sum on the agreed terms.

  4. The application is filed

We assemble the pack for the applicant and every member of the family, file it through the authorised body and see the consideration through to the decision.

  5. The passport and what follows

Once the decision is positive we obtain the citizen’s documents. After that we run the company, the reporting and the evidence of the jobs for the whole holding period.

07 / The check

What is examined in the applicant

The check happens before the status is granted and covers both the investor and the origin of the money. Below is what is asked for in every case.

  • The source of the funds

Evidenced by documents: the sale of a business or of property, dividends, salary, an inheritance. Oral explanations are not accepted.

  • The biography and the reputation

Convictions, criminal proceedings, sanctions and international databases and press coverage are all checked.

  • The family’s documents

Birth and marriage certificates, a certificate of no criminal record for every adult, documents on any change of name.

  • Real economic substance

For the options with a business it is checked that the project genuinely works: the staff, the reporting, the social insurance of the employees.

A negative result is not always a refusal for good: some points are closed with documents. They have to be dealt with before the money moves.

08 / The limits

What to know in advance

This is not small print but the conditions that set the budget and the horizon of planning. We name them before the work starts, not after.

Citizenship does not come at onceThree years

A temporary passport is issued first, and the full status is confirmed at the end of the set period while the investment is held.

The yearly quota500 applicants a year

The programme is capped by the number of applications granted in a year, so the timing of filing is worth planning in advance.

The obligations do not end at filingFrom 2 to 5 years

The investment has to be held, and on the options with a business the jobs and the reporting have to be evidenced for the whole of the set period.

The terms are revisitedThe decision of 15.07.2026

The thresholds and the requirements are set by a government decision and do change. Before filing the terms are checked afresh.

10 / Questions

Questions and answers

Does Jordan take a contribution to a fund, as the Caribbean programmes do?

No. There is no non-returnable contribution in the programme: the money goes into a company, a project or securities and stays the investor’s asset. There is one obligation — to hold the investment for the set period.

Do I have to live in Jordan?

The programme carries no requirement of permanent residence. Your presence is needed for particular steps: opening the account, signing the documents and the biometrics.

Who goes into the application with the investor?

A spouse, children under 18, unmarried sons under 24, dependent daughters and dependent parents. On an investment from 2,000,000 dinars the application also takes in sons up to 30 with their wives and children.

How long does the process take?

The time is made up of preparing the investment, the check on the applicant and the consideration of the application. The state body publishes no exact timings, so we name them only after going through your particular situation.

May I sell the business or the shares early?

No. Leaving the investment early breaks a condition of the programme and puts both the temporary passport and the move to full status at risk.

Is renouncing my present citizenship required?

Jordan requires no renunciation. Separately we check how the law of the country of your present passport treats a second citizenship.
