Picture Ilya. He is an engineer in his fourth year in Dubai, earning 38,000 dirhams a month and sure the golden visa is in the bag: the threshold is 30,000, after all. He gathers documents, applies and is refused. The reason lies in one line of his employment contract that he had never opened. This article explains how the UAE golden visa by salary works, where people like Ilya stumble and how to get it on the first attempt.

In short

  • A skilled professional gets a 10-year UAE golden visa on an employment contract: no investment, no sponsor, no nomination.
  • Conditions: salary from AED 30,000 a month, a manager or degree-level professional role under the UAE labour ministry (MOHRE) classification, a bachelor's degree or higher.
  • Salary is proven with an employer certificate and bank statements for the last 6 months.
  • In practice the authorities look at the basic salary in the contract. If the threshold is reached through housing and transport allowances, expect questions or a refusal.
  • If the salary falls below 30,000 or the contract ends, the golden visa may be cancelled.
  • Government fees are about AED 4,100-4,650 per person when applying inside the country.

Why Ilya was refused

A UAE salary is almost never a single figure. In the employment contract registered with MOHRE it is split into parts: basic salary, housing allowance, transport, sometimes phone and meals. Employers like to keep the basic part low, since end-of-service gratuity and other payments are calculated on it. Of Ilya's 38,000, the basic part was 22,000 and the rest were allowances.

The official requirements of ICP, GDRFA Dubai and the Abu Dhabi Department of Economic Development speak of a monthly salary from AED 30,000. But in our practice in recent years the authorities check the basic salary line of the contract against the statements. Applications where the threshold is made up of allowances get extra requests or refusals. The rule has shifted both ways in recent years, and today it is safe to work from basic salary.

Ilya's way out went through his employer: the salary structure was revised, part of the allowances moved into the basic salary, and the new contract was registered with MOHRE. The total did not change by a single dirham. But the statements must show the new amount, so he could not apply immediately; he had to wait until the bank started crediting salary under the new contract.

What this means for you. Before gathering documents, open your contract at MOHRE and find the basic salary line. If it is below 30,000, start not with an application but with a conversation with your employer.

Who can get the visa by salary

UAE golden residence has many categories: investors, entrepreneurs, talents, scientists, graduates. Skilled professionals stand apart: they need no ministry nomination like talents and no investment like investors. All conditions are verified by documents. That makes this the most predictable route if the documents are in order.

  • Work in the UAE under a valid employment contract, or a salary certificate from a government, semi-government or free zone entity.
  • Job a manager or degree-level professional under the labour ministry classification.
  • Education at least a bachelor's degree; a foreign degree recognised by the UAE Ministry of Education.
  • Salary from AED 30,000 a month, proven by 6 months of statements.
  • Practising licence for professions that require one: doctors, pharmacists, teachers and others.

Job level: the second trap

The UAE labour ministry assigns every profession a skill level. Two groups qualify: managers and executives, and degree-holding professionals in science, engineering, health, education, business, IT, law and culture. Lower-level roles do not qualify for the skilled professional golden visa, however high the salary.

The level is set by the occupation code in the contract, not by what you actually do. A typical story: someone runs a department but is registered as a "coordinator" or "administrator" because that made the visa easier years ago. Formally that is below the required level. The fix goes through the employer: a change of title in the contract and registration with MOHRE. The title must match the real job and the degree, otherwise the authority will have questions about that too.

What this means for you. Check two lines of the contract: job title and basic salary. Most refusals come down to them.

The degree: the longest step

A bachelor's degree or higher must be recognised in the UAE. For a foreign degree there are two procedures. First, legalisation: certification in the issuing country, then at the UAE embassy there and at the UAE Ministry of Foreign Affairs. Then an equivalency application to the Ministry of Education, which confirms the degree is at bachelor's level.

This is where most time is lost. The ministry may ask the university directly for confirmation, and if the university has been renamed, closed or is slow to reply, the timeline stretches to months. For Russian degrees it is worth checking separately how legalisation for the UAE currently works in the issuing country. So we start with the degree, in parallel with the contract check. The 6 months of statements will have to be refreshed by the filing date anyway.

What this means for you. If your degree is not yet recognised in the UAE, start there. The other documents will come together faster.

Documents

Skilled professional golden visa package

  • Passport valid for at least 6 months and current UAE residence
  • Employment contract registered with MOHRE, showing title and salary
  • Employer salary certificate split into basic salary and allowances
  • Bank statements for the last 6 months showing salary credits
  • Bachelor's degree or higher with legalisation and equivalency
  • Practising licence if the profession requires one
  • Photo to ICP specifications and health insurance
  • For family: marriage and birth certificates, legalised and translated

The main rule of the package is that the numbers must match. The MOHRE contract, the employer certificate and the statements show the same salary. If the contract says 30,000, the certificate says 32,000 and one month's statement shows 29,400 because of an unpaid day, the reviewer will have a question. We reconcile all three documents line by line before filing.

How to apply

  1. Checkjob title, degree, salary in the contract
  2. Degreelegalisation and recognition
  3. Salarycertificate and 6 months of statements
  4. FilingICP, GDRFA Dubai or the Abu Dhabi centre
  5. Medicaland biometrics
  6. Emirates ID10-year residence

Family members can be filed after the main applicant's visa or together, if the filing channel allows

You can apply through the federal ICP, through GDRFA if your residence was issued in Dubai, or through the Abu Dhabi Residents Office. The process is similar: eligibility check, document upload, payment, then a medical test and biometrics for the Emirates ID. If the applicant is outside the UAE, a six-month entry permit is issued first, and the process is completed in the country.

Details differ between emirates. In Abu Dhabi the document list for professionals is published openly: a salary certificate and 6 months of statements with credits of no less than 30,000. In Dubai GDRFA may ask the employer for additional information, such as salary history. So before filing we check which emirate your residence is registered in and which filing channel is open to you.

Timing

StageTime
Check of contract, job level and salary1-3 days
Contract amendment at MOHRE, if needed1-2 weeks
Degree legalisation in the issuing country2-6 weeks
Degree recognition by the UAE Ministry of Education2-8 weeks
Review of the application2-4 weeks
Medical test, biometrics, Emirates ID1-2 weeks

From the contract check to the Emirates ID usually takes two to four months. If the degree is already recognised and the contract is in order, the route shortens to six to eight weeks. Most of the time goes not on review but on preparation.

Cost

Government fees when applying inside the UAE are about AED 4,100-4,650 per applicant depending on the emirate and channel: residence issue, a 10-year Emirates ID and the medical test. Applying from abroad adds an entry permit. Health insurance, translation and legalisation, and degree recognition are paid separately.

Fees are charged separately for each family member. For a family of four, government fees alone start from AED 16,000, excluding insurance and legalisation. We calculate the exact amount for your family and emirate of filing.

Check

Let us check whether you qualify by salary

Contract, job level, degree and salary: we will tell you what is missing and how to fix it.

Family

A golden visa holder sponsors family without a separate salary requirement: spouse, children and parents. Sons can be sponsored up to 25, unmarried daughters with no age limit, and children with special needs with no limit either. Family members' residence runs for the same term as the main applicant's visa.

Another advantage over a work visa: golden residence is not cancelled if the holder stays outside the UAE for more than six months. For families living between two countries this is often the deciding argument.

If your job or salary changes

The skilled professional category rests on the contract and the salary for the whole term of the visa. GDRFA states plainly: if the salary falls below AED 30,000 or the contract is cancelled, the golden residence is cancelled. A condition for keeping the status is the ability to support yourself and your family without government support.

So before changing jobs, check the new contract against the same conditions: job level and salary. If you plan to move into your own business or take a break, look at other golden visa grounds in advance: property, entrepreneurship or investment. Switching from one ground to another is best prepared before the old one stops working.

What this means for you. The golden visa by salary is reliable while you work on the category's terms. When changing jobs, check the contract before signing, not after.

Ilya's second attempt, week by week

Back to Ilya. After the refusal he came to us asking whether he could apply again. He could, but only once the reason for refusal had changed. Refiling with the same documents gives the same result and leaves a trace in the application history.

The first week went on talks with the employer and a new contract: the basic part was raised to 30,000, allowances were cut, and the total package stayed the same. The second week went on registering the contract with MOHRE. In parallel we checked the degree: it had been recognised when he got his work visa, so that step took a day. Then came the wait: the certificate and statements had to show the new salary. The bank started crediting 30,000 basic from the following month, and after several months with the new amount in his statements Ilya filed again. The decision came in three weeks.

What this means for you. A refusal over salary is not a verdict. It is a signal to fix the contract structure and wait until the statements show the new amount.

Common reasons for refusal

  1. Basic salary below AED 30,000 although the total package is higher.
  2. A title below professional level in the contract although the actual job is managerial.
  3. The degree is not recognised or is recognised below bachelor's level.
  4. Statements do not show salary for all 6 months, or one month was below the threshold.
  5. Figures in the contract, certificate and statements do not match.
  6. No practising licence where one is required.

If you are refused: where to go

Checked on 18 October 2026. In Dubai the golden visa application is decided by GDRFA. You can ask for the reason for refusal at a GDRFA Customer Happiness Centre, at any AMER centre or on the toll-free number 8005111. Ask for a specific reason: basic salary, job title, degree or mismatched figures. That tells you what to fix.

If you are sure the conditions are met, file a complaint through the complaints system on the GDRFA website and attach the documents that support your position: the MOHRE contract, the salary certificate with the breakdown, the statements. If the reply does not satisfy you, the complaint can be escalated to the Director General. In practice this helps when the error is on the reviewer's side, for example a month with salary was missed. If the reason is in the contract, it is faster to fix it and apply again.

Reapplying only makes sense with a new file: a different contract, a fresh certificate, statements showing the new amount, or a recognised degree. If the refusal was over the degree, start with degree recognition in the UAE. You can compare the salary category with the golden visa through property and other routes on the UAE residence programme page.

For applications in Abu Dhabi the residents office specifies two requirements. The employer salary certificate must be issued no more than one month before filing. The statement must come from an approved UAE bank for the last 6 months, with a salary of at least AED 30,000 in every month. An old certificate or a foreign bank statement is a common reason for an application to be returned.

What this means for you. First find out the exact reason for refusal. A complaint is for when the authority made a mistake; a new application is for when documents or conditions were lacking.

The golden visa and tax residence

A golden visa is a right to live in the UAE, not a tax status. The UAE has no personal income tax, but to obtain a tax residency certificate you must spend at least 183 days in the country in 12 months, or 90 days if you hold residence and have a permanent home or job in the UAE. For a professional with a contract and a golden visa, the second condition is usually achievable.

For a Russian citizen the other side matters. While you are a Russian tax resident, that is, spending 183 days or more there, UAE salary is taxed in Russia and accounts in UAE banks must be reported to the tax service. We covered how to do this correctly in our guide to notifying the Russian tax service of a foreign account. If you live in the UAE permanently, your tax residence changes, and your obligations change with it.

What this means for you. The visa settles where you live; days settle your tax status. Count them separately and keep the evidence.

If you do not qualify by salary

The threshold is high, and many professionals are not there yet. The UAE offers them other routes to long-term residence.

RouteMain conditionTermSuits
Skilled professional golden visasalary from AED 30,000, manager or professional, degree10 yearsemployees in senior roles
Skilled employee green visasalary from AED 15,000, skilled role, degree5 yearsthose not yet at the threshold
Real estate golden visaproperty from AED 2,000,00010 yearsinvestors with no salary requirement
Talent golden visanomination by a government body10 yearspeople with recognised achievements

The green visa runs for 5 years and also needs no sponsor, but its salary threshold is half: AED 15,000, a skilled role and a bachelor's degree. For many it is a realistic stepping stone. The real estate golden visa does not depend on salary or title; see our piece on the UAE golden visa.

Most often people come to us with a package of 35-40 thousand and certain the visa is in the bag. The first thing we do is open the MOHRE contract and look at two lines: title and basic salary. If they are enough, the rest is technique. If not, it is better to find out before filing than from a refusal.

Summary

The golden visa by salary is the simplest route to 10-year UAE residence for those already working in the country in a senior role. No investment and no nomination are needed. Three proven conditions are: job level, a recognised degree and a salary from AED 30,000 visible in both the contract and the statements. Start with the contract and the degree, and gather the statements closer to filing.
