Permanent residence in Cyprus remotely: what is possible by power of attorney and what requires arrival in 2026

Contents
The idea of obtaining European status without leaving your chair in London or Dubai sounds tempting, and real estate sellers are willing to support it. The truth is more complex and : according to Regulation 6.2, a significant part of the journey is actually done remotely through a power of attorney to a Cypriot lawyer, but one short visit for biometrics almost always remains mandatory. We will analyze step by step what is actually done remotely, where we cannot do without you, and why the promise of permanent residence in Cyprus without coming at all is either ignorance of the procedure or a red flag.
The myth “Permanent residence in Cyprus completely without arriving” - where it comes from and why it is incorrect
The query “remote permanent residence in Cyprus” is one of the most frequent in searches, and it is answered by dozens of advertising pages with the promise of “European status without leaving home.” It sounds nice, but the lawyer’s answer is different: completely, from the first step to the plastic card in hand, Cyprus permanent residence under the Regulation 6.2 program is usually not issued remotely. And the point is not in bureaucratic pickiness, but in the very logic of the program.
Cyprus is a member of the European Union, and the permanent resident card here is a full-fledged biometric document. Your fingerprints and digital photo are embedded into it. But according to the law, biometrics cannot be “sent as a scan” or entrusted to a lawyer: fingerprints are taken by the person himself, in person, in the presence of an employee of the Migration Department. This is an EU security requirement, uniform for all biometric residence permits and permanent residence permits of the union, and Cyprus does not make an exception to it.
Where does the myth come from? He has two reasons. The first is a substitution of concepts: the seller means that submit documentsandget approval I can live without you, and that’s true. But between approval and the card in hand there is a visit for biometrics, which is modestly silent about in the advertising. The second reason is more dangerous - outright schemes that promise to “solve the issue of biometrics,” that is, bypass personal appearance. We discuss such proposals at the end of the article, and spoiler: you should not contact them. We described the basic mechanics of the program in detail in the material about Cyprus permanent residence by investment - here we will focus specifically on the remote part.
What can really be done remotely by proxy
The good news: the distance part of the journey is long, and almost everything except the final biometrics is decided by the Power of Attorney (POA) to the Cypriot lawyer. Let's list in order what you may not do personally.
- Selection of real estate. Selection of an object, video showings, study of the developer's plans and documents, due diligence of the object - all this is organized online. It is not necessary to fly to Cyprus to view an apartment, although many investors still want to see the purchase in person.
- Reservation and purchase and sale agreement. An attorney with a power of attorney can sign the reservation agreement and the contract itself for you. The agreement is registered in the Land Registry - also without your presence.
- Transfer of funds and payment. Money for the property goes from your account to the developer’s account by bank transfer; a lawyer accompanies the payment and collects evidence of the origin of the funds. Transfers from a foreign or corporate account are acceptable, but will require proof that you are the beneficiary (UBO).
- Collection and legalization of documents. You prepare income certificates, extracts, marriage and birth certificates in your country, affix an apostille and send them to a lawyer. He translates them into Greek or English and certifies them on the spot.
- Submitting an application for permanent residence. The application itself in form MIP1 is submitted to the Migration Department by a lawyer under a power of attorney - The applicant’s personal presence at the submission stage is not required. This is expressly provided for in Regulation 6.2.
- Carrying out a case until a decision is made. Correspondence with the department, answers to requests, delivery of missing papers - the attorney does all this himself, keeping you informed.
That is, from selecting an object to receiving a positive decision, you may not cross the border of Cyprus even once. A detailed list of papers for each stage is collected in our analysis documents for permanent residence in Cyprus.
What almost always requires arrival - biometrics and a card
Now let’s be about what can’t be done remotely. There is only one stumbling block, and it is the final one - submission of biometric data.
Once the Migration Department has approved your case and issued a decision to grant permanent residence, the applicant and each family member included in the application must come to Cyprus in person and get fingerprinted and take a digital photo. Without this, a plastic resident card will not be printed - there is physically nothing to write on it. Biometrics are taken at the regional office of the Migration Department (in Nicosia, Limassol, Paphos and other cities), the procedure takes a few minutes per person.
An important detail about children and family: everyone who receives status takes biometrics - both the spouse and dependent children. This also applies to very young children in terms of photos, although for prints there are age restrictions that are common for the EU. Therefore, you need to plan a visit with the whole family at once.
The time limit for the visit is lenient: You must come for biometrics within one year from the date of approval of your status. That is, you don’t have to take off in the same week - you have time to calmly buy tickets and combine the trip, for example, with a final inspection of the purchased property.
Regarding receiving a finished card: Here the practice is softer. After submitting the biometrics, in many cases your lawyer can pick up the printed resident card from the department by proxy and send it to you. That is, you usually don’t need to fly a second time for the sake of plastic, but you can’t bypass the first visit for the sake of prints.
Table: stage - possible remotely - visit required
Let's put it all together. Below is a map of the process step by step with a note of where the power of attorney works and where you are needed.
| Stage | Possible remotely (POA) | Personal visit required |
|---|---|---|
| Object selection, video showing, due diligence | Yes | No |
| Reservation, purchase and sale agreement | Yes (attorney) | No |
| Registration of the agreement in the Land Registry | Yes | No |
| Transfer of funds, payment for the object | Yes | No |
| Collection, apostille and legalization of documents | Yes | No |
| Submitting an application for permanent residence (form MIP1) | Yes (lawyer) | No |
| Conducting the case, responding to department inquiries | Yes | No |
| Receiving an approval decision | Yes | No |
| Submission of biometrics (fingerprints + photos) | No | Yes - the applicant and each family member |
| Receiving a completed resident card | Often yes (the lawyer will pick it up) | As a rule no |
| Maintaining status in the future | No | Yes - visit once every 2 years |
The conclusion from the table is simple: Approximately 90% of the journey is completed remotely, but the final biometrics is one obligatory visit. No power of attorney replaces it.
How to issue a Power of Attorney for a remote transaction
A power of attorney is the main tool for remote registration. It depends on how well it is drawn up whether you will have to urgently fly to Cyprus due to the fact that the attorney “did not have enough authority.” Let's figure out how to do it right.
Where to apply. There are three working scenarios:
- See a Cypriot lawyer in advance. If you have been to Cyprus at least once, the text of the POA is prepared by your lawyer, you sign it on the spot with a Cypriot notary - this is the cleanest option, the document does not need additional legalization within the country.
- In your country with an apostille. More often, a power of attorney is signed where you are: at a local notary, then it is placed on the document apostille (according to the 1961 Hague Convention) and make a certified translation. An apostilled POA is accepted in Cyprus on the same basis as a local one.
- At the Cyprus Consulate/Embassy. The power of attorney can be certified at the diplomatic mission of Cyprus in your country - then an apostille is not needed, consular certification is sufficient.
What must be included in the power of attorney. In order for the attorney to actually conduct the entire transaction, the following powers must be written in the POA:
- select and reserve real estate, sign a reservation agreement;
- sign the purchase and sale agreement and register it with the Land Registry;
- open and conduct settlements, make payments to the developer;
- submit an application for permanent residence and any related forms, receive department correspondence;
- represent you in government agencies, cadastre, tax and bank;
- receive ready-made documents and a resident card on your behalf.
It is better to set the validity period of the power of attorney with a reserve - for 1-2 years, so that it covers both the transaction and the entire cycle of consideration of the case. A narrow, “one-line” power of attorney is a common reason why the process gets stuck and the investor is called to fly over and re-sign.
Program conditions that must be fulfilled remotely
Distance is distance, but no one has canceled the basic requirements of Regulation 6.2 - and you must collect evidence for them regardless of whether you arrive or not. Briefly about the main thing, so that there are no surprises already in the process.
- Investment from 300,000 euros + VAT. This is the bottom line for investing in real estate. The amount must be actually transferred and confirmed - partial payment at the time of submission is allowed, but the contract must be for the full amount.
- Only new building first-sale for housing. Apartments, houses and townhouses count only if it is a new property purchased directly from the developer (first sale). Secondary housing does not qualify under Regulation 6.2, no matter how expensive the apartment is. Up to two residential units are allowed, but strictly from one developer.
- Commercial real estate is an exception. If you take an office or store (Option B), it can also be secondary - the “new building only” rule does not apply to commerce.
- Income outside Cyprus. You need to confirm your annual income from sources outside of Cyprus: from 50,000 euros for the main applicant, plus 15,000 for a spouse and 10,000 for each child. Salary, pension, dividends, interest, rental income are suitable.
- Family. One application includes the main applicant, spouse and dependent children under 25 years of age (for adults - subject to study and financial dependency).
All this is collected and submitted remotely through a lawyer - but if even one document is weak, the matter will slow down, and no power of attorney will speed up the collection of the missing certificate. We described the step-by-step algorithm in the guide how to get permanent residence in Cyprus, and investment conditions and options - on program page.
Time frame: how long does it take for a remote business to take place from start to map?
Understanding the timing helps you plan that one visit so that you don’t fly in vain and don’t wait in uncertainty. Let's break down a typical remote case by time.
- Object selection and preparation - 2-6 weeks. Depends on how quickly you decide on real estate and collect income documents in your country. Apostille and translations also take time, and it is usually your side that is slowing down, not Cyprus.
- Transaction and payment - 1-3 weeks. Reservation, contract, transfer of funds, registration in the cadastre. Everything is done by proxy, your participation is not needed.
- Consideration of the application takes about 2-3 months. This is the deadline for the fast-track procedure Regulation 6.2 with a complete and correct kit. Incomplete documents stretch it out - which is why verification on shore is so important.
- Visit for biometrics - within 1 year after approval. Here time works on your side: you can safely choose a convenient date.
- Printing and issuing of the card takes a few weeks after biometrics. The lawyer takes the card and sends it to you.
Total from start to decision - on average 3-5 months, and you spend almost all of this time at home. It makes sense to fly only after approval - then the trip is short and without risks “I flew in in vain, the matter is not ready yet.”
“Minimal visit” scenario: how to reduce your visit to 2-3 days
Since one visit is still needed, it is logical to make it as short and useful as possible. In practice, a well-planned trip for biometrics takes 2-3 days. This is what it looks like.
Before departure (all remotely, weeks and months): the attorney by proxy has already selected and formalized the object, made payments, collected and submitted documents, and received department approval. By the time you buy tickets, the case is actually won - a technical formality remains.
Arrival day: arrival, check-in. If desired, a live inspection of the purchased property, which was previously seen only on video.
Main day: the lawyer registered the whole family in advance at the regional office of the Migration Department. You come, hand over prints and photos - it takes a few minutes for each person. This is the very mandatory part.
Departure: you can fly away. The lawyer will pick up the finished resident card from the department later and send it to you - you usually don’t need to fly again for the plastic.
In order for such a compact visit to take place, it is important that all the previous steps are completed for you. That is why it makes sense from the very beginning to conduct the case through a lawyer with a broad power of attorney, and not try to do part of it yourself from abroad - otherwise a short trip will not be enough. How to enter Cyprus for this visit is discussed below.
“When a client asks whether it is possible to obtain permanent residence in Cyprus without coming at all, I always answer directly: submit documents, buy real estate and bring the matter to approval - yes, we do this by power of attorney, you stay at home. But no one will give your biometrics for you. Fingerprints and photos are taken in person, this is a rule throughout the European Union, and anyone who promises to bypass this step is actually offering you a forgery - and therefore the risk of losing your status. My advice is simple: take one short visit for granted and plan it after approval, when you only need to fly for a couple of days. Then the remote route works exactly as promised - and without surprises at the border.”
How to enter Cyprus for biometrics and Schengen nuances
A reasonable question: in order to fly in to take biometrics, you need a visa - what if they don’t give it to you? There is an important nuance here that is often confused.
Cyprus is a member of the EU, but is not yet part of the Schengen area. This means that a Schengen visa to Cyprus does not act “by default” as a key to all doors, and vice versa - Cypriot permanent residence does not in itself provide visa-free entry to Schengen. Do not believe statements like “Permanent residence in Cyprus - and all of Europe is open”: this is not true, and we write about it directly.
To enter Cyprus for biometrics, a separate registration form is required. Cyprus national visa (or, for some countries, a short-term visa/pro-visa, which your lawyer can help you obtain). Once permanent residence is approved, there are usually no problems with entry: you have the decision of the Migration Department in your hands, and a visa for taking biometrics is issued without any difficulties.
Separately, we note a practical bonus: having received permanent residence, you will subsequently enter Cyprus without a visa with a resident card - including that mandatory visit every 2 years to maintain status. That is, the visa issue is a one-time issue at the stage of the first arrival. We have a separate article about how not to lose your status later. maintaining permanent residence in Cyprus.
Transferring money and complex sources of income - remotely
The most sensitive part of a remote transaction is money. Here, investors from the CIS and those who live in several countries most often have questions, and they are also resolved remotely, but require accuracy.
- Payment from a foreign or corporate account. You can pay for real estate not only from your personal account. But if the money comes from a company, you need to document that you are the ultimate beneficiary (UBO) of this structure, otherwise the bank and the department will have questions.
- Income from the USA. American sources verified by IRS tax forms - 1040-NR, K-1 and similar, with apostille and translation. This is a standard story, the lawyer knows how to package it.
- Income from trading. Profits from stock trading are confirmed not by screenshots, but by consolidated audit report - it is prepared by an independent auditor, and this eliminates questions about the origin of funds.
- Bank blocking. The paradox that we see all the time: the Cyprus permanent residence status itself removes many bank blocks and simplifies the opening of accounts - the bank perceives the presence of European residence as a strong compliance factor.
You collect all these documents from yourself and send them to a lawyer - there is no need to fly for them. But it is the source of funds that most often causes remote work to stumble, so it is better to work it out before the first payment, rather than after.
Risks of the “Permanent Residence Residence in Cyprus Without Coming at All” schemes
Now about the unpleasant - about offers that promise something that cannot be. If you are guaranteed Permanent residence in Cyprus without a single visit at all, including biometrics, is a reason to be wary, not rejoice.
What is usually hidden behind such promises:
- Default. The mildest case: the seller simply did not mention biometrics, hoping that you will find out about the visit after payment and “will not go anywhere.” It’s unpleasant, but the status is ultimately legal.
- “We’ll solve the biometrics issue.” Much worse is the wording that the prints will “somehow be handed over for you” or “they will negotiate with the officer.” Biometrics is you personally in front of the camera and scanner; any attempt to bypass it is a forgery that jeopardizes your entire status.
- Fake or “drawn” income documents. In order to carry out the matter without your participation and unnecessary questions, unscrupulous intermediaries sometimes fabricate certificates. If this comes to light - and the Migration Department checks the sources carefully - the extradition will be refused, and the previously issued status may be revoked.
The consequences are serious: cancellation of permanent residence, refusal of entry, entry into EU stop lists. European status obtained through forgery is not an asset, but a time bomb. It is much more reasonable to take one short, visit for granted and receive a status that will not be taken away. We work only in white logic: our task is to resolve your issue of obtaining permanent residence in Cyprus legally and calmly, and not promise the impossible.
If the case is stuck: pre-trial claim to the minister
It happens that the application is submitted, the documents are in order, but the decision still does not come - the case hangs for months. For a remote investor, this is especially nerve-wracking: it’s unclear whether to fly or wait. There is a legitimate acceleration lever here, and it is also applied remotely.
If the Migration Department unreasonably delays the examination, the lawyer can send pre-trial claim (Legal Notice) addressed to the Minister of Internal Affairs. This is a formal notice of intention to appeal the inaction in the Administrative Court. In practice, such a claim often moves the case forward without any trial - the department prefers to make a decision rather than bring it to trial.
The claim is submitted and handled by an attorney under a power of attorney - your presence is not required. This is another argument in favor of conducting a remote case through a lawyer with real judicial practice in Cyprus, and not just a “transfer link”. When you have a lawyer behind you, who is ready to go to the Administrative Court if necessary, the department treats the case more carefully.
How do we check a remote case so that there is only one visit?
The main goal of competent management of remote business is for your only visit to Cyprus to be the only one and take place after approval, and not turn into a series of urgent flights “to sign” and “deliver”. This is achieved by a preliminary check on shore.
Before the first payment, we run the case through the checkpoints at which remote cases usually stumble:
- Object. Whether this is really a first-sale new building from one developer, whether it is legally clean, whether there are any encumbrances, is checked by the Land Registry.
- Source of funds. Will it pass the department's inspection, how to confirm UBO when paying from the company, whether the IRS forms or audit report are completed correctly.
- Income. Is the confirmed income outside Cyprus sufficient for the whole family, taking into account allowances for the spouse and children?
- Power of attorney. Does it have enough authority for the attorney to complete the matter without you returning for an “additional signature?”
When all these points are closed in advance, things go smoothly, and you arrive only once - calmly submit your biometrics with ready approval. If you are weighing the remote path, discuss your situation with us: we will tell you what can be done remotely in your case, and where a visit is inevitable.
Why is it better to conduct a remote case through one lawyer?
When you are not present in person, the figure of the attorney becomes critical - in fact, he is you on the territory of Cyprus. It depends on his competence whether the matter will go smoothly or turn into a series of urgent flights. Therefore, the choice should be taken more seriously than the choice of the apartment itself.
What makes a reliable attorney for a remote case:
- License and actual practice in Cyprus. The power of attorney must be for a lawyer entered in the register of the Cyprus Bar, and not for an abstract “representative”. Checking the license is the first step.
- Experience specifically in Regulation 6.2. The program is specific: new building first-sale, income confirmation, IRS forms, audit reports on trading. A lawyer who deals with such cases regularly will not make mistakes that will cause you to be called to re-sign.
- Willingness to go to the Administrative Court. If the case gets stuck, you need the opportunity to send a pre-trial claim to the minister and, if necessary, bring the dispute to court. This disciplines the department.
- Single responsibility. When real estate, legal support, and filing go through one connection, the situation does not arise: “the developer nods to the lawyer, the lawyer nods to the developer,” and you are between them from abroad.
Official information on the procedure can always be checked on the website of the Ministry of Internal Affairs of Cyprus - moi.gov.cy and portal gov.cy. But it is still up to the practicing lawyer to interpret it and conduct the case: formal texts do not take into account the nuances of a specific source of funds or a non-standard family situation.
Bottom line: a picture of remote permanent residence in Cyprus
Let's put everything together so that you are left with a sober, and not an advertising picture.
- Most of the journey is remote. The selection and purchase of real estate, transfer of money, collection of documents, filing an application and conducting the case until approval are done under a power of attorney to a Cypriot lawyer, without your presence.
- One visit is required. Biometrics - fingerprints and photos - are submitted personally by each family member within a year after approval. This is an EU requirement and cannot be circumvented.
- You usually don’t need to pick up the finished card yourself - the lawyer will do this by proxy.
- Power of attorney decides almost everything if it contains broad powers and is properly legalized (apostille or consulate).
- “Permanent residence without coming at all” is a red flag. Behind such a promise is either a silence about the visit, or a scheme that costs you status.
- Lifetime status but once every 2 years you still have to visit Cyprus - without a visa, with a resident card.
Remote registration of permanent residence in Cyprus is a real and convenient way, if you understand its boundaries. One short, visit for biometrics is a small price to pay for lifelong EU resident status, which will not be taken away from you.

Frequently asked
Questions people ask before deciding
01Is it possible to obtain permanent residence in Cyprus completely without coming here?
No. Submitting documents, purchasing real estate and conducting business until approval can be done remotely using a power of attorney, but submitting biometrics (prints and photos) requires a personal visit by each family member. This is an EU requirement and cannot be circumvented legally.
02What exactly can be done remotely using a power of attorney?
Using a power of attorney, a Cypriot lawyer selects and purchases real estate, registers the contract, makes payments, collects and submits documents, submits an application for permanent residence and corresponds with the Migration Department until receiving a decision on approval.
03Why do you need a personal visit if everything else is remote?
The EU resident card is a biometric document; your fingerprints and a digital photo are sewn into it. By law, they can only be removed in person, in the presence of a department employee. Therefore, one visit for biometrics is required.
04When should I arrive for biometrics?
Within one year from the date of status approval. There is no urgent need to break down - there is time to calmly buy tickets and combine the trip, for example, with inspecting the purchased property.
05How many days will a visit to Cyprus take?
If the case is properly prepared - 2-3 days. By the time you arrive, the case has already been approved, and all that remains is to submit your prints and photos at the regional office of the Migration Department, which takes a few minutes per person.
06Does the family also need to come for biometrics?
Yes. Biometrics are taken by everyone who receives status: spouse and dependent children. Therefore, the whole family plans the visit at once, in one visit.
07How to issue a power of attorney for a Cypriot lawyer from abroad?
Three ways: sign with a Cypriot notary, if you are in Cyprus; register with a local notary in your country with an apostille in accordance with the Hague Convention; or certify it at the Cyprus consulate - then an apostille is not needed.
08What powers should be included in the power of attorney?
The right to choose and buy real estate, sign an agreement and register it in the cadastre, make payments, apply for permanent residence, represent you in government agencies, the bank and the tax office, receive correspondence and a ready-made resident card. Duration - 1-2 years.
09Is it possible to pick up a completed resident card without a second visit?
As a rule, yes. After you have submitted your biometrics, the lawyer in many cases picks up the printed card from the department by proxy and sends it to you. There is usually no need to fly again for plastic.
10Does Cyprus permanent residence permit visa-free entry into Schengen?
No. Cyprus is a member of the EU, but is not yet part of the Schengen zone, so Cypriot permanent residence in itself does not provide visa-free travel under Schengen. Do not believe promises like “Permanent residence in Cyprus - and all of Europe is open.”
11What are the dangers of “permanent residence without coming at all” schemes?
Behind such a promise is either a silence about the visit, or an attempt to bypass biometrics or falsify income documents. Consequences: refusal, cancellation of status, entry into EU stop lists. The status obtained through forgery can be taken away.
12What to do if the case is stuck in the Migration Department?
A lawyer can send a pre-trial claim (Legal Notice) to the Minister of Internal Affairs - an official notification of the intention to appeal the inaction in court. This often moves the case forward without trial. Submitted remotely by proxy.
