Permanent residence permit of Cyprus versus residence permit of Turkey: where to go for a real estate investor in 2026
Contents

Two Mediterranean directions, two completely different logics. Cyprus gives lifelong EU resident status for new real estate starting from 300,000 euros. Türkiye offers either low-cost residency entry from $200,000 or a fast-track passport for $400,000 - but outside the EU. Let's look at the numbers to see which path is more profitable for whom and where the pitfalls are hidden.

Entry threshold Cyprusfrom 300,000 € + VAT (new building)
Entry threshold Türkiyefrom $200,000 (residence permit) / $400,000 (passport)
Status of CyprusPermanent residence for life, EU resident status
Turkey statusResidence permit 1-2 years or citizenship
CitizenshipCyprus - long; Türkiye - 3-8 months with CBI
Schengenneither Cyprus nor Türkiye provide visa-free Schengen

The main thing in 60 seconds: what is the fundamental difference

Comparing permanent residence in Cyprus and residency in Turkey head-on is like comparing a lifetime subscription and a one-time ticket with the right to exchange. These are different products for different tasks, and price is far from the only criterion here.

Cyprus under the Regulation 6.2 program gives the status of a permanent resident of an EU country. It is indefinite, transferred to the family, does not require travel and language, but costs more at the entrance and does not lead quickly to a passport. This is about a reliable European rear and access to the EU banking system.

Türkiye works in two modes. The first is a residence permit (İkamet) for real estate from $200,000: cheap entry, but the status is temporary and needs to be renewed. The second is citizenship by investment from $400,000: a Turkish passport in 3-8 months, but this is a passport of a country outside the EU and outside Schengen.

  • We need status in the EU, prestige and eurozone banks - look at Cyprus.
  • Need a cheap entry or a quick second passport without regard to the European Union - look at Turkey.

Below is a detailed analysis of each item, a large comparative table and a answer to the question of who is suitable for what.

What does Cyprus permanent residence provide under Regulation 6.2?

Category 6.2 (aka Regulation 6(2)) is an accelerated permanent residence program in Cyprus for citizens of countries outside the EU. The application is reviewed on average in 2-3 months, and the status is issued immediately for life, without intermediate temporary residence permits.

Basic condition - investment from 300,000 euros plus VAT to real estate. And here the detail that many people stumble on is important: housing (apartments, houses, townhouses) is being used only new building first sale - purchase directly from the developer. Secondary housing, resale, second-hand property is not counted under Reg 6.2. Up to two residential units are allowed, but strictly from the same developer. If you take commerce (office, store, warehouse) - this is a separate option, and it may even be secondary.

The second condition is a stable income from outside Cyprus: from 50,000 euros per year for the main applicant, plus 15,000 euros for the spouse and 10,000 euros for each child. Salary, pension, dividends, interest on deposits, rental income are suitable.

What is NOT required: knowledge of the Greek language, permanent residence, renunciation of current citizenship. The status is supported by the only condition - a visit to Cyprus at least once every two years. Detailed analysis - in our guide for permanent residence in Cyprus for investment.

What Türkiye Offers: Two Different Paths

Türkiye is, in fact, two different programs under one cover, and it is easy to confuse them. The choice between them determines both the budget and the final result.

Path 1. Real estate residence permit (İkamet). From October 2023, the threshold is the purchase of real estate from $200,000, and this value must be confirmed by a report from an independent appraisal company licensed by SPK (the Turkish equivalent of the securities market regulator). The residence permit is issued for 1-2 years with subsequent extension as long as the investment is maintained. This is the most accessible entry into the Turkish market, but the status is temporary.

Path 2: Citizenship by Investment (CBI). Buying real estate from $400,000 with an obligation to keep it for at least 3 years (a mark prohibiting sale is placed on the tapu - certificate of ownership). In return - a Turkish passport for 3-8 months. Details - in the material about Turkish citizenship by investment.

  • Türkiye in both versions - state outside the European Union and outside the Schengen area.
  • İkamet residence permit theoretically leads to citizenship after 5 years of continuous residence - but precisely residence, and not just ownership of real estate.
  • The CBI issues a passport almost immediately, bypassing the residency requirement.

Large comparative table: Cyprus and Türkiye by point

Let's summarize the key parameters in one table. The figures are current for 2026 and verified against official and legal sources of both countries.

It can be seen that Cyprus wins in prestige and longevity of status, and Türkiye wins in the price of entry and the speed of obtaining a passport.

Money: How much does entry and ownership actually cost?

The stated threshold is not the entire amount that the investor will see. Must be calculated together with taxes, duties and support.

Cyprus. VAT is added to 300,000 euros: for the first home, under certain conditions, a preferential rate of 5% applies for the first 130 sq. m. m (up to 190 sq. m and 350,000 euros in value), above the limits - standard 19%. Plus stamp duty, registration fee at the Land Registry, legal support, government fees for applications from family members. Full breakdown - in our analysis cost of permanent residence in Cyprus.

Türkiye, residence permit. $200,000 for real estate plus transfer tax (4% of cadastral value, often divided between parties), SPK assessment, İkamet registration, insurance, services. The entry threshold is noticeably lower than in Cyprus - this is Turkey’s main monetary argument.

Türkiye, passport. $400,000 plus the same associated costs and government naturalization fees. In terms of the total amount, this is comparable to Cypriot housing, but the end result is a passport, not residency.

  • Cyprus: more expensive at the entrance, but lifelong status in the EU.
  • Türkiye residence permit: the cheapest entry, but the status must be maintained and extended.
  • Türkiye CBI: comparable to Cyprus in terms of money, but the result is non-EU citizenship.

The European Union factor: what Cyprus status really gives

The main thing they pay for in Cyprus is belonging to the European Union. And here it is important to separate real benefits from myths.

What EU resident status really gives you:

  • The right to live in the territory of an EU country without time limits.
  • A transparent reputation before European banks and payment systems - opening an account for a resident of an EU country is much easier than for a holder of a third country passport.
  • Access to quality medicine and education according to European standards.
  • An English-style legal system that is understandable to international investors.

What permanent residence in Cyprus does NOT provide and what is worth knowing : Cyprus is a member of the European Union, but not yet part of the Schengen zone. Therefore, Cypriot permanent residence in itself does not open visa-free entry to Schengen. To travel around Europe you still need a Schengen visa, which, however, is easier for an EU resident to obtain.

A Turkish passport, in turn, also does not provide Schengen status and does not include the owner in the EU - this is its fundamental limitation compared to any European status.

The path to citizenship: where is it shorter?

If the ultimate goal is a second passport, the logic of comparison is reversed and Türkiye comes out ahead.

Cyprus. Permanent residence under Reg 6.2 is a resident status, and not a step to rapid citizenship. Naturalization in Cyprus is a separate long procedure with a qualification of actual residence (usually 7-8 years of presence in the country over a ten-year period), passing a Greek language exam at level B1 and confirmation of integration. That is, a Cypriot passport is a marathon, not a sprint, and it will not be possible to keep it “in reserve” through permanent residence.

Türkiye, residence permit. Formally there is a path to citizenship through İkamet - 5 years, but exactly residence, and not nominal ownership of the apartment. For an investor who does not intend to move, this route is unrealistic.

Türkiye, CBI. Here lies the uniqueness of Turkey: I invested $400,000 in real estate and received a full-fledged passport in 3-8 months, without residence or language. No European program today provides such speed.

Result: for citizenship within a reasonable time - only Türkiye through the CBI. Cyprus is about status, not about passport.

Taxes and banks: fine tuning

Both areas are interesting due to their tax regimes, but in different ways.

Cyprus known for its non-domicile status: a new tax resident, under certain conditions, is exempt from tax on dividends and interest for 17 years, there is no inheritance tax, and moderate corporate tax rates apply. For the capital holder this is a serious argument. At the same time, permanent residence removes bank blocks: EU resident status opens doors to European banks, which often refuse citizens of third countries.

Türkiye offers its own benefits - no tax on global income for non-residents and a developed banking system convenient for non-residents. But Turkish banking status is not equivalent to European banking status: for cross-border transactions in the eurozone, a passport from a non-EU country sometimes raises additional compliance issues.

The documentary side of both countries is strict. Income from the United States is verified by IRS Forms 1040-NR or K-1 with an apostille; stock exchange profit - a consolidated audit report; payment from a foreign corporate account requires proof of UBO (ultimate beneficiary). If a Cypriot case is stuck in the ministry, it is expedited by an official pre-trial claim (Legal Notice) addressed to the Minister of Internal Affairs. Read more about the benefits in the material about the benefits of permanent residence in Cyprus.

Expert commentary

“When people come to me with the question “Cyprus or Turkey,” I always return the client to one thing: what are you actually buying - a status or a passport. You need a reliable European rear, access to eurozone banks and lifelong residence for the whole family, including growing children - this is Cyprus, and here it is justified to pay more. The task is to quickly obtain a second passport or enter real estate with a minimum budget, and belonging to the EU is not critical - this is Türkiye. The worst thing is when a country is chosen based on its entry price, without asking oneself the main question about the goal. Then a year later it turns out that the Turkish residence permit does not give the EU status for which everything was started. First the goal - then the country.”

Family: who can be included in the application

For an investor with a family, the conditions regarding the composition of the application often decide the outcome of the choice.

Cyprus It's noticeably softer here. The application includes the main applicant, spouse and dependent children under 25 years of age (subject to financial dependence and study). And a key bonus: The child's status remains for life even after he turns 25 and he will cease to be a dependent. That is, once turned on, the child’s EU residence right remains forever. For families with student children, this is a strong argument.

Türkiye in both options includes a spouse and children under 18 years of age. Adult children, as a rule, are registered separately. The age limit is lower than in Cyprus, and without a lifetime commitment.

  • Cyprus: spouse + children up to 25, status continues after 25.
  • Türkiye: spouse + children under 18, then separate applications.

Additional income for each family member in Cyprus must be confirmed in advance (plus 15,000 euros per spouse and 10,000 euros per child to the base 50,000 euros), while Turkey does not impose this income condition.

Conditions and risks: what to check before the transaction

Before you transfer money, it's worth putting together the requirements and typical pitfalls of each program. A mistake at this stage costs both money and time.

What is critical in Cyprus:

  • Housing - only new building first sale directly from the developer. Resales do not pass Reg 6.2, and this is the most common mistake buyers make.
  • Up to two residential properties - but strictly from one developer.
  • The full amount of EUR 300,000 + VAT must be paid BEFORE submitting the application for permanent residence.
  • Income is from outside Cyprus, confirmed by documents with an apostille.
  • Maintaining status - visit once every two years, otherwise permanent residence may be lost.

What is critical in Turkey:

  • The value of the property must be confirmed by an appraisal from a licensed SPK company - a low price will not be accepted in the tapu.
  • For CBI - retention of the object for 3 years with a note prohibiting sale.
  • A residence permit requires regular renewal and actual connection with the country for further citizenship.
  • Currency fluctuations in the lira and dollar affect the final cost of entry.

Who is suitable for permanent residence in Cyprus?

Cyprus is the choice of an investor for whom not so much a passport is important as a reliable European status and reputation.

  • For those who need EU resident status - for business, eurozone banks, transparency with European counterparties.
  • For families with student children - children under 25 are included in the application and retain their status for life.
  • Wealthy people with passive income from 50,000 euros per year outside Cyprus - dividends, rent, pension cover the requirement.
  • For those who don't want to move - no residence required, a visit every two years is sufficient.
  • Tax optimizers - non-domicile mode provides significant savings on dividends and interest.

Cyprus is not suitable for those who want a quick second passport or are looking for the cheapest entry. This is a tool for the long game and a stable European rear, and not a sprint for citizenship.

Who is Türkiye suitable for?

Türkiye is the choice of those for whom price and speed are decisive, and belonging to the EU is not critical.

  • For those who want a quick second passport - the CBI line gives citizenship in 3-8 months, which is not offered by any European program.
  • For investors on a limited budget - entrance to a residence permit starting from $200,000 is noticeably cheaper than the Cyprus threshold.
  • Businesses focused on the Middle East and Eurasian markets - a Turkish passport is convenient for logistics and trade in the region.
  • For those who do not need Schengen and EU status right now - the Turkish result completes the basic task of mobility and an alternate airfield.
  • Buyers of resort real estatewho want to combine investment with personal use of the property.

Türkiye is not suitable for those who fundamentally need EU status, access to European banks as an EU resident or a tax regime at the level of a Cypriot non-domicile.

Common mistakes when choosing between countries

Over the years of practice, we see the same set of mistakes. We will list them so that you do not repeat the experience of others.

  • They confuse residence permit and Turkish citizenship. The $200,000 entry is a temporary İkamet, not a passport. Passport is a separate program for $400,000. The difference is fundamental.
  • They think that Cyprus gives Schengen. Does not: Cyprus is a member of the EU, but not yet in the Schengen area. This must be understood in advance.
  • They buy secondary goods in Cyprus under Reg 6.2. Housing is counted only as a new building first sale from the developer. An off-the-shelf house won't do.
  • They expect to receive a Cypriot passport through permanent residence in a couple of years. Naturalization is a long procedure with residence qualification and B1 language.
  • They lower the price in Turkish tapu. The SPK assessment will reveal a discrepancy and the application will fail.
  • They ignore the requirement to visit Cyprus. Once every two years is a prerequisite, otherwise permanent residence may be lost.

Most of these errors are corrected during the planning stage - before the money goes to the seller.

How we help you make a choice and pass the test

The choice between Cyprus and Turkey is not about where the sea is more beautiful, but about what task the investor faces: European status or a quick passport, minimum budget or maximum reliability. We start not with the program, but with the client's goal and capital structure.

Next is checking readiness for serving. In Cyprus, this is an analysis of the source of income (salary, dividends, rent, pension) and its documentary confirmation with an apostille, checking the property for compliance with Reg 6.2 (new building first sale, one developer), calculating the full budget including VAT. In Turkey - correct assessment of SPK, legal purity of tapu, payment structure with UBO confirmation for transfers from corporate accounts.

Where the documents are foreign or non-standard, we help bring them into a form that the migration service will accept. If the Cyprus case is delayed by the ministry, we prepare an official pre-trial claim addressed to the Minister of Internal Affairs in order to move forward the consideration.

Official requirements for Cyprus can be checked on the website Government of the Republic of Cyprus gov.cy.

Frequently asked

Questions people ask before deciding

01What is cheaper at the entrance - Cyprus or Türkiye?

Türkiye. An İkamet residence permit is issued when purchasing real estate from $200,000, while a permanent residence permit in Cyprus requires from €300,000 plus VAT. If we compare it with Turkish citizenship for $400,000, the total amounts and expenses are comparable, but the result is different: in Cyprus - EU resident status, in Turkey - a non-EU passport.

02Does Cyprus permanent residence permit visa-free entry into Schengen?

No. Cyprus is a member of the European Union, but is not yet part of the Schengen zone, so Cypriot permanent residence does not in itself provide visa-free entry into Schengen. A Schengen visa is still required to travel within Europe, although it is easier for a resident of an EU country to obtain one.

03Does a Turkish passport give access to the EU or Schengen?

No. Türkiye is not a member of the European Union or the Schengen area. A Turkish passport is a strong document with a wide visa-free geography, but it does not give the right to live in EU countries and does not open Schengen. This is its main limitation compared to its European status.

04Where is the fastest way to get citizenship?

In Turkey, through investment (CBI): a passport is issued in 3-8 months with an investment of $400,000 or more in real estate. In Cyprus, permanent residence does not lead to a quick passport - naturalization requires many years of actual residence and a Greek language exam at level B1.

05Is it possible to buy secondary housing in Cyprus under Reg 6.2?

For housing - no. In category 6.2, apartments and houses are counted only as first sale new buildings purchased directly from the developer. Secondary housing does not work. The exception is commercial real estate (office, store): it can also be secondary under a separate program option.

06Do I need to live in Cyprus to maintain permanent residence?

There is no need to live constantly. It is enough to visit Cyprus at least once every two years - this is the only condition for maintaining status. Knowledge of the Greek language and actual residence are not required for permanent residence under Reg 6.2.

07What income is needed for permanent residence in Cyprus?

From €50,000 per year per main applicant from sources outside Cyprus, plus €15,000 per spouse and €10,000 per child. Salaries, pensions, dividends, interest on deposits and rental income are eligible. Income is confirmed by documents with an apostille.

08Which status is more stable over time?

Cypriot. Permanent residence under Reg 6.2 is issued for life and is supported only by a visit every two years. The Turkish İkamet residence permit is temporary and needs to be renewed every 1-2 years. Turkish citizenship, unlike a residence permit, is unlimited, but this is no longer residency, but a passport.

09Up to what age can children be included?

In Cyprus - dependent children under 25 years of age, and their EU resident status remains for life even after 25. In Turkey, the application includes children under 18 years of age, adults are processed separately. In this regard, Cyprus is noticeably more flexible for families with students.

10What to choose if you need European banks?

Cyprus. The status of a resident of an EU country significantly simplifies the opening of accounts in eurozone banks and eliminates many compliance issues faced by citizens of third countries. A Turkish passport for cross-border transactions in the EU does not provide such an advantage.

11How to confirm income from the USA or from trading?

Income from the United States is verified by IRS Forms 1040-NR or K-1 with an apostille. Exchange profit - consolidated audit report. If the payment comes from a foreign corporate account, you need to prove the ultimate beneficiary (UBO). We help bring documents into a form that the migration service will accept.

12What to do if the Cyprus case is stuck in the ministry?

If the consideration is delayed beyond a reasonable period, an official pre-trial claim (Legal Notice) is prepared addressed to the Minister of Internal Affairs of Cyprus. This is a legal tool that, as a rule, gets things moving. You can discuss your situation through the form on our website.
