Over the past two years, hundreds of IT specialists from Russia have turned to me. Developers, team leads, CTOs, freelancers. Everyone has different circumstances, but they all ask the same question: where should I go to work peacefully, pay reasonable taxes, and stop worrying about what tomorrow will bring? I won't pretend there is one right answer. There isn't. The ideal country depends on your income, work structure, family situation, tolerance for bureaucracy, and personal priorities. Some need Europe with its stability, others want low taxes at any cost, and still others need a place where they can quickly obtain legal status without unnecessary questions. I have analyzed six destinations that actually work for IT professionals in 2026. For each one— information about the pros, pitfalls, and what I've seen in practice. This is not a promotional overview; this is what I tell my clients during our first consultation.

Or another case I see regularly: an IT specialist moves to the UAE, celebrates zero taxes, opens a bank account—and discovers they can't properly receive payments from Russian clients. Or that opening an account with a decent bank requires six months of residency in the country and a set of documents they knew nothing about. I always tell my clients: tax rate is just one of five parameters. Banking, visa pathway, cost of living with family, planning horizon—all of this needs to be reviewed together. Only then will your choice be right for you, not just impressive on paper. And one more thing many underestimate. Relocation is not just about money and documents. It's about where you'll feel comfortable. I've seen people choose a country that was perfect from a tax perspective—and leave after a year because they couldn't live there. So my advice is always: visit first, spend a month there—and only then submit your documents."

01Do I need to pay taxes in Russia if I have moved abroad?
If you spent more than 183 days outside of Russia in a calendar year, you lose your tax resident status in the RF. At the same time, tax on Russian income (salary from a Russian company, rent from Russian real estate) increases from 13–15% to 30%. Russia does not tax income from foreign sources. It is important to notify your Russian bank of the change in residency status - this is a mandatory requirement.
02Can I get a residence permit in the UAE without purchasing real estate?
Yes. For IT specialists and freelancers, there is a Freelance Visa through free zones. It does not require real estate purchase - it is sufficient to pay for the selected zone package (IFZA, Meydan, Dubai Media City, and others) and undergo standard medical examination and biometrics. Golden Visa for 10 years requires an investment of 2 million AED in real estate or meeting the criteria for qualified specialists.
03What is NHR in Portugal and who can obtain it?
NHR (Non-Habitual Resident) is a tax regime providing a fixed 20% tax on income from qualified activities, including IT. As of 2024, an updated version is in effect - IFICI+ (NHR 2.0). Condition: you must not have been a tax resident of Portugal in the last 5 years. The regime is valid for 10 years. It is filed together with registration of tax residency in Portugal.
04What is non-dom status in Cyprus?
Non-domiciled (non-dom) status is obtained by those who were not a tax resident of Cyprus in 17 of the last 20 years. Non-dom is completely exempt from tax on dividends (SDCD, 17%) and capital gains from the sale of securities. For IT entrepreneurs who earn income through a company in the form of dividends, this is a very significant benefit. The status is valid for 17 years.
05How does territorial tax work in Georgia?
Georgia taxes only income earned on the territory of Georgia. If you work as a freelancer for foreign clients or receive a salary from a foreign employer - this money is not subject to Georgian personal income tax. It is important to properly register your business status and correctly classify the source of income. It is better to verify your specific situation with a Georgian tax consultant.
06Can a Russian citizen open a bank account in Georgia?
In 2024–2026, this has become significantly more difficult. TBC Bank and Bank of Georgia open accounts for Russians, but require confirmation of a legal source of income, contracts with clients, and proof of residency. A number of clients report refusals or account freezes without explanation. Before relocating, I recommend studying current reviews - the situation is changing rapidly.
07What is Regulation 6(2) in Cyprus and who is it suitable for?
This is a lifetime permanent residence program through an investment of €300,000 (plus 19% VAT) in new real estate in Cyprus. Requirements: income of €50,000 per year for the applicant + €15,000 for spouse + €10,000 for each child. Permanent residence is not required - it is sufficient to visit once every two years. Suitable for those who want European status without relocating, as well as a basis for tax optimization through a Cypriot company.
08How much does business registration cost in Serbia?
Registration of a business (sole proprietorship) costs minimal amounts - state fee is symbolic, main expenses are for document translation and agent services ($200–400). Registration of LLC - state fee plus lawyer services, totaling approximately €300–600. Minimum authorized capital for LLC is 100 dinars (symbolic). The process takes 5–15 business days.
09Do IT benefits apply to individuals in Armenia?
Directly, no. IT benefits (10% corporate tax and 10% personal income tax for employees) apply only to companies accredited in the IT organizations registry of the Ministry of High Technologies. A freelancer individual without an Armenian company pays standard progressive personal income tax (20–36%). Therefore, to access Armenian IT benefits, company registration is required.
10Which country is best suited for relocating with family and children?
It depends on budget and priorities. Portugal offers a good European environment with accessible international schools compared to the UAE. Cyprus provides English-language education, a peaceful climate, and safety. The UAE offers excellent international schools but at high costs ($15,000–30,000 per year). Serbia and Georgia are the cheapest options, but with limited international school selection. The key question is whether you are comfortable with local schools or require an international program.
11Do Russian citizens need to notify authorities about opening a foreign bank account?
Yes. Russian citizens must notify the tax service of opening a foreign bank account within 30 days. You must also submit an annual report on transactions in foreign accounts. This requirement applies even if you become a non-resident—as long as you are an RF citizen, the obligation remains. Violation results in penalties. I recommend consulting with a Russian tax lawyer regarding your specific situation.
12How quickly can one obtain legal residence in the chosen country?
The fastest options are: Georgia (business registration in one day, legal residence without visa for up to 365 days), Armenia (same), Serbia (residence permit through company registration in 2–4 weeks). UAE Freelance Visa (4–6 weeks). Portugal D8 (2 to 6 months including appointment scheduling with migration services). Cyprus Regulation 6(2) (2–4 months).
