The figure this article starts with sounds like good news for sellers: September 2026 was the best September in the history of the Cyprus property market. 1,681 sale contracts, up 13% on last year. Almost every second contract was signed by a foreigner. For a buyer choosing Cyprus for permanent residence, the same figure means something else: competition for good properties is growing, prices follow it, and the state is already reviewing 12,000 permits it has issued. I look at what is happening city by city, who is pushing out whom and how to buy wisely today. And I will show it on a real deal we are handling right now. The programme terms are on the page Cyprus permanent residence by investment.

In short

  • September 2026: 1,681 sale contracts, a record for the month. Over nine months 14,969 contracts, 83% of the whole of 2025.
  • Foreigners signed 41.9% of contracts. Buyers from outside the EU rose 26% year on year.
  • Homes got 8.5% dearer over the year, fastest in Famagusta, Larnaca and Paphos. Apartments in Paphos rose 18.5%.
  • Locals increasingly lose out to foreigners on the coast: in Paphos two thirds of purchases are made by foreigners.
  • For permanent residence, commercial property is often wiser than a flat: rental income counts towards the income requirement and the property can be bought on the resale market.

What the record means

Property market records come in two kinds. In the first everything grows: locals buy, banks lend, more is built. In the second growth rests on one group of buyers. Cyprus in 2026 is closer to the second.

Look at September's structure. Of 1,681 contracts foreigners signed 705. Of these 495 were buyers from outside the EU, a group that grew 26% in a year. EU citizens added 4%, Cypriots 10%. Over nine months foreigners signed 6,267 contracts, the same 41.9% of the market. The Central Bank of Cyprus states plainly in its price review that growth is driven above all by demand from foreign buyers and to a lesser extent from locals, plus rising construction costs.

14,969 contracts over nine months in total, 83% of the whole of 2025.

There is a good sign too. Residential building permits in January-May 2026 rose 63.7%: 8,978 versus 5,484 a year earlier. Supply is catching up with demand, but with a two- to three-year lag while homes are built. So price pressure will persist for the next couple of years.

What this means for you. The Cyprus sales record rests on foreigners. For a residence buyer this means rising prices and competition for the best properties, not discounts.

Five cities, five different markets

Cyprus is often discussed as one market. In reality it is five very different markets, and for permanent residence the difference matters more than the average.

DistrictAnnual home price growthWho buysWhat it means for a residence buyer
Limassol+7.8%66% locals, 40% of all market moneyexpensive and dense, little room to negotiate
Larnaca+9.8%57% locals, +29% sales in Septemberfastest growth, still cheaper than Limassol
Paphos+9.6%, apartments +18.5%66% foreignersa foreigners' market, apartment prices rising fastest
Nicosia+5.7%84% localsa calm market, offices and rentals for locals
Famagusta+10%roughly half and halfa resort market, strong seasonality

Limassol remains the largest: 4,860 contracts over nine months and EUR 1,084 million, that is 40 cents of every euro spent on Cypriot property. Price growth has also slowed here, to 7.8% a year. The market is saturated, good properties go fast and there is almost no room to negotiate.

Larnaca is the fastest. 393 contracts in September against 305 a year earlier, up 29%. Prices rose 9.8%. The city is still noticeably cheaper than Limassol, the main airport is nearby, and this is where demand shifts from those for whom Limassol has become too expensive.

Paphos has become a foreigners' market. From January to July foreigners signed 69.8% of all contracts here, and according to the Central Bank their share among buyers is 66%. Apartments in Paphos rose 18.5% in a year, the fastest growth on the island.

Nicosia, by contrast, is almost entirely local: 84% of buyers are Cypriots. It is the capital, with offices, ministries and rentals for people who work here. For residence through commercial property Nicosia is interesting precisely for that: steady rental demand from local business.

What this means for you. Choose a district for residence by your goal: to live, to let or simply to preserve capital. The island-wide 8.5% hides the gap between 5.7% in Nicosia and 18.5% for apartments in Paphos.

Locals and the price of the record

Every record has a flip side. When two thirds of purchases in Paphos are made by foreigners, a young local family competes for a flat with a buyer from abroad who has a bigger budget. New mortgage lending in Cyprus rose 14.2% in the second quarter of 2026, to EUR 403.6 million: Cypriots are buying too, but paying ever more.

I point to this side not out of sympathy but from practice. Where locals start losing to foreigners, governments start acting. Greece responded with a 15% tax on home purchases by non-EU buyers. Spain abolished its golden visa. Portugal removed property from its programme back in 2023. Cyprus has so far chosen another path: reviewing permits already issued and preparing tighter conditions for investors.

On 24 September 2026 the Deputy Minister of Migration told parliament that about 12,000 permits issued since 2013 are being reviewed for compliance. There are no new rules yet. But the direction is clear: pressure from the housing question on politics is growing, and in this logic home buyers seeking residence are the first to be hit.

What this means for you. The more expensive housing becomes for locals, the higher the risk that Cyprus tightens permanent residence for flat buyers. Commercial property is better protected in this logic.

Why an office, not a flat: a real deal

Right now we are handling a deal that shows this logic in full. Our client, an entrepreneur from Moscow, is obtaining Cypriot permanent residence by buying an office. I do not name him or details by which he could be recognised. I do give the figures, because they show the mechanics well.

ParameterThe client's deal
Propertyoffice premises, commercial real estate
PriceEUR 1.5 million
Rental yield5.5% a year, about EUR 82,500 a year
Residence basispurchase of commercial property from EUR 300,000
Income requirementfrom EUR 50,000 a year; part of the income may come from Cyprus
What we doselecting and checking the property, supporting the purchase, preparing and filing for permanent residence

Why an office. The Cypriot permanent residence programme allows four types of investment from EUR 300,000: a new home from a developer, other property, meaning offices, shops and hotels, a stake in a Cypriot company and units of a Cypriot fund. Commercial property has three advantages over a flat.

  1. It can be bought on the resale market. Homes for residence must be new and from a developer. An office or shop can come with a tenant and a payment history. We see real income, not a developer's promises.
  2. Rental income counts. Permanent residence requires proven income of EUR 50,000 a year, plus 15,000 for a spouse and 10,000 per child. If you buy a home, all income must come from abroad. If you buy commercial property, part of the income may come from Cyprus. An office at EUR 1.5 million yielding 5.5% brings about EUR 82,500 a year and covers the requirement by itself.
  3. It is politically more stable. The housing crisis hits flat buyers. Nobody will call an office let to a local company a cause of rising rents for Cypriots.

Our work here is not finding a listing. We selected the property, are checking title, the tenant, the lease and the payment history, building a lawful path for the money and accompanying the client to the deal. After the purchase we prepare and file the residence documents. The purchase money must come from abroad, from the client's account, and for a Russian citizen there are specific mechanics: EU banks do not accept deposits from him above EUR 100,000, so payments go directly to the seller with a full paper trail.

We check commercial property for residence as a business, not as a flat. We look at the tenant, the lease term, who pays taxes and maintenance, and what happens to income if the tenant leaves. A 5.5% yield on paper and 5.5% in the account are different things.

What this means for you. If the budget allows, a commercial property with a tenant solves three tasks at once: the residence basis, the income requirement and capital preservation. A flat solves one.

Schengen in Cyprus: sales myth or reality

Cyprus is often sold with the prefix "soon in Schengen". Sceptics reply that articles about joining "next year" appear every year. Both are right.

The facts as of October 2026 are these. In July the Commission confirmed Cyprus's technical readiness. On 1 October the government announced that all recommendations had been implemented. The Deputy Minister of Migration names full accession in 2027 as the goal. But the decision is taken unanimously by all Schengen states, and some are cautious because of the dividing line on the island and the British military bases. No country has joined Schengen faster than after several years of political consultations.

My advice is simple: do not buy Cyprus for a future Schengen. Buy it for EU permanent residence that works already. If Schengen happens it will be a bonus, not the basis of the deal.

When Cyprus does not fit

  • You need visa-free Schengen now. Cypriot permanent residence does not give free movement in Schengen today. Greek residence or a visa-free second passport fit that need.
  • Your budget is right at EUR 300,000. With VAT, fees and prices rising 8.5% a year, a EUR 300,000 property may cost noticeably more by the time of the deal. Without a margin it is easy to fall short.
  • You have no income documents. EUR 50,000 a year must be proven. Without it residence will not be granted, whatever the property costs.
  • You want to sell quickly. The investment for residence must be kept for as long as the status applies. This is not speculation.

Compared with neighbours: Cyprus or Greece, Cyprus or Malta.

Common mistakes

  1. Buying a flat at the Paphos peak for residence. Apartments there rose 18.5% in a year. It is a foreigners' market with a high risk of correction.
  2. Believing the yield in a presentation. Without checking the tenant and the lease the yield is worth nothing.
  3. Transferring a large sum to your own Cypriot account. For a Russian citizen the bank will not accept a deposit above EUR 100,000.
  4. Waiting for new rules. The review of 12,000 permits signals tighter conditions. New rules are usually worse than old ones.

Before buying for Cypriot permanent residence

  • Define the goal: to live, to let or to preserve capital
  • Compare a developer's flat with a commercial property that has a tenant
  • Check proof of income of EUR 50,000 a year for the family
  • Plan a lawful path for money from abroad, given the EUR 100,000 limit
  • Build in a budget margin for VAT, fees and price growth

In detail: mistakes with Cyprus permanent residence, new build or resale for residence, what Cyprus permanent residence costs.

My conclusion

Cyprus is now the liveliest residence market in Europe and the most workable door into the EU for a Russian citizen. But record sales and a review of issued permits say one thing: the window of good conditions is not eternal. I would enter now and with a clear head: choose the district by the goal, look at commercial property with a real tenant and structure the deal so that it survives any next change in the rules.

Yes. The programme allows buying commercial property, offices, shops or hotels, from EUR 300,000, including on the resale market.

05Does rental income count for residence?

When buying commercial property part of the income may come from Cyprus, including rent. When buying a home all income must come from abroad.

It depends on the goal. Limassol is the largest and most expensive, Larnaca grows fastest, Paphos is a foreigners' market, Nicosia offers steady rentals to local business.
