Dual Citizenship Russia-Hungary in 2026: Do You Need to Renounce Russian Citizenship

Contents
The most frequent question our attorneys hear from clients with Russian passports is whether they will have to renounce it for Hungarian citizenship. The short answer is no. Hungary does not require renunciation of previous citizenship, and Russia does not prohibit holding a second one. However, between these two "no"s lie several mandatory formalities and practical pitfalls that are better understood in advance. We analyze the facts: the law, notification deadlines to the Ministry of Internal Affairs, banks, taxes, and real challenges of 2026.
Summary
Hungary permits dual citizenship and does not require renunciation of a Russian passport. Russia also does not prohibit second citizenship but requires notification to the Interior Ministry within 60 days. Formally, you can be a citizen of both countries without issue. Complications arise not in law but in practice: banking compliance, EU sanctions restrictions, travel, and taxes. Below is what exactly needs to be done and what to avoid.
Does Hungary Permit Dual Citizenship
Yes. Hungarian citizenship legislation (Act LV of 1993) explicitly allows multiple citizenship. When a person acquires Hungarian passport—whether through naturalization, descent, or other means—they are not required to renounce previous citizenship. This is a fundamental difference from some countries (for example, Germany in basic scenarios or Austria), where renunciation was historically a mandatory condition. In practice, this means a Russian citizen who obtains a Hungarian passport automatically becomes a holder of dual citizenship, which is a normal situation for Budapest. Hungary considers you its citizen and is not concerned with what other passports you hold. We provide details on all legal routes to a passport in our Hungarian citizenship overview.
An Important Note on Terminology. Legally, "dual citizenship" in the strict sense arises only between countries with a special bilateral treaty recognizing such status (Russia and Hungary do not have one). Without a treaty, it is more accurate to speak of "second" or "multiple" citizenship: each country considers you exclusively its own citizen and does not recognize the second passport. At the practical level, the difference is minor, but it explains why Russia still expects notification from you—details below. The Path to Hungarian Passport.
The route to a Hungarian passport is lengthy. Real application processing times are approximately 5-9 months, plus another two months for the presidential decree. In total, from submission to oath-taking, it typically takes 14-18 months. Do not believe promises of "citizenship in six months"—this is marketing.
Russia's Position: Notification of Second Citizenship and Residence Permit
Briefly: Russia does not prohibit second citizenship but requires notification to the Interior Ministry of its acquisition (or acquisition of a residence permit in another country) within 60 days. Late notification results in an administrative fine; intentional concealment results in a criminal charge.
Part 2 of Article 6 of the Law "On Russian Citizenship" assumes that a Russian citizen's acquisition of another citizenship does not automatically result in loss of Russian citizenship. The Russian Constitution does not directly prohibit second citizenship. Therefore, under Russian law, renunciation of a Russian passport is not required.
However, There Is an Obligation to Notify
Notification must be submitted to the migration department of the territorial Interior Ministry office of Russia—in person, through a branch office, or online via the State Services portal. ParameterValue What Must Be Reported.
| Second citizenship OR residence permit (other permanent residence document) of another country | Submission Deadline |
|---|---|
| 60 Days from Receipt of Passport/Residence Permit | If You Reside Permanently Abroad |
| The deadline is counted from the first entry into Russia (per border guard stamp); then 60 days follow | Where to Submit |
| Interior Ministry in person, through a branch office, or online via State Services | Fine for Late Submission |
| Administrative, up to 1,000 ₽ | For Intentional Non-Notification |
| Article 330.2 of Russian Criminal Code: Fine up to 200,000 ₽ (or annual income) or mandatory labor up to 400 hours | Please Note: You must report not only the passport but also the residence permit. If you first obtain a Hungarian residence permit—for example, through a golden visa for investment or standard residence grounds—notification is submitted at this stage, not just when the passport is obtained. |

Do I need to renounce Russian citizenship?
No. Neither Hungary nor Russia requires renunciation. Hungary permits dual citizenship, and Russia does not prohibit second citizenship. From a legal perspective, you can safely maintain both passports.
However, there are nuances that prompt some of our clients to consider voluntary renunciation of Russian citizenship:
- Military service and government employment. Russian citizenship retains associated obligations. For men of draft age, this is a separate matter requiring careful consideration.
- Banking compliance abroad. A Russian passport in your file sometimes complicates opening accounts in the EU - discussed in detail below.
- Tax residency. Citizenship itself does not determine taxes (tax residency does), but a second passport is a reason to clarify in advance where you are tax resident.
Additionally, renouncing Russian citizenship is a lengthy procedure and not always possible (there are grounds for refusal, such as unpaid obligations). Therefore, in most cases, we recommend not rushing: first obtain a Hungarian passport, properly notify the Ministry of Interior, and make a decision on renunciation—if needed at all—later and consciously. If you are interested in the logic of an accelerated path to a passport through Hungarian heritage, read the analysis of simplified naturalization by descent..

Practical challenges: banks, sanctions, travel.
This is where the real life of a dual passport holder begins. The law permits it—but everyday reality introduces adjustments.
Banks and compliance. European banks have intensified checks on clients with Russian roots. A Hungarian passport itself grants access to the EU banking system, but when opening an account, banks still ask about the origin of funds, tax residency, and other citizenships. Having a Russian passport on the application is not a prohibition, but grounds for additional questions. Prepare a transparent history of the origin of funds in advance.
Sanctions. This is critical from the outset. To obtain Hungarian residence permit or passport, the applicant must not be subject to EU sanctions and must comply with immigration legislation. If a person is on sanctions lists, no application can be processed. Additionally, certain investment options for Russians are currently available only if each family member holds a second (non-sanctioned) citizenship—this point is always verified individually.
Travel and entry. As a Hungarian citizen, you enjoy all rights of an EU citizen: free movement within the Schengen area, residence, and work in any EU country. You do not need to use your Russian passport for travel within the EU—present your Hungarian one. However, when entering Russia, Russian citizens are obligated to use their Russian passport. In essence, you have two "working" documents for different directions.
For Russians still obtaining Schengen visas, we note: Hungary remains one of the few EU countries continuing to process Russian visa applications in standard procedure, though since the suspension of the simplified visa regime in 2022, checks have become stricter and visa validity shorter.
What is important for Russians to consider and how we help process correctly.
Dual citizenship is not only a joyful moment with a new passport, but also a set of formalities where it is easy to stumble. At BRIDGES GLOBAL, we structure the process so that clients face no problems on either the Hungarian or Russian side.
What we verify and support:
- Sanctions screening. Before any process begins, we check the applicant and family members against EU sanctions lists. If there is risk of refusal, we say so immediately, not after payment.
- Correctness of Hungarian procedure. Document preparation, legalization, translation, oath—állampolgársági esküconducted within realistic 14-18 month timeframes, without promises of "six months."
- Notification to Russian Ministry of Interior. We help submit notification of second citizenship or residence permit within 60 days to avoid administrative or criminal liability.
- Banks and taxes. We prepare a transparent history of fund origins for European compliance and help clarify tax residency.

"In consultations, I always repeat: the main mistake of Russians is not in choosing between passports, but in underestimating formalities. Hungary permits dual citizenship, renouncing Russian citizenship is unnecessary—that is the law, and everything is fine there. But the obligation to notify the Ministry of Interior within 60 days is forgotten by many, yet there is a criminal statute for intentional concealment. And the second point—sanctions screening and banking compliance: these cannot be approached haphazardly. We check these risks before the process begins so that the client obtains a European passport without unpleasant surprises on either the Hungarian or Russian side."
Tax residency: briefly, but importantly
Citizenship and taxes are different things. You pay taxes where you are tax resident, not where your passport is. By general rule, a resident is someone spending more than 183 days per year in the country (additional criteria also exist—center of vital interests, permanent residence).
Hungary's basic rates in 2026:
| Tax | Rate |
|---|---|
| Personal income tax | 15% |
| Corporate tax | 9% (one of the lowest in the EU) |
| VAT | 27% |
A separate important point for the Russia-Hungary pair. A Convention on Avoiding Double Taxation from 1994 is in force between the countries; however, since August 2023, Russia has unilaterally suspended key provisions (for so-called unfriendly countries). In practice, this means that preferential rates on dividends, interest, and royalties may not apply, and tax under Russian legislation is calculated under standard rules. Specific consequences depend on your situation, so tax planning with dual citizenship is better done not "by analogy," but calculated for your specific case.
Common myths about Russia-Hungary dual citizenship
There are many rumors around this topic. Let's examine the most persistent ones.
- Myth: "Hungary will force you to renounce your Russian passport." No. Hungary permits multiple citizenship and does not require renunciation.
- Myth: "Russia will strip you of citizenship for holding a second passport." No. Obtaining second citizenship does not automatically result in loss of Russian citizenship. You are only required to notify the Ministry of Internal Affairs.
- Myth: "You only need to notify about the passport; a residence permit does not count." Incorrect. Notification must be submitted for a residence permit of another country as well.
- Myth: "With two passports, I don't pay taxes in Russia." Incorrect. Taxes depend on residency status, not the number of passports.
- Myth: "Hungarian citizenship can be obtained in six months." No. Actual timeframes are 14-18 months.
Summary
Dual citizenship Russia-Hungary in 2026 is a fully workable and legal arrangement. Hungary permits second citizenship and does not require renunciation of a Russian passport. Russia does not prohibit second citizenship but requires notification to the Ministry of Internal Affairs within 60 days—and this formality cannot be ignored: deliberate concealment carries criminal liability.
The main difficulties lie not in the laws but in practice: EU sanctions restrictions at entry, banking compliance, tax residency nuances, and suspended tax treaty. All of this is solvable but requires careful preparation. Frequently asked
Questions people ask before deciding
01Does Hungary permit dual citizenship?
Yes. Hungarian legislation permits multiple citizenship, and when obtaining a passport, you are not required to renounce your previous citizenship.
02Do I need to renounce my Russian passport in favor of a Hungarian one?
No. Neither Hungary nor Russia requires renunciation. Hungary permits second citizenship, and Russia does not prohibit it.
03Am I obligated to notify Russia about Hungarian citizenship?
Yes. Russian Federation citizens are obligated to notify the Ministry of Internal Affairs about second citizenship or a residence permit in another country within 60 days.
04What is the deadline for submitting notification to the Ministry of Internal Affairs?
60 days from the date of obtaining the passport or residence permit. If you permanently reside abroad, the deadline is calculated from your first entry into Russia.
05What are the penalties for late notification?
Administrative fine up to 1,000 ₽ for delay. For intentional concealment—criminal liability under Article 330.2 of the Russian Criminal Code: fine up to 200,000 ₽ or community service up to 400 hours.
06How do I submit notification about second citizenship?
In person at the Migration Department of the Ministry of Internal Affairs, through a branch office, or online through the Gosuslugi portal.
07Do I need to notify about a residence permit, not just a passport?
Yes. Notification is submitted for a residence permit in another country as well, so upon obtaining a Hungarian residence permit, it must also be declared.
08Will Russia revoke citizenship for a second passport?
No. Obtaining second citizenship in itself does not result in loss of Russian citizenship. The obligation to notify the Ministry of Internal Affairs is retained.
09Which passport should I use when traveling?
For the EU and Schengen—Hungarian passport as an EU citizen. Upon entry to Russia, Russian Federation citizens are obligated to use their Russian passport.
10Where do I pay taxes with two citizenships?
