How Naturalization Differs from Repatriation by Descent

In Hungarian citizenship law, two fundamentally different mechanisms coexist, and they are constantly confused. The difference lies in the basis and the requirement to reside in the country.

Simplified Naturalization by Descent (egyszerusitett honositas) is a pathway for those with Hungarian ancestors or confirmed connection to the Hungarian nation. Physical residence in Hungary is not required here. It is sufficient to prove descent, demonstrate knowledge of Hungarian in an oral interview, and take the oath (allampolgarsagi esku). Standard (General) Naturalization is a pathway for those without roots. Here, connection to Hungary is proven not by descent, but by years of actual life in the country: 8 years of residence, permanent residence permit, integration, examination. This is slower and more demanding, but open to any foreigner who has lived legally in Hungary long enough.

Conditions: What is Required for Naturalization

The law stipulates a set of conditions that must be met simultaneously. Non-compliance with any of them is grounds for refusal, even if everything else is impeccable. We will examine each one.

1. Eight Years of Continuous Residence. The basic requirement is 8 years of legal and continuous residence in Hungary prior to application submission. This counts actual residence in status (temporary residence permit, then permanent residence permit), not visits or short-term visa studies. Continuity is the key word: prolonged absences may reset the count (details on this in the verification section).

Permanent Residence (PR). At the time of application, the applicant must have PR status or another long-term status equivalent to it. Temporary residence without PR does not lead to naturalization - one must first obtain PR. 3. Stable source of income. You must demonstrate that you have permanent means of subsistence - salary, business income, pension, or other legal income sufficient to support yourself and your family without relying on social assistance.

4. Housing. The applicant must have secure accommodation in Hungary - own property or long-term rental with registered address (lakcimkartya).

5. Absence of criminal record and clean background. A clean criminal record and absence of open criminal cases at the time of consideration are required. Additionally, the applicant must not pose a threat to national security or public order.

6. Integration and social coexistence. Since 2026, Hungary has strengthened integration requirements: non-compliance with "social coexistence" conditions is now an independent ground for refusal, even if all other criteria are formally met. Authorities assess how well the applicant is integrated into Hungarian society.

7. Constitutional basics examination. You must pass an examination on constitutional fundamentals in Hungarian (discussed in a separate section below).

Shortened timeframes: when you can achieve it faster than 8 years

Eight years is the basic residence requirement. The law provides for several categories with shortened residence periods. Important: only the residence requirement is shortened, but all other conditions (PR, income, examination, absence of criminal record) remain in force.

3 years - marriage, child, adoption. 3 years of continuous residence is sufficient if the applicant has been married to a Hungarian citizen for at least 3 years (or the marriage ended due to spouse's death), or has a common minor child who is a Hungarian citizen, or has been adopted by a Hungarian citizen.

5 years - birth in Hungary and other cases. The 5-year requirement applies to several categories, including persons born in Hungary, as well as those who have permanently resided in the country since adulthood. For those born in Hungary under certain conditions (parents resided in the country at the time of birth, child did not acquire other citizenship), a special procedure by application is provided.

Refugees and stateless persons. Recognized refugees and stateless persons enjoy favorable treatment: for them, the requirement is 3 years of continuous residence. Nuance: for stateless persons, actual waiting is usually longer than the formal 3 years, since the right to permanent residence does not arise immediately after status recognition.

Constitutional basics examination: what is asked

The constitutional basics examination (alkotmanyos alapismeretek vizsga) is one of the main barriers to ordinary naturalization. It is conducted in Hungarian. This is not a language proficiency test as such, but rather a verification of knowledge about the state, history, and structure of Hungary - but answers must be given in Hungarian.

Structure. The material is divided into approximately 21 examination papers, each with two parts: one on the constitution and state structure, the other on history and culture of Hungary. The examination includes written and oral components.

  • state structure: parliament, president, government, courts;

Who is exempt from the exam. Minors, persons with limited legal capacity, holders of Hungarian diplomas (higher education in Hungarian at a Hungarian university), and—in accordance with agency practice—applicants above a certain age (typically 60-65 years old) and persons whose health condition does not permit taking the exam are exempt from the exam.

Hungarian language: how proficient you need to be.

The law does not directly introduce a separate formal language exam with a fixed CEFR level for general naturalization, as some EU countries have done. However, the requirement to speak Hungarian is real and is embedded in several places at once.

Through the constitutional exam. Since the constitutional basics exam is conducted in Hungarian, without confident command of the language (approximately level A2 and above), it is simply impossible to pass. This de facto serves as a language filter.

  • Naturalization application in the prescribed form.
  • Passport and national identity document.
  • Permanent residence permit card and address registration card (lakcimkartya).
  • Birth certificate (with legalization/apostille and certified Hungarian translation).

Timelines: how long to realistically expect.
