Vanuatu visa for Russian citizens: entry, length of stay and flights from Moscow

Do Russian citizens need a visa for Vanuatu

In short: no. The agreement between the governments of Russia and Vanuatu was signed on 20 September 2016 and has been in force since 21 October 2016. Russian citizens enter without a visa and stay for up to 90 days for tourism, private visits or business meetings.

Nothing needs to be arranged or paid in advance. At passport control at Port Vila airport the documents are checked and the permitted stay is recorded. The arrangement is mutual: Vanuatu citizens can also visit Russia without a visa for up to 90 days.

The agreement does not cover work, study or residence. These require a visa or a permit on another basis, covered below. Entry rules are published by the Russian Ministry of Foreign Affairs, and the conditions of stay are set by the Vanuatu immigration authority: check both before travelling, as visa rules in island states are updated.

Which trips qualify for visa-free entry

• holidays, diving, island trips;
• visiting relatives and friends;
• business meetings and negotiations without employment;
• attending conferences.

Employment, local business activity and study are not allowed on a visa-free entry.

Children and family trips

Visa-free rules are the same for adults and children: each child needs their own passport valid for more than 6 months and a return ticket. If a child leaves Russia without their parents, for example with a grandparent or in a group, Russian rules require notarised parental consent. Bring a copy of the birth certificate if the child and the accompanying parent have different surnames.

Documents checked at the border

In short: a passport valid for more than 6 months, a return ticket, a hotel booking or address and proof of funds for the stay. An unpaid provisional return booking is not accepted.

• Passport. Valid for more than 6 months on the date of entry, with blank pages for stamps. If validity is borderline, renew it before travelling.
• Return or onward ticket. Proof that you will leave the country. The immigration authority states that a temporary booking is not accepted and an issued ticket is required.
• Accommodation. A hotel booking or the address where you will stay.
• Funds for the trip. A bank statement or card, which may be requested at random.

The return ticket is checked not only at the Vanuatu border but also when boarding in the connecting country. Without it the airline may refuse boarding, so the ticket is issued before leaving Moscow.

Quarantine and customs rules

Vanuatu protects its island ecosystem, and quarantine controls are strict. Fresh food, meat, seeds, plants and untreated wood may not be brought in without a permit. All food must be declared. Coral, rare shells and traditional cultural items may not be taken out without documents. Alcohol and tobacco are allowed within personal allowances.

If you need to stay longer than 90 days

In short: visa-free stays are limited to 90 days. A longer stay, work, study or living in Vanuatu requires a visa or a residence permit from the Vanuatu immigration authority.

A long stay is planned in advance, not in the last days of the permitted period. The immigration authority considers applications by purpose: work, study, family, investment or residence. Each purpose has its own documents and timelines, so the basis is chosen before the trip.

How to get to Vanuatu from Russia

In short: there are no direct flights. The most convenient option is via an Asian or Middle Eastern hub to Nadi in Fiji and then a Fiji Airways flight to Port Vila: Russian citizens need no visa for either Fiji or Vanuatu. A connection in Australia or New Zealand requires their visa.

Vanuatu lies in the south-west Pacific, between Australia and Fiji. The country’s international airport, Bauerfield in Port Vila, receives flights from Nadi, Brisbane, Sydney, Nouméa and other cities in the region. The journey from Moscow usually takes more than a day including connections, and the time difference is 8 hours.

Via Fiji: no transit visas

The route looks like this: a flight from Russia to a major hub such as Dubai, Doha or Hong Kong, then a flight to Nadi and a short Fiji Airways flight to Port Vila. Russian citizens enter Fiji without a visa, so nothing beyond tickets is needed on this route. The downside is the number of connections and the total travel time.

Via Australia, New Zealand or New Caledonia

Qantas, Virgin Australia and Jetstar fly to Port Vila from Brisbane and Sydney, and Aircalin flies from Nouméa. The flights are shorter, but a Russian citizen needs a transit visa to connect in Australia, New Zealand also requires a visa or transit authorisation, and New Caledonia, as a French territory, requires a French visa. This adds time, cost and the risk of refusal, so this option makes sense if the visas are already in place.

How to plan connections

• leave several hours between arrival at the hub and the flight to Port Vila: delays happen in the region;
• check baggage allowances, which are stricter on Pacific flights;
• if you may stay longer, buy a return ticket with a changeable date;
• check transit rules at the hub before buying tickets, especially when connecting between different airlines;
• allow for the 8-hour time difference: after a long journey plan a day to adjust before business meetings.

Business trips: meetings, property, company

In short: Russian citizens can travel to Vanuatu visa-free for business meetings, negotiations and property viewings. Employment and local business activity are not allowed on a visa-free entry: that requires a registered company and permits.

A common business trip goal is to get to know the market, meet lawyers and a bank and view properties. Land in Vanuatu belongs to customary owners, and foreigners can take long leases of up to 75 years, so a transaction is prepared in advance. When to travel and what to know on arrival

In short: the dry season in Vanuatu runs roughly from May to October, the cyclone season from November to April. Cards issued by Russian banks do not work abroad, so travel money is planned in advance, and travel insurance should include medical evacuation.

Season and islands

Most travellers arrive on Efate, where the capital Port Vila is. From there they go to Tanna to see the active Mount Yasur volcano and to Espiritu Santo, where the wreck of the SS President Coolidge, a well-known dive site, lies offshore. Local flights and boats link the islands, with less frequent schedules to outer islands, so connections are planned with a margin.

From May to October it is drier and cooler, the main travel season. From November to April it is hotter, rain is more frequent and cyclones are possible, so forecasts are watched and tickets are bought with the option to change dates.

Money, connectivity and insurance

The currency is the vatu. Cards issued by Russian banks are not accepted abroad, so Russian citizens need cash in US or Australian dollars or a card from a bank in another country. On outer islands cash is needed almost everywhere and ATMs are few.

Medical care on the islands is limited, and serious cases are flown to Australia or New Zealand. That is why travel insurance should cover medical evacuation and be valid in Vanuatu. A local SIM card can be bought at the airport or in Port Vila.

Embassies and consular help

In short: Vanuatu has no embassy in Russia, and none is needed for a tourist trip. Russia is represented in Vanuatu by its Embassy in Australia: Vanuatu falls within its consular district.

If you already hold a Vanuatu passport

In short: a Vanuatu citizen enters Vanuatu on a Vanuatu passport without a time limit, and a Russian citizen enters Russia on a Russian passport. The Vanuatu passport has its own visa-free destinations but does not replace visas for Schengen and the UK.

With two passports it is important to use them correctly on the way: the ticket is booked on the passport used to cross the border of the destination country. Common mistakes before departure

1. A passport with short validity. Less than 6 months on the date of entry: the airline may refuse boarding.
2. No return ticket. It is checked at boarding and at the border, and an unpaid booking is not accepted.
3. A connection without a transit visa. A ticket via Sydney or Auckland bought without an Australian or New Zealand visa.
4. Undeclared food in luggage. Fines for undeclared organic items are significant.
5. Working on a visa-free entry. Work and study require a separate status.
