The reputation of the Vanuatu passport: how banks, borders and visa services treat it

The Vanuatu passport is issued by the state under a citizenship law in force since 1980, and in 2026 it gives visa-free access to 88 destinations according to the world passport index. Its reputation was shaped by EU and UK visa decisions in 2022-2025, and the state responded with a new check procedure, the revocation of about 30 citizenships and a report by a commission of inquiry. The reputation of the Vanuatu passport in brief

A document’s reputation is made up of three parts: the legal basis, visa regimes and the attitude of financial institutions. The legal basis has been in force since 1980 and is refined by published amendments, the visa regimes changed with Europe and the UK, and banks assess the client as a whole. The legal basis: a government programme under the law
In short: Vanuatu citizenship is governed by the Citizenship Act Cap 112, in force since 1980. Dual citizenship was recognised by a constitutional amendment that took effect in 2014, and the DSP programme operates under Order No. 33 of 2019.
Applications are decided by the Citizenship Commission, a constitutional body that approves and issues citizenship certificates. The ordinary passport is issued by the Immigration and Passport Services, and the diplomatic one by the Ministry of Foreign Affairs. The legal framework was changed by amendments: Act No. 39 of 2013, Orders No. 18 and 40 of 2014, Act No. 34 of 2018, Orders No. 38 and 39 of 2020. The document itself: a 10-year biometric passport
In short: a Vanuatu citizen receives a 10-year biometric passport issued by the Immigration and Passport Services. Alongside the passport, a citizen under the programme keeps a citizenship certificate: it proves the status itself, while the passport serves as the travel document.
The biometric passport has an electronic chip with the holder’s data and photo, so border control checks it with the same readers as other states’ passports. Two things matter for the document: a valid term and data that match the holder’s other documents. Many countries require the passport to be valid for at least six months on the date of entry, so renewal is planned in advance, before expiry.
The passport and the certificate do different jobs. The certificate is issued by the Citizenship Commission and is needed when citizenship has to be proven: when replacing the passport, at a bank, when arranging children’s documents. The passport is needed for travel and as proof of identity. If the passport is lost or damaged, it is replaced through the passport service with proof of citizenship, and the new passport has a new number. EU and UK decisions: what changed for travel
In short: since 3 February 2025 Vanuatu has been on the EU visa list, and the citizen obtains a Schengen visa. The United Kingdom has required a visa since 19 July 2023. These decisions concern entry rules and do not affect recognition of citizenship.
The EU changed the regime in three steps. Council Decision 2022/366 suspended visa-free travel from 3 March 2022 for Vanuatu passports issued from 25 May 2015. Decision 2022/2198 extended the suspension to all citizens from 4 February 2023. EU Regulation 2025/11 of 19 December 2024 moved Vanuatu to the visa list, with effect from 3 February 2025.
The Vanuatu passport remains a valid travel document, and a Schengen visa is issued on it in the usual way. For living in Europe families use Vanuatu citizenship as a step towards residence in Greece or Hungary. How the state responded to criticism
In short: the FIU introduced a new check procedure for the DSP, CIIP and VCP programmes, since 1 July 2025 every person in the application gives biometrics in person, and the Commission revoked about 30 citizenships granted in breach of the law. On 6 February 2026 the Council of Ministers considered the report of the commission of inquiry into the citizenship programmes.

By decision of the Council of Ministers, the relevant agencies are implementing the recommendations of the first part of the report. The Ministry of Finance and the Citizenship Commission are preparing information on the progress of changes in the programmes, and the Ministry of Justice supports measures to restore rights where necessary. The government states the goal plainly: to preserve the integrity of the programmes at home and abroad.

For the passport holder the reform works in their favour. The stricter the check at entry, the fewer people with problem backgrounds in the programme, and the calmer banks and consulates are about new citizens. Personal biometrics for every applicant and the new FIU procedure cut off filing through intermediaries who swapped documents, and revoking citizenships granted in breach of the law shows that the status rests on verified data. Banks: more questions about the client’s profile
In short: a bank asks a Vanuatu passport holder more follow-up questions: where the client lives, where they pay tax, where the funds come from. The decision on the account depends on how complete the answers and documents are, not on citizenship as such.

A bank form almost always includes a tax residence self-certification: the client states the countries where they are tax resident and their tax numbers. If tax residence does not match the country of the passport, this is normal, and the bank asks for a document proving residence. A contradiction arises when a client claims residence where they neither live nor pay tax.

The bigger the amount and the more complex the path of the money, the more detailed the source of funds documents the bank asks for. Borders: where the passport works visa-free
In short: in March 2026 the world passport index counted 88 visa-free destinations for the Vanuatu passport, and the BRIDGES database gives about 97 including dependent territories. How the passport works by region
In short: the Vanuatu passport works best in Asia, Oceania, the Caribbean and Latin America, and also in Russia. Europe, the UK and North America require a visa, so those trips are planned with time to spare.
- Asia. Hong Kong visa-free for up to 90 days, Singapore, Malaysia and the Philippines visa-free for up to 30 days: the passport is convenient for business trips to the region’s financial centres.
- Oceania. Fiji visa-free for up to 120 days; Vanuatu has long-standing ties with its neighbouring island states.
- The Caribbean. Antigua and Barbuda, Barbados and Dominica admit visa-free for up to 180 days, so the passport suits travel around the region.
- Latin America. Panama visa-free for up to 90 days, Peru for up to 180 days.
- Russia. A Vanuatu citizen enters visa-free for up to 90 days, and a Russian citizen with two passports enters on the Russian one.
- Europe, UK, USA, Canada, Australia. A visa is needed, and for living in Europe families obtain residence in Greece or Hungary.
Lengths of stay and rules change, so they are checked on the destination country’s consulate website before travel. A regime that applied last year does not guarantee the same terms now: that is what happened with visa-free travel to the EU, which applied until 2022.
Border control: what is asked on entry
In short: on entry you are asked about the purpose of the trip, the length of stay, the return ticket, where you are staying and the funds for the trip. For a holder of two passports it is important to enter and leave a country on the same document.
- One passport per trip. If you entered on the Vanuatu passport, you leave on it too: the stamps and electronic entry and exit records must match.
- A passport with a visa. The visa is placed in the passport you applied with, and you enter on that passport.
- Length of stay. The visa-free period is counted by the country’s rules: in some countries it is days per trip, in others days per half-year or year.
- Transit. The United Kingdom requires Vanuatu citizens to have a visa, including for transit, so a connection through a British airport is planned in advance.
- Documents to hand. A return ticket, an accommodation booking, insurance and a card statement close questions on entry faster than verbal explanations.
Questions at the border are usually about the trip, not the origin of the passport. If a border officer asks how the citizenship was obtained, it is enough to say it was obtained under a government programme and show the certificate if you have it with you. Visa services: how to apply with a Vanuatu passport
In short: all citizenships, including Vanuatu, are declared on the visa application. The consulate assesses the purpose of the trip, finances, travel history and ties to the place of residence, so documents on residence and income matter more than the choice of passport.
The application is filed where you legally live, with a document proving that residence. A hidden citizenship on the application creates a contradiction in the documents, and such a contradiction becomes a ground for refusal more often than the passport itself. In short: in everyday situations the Vanuatu passport works as an ordinary identity document. Company registrars, payment services, landlords and universities check identity and address by their own rules and ask about residence, not about the origin of the citizenship.
When registering a company or opening a corporate account, the passport holder goes through the same check as other directors and beneficial owners: the document, the address, the company’s source of funds. If the documents are kept in one place and their data match, a check at any of these organisations takes minutes, not weeks.
Where negative publications come from
In short: a noticeable share of the negativity relates not to the programme but to the grey market around it: sales of “diplomatic passports”, fake websites and intermediaries without a designated agent. The Citizenship Office publishes a list of designated agents and a separate list of revoked ones.
After the 2025 publications about diplomatic passports sold abroad, the Citizenship Office and the Commission clarified: the Commission issues citizenship certificates, ordinary passports are issued by the Immigration and Passport Services, and diplomatic ones by the Ministry of Foreign Affairs. The passport for children and the family
In short: children included in the application receive the same passport as their parents, and children born after citizenship is granted obtain citizenship by descent without a contribution. The same rules apply to children’s study and travel as to adults: all citizenships on applications and one passport per trip.
A child’s passport is issued on the basis of the birth certificate and the parent’s citizenship certificate. For a child travelling with one parent many countries ask for the other parent’s consent, so it is notarised in advance and kept with the passport. Five myths about the reputation of the Vanuatu passport
In short: passports are not cancelled en masse, there are no blacklists for Vanuatu citizens, banks decide by client profile, the programme works under a new check procedure, and suspicion is raised by facts of a person’s background, not by taking part in the programme.
- “Vanuatu passports will soon be cancelled.” The Commission revokes citizenship on three grounds: fraud in obtaining it, breach of the Citizenship Act or the Constitution, failure to comply with the restrictions of the law. Revocation is individual, and about 30 citizenships were revoked on exactly these grounds.
- “You won’t get in anywhere with a Vanuatu passport.” The passport gives 88 visa-free destinations by the world passport index. The visa regime changed with the EU and the UK.
- “Banks close accounts because of a Vanuatu passport.” A bank asks more questions but decides on the completeness of the profile: residence, taxes and source of funds.

Myths outlive facts because they are retold without dates. The EU decisions of 2022-2025 concern the visa regime and do not cancel citizenship, revocation is individual and rests on the grounds in the law, and the programme continues to accept applications under the new check procedure. What the passport’s reputation means for citizens of Russia
In short: Vanuatu recognises dual citizenship; Russia does not prohibit a second citizenship and requires notification of the Interior Ministry within 60 days. For banks the Vanuatu passport works together with a transparent profile, and for moving to Europe it serves as the first step to residence.
Notification of a second citizenship remains an administrative obligation and does not depend on the passport’s reputation. Russia is entered on the Russian passport, and the second citizenship is declared on Russian official forms.
The notification deadline runs from the date the second citizenship document is received if the person is in Russia, or from the date of entry into Russia. For failing to notify, Article 330.2 of the Russian Criminal Code provides a fine of up to 200,000 roubles or up to 400 hours of compulsory work. 12Do banks refuse clients with a Vanuatu passport?
The passport itself is not a ground for refusal. The bank asks more questions about residence, tax residence and source of funds, and the decision depends on the documents.
13What did Vanuatu change after the criticism?
The FIU introduced a new check procedure for DSP, CIIP and VCP, since 1 July 2025 biometrics are given in person, about 30 citizenships were revoked, and on 6 February 2026 the report of the commission of inquiry was considered.
14Can Vanuatu citizenship be revoked?
Only on the grounds in the law: fraud in obtaining it, breach of the Citizenship Act or the Constitution, failure to comply with restrictions. Where fraud is established, citizenship ends after 30 days.
15Does the passport’s reputation affect travel in Asia?
No. Hong Kong admits visa-free for up to 90 days, Singapore, Malaysia and the Philippines for up to 30 days, Fiji for up to 120 days.
