Is Vanuatu citizenship by investment legal and will it be recognized in 2026
Contents

Many myths have accumulated around the Pacific Ocean program: some consider a Vanuatu passport to be “buying a fake”, others believe the advertisement about visa-free Schengen, which has been gone for a long time. The truth is in the middle and it is verifiable using documents. This is a real government program based on the citizenship law, the passport is genuine and is recognized as a travel document. But the program has a difficult reputation - and be about it.

Legal basisCitizenship Act (CAP 112), Order No. 215 of 2016

Schengen visa-freeNo - the EU has abolished visa-free travel from 2022-2024.

In short: legal, but without illusions about Schengen

Vanuatu citizenship by investment is a legal government program based on the law. The passport is genuine and recognized by other countries. But he no longer has visa-free access to the EU, and the program itself has gone through a reputational crisis and reform.

Next, we’ll look at it in order: what law does everything rest on, who makes the decision, why the EU abolished visa-free travel, what has changed after the reforms, and how to distinguish a licensed operator from a fraudster. In short, the problem is not the legality of the passport, but the fact that there is a lot of work under the guise of Vanuatu unscrupulous intermediaries, and they are the ones who spoil the picture.

What law is the program based on?

Vanuatu citizenship by investment is not a gray scheme or a “loophole”, but a norm of national law. The basic act is the Citizenship Act (CAP 112). The investment path is formalized by by-laws: the key document is Citizenship (Vanuatu Development Support Program) Regulations, put into effect by Order No. 215 of 2016. It was he who created the Development Support Program (DSP) - a mechanism for granting citizenship for a non-refundable contribution to the state budget.

That is, citizenship is not given “bypassing the law,” but strictly according to the law adopted by the legislature of Vanuatu. In fact, this is a type of naturalization with a special reason - a contribution to the development of the country. Lawyers call this mechanism economic naturalization: the state has officially provided a separate basis for obtaining citizenship - financial contribution to national development, and has enshrined it in regulations. A similar logic works in the Caribbean programs, which we write about in the material about Caribbean passport.

The fundamental point: the program does not exist “at the discretion of the official.” There is a law, there is a resolution, there are published rules - the amount of the contribution, a list of documents, verification requirements, grounds for refusal. When the procedure is prescribed in regulations and is publicly available, this distinguishes a legal government program from a fraudulent scheme where the “rules” are changed to suit a specific client.

You can check the legal framework directly: the Legislative Framework section publishes Vanuatu Citizenship Office official website. This is the first sign that you are dealing with a real government program, and not a salesman’s fantasy. Documents and amendments are officially published and any applicant can review them before submitting.

Who decides on citizenship

The government agency responsible for the program is the Citizenship Commission and its subordinate Citizenship Office. They work under the Office of the Prime Minister of Vanuatu. The commission receives applications, evaluates them and approves or rejects them.

An important detail to understand the legality: a private agent or “consultant” does not issue a passport and cannot do so. Any intermediary is only support: collection of documents, submission through a licensed agent, communication. The final decision is always up to the state. If someone promises to "guaranteed approval" for money, that's a red flag.

Checks on the state side are carried out, among other things, by the Financial Intelligence Unit (FIU), a financial intelligence unit that is responsible for due diligence on applicants. FIU checks the source of funds, biography, connections and reputation of the applicant, and checks the data with international databases. After verification, the dossier goes to the internal screening committee, and only then for approval. This multi-stage nature is precisely a sign of a state, and not a “shadow” procedure.

Understanding this chain is important for a very practical reason: the DSP contribution is non-refundable. If the applicant fails the review, the money (minus a portion of the fees) may be lost. Therefore, a competent operator always starts not with accepting payment, but with a preliminary assessment of the chances. We discuss the logic of checks and self-checks of the applicant in detail in the material about Vanuatu citizenship by investment.

Is the passport real or is it fake?

The most common fear is “what if this is a fake document.” No. A Vanuatu passport obtained through DSP is no different from the passport received by a citizen by birth. This is full citizenship with all rights: the right to enter the country, the right to reside, and to transfer it to children.

Since December 2024, Vanuatu has been issuing new biometric electronic passports that meet International Civil Aviation Organization (ICAO) standards. This means that the document is read by border systems around the world like a regular machine-readable passport - it is accepted at borders as a valid travel document.

  • Citizenship is real - you are a real citizen of Vanuatu, and not a “certificate holder”.
  • The passport is genuine - issued by the state, biometric, according to ICAO standards.
  • This is not a “second stateless passport” - such legal schemes do not exist, and any offers of a “passport without status” are fraud.

Let’s dispel the main myth right away: “buying a fake passport” and “obtaining citizenship under the state investment program” are two different things. The first is a criminal offense. The second is a legal procedure, like in a dozen other countries. Comparison of programs in terms of speed and reliability is in the review fastest second citizenship.

Why does the program have a controversial reputation and what does the EU have to do with it?

about the weak point. The reputation of the Vanuatu program suffered not because of “fakeness”, but because of complaints about the quality and speed of checks. The main blow is the decision of the European Union.

The chronology is like this. From March 2022, the EU has partially suspended the visa-free regime for Vanuatu passports. Since February 2023, visa-free travel has been completely suspended. And on December 12, 2024, the EU Council finally removed Vanuatu from the list of countries with a visa-free entry - this is the first time that the EU has completely withdrawn a visa-free agreement precisely because of the citizenship investment program.

The reason given by the Council itself: the program issued citizenship too quickly and en masse, there were questions about the depth of checks of applicants - the EU saw this as a risk for security and migration. Brussels' logic was this: having received a Vanuatu passport, a person who otherwise needed an EU visa could enter Schengen without one - and if the checks on the Vanuatu side were weak, then anyone could get into the free movement zone. You can read the original source at official press release of the EU Council.

Here you need to be precise in your wording, because there is a lot of speculation around this. The EU has not declared Vanuatu's passports "fake" or declared citizenship "invalid". The discussion was exclusively about the abolition of visa benefits - the right to enter Schengen without a visa. The citizenship itself and the authenticity of the document were not questioned. These are different things: “no visa-free” does not equal “no citizenship.”

Practical conclusion for you: There is currently NO Schengen visa-free visa for a Vanuatu passport. To travel to the EU, a citizen of Vanuatu needs a Schengen visa. Any consultant who promises “visa-free Schengen with a Vanuatu passport” in 2026 is either incompetent or misleading. We discuss real visa-free opportunities (without the EU) separately in the material about comparison between Vanuatu and Dominica.

What has the country changed since the crisis?

It is important that Vanuatu did not ignore the claims, but began to reform the program - this is an argument in favor of its legality and the desire to maintain its reputation.

  • August 2024: the due diligence procedure was brought into compliance with ICAO standards.
  • December 2024: launch of new biometric electronic passports.
  • January 16, 2025: The FIU has introduced an updated screening process - dossiers are subject to an internal screening committee to exclude "privileged" approvals.
  • March 2025: Mandatory biometrics have been introduced for all applicants - fingerprints and facial recognition.
  • October 2025: amendments to the law on the Commission were announced - tightening checks, refusing applicants with a criminal record and those involved in Interpol “red notices”.

These steps did not automatically return EU visa-free travel, but they do change the process itself: checks have become deeper and the Commission's decisions have become more independent. Details on updates are published Vanuatu Citizenship Office itself in the news section.

How to avoid scammers and check yourself

This is the central practical section. The legality of the program itself does not protect against unscrupulous intermediaries - and there are many of them around Vanuatu. The state makes the decision, but a licensed agent must submit the paperwork. Here's what to look for.

  • Agent license. Submissions are handled only by an agent accredited by the Citizenship Commission. Ask for confirmation of status and check through official channels.
  • The money goes to the state. The non-refundable DSP fee is transferred to the Vanuatu budget, and not to the personal account of the “assistant”. No “I’ll bring it to whoever needs it.”
  • No guarantee of approval. The decision is up to the Commission and FIU. The promise of “guaranteed approval” is a sign of deception.
  • Honesty about Schengen. If you are promised a visa-free EU, this is a lie. From 2022-2024 there is no visa-free regime.
  • Transparent estimate. The fee, due diligence, state fees and agent services must be itemized.

Before starting, it’s worth going through a pre-check to understand your chances and not lose a non-refundable fee if you refuse. How a comprehensive check of an applicant works and what grounds for refusal exist, we discuss in the guide to Vanuatu citizenship by investment, and a sober look at the pros and cons - in comparison Vanuatu and Nauru.

If you want the documents to be submitted by a licensed operator, and the estimate to be fair without hidden fees - discuss your situation with a BRIDGES GLOBAL expert: We will evaluate your chances of approval before you make a deposit.

Expert commentary

“People often ask me, 'Is this even legal?' I answer directly - yes, Vanuatu’s program is based on the citizenship law, the passport is real and biometric. The problem is not one of legality, but one of reputation: the EU revoked visa-free travel due to too fast issuances, and the country is now reforming checks. Therefore, my main advice is not to chase the promises of “visa-free Schengen”, they are long gone, and do not work with those who guarantee approval. Hire a licensed agent, go through a pre-check and soberly consider why you need this particular passport.”

What does a passport really provide in 2026?

Since we said what a passport does NOT give (visa-free Schengen), it’s fair to look at what it actually gives - without exaggeration.

  • Visa-free travel outside the EU. Approximately about 90-100 destinations are available without a preliminary visa or with a visa on arrival. The exact list and number changes and is specified individually - do not believe the round numbers from advertising.
  • Tax jurisdiction with zero. Vanuatu does not tax income, capital gains, inheritance or worldwide income. This is interesting for those who are building an international tax structure (taking into account the rules of their country).
  • Speed. Registration takes approximately 1-2 months - this is one of the fastest legal programs. Comparison of terms is in the review fastest second citizenship.
  • Alternate airfield. A second passport as mobility insurance in case of instability in your main country of residence.

Who Vanuatu is suitable for and who should look at Caribbean or other programs is a matter of goals. If the priority is European mobility, Vanuatu is not the best choice today, and a consultant will say this straight out. We provide a sober comparison of options in comparisons Vanuatu and DominicaandVanuatu and Nauru.

Legal status of dual citizenship

Vanuatu allows dual citizenship - there is no need to obtain a passport without giving up your previous one. This reduces legal risks: you do not lose your native citizenship upon receiving Vanuatu.

But it is important to consider the laws of your own country. Not all states treat second citizenship the same way: in some places it must be declared within a specified period, in others there are restrictions for civil servants and law enforcement agencies, and some countries do not recognize second citizenship in principle. The very fact of second citizenship of Vanuatu is legal from Vanuatu - the question is in the rules of your jurisdiction, and it is worth checking in advance, before submitting documents, so as not to get into a legal conflict.

A special note about children: Vanuatu citizenship can be extended to the spouse and children included in the application, and it can be passed on by inheritance. This makes the program a tool not only for personal mobility, but also for family mobility - which is important to consider when comparing with other jurisdictions.

An additional factor is taxes. Vanuatu has no tax on income, capital gains, inheritance and worldwide income (0% rate). But tax residency is determined not by a passport, but by actual residence and the rules of your country - a passport in itself does not cancel tax obligations.

Frequently asked

Questions people ask before deciding

01Is Vanuatu citizenship by investment legal?

Yes. The program is based on the Citizenship Act (CAP 112) and Order No. 215 of 2016, which created the Development Support Program. The decision on citizenship is made by a government body - the Citizenship Commission.

02Is the Vanuatu passport real or fake?

Real. This is full citizenship, and the passport is a genuine biometric document according to ICAO standards, which border systems read like a regular travel document.

03Is Vanuatu's passport recognized by other countries?

Yes, as a valid travel document. But the range of visa-free destinations is limited, and Schengen is not included in it from 2022-2024.

04Is it possible to travel to Schengen without a visa with a Vanuatu passport?

No. The EU partially suspended the visa-free regime from 2022, completely from 2023, and on December 12, 2024, the EU Council finally abolished the visa-free regime. For the EU you need a Schengen visa.

05Why did the EU cancel visa-free travel for Vanuatu?

The EU Council found that citizenship was issued too quickly and en masse, and checks on applicants were not thorough enough - this created security and migration risks.

06How has Vanuatu changed since the EU crisis?

From 2024-2025: due diligence was brought to ICAO standards, biometrics and electronic passports were introduced, FIU updated the inspection procedure, amendments were announced to refuse applicants from Interpol lists.

07Who actually issues citizenship?

The government body is the Citizenship Commission under the Prime Minister's Office. The private agent only accompanies the application and submits documents, but does not make a decision.

08How much does Vanuatu citizenship cost in 2026?

Under the DSP program, the fee is approximately 130,000 USD per applicant (more for a family), plus costs for due diligence and agent services. The exact amount is determined individually.

09How to avoid running into scammers?

Check the agent’s license, make sure that the fee goes to the state, do not believe the “guarantees of approval” and promises of visa-free Schengen, demand a transparent point-by-point estimate.

10Does Vanuatu allow dual citizenship?

Yes, you do not need to renounce your previous citizenship. But check your country's rules: some states require you to declare a second citizenship.

11What taxes does a Vanuatu citizen pay?

Vanuatu has no tax on income, capital gains, inheritance and worldwide income (0%). But tax residency depends on actual residence, not passport.

12How quickly can citizenship be obtained?

Approximately 1-2 months with a full package of documents and successful completion of inspections. The deadline may vary due to enhanced due diligence.
