The certificate of citizenship is the primary document: it confirms the very fact that the state granted you the status. It is issued once, at naturalisation, together with registration as a new citizen.

The passport is a derivative document: a travel booklet issued on the basis of citizenship. It is valid for ten years for an adult and five for a child; the published fee for an ordinary passport is VT 5,000.

The practical conclusion: you carry the passport and risk it on every trip, while the certificate should never leave secure storage at all. If both documents sit in the same folder in the same drawer, you are keeping them wrongly.

Loss abroad: the first 48 hours

The most common scenario is a passport that disappears on a trip. The order of steps:

Step 1. Report it to the local police. Record the loss officially in the country where it happened. The police report is the basic document for the replacement: it confirms the date and circumstances and separates you from anything done by whoever finds or stole the passport.

Once reported, the passport is recorded as invalid, and anyone trying to enter a country on it risks being detained.

A damaged passport: when the booklet has to be replaced

A passport is considered damaged when its integrity or legibility is in doubt: water-damaged pages, a torn cover, peeling laminate on the data page, an unreadable machine-readable zone. Border officers are entitled to refuse such a document even if "everything is visible". The rule is simple: if you are unsure whether the passport will be accepted at the border, replace it before the trip, not after the problem. How the replacement works: the stages

Replacing a Vanuatu passport is a documentary process; you do not need to be on the islands:

The certificate of citizenship is issued only once. Losing it does not deprive you of the status: the record of your citizenship is held in the state registers of Vanuatu. The workable solution is to fly on your main passport if the destination allows it and start the Vanuatu replacement in parallel. ...the passport is damaged and you need it for a transaction in a month. Start the replacement immediately and warn the other party of a possible delay. ...an intermediary is holding the passport and will not return it. That is not a loss but the withholding of a document — and a reason to change provider immediately. The passport belongs to you; no agent is entitled to hold it as a "payment guarantee". Replacement without a loss: other reasons for a new passport

Replacement is needed not only after a loss. A new document is issued when:

The pages have run out. For frequent travellers, visas and stamps fill the booklet well before ten years are up. Do not wait for the last blank page — some countries require several free spreads for entry.

Your name has changed. Marriage, divorce, a change of name for personal reasons — in each case the passport is brought into line with the new details, supported by documents (a marriage or divorce certificate, a change-of-name document — translated and legalised).

Your appearance or details have changed. A significant change in appearance, or errors in the details discovered after issue, are resolved by issuing a new document rather than living with an inaccurate one.

To the state - the published document fee: an ordinary passport costs VT 5,000 per person. There are no "acceleration fees" or "loyalty payments" in the official schedule — if an intermediary names such items, that is a warning sign.

These amounts depend on your situation and the country you are in, so an accurate estimate is prepared for the specific case rather than announced in advance as a "package".

On timelines the same discipline applies: the state does not guarantee an issue date, and anyone who promises a "passport in exactly N days" is promising powers that are not theirs. After the new passport arrives: what to update

A new passport means a new document number, and it must be updated wherever the old one appeared. Go through the list:

Visas. Valid visas in a lost passport are lost with it and have to be obtained again. Visas in a damaged passport can be used in some countries by presenting both documents — the old one (cancelled, but carrying the visa) and the new one; this is a rule of the specific country, so check before travelling.
