Hungary residence permit for students 2026: studying as a path to the EU
Contents

Hungary is one of the cheapest entries into the European Union through education. The diploma is recognized throughout the EU, tuition in euros costs less than in Germany or Austria, and the state Stipendium Hungaricum scholarship covers tuition completely. A student residence permit gives the right to live in Schengen, work up to 30 hours a week, and calmly switch to a work or business residence permit after the diploma. We break down the facts of how it all works in 2026.

Income for the residence permitfrom ~200,000 HUF/month (~500 EUR)
A side jobup to 30 h/week during the semester, 90 days full-time during vacations
Cost of studybachelor's 3,000-5,000 EUR/year, medicine 12,000-16,000
Life600-900 EUR/month
Stipendium Hungaricumfree tuition + a stipend + housing + insurance
After the diplomaA residence permit for a job search/business for 9 months

In brief

Hungary's student residence permit is legal grounds for living in an EU country while studying at university, with the right to a side job of up to 30 hours a week and the prospect of staying after the diploma. The conditions are mild: enrollment at a Hungarian university, income of about 500 EUR a month, insurance, and housing. Studying in euros is cheaper than in Western Europe, and the state Stipendium Hungaricum program covers tuition completely.

This isn't the fastest path to a passport - study counts toward the permanent residence requirement only by half. But it's one of the most accessible ways to legally establish yourself in the European Union, get a diploma recognized in all 27 countries, and smoothly switch to a work or entrepreneurial residence permit. If the goal is specifically an EU passport, study our breakdown of Hungarian citizenshipand faster routes.

Who a student residence permit suits

The student route isn't chosen only by yesterday's schoolchildren. It's a working tool for several categories of people who need a foothold in Europe.

  • Bachelor's and master's applicants- those who want to get a European diploma and an EU residence permit at the same time. Age doesn't matter: people go to Budapest for a master's or MBA at 30 and at 40.
  • Families with teenage children- the child enrolls at university, the parents plan to relocate as the next step. Studying in Hungary is cheaper than in Western Europe, and Schengen is close.
  • Those who need a legal entry into the EU without major investment.A student residence permit is an entry for thousands of euros a year, not hundreds of thousands like Hungary's golden visa.
  • Future entrepreneurs and IT professionals- those planning to open a company in Hungary after graduation or get a job at a local firm, using their studies as a runway.

Who it's NOT for: those who need an EU passport urgently, and those not ready to genuinely study. A student residence permit is tied to actual study - expulsion cancels the grounds for the stay. If you're looking for the fastest and most passive route with no obligation to study, it's more logical to look toward investment programs rather than a student visa.

Another important motive is children. Many families use their child's admission to a Hungarian university as a first legal anchor in Europe: the child studies and gets a residence permit, while the parents work out their own grounds for relocating in parallel. Education remains a clear and socially approved reason for being in the country, which removes unnecessary questions on renewals.

How to enroll: universities and languages of instruction

Hungary accepts foreigners at state and private universities. Programs exist in Hungarian, English, partly in German and French. For a foreigner the key language is English: dozens of programs are taught in it, from business and IT to medicine.

The admission logic is simple:

  1. You choose a university and program. Strong names - Eötvös Loránd University Budapest (ELTE), Budapest University of Technology (BME), University of Szeged, University of Debrecen, Semmelweis (medicine).
  2. You file documents directly with the university or through an admissions system. You need a diploma/certificate with translation, an English certificate (usually IELTS 6.0+ or an equivalent), a motivation letter, sometimes an entrance exam or interview.
  3. You get an admission/acceptance letter - this is the basic document for the residence permit.
  4. Based on the enrollment, you file for the student residence permit.

We give a detailed breakdown of specific universities, faculties, and entry requirements in a separate article on types of Hungary residence permitsand educational programs. Here we'll focus on the residence permit itself.

Separately worth singling out is the state Stipendium Hungaricum scholarship - more on it below, in the cost section. This is the most advantageous entry: the Hungarian state pays for the university and housing.

Conditions of the student residence permit

A student residence permit (residence permit for the purpose of studies) is issued to third-country citizens enrolled in full-time study at a state-recognized Hungarian university or a preparatory course at it. The requirements are transparent and standard for the EU.

RequirementWhat exactly is needed
EnrollmentAn acceptance letter for full-time study at a recognized university
FinancesProof of funds of about 200,000 HUF a month (~500 EUR) for the whole term of the first residence permit - an account statement in your name
Medical insuranceA policy valid in Hungary and covering the whole period of stay
HousingProof: a university dormitory, a lease agreement, or a housing booking for the first period
LanguageKnowledge of the language of instruction sufficient for study
Clean criminal recordA clean certificate from the country of residence

An important deadline: if you enter without a visa, the residence permit application needs to be filed within 60 days of arriving in Hungary. You can't delay - being late turns legal entry into illegal presence.

The first residence permit is usually issued for up to 2 years and is tied to the duration of the program. Renewal is a standard procedure: the student permit is renewed for a new study period provided you continue studying, pass exams, and maintain all the basic grounds - finances, insurance, housing. In other words, renewal confirms not just formal enrollment but real academic activity, so renewal shouldn't be treated as an automatic formality.

The exact requirements for the amount and format of statements are published by Hungary's Immigration Service in its guidance - check the current version: oif.gov.hu.

Cost of study and living

Hungary's main advantage is price. Education in euros is cheaper than in Germany, Austria, or the Netherlands, and the cost of living in Budapest is noticeably lower than in Vienna or Berlin.

Tuition cost (2026)

Program

Bachelor's3 000-5 000 EUR
Master's4 000-6 000 EUR
Doctorate (PhD)6 000-8 000 EUR
Medicine and dentistry12 000-16 000 EUR

The price difference between EU and third-country students in Hungary is generally small, and some universities charge the same fee for everyone.

Cost of living

A student's budget is roughly 600-900 EUR a month, depending on the city and lifestyle. Budapest is more expensive, Szeged and Debrecen cheaper.

  • University dormitory - up to 100 EUR/month
  • A private dormitory - up to 200 EUR/month (not everywhere)
  • Apartment rent - 275-635 EUR/month depending on the city and district
  • Food and groceries - 115-150 EUR/month

So the total annual budget including tuition is about 8,500-14,000 EUR. For comparison: a year in Austria or Germany (including living costs) almost always comes out more expensive.

Stipendium Hungaricum: free tuition

The state Stipendium Hungaricum scholarship program gives about 5,000 scholarships to foreigners annually for full programs. What it covers:

  • 100% of tuition for the whole duration of the program;
  • a monthly stipend: bachelor's and master's - 43,700 HUF, doctorate - 140,000 HUF (first stage) and 180,000 HUF (second);
  • housing: a free dormitory spot or 40,000 HUF a month for rent;
  • medical insurance.

: the scholarship isn't always enough for a full life in Budapest - but combined with free housing and zero tuition it sharply lowers the entry bar. It's worth applying in advance, competition is high. The program's official website: stipendiumhungaricum.hu.

Documents for filing

The basic package for a student residence permit looks like this. The specific list may vary depending on the university and country, so we always check the final list against the current Immigration Service guidance.

  • A completed residence permit application form;
  • an international passport, valid with a margin;
  • an admission letter from a Hungarian university;
  • proof of finances - an account statement for about 200,000 HUF a month for the whole term;
  • medical insurance for the whole period;
  • proof of housing - a dormitory, a lease agreement, or a booking;
  • a police clearance certificate;
  • photos of the required format;
  • proof of payment of the government fee;
  • with the Stipendium Hungaricum scholarship - a grant award letter.

Foreign-language documents generally require translation and certification. Some require an apostille. It's exactly at this stage that delays most often arise, so it's better to prepare the package in advance and check it before filing.

A side job while studying

A student residence permit gives the right to work - and this is a serious plus. Third-country citizens with a student permit can work:

  • up to 30 hours a weekduring the academic period (semester);
  • full-time - up to 90 days a yearoutside the academic period, that is, during vacations.

From 1 January 2026 the minimum salary in Hungary is 322,800 HUF a month gross, the minimum hourly rate is 1,856 HUF. A side job genuinely helps cover part of daily expenses, especially if you know English and have an in-demand specialty (IT, languages, service).

Important nuances:

  • since 2025 most third-country citizens lose the tax benefit for those under 25 - income is taxed under the general rules;
  • you can only work within the hour limit - exceeding it violates the residence permit conditions;
  • work mustn't interfere with study: expulsion removes the grounds for the stay.

The official rules for student employment are published by the European Commission on the immigration portal: the EU portal.

What comes after the diploma: switching to work and business

Study is an entry point, not a dead end. Hungary specifically eases graduates' transition to work and entrepreneurship.

A residence permit for a job search or starting a business

Every foreigner who's gotten a diploma from a Hungarian university has the right to a special residence permit for a job search or starting a business (the so-called study-to-work). Key parameters:

  • is issued for 9 months;
  • isn't renewed and is issued once - there's no second chance;
  • the application needs to be filed no later than 15 daysbefore the student residence permit expires.

During these 9 months you need to either find a job or launch a company - and switch to the relevant residence permit before the term ends.

Switching to a work or business residence permit

After the student permit, getting a work residence permit in Hungary is possible the standard way: graduate, find a job - and arrange a residence permit based on employment. The alternative is to open your own company and get a residence permit based on entrepreneurial activity. A Hungarian university diploma helps a lot with this: it's easier for an employer to hire a graduate already in the country. More on work and entrepreneurial grounds - in the breakdown of types of Hungary residence permits.

Does study count toward the permanent residence and citizenship requirement

This is the most important and most underestimated nuance. Many think: I'll study for 4 years, and they'll count toward the term for permanent residence and a passport. In reality there's a caveat.

Study time counts toward the permanent residence requirement only by half.Permanent residence requires 3 years of continuous residence in Hungary - but when counting these years, student time is counted only at 50%. That is, 4 years of study give only 2 years toward permanent residence.

For citizenship the logic is stricter. Ordinary naturalization requires 8 years of residencein Hungary plus an exam on constitutional basics in Hungarian. Review itself after filing takes about 5-9 months, plus a presidential decree - another about 2 months, a total of roughly 14-18 months for the final stage. Hungary allows dual citizenship.

The conclusion: the student route is a reliable, cheap, and legal entry into the EU, but not the shortest road to a passport. If you need a passport faster, see our breakdown of Hungarian citizenshipand simplified naturalization by roots, where residence isn't required at all: Hungarian citizenship by roots.

What we check when filing

At BRIDGES GLOBAL we treat a student case not as a one-off application, but as a strategy for several years ahead. Before applying for a residence permit, we check the critical points independent applicants most often trip up on.

  • Whether the university and program match.Whether the university is state-recognized, whether the program gives a diploma opening the right to study-to-work and a subsequent work residence permit.
  • Financial proof.The amount, format, and history of statements. The money must be in your account and have an explainable origin - fresh large deposits raise questions.
  • Insurance and housing.Whether the policy covers the whole period, whether the lease agreement or dormitory proof is correct.
  • Timelines.Those same 60 days to file after entry and 15 days to switch to study-to-work before the student residence permit expires - missing them costs dearly.
  • An exit strategy.What happens after the diploma: work, business, or further study. We build the route so every year works toward your permanent residence requirement instead of burning away in vain.

In essence we treat study as the first step of a long migration trajectory - and plan transitions right away so you don't lose years.

Expert comment

“A student residence permit is the cheapest and yet full-fledged entry into the European Union, but I always warn clients about two things. First: study time counts toward the permanent residence requirement only by half, so you can't count on four years at university automatically bringing you closer to a passport - this needs to be planned. Second: deadlines are critical. 60 days to file after entry and 15 days to switch to a job-search residence permit before the student one expires - missing them crosses out years of effort. We treat a student case not as a one-off application, but as a multi-year trajectory: from admission to switching to a work or business residence permit, so every year works toward the result instead of burning away.”

Common mistakes

A student residence permit seems simple - and that's exactly why mistakes are made so often. The costliest mistakes:

  • Missing the filing deadline.Entered and relaxed - and the 60 days ran out. Legal entry turns into a violation.
  • Counting on study fully counting toward permanent residence.Only half the term counts. Planning a passport without this adjustment means losing years.
  • Underestimating study-to-work.The application for the job-search residence permit needs to be filed at least 15 days before the student one ends. Miss it, and there's no second chance - you'll have to leave.
  • Weak financial proof.An amount right at the edge, money appeared in the account a week before filing, no history - a common cause of refusals.
  • Exceeding the side-job hour limit.More than 30 hours a week during the semester - a violation of the residence permit conditions.
  • Ignoring the studies.The residence permit is tied to actual study. Expulsion = loss of grounds for the stay.
  • A self-made document translation without certification.An unaccepted translation stalls the whole process.

Bottom line

Hungary's student residence permit is one of the most accessible legal entries into the European Union. Studying in euros is cheaper than in Western Europe, the state Stipendium Hungaricum program can cover it completely, and the right to a side job up to 30 hours a week makes life manageable. The diploma is recognized in all 27 EU countries, and after graduation there's a separate 9-month residence permit for switching to work or business.

The main caveat, : study counts toward the permanent residence requirement only by half, and citizenship through ordinary naturalization is 8 years away. So the student path should be viewed as a strategy, not a one-off application. At BRIDGES GLOBAL we build the route from admission to permanent residence and transitions to a work or business residence permit so that not a single year burns away in vain. If the priority is an EU passport on a shorter timeline, start with the breakdown of Hungarian citizenshipand comparing programs via Hungary's golden visa.
