The truth is softer and more complex: the purchase of real estate in Bulgaria in itself does not provide a residence permit. Housing by the sea is property and the right to freely travel to the country, but not the right to live in it. To obtain a residence permit, you need a separate legal basis - a pension with income, representative office of a company, family reunification or a large investment. The main myth: “bought real estate - received a residence permit”

The most common misconception about Bulgaria is this: just buy an apartment on the coast, and a residence permit will be issued automatically. This is wrong. Bulgarian legislation does not contain a rule according to which the fact of owning a home in itself becomes the basis for a residence permit.

A foreigner from a country outside the EU can freely buy an apartment or house in Bulgaria, while remaining a tourist. The transaction is completed using a regular Schengen visa or within the framework of visa-free entry - no special status is required for the purchase. But buying and living are two different stories. The right to live in the country longer than the duration of a tourist trip is given not by a notarial deed for an apartment, but by a separate permit - a residence permit.

The myth was not born out of nowhere. Previously, property owners were willingly given a multiple-entry visa, which allowed them to visit often and for a long time. Many people mistook this for a “residence permit.” But a visa and a residence permit are different documents with different rights, and this is discussed in the next section.

Owner visa and residence permit - what is the difference

To dispel the confusion, let's separate three concepts that are usually lumped together in conversations.

Schengen visa (type C). Short-term visa for tourism and travel. They buy real estate with her, relax, and negotiate. You cannot live permanently under it - the rule is 90 days out of 180. Owning an apartment increases the chance of getting a multiple-entry visa, but does not give resident status.

Visa D (long-term, national). A visa on which a foreigner enters Bulgaria specifically to obtain a residence permit. They receive it in advance, at the consulate of their country, already having in their hands the legal basis for a residence permit. Without a D visa, you cannot apply for a residence permit within the country.

Residence permit (residence permit/permanent residence permit). A resident card, which gives the right to legally live in Bulgaria, renew your status, and eventually become a permanent resident of the EU. This is what people usually mean when they say “I want a residence permit.”

The conclusion is simple: an apartment helps at the stage of visa and address confirmation, but resident status can only be obtained on a legal basis plus a D visa.

What real estate gives and what it doesn't

Buying a home in Bulgaria is a reasonable and useful decision, just not for the reason that it is often sold. Let's break it down : where real estate works and where it is powerless.

In other words, real estate is a strong auxiliary argument. It removes the question of “where will you live”, confirms the seriousness of intentions and simplifies the dialogue with the consulate. But the engine of the entire procedure is the foundation, and the apartment only lubricates the gears.

Why is the residence permit based on the basis and not on the meters?

The Bulgarian Law on Foreigners lists more than twenty grounds for long-term stay. Each of them answers the question “why does this person live in Bulgaria”: he is a pensioner with an income, a representative of a company, a member of a resident’s family, a student, a specialist, an investor. The property on this list is not listed as a stand-alone pass.

The logic of the state is clear. You can buy an apartment and not appear in it for years - ownership does not explain what a person lives on and why he needs status. And the basis explains: the pension shows the source of income, the representative office shows the connection with the business, the family shows the ties of kinship. Therefore, the migration service looks first of all at the basis, and takes into account the availability of housing as a plus to the dossier.

A practical conclusion follows from this. First, a basis is chosen - pension, company, family or investment - and then real estate is selected and registered for it. Buying an apartment in the hope that “later we’ll figure out something with the status” is a recipe for disappointment.

Reason one: pensioners with income

The most popular path among immigrants from the CIS is a residence permit for pensioners. Suitable for those who receive a pension in their homeland and want to live quietly by the sea or in the mountains.

The essence of the reason: the applicant must be a pensioner and receive a pension according to the laws of his country. It is important for the state to see a stable regular income and a sufficient amount in the Bulgarian account so that a person can support himself without being employed. Specific figures change from year to year - approximately, we are talking about a pension that is noticeably higher than the minimum Bulgarian and financial cushion in the account for the year ahead. The exact amounts for 2026 should be verified before submitting.

Here real estate is especially suitable. Owning an apartment fulfills the requirement for housing, confirms settlement and shows that the person is moving seriously, and not formally. A pensioner with his own home by the sea is an ideal profile that the consulate understands. Real estate is also useful here as a background: the representative’s office or home confirms presence and seriousness. Other reasons: family, work, study, investment

In addition to pensions and representation, the law provides several more roads to a Bulgarian residence permit. Briefly about each.

Family reunion. The resident's spouse or minor child receives a residence permit as a family member. This is one of the most reliable grounds if there is already a relative with status in Bulgaria.

Work and specialists. Employment contract, EU blue card for qualified specialists, secondment. Suitable for those invited by a Bulgarian employer.

Studies. University students receive a residence permit for the duration of their studies. Option for young people and families with student children.

Real estate investment. This is the only case when the real estate itself becomes the basis - but only for a large amount. The approximate investment is from 600,000 BGN (about 310,000 EUR), and most of the funds should be your own and not borrowed. It's important to understand the difference. This path is not a “golden passport”: Bulgarian investment citizenship for money was curtailed by parliament in 2022, and it is impossible to buy citizenship for investment. We are talking specifically about a residence permit, which over time and if conditions are met, leads to permanent residence and naturalization. For most conventional home buyers, this threshold is high, so pension, agency or family are suitable - not the investment norm.

How the procedure works: D visa and submission

When the base is selected, the procedure looks like this. First, a package is collected for a specific reason - pension documents, registration of a representative office, certificates of relationship or confirmation of investment. At the same time, they are resolving the issue of housing: owning an apartment or long-term rental eliminates the requirement for an address.

Then, at the Bulgarian consulate in their country, they issue a long-term D visa. This is a key step: you can only apply for a residence permit within the country if you have a D visa - a tourist visa is not suitable for this. Already with a D visa, a person enters Bulgaria and submits documents to the migration service at the place of residence.

The first residence permit is usually issued for up to a year with the right to extension. Exactly how long the procedure will take depends on the basis and completeness of the documents - it costs several months to prepare and submit. The main rule: the sequence is “foundation - visa D - submission”, and not “first I bought an apartment, then I’ll figure it out.”

From residence permit to permanent residence and long-term EU resident

A residence permit in Bulgaria is not the end, but the beginning of the journey. The first residence permit is renewed, as a rule, annually, maintaining the basis on which it was issued: the pensioner confirms income, the representative confirms the current representative office, and the family member confirms family ties.

After approximately five years of continuous and legal residence, the right to permanent residence (PR) opens - an indefinite status with more stable rights. Here, not only paper is important, but also a real connection with the country: actual residence, and not the formal presence of a card. Owning your own property at this stage is a significant plus, confirming your settled life.

Over time, permanent residence opens the way to the status of a long-term resident of the EU and, if desired and the conditions are met, to naturalization. But naturalization in Bulgaria is a long journey: you need years of permanent residence, knowledge of the Bulgarian language, and legal income. This is a completely different story than the preferential procedure for obtaining a passport based on Bulgarian roots, which is discussed below.

But if you have Bulgarian roots, that’s a different matter.

If there were Bulgarians in your family - father, mother, grandfather or grandmother on any line - then a completely different, much faster path is open to you. This is Bulgarian citizenship by origin, and real estate is not needed at all.

Persons of Bulgarian origin receive an EU passport on a preferential basis: they are exempt from the residence requirement, the requirement to know the language on a general basis and from renouncing their previous citizenship. After the reform, proof of origin is submitted directly to the Ministry of Justice, and the time frame is noticeably shorter than naturalization. The main thing is to confirm the pedigree line with documents: certificates, archives, and in case of lost metrics - church books.

Bulgaria is traditionally popular with people from Russia and the CIS countries - affordable real estate by the sea, mild climate, EU passport for those who have them. But in 2026 there are nuances that it is more to talk about directly.

Firstly, enhanced compliance. Banks and the migration service carefully check the source of funds - where the money for purchases and living comes from. Prepare transparent documents on income and savings in advance. Separately, it is worth distinguishing between two concepts that are often confused: residence permit and tax residency. It's not the same thing. A residence permit card gives you the right to live in the country, but does not automatically make you a tax resident of Bulgaria.

Tax residence is determined by the facts: residence for more than 183 days a year or location of a center of vital interests in Bulgaria. That is, a person with a Bulgarian residence permit can remain a tax resident of another country if he lives primarily there. And vice versa - you can become a tax resident of Bulgaria while actively living in the country.

The Bulgarian tax system itself is attractive: a flat income tax rate of 10% is one of the lowest in the EU, corporate tax is also 10%, VAT is 20%. When owning real estate, purchase and maintenance taxes are moderate. From 2026, Bulgaria will switch to the euro, and payments will be made in this currency at a fixed rate to the lev.
