For seventeen months Argentina has been selling a citizenship you cannot buy. Two decrees, a cancelled tender, two court rulings against it, a loud launch in Paris with prices in dollars. And there is still nowhere to file an application: no regulations, no filing procedure, not even a list of fees. I look at this story from one angle: as the person people come to with the question "take Argentina or wait". And I answer bluntly, because right now that is the more useful answer. The terms the government has already named are on the page Argentine citizenship by investment.

In short

  • Since May 2025 the programme has been announced, an agency created, a tender run, a director appointed and a launch staged in Paris. Not a single application has been accepted.
  • In summer 2026 two courts found the decree it rests on unlawful. The case is at the Supreme Court, with no ruling yet.
  • Two bills to ban the programme sit in Congress.
  • On 24 October 2027 Argentina elects a president. The programme lives on the will of one government.
  • My conclusion: Argentina today is news, not a product. Do not pay anyone for a "place in the queue".

How a promise stretched over a year and a half

I start with the timeline, because it speaks louder than any assessment.

  8. 10.2026No regulations, filing procedure or fees. Analysts allow for a Q1 2027 start

Argentina's Official Gazette, court rulings, government statements

Look at the rhythm. Every two or three months there is news that sounds like a step forward: a decree, an agency, a director, Paris. And every two or three months it turns out the step was taken on the spot. The tender for the operator that was supposed to build the whole intake system was cancelled in April. The decree the programme rests on was taken apart by the courts in June. And in October the economy minister goes out to investors in Paris and names a price as if everything already works.

I cannot recall another programme in our industry that lived this long in announcement mode. Usually a country writes the rules first, then opens applications, then tells the world. Argentina did it the other way round.

What the Argentine passport gives and what it does not

To argue on substance, let me take the product itself. The Argentine passport opens Schengen and the UK without a visa, and within South America it gives the right to live and work in the region on simplified rules. Argentina allows dual citizenship, so there is no need to give up your first passport. These are real advantages, and I understand why people look at the programme.

Now for what the advertising leaves out. Citizenship does not exempt you from tax where you live: if you remain tax resident elsewhere, an Argentine passport changes nothing. And if you move and become resident in Argentina, the country taxes worldwide income. Currency controls inside the country are being eased, but over the past twenty years they have been imposed and lifted more than once. For an investor this means one thing: the passport is good, but life and money under it have to be planned separately.

What Argentina is really selling

The Argentine passport is a good one. Visa-free entry to Schengen and the UK, the right to live and work across South America, a large economy with a familiar culture. No argument there. The question is a different one: what exactly can be bought for money today.

Today a promise is on sale. And it is sold dear. A $350,000 contribution to the Treasury is more than Saint Kitts and Nevis citizenship, the oldest programme in the world with a clear timeline and a forty-year track record. The $800,000 bond option sounds like an investment, but its terms are unpublished: no yield, no redemption currency, nothing on what happens if you are refused.

Let me count for an ordinary family: two adults and two children under 18. By the amounts the government named in Paris, that is $350,000 for the main applicant, $100,000 for the spouse and $25,000 for each child. A total of $500,000 non-refundable, before government fees, checks and support, none of which are published yet. For comparison, Vanuatu's fund contribution for a family of up to four is $165,000. The difference is over three hundred thousand dollars, and you pay it for a programme with neither a date nor regulations.

What a family of four paystwo adults and two children under 18, contribution before fees, thousand $

For Argentina, by the amounts the government named on 2 October 2026. For the others, by the current programme rules.

Argentine government statement, citizenship programme rules

Why the government wants this is clear. The country needs hard currency, the budget is hard to balance, and fast dollars from foreigners look like an elegant solution. I do not condemn the idea itself. Many countries built programmes for exactly this reason. But then you have to talk to the investor as a creditor: give him rules, timelines and guarantees. Not a presentation.

What this means for you. Until the regulations appear in the official gazette, the programme has no price. It has a number from a minister's speech.

How programmes launch when they want trust

For comparison, look at how trusted programmes start. First a law or decree-law with a clear legal basis. Then regulations: documents, fees, timelines, the refund procedure on refusal. Then accreditation of agents, so the investor knows whom to work with. Only then applications and loud presentations. Sao Tome went through this path in 2025 within a few months: the programme is fixed by decree-law and works despite a change of parliament. Details in my analysis of the Sao Tome election.

Argentina started with the presentation and left the basis on a decree that the courts have already struck down. I consider this the government's main mistake: not the price, not the timeline, but the order of steps. An investor forgives a high price. He does not forgive uncertainty.

Courts and Congress: the risk you do not see in the advertising

The main problem is not even the delay. The main problem is what everything stands on. The programme was introduced by a presidential decree of necessity and urgency, bypassing parliament. In June 2026 a federal appeals court struck down the investment-citizenship articles. Twelve days later the National Electoral Chamber went further and declared the decree null. The government appealed, and the case is at the Supreme Court. What this means is covered in my analysis of the bills against the programme.

Meanwhile both chambers of Congress have bills for an outright ban on citizenship by investment. For now they are in committee. But picture the position of an investor who has already paid: a court can strike down the basis of the programme, Congress can ban it, and an election is a year away.

The 2027 election and the price of one government

On 24 October 2027 Argentina elects a president. The incumbent is running for a second term and says he will win. Perhaps. But a citizenship programme introduced by decree, bypassing parliament, is exactly what a new government cancels with one stroke if it wants to show voters a break with the past.

Let us count simply. Even if applications open in Q1 2027, about nine months will remain before the election. In that time you need to file, pass checks by intelligence, financial intelligence and security services, and receive a decision. Thirty business days for a decision are written into the decree, but nobody has yet seen a single decision under this procedure. I would not bet a family's money on all of it happening before a change of power.

What waiting costs compared with programmes that work

ProgrammeEntry for oneTimelineCan you file today
Argentina$350,000 or an $800,000 bondnot publishedno
Saint Kitts and Nevisfrom $250,000120-180 daysyes
Vanuatufrom $115,0002-3 monthsyes
Sao Tome and Principefrom $90,0002-3 monthsyes

The figures matter less than one fact: in three rows out of four you can start today and hold a passport before Argentina even opens. Vanuatu citizenship takes two to three months, and Sao Tome citizenship opens a path to the Portuguese-speaking community at a quarter of the Argentine contribution. The pair is compared in Argentina or Sao Tome.

I am not saying these programmes replace Argentina on every count. They do not. But if the task is a second passport for the family within a clear timeline, waiting for Argentina costs money today: every month without a passport is a month in which the family has no fallback.

My criterion: when Argentina can be taken

I keep three conditions for myself. Until all three are met, I do not recommend Argentina to a client.

  1. The regulations are published in the official gazette: filing procedure, documents, fees, bond terms and what happens to the money on refusal.
  2. The Supreme Court has ruled on Decree 366/2025, in favour of the programme. Or the ground has been fixed in a law passed by Congress.
  3. There are first decisions: someone has actually filed, passed the checks and received citizenship within the announced timeline.

The first condition may appear in the coming months. The second depends on the court. The third will appear no earlier than a few months after the start. So a sensible investor enters Argentina in the second wave, not the first.

Who definitely should not go for Argentina now

  • Those who need a passport within a year. Argentina has no timeline today.
  • Those not ready for their money to be stuck because of a court or a change of government.
  • Those offered to "reserve a place" or "get in before the opening" for a prepayment. No such reservation exists.
  • Those who choose by a single parameter, such as passport strength, and ignore the legal basis of the programme.

Where people are already making mistakes

The most dangerous mistake is paying an intermediary for a place in the queue. Intermediaries have been selling a "waiting list" since 2025, when there was no price at all, and some quoted $500,000, a figure that never appeared in any official text. If someone today offers you a deposit, an advance or a "priority fee" for Argentina, end the conversation.

The second mistake is preparing documents for Argentina and putting everything else on hold. Source-of-funds documents are useful for any programme and worth gathering. But postponing a decision on a fallback passport for a programme with no date is a bad deal.

The third is trusting timelines from advertising. "Second half of 2026", "by the end of the year", "in the first quarter": I have seen all three versions from different market players, and none is a government commitment.

If you have already paid an intermediary

Such people exist, and there is nothing to be ashamed of: the market sold Argentina aggressively for more than a year. What to do, step by step. First: pay nothing more until the regulations are published. Second: ask the intermediary for the contract and a written description of exactly what the money was taken for and on what terms it is refunded. Third: if the contract has no refund clause for a delay or cancellation of the programme, demand one in writing now, while the intermediary still wants to keep the client.

If the intermediary refuses to answer in writing, that is already an answer. Money paid for access to a programme that does not exist is a prepayment with no subject. The sooner you say so, the better your chance of getting it back.

What I watch and what you should watch

  • Argentina's Official Gazette: publication of the programme regulations and the bond terms.
  • The Supreme Court: the ruling on Decree 366/2025.
  • Congress: movement of the ban bills from committee to the floor.
  • The citizenship programme agency: agent accreditation criteria, promised about a month after Paris.
  • First decisions: reports of passports actually issued under this procedure.

Argentina's Official Gazette, court rulings, electoral calendar

My conclusion

Argentina can become a strong programme. The country has a good passport, a big market and a clear reason to sell citizenship. But today the government is selling not a programme but its wish to have one. Seventeen months is not preparation, it is a signal of how the system will work once it has your money. I want Argentina to succeed, and that is exactly why I name its mistakes out loud.

I am waiting for three things: the regulations, the court ruling and the first passports. When they appear, I will be the first to write about it. Until then my answer to "take Argentina or wait" is this: waiting is fine, paying is not, and a fallback plan should be built now.

Frequently asked

Questions people ask before deciding

01Can I apply for Argentine citizenship by investment now?

No. As at 16 October 2026 the regulations, filing procedure and fees are unpublished and applications are not open.

02When will applications open?

The government named Q4 2026; analysts allow for Q1 2027. There is no binding date.

03How much does Argentine citizenship cost?

The government named a non-refundable $350,000 contribution or an $800,000 bond, $100,000 each for a spouse and children aged 18-25, $25,000 for each child under 18. Final amounts will be in the regulations.

04Why is the programme challenged in court?

It was introduced by presidential decree, bypassing parliament. In summer 2026 two courts found the decree unlawful; the government appealed and the Supreme Court will decide.

05Can the next government cancel the programme?

Yes. The programme rests on a decree, and Argentina holds a presidential election on 24 October 2027.

06Should I pay for a place in the queue?

No. There is no queue until applications open. A prepayment to an intermediary for Argentina is unprotected today.

07What can I obtain instead of Argentina right now?

Programmes that work: Vanuatu from $115,000 in 2-3 months, Sao Tome from $90,000, Saint Kitts and Nevis from $250,000.

08When can Argentina be considered seriously?

When the regulations are published, the Supreme Court has ruled in favour of the programme and the first passports under this procedure have been issued.
