Vanuatu passports and Greek residence: an island for 800,000 or the mainland for 400,000

The couple spent three years looking for a house on Crete - first for holidays, then in earnest. They had a magazine cutting of a white house among olive trees near Rethymno, a folder of listing links and a budget of EUR 500,000 set aside after selling two flats in Minsk. Only one thing was missing: the knowledge that on Crete the Greek programme applies its expensive zone, with a purchase threshold of EUR 800,000. Our lawyer told them that on the first call, and the conversation turned from houses to maps and zones. Before any of it came a separate stage: Belarusian citizens cannot file for the Greek programme, so a second citizenship had to come first.
A Minsk couple and a magazine cutting
This is a composite example: the story is built from typical family enquiries, and no real client is described; the names are invented. Pavel is 52, Svetlana 50. Both are Belarusian citizens living in Minsk. Pavel owns a furniture factory; Svetlana teaches history at a lyceum.
They first came to Crete in 2018 and returned every autumn after that. The magazine cutting of a house near Rethymno had been on the fridge for six years.
Their Crete holidays ran the same way year after year: the same hire car, the same taverna in the hills, a trip to Rethymno on Saturdays. In the third year they started dropping into estate agencies just to look, in the fifth they began writing down phone numbers, and in the sixth they realised looking was not enough.
The money appeared after they sold two flats inherited from their parents. The budget was simple: EUR 500,000 for a house plus a margin for the paperwork.
They knew the programme in outline: buy property, get residence. That the programme has three zones, and that Crete sits in the most expensive one, was news to them.
It began with a three-paragraph email: we want a house on Crete, here is the budget, here are two listings, please tell us the order of steps. The lawyer answered not about the listings but about the programme map, and the first thing the couple heard was that a EUR 500,000 house on Crete would not bring residence.
On Crete it is not the house that costs more but the programme zone: the threshold there is twice the mainland figure.

Why the same house counts differently for the programme

The Greek programme has three thresholds. EUR 800,000 for Attica, Thessaloniki and the large islands, Crete included. EUR 400,000 for all other regions, provided main living space is at least 120 square metres. EUR 250,000 for a separate case: converting commercial premises into residential or restoring a listed building.
The threshold is met with one property. Two houses at 250,000 do not add up to 500,000, and the lawyer closed that idea, which the couple had brought from a forum, straight away.
Crete counts as a large island, so the house near Rethymno fell under the EUR 800,000 threshold.

The couple asked for more detail on the 250,000 option. The lawyer was straightforward: it is not a cheap entry but a separate building project. You have to find commercial premises, have the conversion approved, pass inspections and obtain completion documents. The application is filed once the conversion is registered, not on the day of purchase.
Pavel also asked about listed buildings: restoring a protected old house falls under the same EUR 250,000 threshold. The lawyer said such properties are few, the works are approved by the heritage service, and timelines on those projects are counted in seasons rather than months.
Building work in a foreign country without the language was not what they wanted. That left two options: a house on Crete for 800,000 or a house on the mainland for 400,000. The zones are set out in Golden Visa zones.
There was a third idea: buy on Crete outside the programme, simply as property. The lawyer explained that this is possible - foreigners are not barred from buying in Greece - but it gives no right to live there: on a Vanuatu passport you come on a Schengen visa for 90 days in any 180. The couple wanted half a year by the sea, so that option fell away by itself.
A donation for two and the source-of-funds check
Greece does not accept programme applications from Belarusian citizens, so Vanuatu citizenship came first. For a couple the donation is USD 155,000 including the due diligence fee. The coconut oil fund costs 165,000 with 50,000 returned after five years, but it is paid at filing.
The couple chose the donation: paying after approval kept the house money free until the deal.
Income was evidenced through the furniture business: four years of dividends, the spouse’s salary and the sale agreements for the two flats. Both sales went through a Belarusian bank, so statements and receipt confirmations were gathered in a week.
The furniture business itself needed attention. Due diligence looks not only at sums but at what the company does, so the lawyer attached a register extract, a description of the production, a list of main clients and the woodworking licences. Pavel was surprised by the volume of paper at first, then said he should have assembled such a folder for his own bank years ago.
Only the main applicant went through due diligence. The single question concerned a flat the couple had sold to a relative below market price. The lawyer supplied a valuation and explained the family transaction. The question closed.
Approval came a month later, the couple gave biometrics in Dubai on their way to a holiday, and the passports arrived two weeks after. How the two programmes work is set out in donation or fund.

Crete at 800,000 against the Peloponnese at 420,000
While the passports were being processed, the lawyer asked the Greek lawyer to gather options in both zones. The result was a plain table, which the couple pinned up next to that cutting.
On Crete, within the 800,000 zone, there was a villa twenty minutes from Rethymno: 180 square metres, a pool, a sea view. That was 300,000 above the couple’s budget.
In the Peloponnese, half an hour from Nafplio, there was a stone house from 1998: 134 square metres of main living space, a garden with orange trees, a seven-minute walk to the sea. The price was EUR 420,000.
They barely knew Nafplio, so they read everything they could find: the old port, the Venetian fortress, a two-hour bus to Athens, the Wednesday market. Svetlana found a language school in town with Greek for adults and signed up for the autumn course before the deal closed.

The couple decided in an evening. Pavel worked out that the 390,000 difference equalled twenty years of two-week trips to Crete, and suggested buying on the mainland and flying to Crete on holiday.
They did the sums on a napkin in a cafe near the lawyer’s office. The house differed by EUR 390,000, the purchase tax by another 12,000, and the fees were almost identical. Pavel wrote down the cost of two weeks on Crete for two, flights and hotel included, and divided one by the other.
Svetlana agreed on one condition: she prunes the orange trees herself, without a gardener.
What was checked in the Peloponnese house
The Greek lawyer checked title, encumbrances and twenty years of ownership history. The engineer compared the house with its building permit and cadastral plans.
Two things turned up. A summer kitchen in the yard stood without a permit, and the well was unregistered. The seller agreed to demolish the kitchen and register the well before the deal: otherwise the house would have gone into the sale with a structure that does not exist on paper.
The engineer also checked that the house did not stand in an archaeological restriction zone: such plots occur in this part of the Peloponnese, and any works on them take longer to approve. The plot proved to be outside the protected zone, and the certificate from the local service was added to the file.
Main living space in the documents was 134 square metres, above the 120 threshold. The couple paid a deposit after the checks, with a refund clause if results came back negative.
The lawyer also checked the plot boundaries against the cadastral survey: the neighbour’s fence stood half a metre inside the seller’s land. It was settled before the deal by the neighbour’s written agreement to move the fence, and the contract included a plan with the corrected boundaries.

One trip for everything
Entering Greece on a Vanuatu passport requires a Schengen visa. The couple obtained one in a month, flew to Athens and drove to Nafplio in two hours.
Tax numbers were obtained in advance under a power of attorney, so only what requires personal presence was left in Greece: the notarial contract, the transfer tax, a Greek bank account, the electronic filing and biometrics.
The trip took eight days. On the ninth the couple left for Crete as planned, now with a blue certificate among their papers.
The bank took longer than planned: the clerk was seeing Vanuatu passports for the first time and copied the details by hand. The lawyer had prepared a letter describing the programme and the documents for the Minsk flat sales, so no questions arose about the source of funds and the account was opened the same day.
The blue certificate confirms lawful stay in Greece during the review but gives no Schengen travel. Outside Attica the review usually takes 6-12 months.

How it ended for the couple
In this scenario the Vanuatu Commission approved the application, the house has been bought and the Greek application filed. The couple expect their cards in 6-12 months. In a real application decisions and timelines depend on the Vanuatu Commission and the Greek migration service.
They kept their Belarusian citizenship: Belarus recognises a second one. Vanuatu citizenship brings them no notification duties.
Letting the house through short-term rental platforms is not allowed: the fine is EUR 50,000. The couple had wanted to let it for the summer, and the lawyer explained the difference: long-term letting does not affect the programme, nightly letting is prohibited.
Every year the house carries Greece’s property ownership tax, calculated on properties held on 1 January. The lawyer sends the calculation in advance.
With the money they saved the couple redid the roof, installed air conditioning and kept a margin for travel. They still fly to Crete every autumn, for two weeks, to the same hotel near Rethymno.
They spent their first winter in the house from December to February to see what the off season is like. It turned out the house is cold in the mornings and the mimosa flowers in February; Pavel ordered a second radiator and Svetlana two more orange trees.
