The program is administered by Hungary's Directorate-General for Aliens Policing. What the guest investor residence permit is

First, about terminology, so as not to get confused. The program involves two sequential documents.

The first isthe guest investor visa. This is an entry document you obtain at the Hungarian consulate at your place of residence. The visa gives the right to come to Hungary and make the investment within a set period.

The second is actuallyThe guest investor residence permit. It's arranged inside the country, after the money is invested. It's this residence permit that's issued for 10 years, and it's this one that gives all the rights: to live, work, study in Hungary and move freely around Schengen.

The key feature isno residence requirement. You don't need to spend a set number of days a year in Hungary to keep the status. You can not relocate at all and use the residence permit as a fallback option and a mobility tool. For many, this is exactly the program's main value.

At the same time it's important to understand the framing: the residence permit is not equivalent to citizenship and doesn't grant an EU passport. In brief.Right now one main route works - €250,000 into an approved real estate fund, which must be held for at least 5 years. There's also a second option - a donation from €1,000,000 to a state university, but it's non-refundable and rare in practice.

The main and most popular option is an investmentfrom €250,000 into units of an approved real estate investment fund. Such a fund has strict requirements: at least 40% of its assets must be invested in Hungarian residential real estate, the management company must be on the official register, and the units themselves must be heldat least five years. This is not buying a specific apartment in your name, but a share in a fund - the difference is fundamental, more on it below in the risks section.

The second option isa donation from €1,000,000in favor of a state institution of higher education in Hungary. The money is gone for good, so this route is chosen rarely and for special reasons.

In practice the vast majority of applicants go through the fund: the entry amount is lower, and the capital is, in theory, returned to you when you sell the units after the required five years.

Why you can't just buy an apartment

This is a common question, and the answer matters. In the program's original design there was one more option -direct purchase of residential real estate for €500,000. Many people were expecting exactly that: buy an apartment in your own name, get the residence permit, a clear asset in hand.

However, the launch of this optionwas postponed, and today is not in effect. You can't buy an apartment directly and get the guest investor residence permit on that basis right now. Hungary has cited, among other things, concern for its own housing market and prices for locals as a reason. Whether the option will ever launch is not officially confirmed, and it's not worth planning around it.

So if what you need first and foremost is your own real estate in Hungary, and the residence permit is a nice bonus, this program isn't for you. Disadvantages and limitations

Now for what program sellers often stay quiet about. We prefer to speak .

  • This is a residence permit, not a passport.Guest investor status doesn't grant EU citizenship. The path to a passport is long and requires actual residence - more below.
  • The money is frozen for 5 years.Fund units can't be freely sold before the term. This is an illiquid asset: you won't be able to pull the capital out quickly.
  • You can't buy real estate directly.You invest in a fund, you don't own a specific apartment. The direct-purchase option is postponed.
  • The fund's market risk.The unit value can go up as well as down. There are no guarantees of returns.

In short: the program is great for mobility and a long-term EU status, but not for those who want a fast passport or a liquid asset.

The full cost: what it's made up of

€250,000 is the investment amount, but not the final budget. It needs to be calculated, with all associated costs. Some of them are refundable, some aren't.

The main point: non-refundable costs are added on top of the €250,000 investment, and the real budget ends up noticeably higher than the investment amount. The exact list depends on your situation and family composition, but the core set is:

  • a valid international passport for the applicant and each family member;

Who can be included in the application

The program is family-based, and that's a big plus. Together with the main applicant, the status can be obtained by:

  • spouse;
  • minor children;
  • dependent parents- and in some cases, dependent parents, subject to proof of dependency.

Each family member gets their own residence card for the same term. This is convenient for families: one investor - and everyone gets long-term EU status, the right to study and work.

For adult children and parents the conditions are stricter and assessed individually - it's important to check in advance whether a specific relative qualifies, so as not to file a knowingly weak case.

Taxes: the residence permit doesn't make you a tax resident

A very common misconception: got the residence permit - became a Hungarian tax resident and pay taxes there. That's not true.

The residence permit by itselfdoesn't automatically make you a tax resident. Residency is determined by your actual physical presence and center of vital interests - where you actually live, where your family, business and main ties are - not by holding a residence card. Since the program doesn't require residence, many status holders don't become Hungarian tax residents.

The path to citizenship: be realistic

Here it's important to be, because it's around citizenship that there are the most illusions.

The guest investor residence permitdoesn't grant a passport right away and isn't a fast track to citizenship. Hungarian naturalization generally requires about8 years of actual residencein the country, plus an exam on the basics of the Hungarian constitution in Hungarian and taking an oath. In other words, as a tool for fast EU citizenship, this visa doesn't work. Its value is in the long-term status, mobility and Schengen, not in a passport.
