Around the main amount a whole layer of mandatory costs accumulates: taxes, the notary, the lawyer, residence cards, insurance. Many find out about this only at the notary - when the money is already in the account. We break down each cost item and in order. With figures, no rounding. Why the hidden costs matter more than they seem

The Greece Golden Visa is one of the most popular residence programs in Europe. The threshold from €400,000 looks clear. You buy a property, submit an application, and receive a 5-year residence permit.

But between “buy” and “receive the card” there is a long list of mandatory payments. They cannot be skipped. They are not negotiable - most are set by law.

Cost 1. Transfer tax - 3.09% of the property price

This is the property transfer tax. In Greece it is 3.09% of the cadastral or market value - whichever is higher.

On a property of €400,000 this is €12 360. The amount is fixed, there is no one to bargain with - it is a state levy.

An important nuance: if the property is new (completed after 01/01/2006 and it is its first sale), 24% VAT applies instead of the transfer tax. That is €96,000 on top of the price - a fundamentally different scale. Clarify the property's status before signing the preliminary contract.

The transfer tax is paid before the notarial deed. Without proof of payment the deal will not go through.

Cost 2. The notary and registration in the cadastre

A notary in Greece is mandatory for any real estate transaction. Their fee is 1-1.5% of the contract amount. On €400,000 this is €4,000-6,000.

This amount covers: drawing up the purchase agreement, certifying signatures, and filing with the land cadastre (Ktimatologio). Without registration, ownership does not legally arise.

The cadastre registration fee is paid separately - about 0.475% of the amount. On €400,000 this is another approximately €1,900.

Total notarial block: €5 900-7 900. Budget €6,000 as the baseline figure.

Cost 3. The lawyer - mandatory, not optional

Formally the law does not prohibit acting without a lawyer. But Greek notaries do not check encumbrances, liens and the property's history. That is not their job.

The lawyer checks the property's “cleanliness” in the cadastre, prepares powers of attorney, handles the deal and submits the residence permit documents. Without one, the probability of error is too high.

Cost: €3 000-5 000 depending on the complexity of the deal and the size of the family. If the property is in several shares or the purchase is through a company - closer to €5,000.

Saving here is dangerous. An error in the title documents means a refusal of the residence permit or problems when selling the property in 5 years.

Cost 4. AFM and a bank account at a Greek bank

AFM is a Greek tax number (the equivalent of a taxpayer ID). Without it you cannot sign a contract, open an account or get utility services.

It is arranged at the tax office (Εφορία) in person or through a representative. The number itself is free. But the trip to the tax office and the representative's services: €100-200.

A bank account is needed to transfer the purchase funds - Greek banks require the money to pass through a local account. Opening for a non-resident: €200-500 (depends on the bank and document requirements).

Total block: €200-500. A small sum, but without it the deal physically will not happen.

Cost 5. Residence cards: initial and at renewal

After the application is approved, each family member receives a plastic residence card. The state fee for the 5-year period:

  • Main applicant: €500
  • Spouse: €500
  • Child under 21: €250 each

A family of 4 (two adults + two children) - €1,500 initially. Plus biometrics and administrative costs - about €2,000 in total.

Every 5 years - renewal on the same terms. As long as the property is owned, the residence permit is renewed with no limit on the number of times.

Cost 6. ENFIA - the annual property tax

ENFIA (the Unified Property Tax) is paid every year. It does not depend on whether you live in the property or not. The tax is charged to all owners.

The amount depends on the zone, area, floor and year of construction. A guideline:

  • An 80 sq.m apartment in Athens in a mid-range area: €400-800/year
  • A 150 sq.m villa on an island: €800-2,000/year
  • Apartments in a tourist zone of €400k: €500-1,200/year

Over a 10-year horizon this is €5 000-20 000 on this item alone. Build ENFIA into the business plan before the purchase, not after.

There are no reliefs for foreign residents. The tax is charged automatically; late payment incurs a penalty of 1% per month.

Cost 7. Medical insurance - a residence permit condition

You do not need to visit Greece constantly to obtain the residence permit. But insurance is mandatory - it is a formal requirement at application and at renewal.

The insurance policy must cover medical care and repatriation in Greece and the EU. International policies are suitable for non-residents.

Cost: €600-1,200 per person per year. For a family of 4 - €2,400-4,800 annually.

A nuance: the insurer must be recognized by the Greek authorities. Some popular CIS insurers do not qualify. Check before paying.

Over 5 years this is €12,000-24,000 for a family - a significant budget item that is rarely included in initial calculations.

At the final calculation at the notary it turns out: you need another €12,000 of tax plus €5,000 for the notary - right now, before signing. The deal stalls. The second point is insurance. People do not live in Greece permanently and think any insurance will do. But the Greek side checks accreditation. Some popular policies from Russia and Kazakhstan do not qualify - and the document package is returned for revision. We always calculate the full budget before the start: the property plus all mandatory costs plus a two-year reserve for upkeep. Cost 8. Property management, if you do not live there

Most holders of the Greek visa live in another country. The property stands empty or is rented out. In both cases a management company is needed.

If the property stands idle: utility costs (€100-300/month), security, minor repairs. Total €1,500-4,000 per year at a minimum.

If the property is rented out long-term: the management company takes 8-12% of the rental income. On rent of €1,500/month that is €1,440-2,160 a year in commission alone.

Short-term rental (Airbnb) is officially prohibited for properties bought under the golden visa program. A violation means a €50,000 fine and revocation of the residence permit. Do not experiment.

Cost 9. Naturalization after 7 years - an additional block

The golden visa grants a residence permit, but not citizenship. For an EU passport, naturalization is required. The minimum term is 7 years of actual residence in Greece (183+ days a year).

Most visa holders live in another country - for them this path is closed. But if you plan to relocate, add to the budget:

  • A language test (level B1) and courses: €500-2,000
  • A certificate of knowledge of history and culture: €300-500
  • The state naturalization fee: €700
  • Legal support for the application: €1,500-3,000
  • Translation and apostille of the entire document package: €800-1,500

Total naturalization block: €3 800-7 700. These are one-time costs, but they need to be planned in advance.

How to check the property before buying: 5 mandatory steps

Most problems with Greek real estate surface after the deal. Here is what is checked before signing:

  1. A cadastre extract (Ktimatologio) - encumbrances, liens, seizures. The lawyer requests it by the property number.
  2. The technical passport (E9) - whether the declared area matches the actual one. A 5% discrepancy is normal. More is a reason to bargain or walk away.
  3. ENFIA debts - they pass to the new owner. The seller must provide a certificate of no debt.
  4. The building permit - for new properties. Unauthorized construction is common in Greece; legalization costs additional money and time.
  5. The property's VAT status - new or second-hand. This determines whether you pay 3.09% transfer tax or 24% VAT.

5 tips on how to reduce the hidden costs

You cannot avoid these costs entirely - most are set by law. But you can optimize:

  1. Choose a second-hand property - 3.09% instead of 24% VAT. The saving on €400k: €83,000. This is a fundamental choice.
  2. Combine the family's applications - one lawyer, one deal, one residence permit package. Cheaper than separately.
  3. Compare insurers in advance - a price spread of up to 40% for the same coverage. Take a policy for at least 12 months at once, not monthly.
  4. Check ENFIA before the deal - properties in less popular zones give the same residence permit, but the tax is 3-4 times lower.
  5. Choose a property near a management company - saves 15-20% on logistics and minor repairs.

Mistake 1. Counting only the property's value. “I have €400,000, that's enough” - no. It's enough for the entry threshold. To close the deal you need another €25,000-30,000 in cash. If you don't have it, the deal falls through at the last moment.

Mistake 2. Ignoring the annual costs. ENFIA + insurance + management is €5,000-8,000 a year for a family. Over the 5 years until renewal - €25,000-40,000. Include it in the financial model.

Mistake 3. Taking the first lawyer you come across. A lawyer without experience in golden-visa deals does not know the specifics of vetting properties for the program. Ask for a portfolio - how many program deals have been closed.

Bottom line: the real budget of the Greece Golden Visa

The program is workable and transparent. The Greek residence permit is one of the few in the EU with no actual-residence requirement and no language requirement for the initial grant.

But “buying for €400,000” and “entering the program for €400,000” are different things. The real starting budget is €425,000-430,000. Plus €6,000 a year for upkeep.

Yes, if the property is in a region with a €400,000 threshold. In Athens, Thessaloniki, Mykonos and Santorini the threshold is €800,000. Clarify the zone before signing the preliminary contract.

Formally the law does not require a Greek lawyer. But in practice only a local specialist can request a cadastre extract, check the property's history and file documents with the migration service. Working with a foreign lawyer does not work in Greek deals.

09How is ENFIA calculated for a foreign owner?

The same way as for a Greek one. ENFIA depends on the zone, area, year of construction and floor. There are no reliefs for non-residents. The assessment arrives annually and automatically and is paid online through the Greek tax authority.

10Can you register the property to a company rather than an individual?

You can, but the residence permit is not granted in this case. The golden visa program requires the property to be registered to an individual - the applicant. Ownership through a company excludes you from the program.

11Does time under the golden visa count toward naturalization?

It counts only with actual residence of 183+ days a year. Most visa holders live in another country - for them the path to citizenship through this program is practically closed.
