What are these programs?

Sierra Leone, GO-FOR-GOLD. This is a young program: the path to citizenship through accelerated naturalization was officially opened in early 2025, shortly after the launch of a permanent residency program tied to a gold investment. The idea is to link the second passport with real participation in the country's economy - primarily through the gold mining sector. The program remains new: it does not yet have a long history, and this must be taken into account.

Vanuatu. The program has existed noticeably longer and has long been known as one of the fastest in the world. It operates under the scheme of a non-refundable contribution to the state development fund. Vanuatu has faced significant international criticism in recent years and has responded by increasing vetting of applicants, introducing biometric passports and tightening compliance.

Cost: How much does it actually cost?

In terms of money, both programs are in a close range, but are structured differently.

Sierra Leone offers several paths. Expedited naturalization approximately starts from ~$140,000-$148,000 per package, which typically includes government fees, legal support, verification and registration. Separately, there is a path for people with confirmed African origin (based on the results of a DNA test) - approximately from ~$100,000. There is also an option through residency with the purchase of a gold bar (about 1 kg), which is stored in a state storage facility for several years. An additional payment of approximately ~$10,000 is usually added for each family member.

Vanuatu the structure is simpler: a non-refundable contribution of approximately ~$130,000 per applicant, about ~$150,000 for a married couple and about ~$15,000 for a child. This is “all inclusive” in terms of the government contribution, on top of which are inspection and maintenance fees.

Conclusion on money: for one applicant without African roots, the amounts are comparable. For a person with proven African ancestry, Sierra Leone may be noticeably cheaper. The exact thresholds for 2026 and the calculation per family must always be verified individually.

Time frame: how quickly will you receive your passport?

Here both programs belong to the fast segment, and the difference is not dramatic.

Vanuatu traditionally positioned as one of the fastest programs in the world: the typical period is approximately ~30-60 days, and in some cases the process is completed even faster. Speed ​​has historically been the main argument of this jurisdiction.

Sierra Leone also works quickly: accelerated naturalization takes approximately ~60-90 days, and the African descent route is even faster in some cases.

If maximum speed is critical to you, Vanuatu has a slight advantage. If a few weeks of difference is not significant, the timing factor ceases to be decisive, and regional opportunities, reputation and cost come to the fore.

Visa-free opportunities: where passports are allowed

This is the point where it is important to speak and without exaggeration. Both passports are of medium strength, and neither of them provides visa-free travel to Schengen or the USA.

Vanuatu. Previously, the key advantage was visa-free entry into Schengen. But in December 2024, the EU Council finally canceled the visa exemption for Vanuatu citizens precisely because of claims against the investment program. Now a trip to Europe requires a Schengen visa. Part of the market is expecting a review of the decision after reforms of the program, but as of 2026, Vanuatu does not have visa-free travel to Schengen. At the same time, the passport retains access to a number of other destinations.

Sierra Leone. The passport gives visa-free or simplified entry into approximately ~60 countries and territories, also without Schengen and without the USA. The strength is not long-haul flights, but regional mobility within West Africa.

Bottom line: if you choose a passport for the sake of “visa-free travel to Europe,” none of these options provide it. The specific list of countries for both documents always changes - it must be checked on the date of application.

ECOWAS: Sierra Leone's trump card

This is perhaps Sierra Leone's most underrated advantage. The country is a member of ECOWAS, the economic community of West African countries. For citizens of the community, this means freedom of movement, residence and business in the region, which unites about fifteen states.

In practice, a Sierra Leone passport allows access to a large West African market - from Nigeria and Ghana to Senegal and Ivory Coast - without visa barriers within the community. For an entrepreneur who works with African resources, trade, logistics or the mining sector, this is much more valuable than the abstract “visa-free travel to 60 countries.”

Vanuatu has no analogue. The Pacific region does not form a single market of free movement comparable in scale, and the nearest large economies - Australia and New Zealand - do not automatically open access to themselves using this passport.

Sierra Leone - a state on the Atlantic coast of West Africa, between Guinea and Liberia, with the capital Freetown. The official language is English, which simplifies correspondence and documents. That is, the program is well-known, time-tested, but has gone through serious reputational turbulence.

Sierra Leone - on the contrary, a very young program without a long history. It does not have accumulated “negatives”, but it does not have a long track record: the rules, deadlines and practices are still being settled. Applicants are verified here by independent specialized companies.

Which of these is more important depends on your attitude to risk. Some will prefer a well-known program with a clear (if not ideal) reputation, others will prefer a new one, without accumulated questions. Taxes: what is important to understand

Confusion often arises here, so we’ll say it straight: citizenship itself is not tax residency. You pay taxes where you actually live and where your center of interests is, and not where you have your passport.

Both jurisdictions are among those that do not tax the world income of their citizens based on nationality. Vanuatu is particularly famous for its lack of income, capital gains, inheritance and wealth taxes. Sierra Leone also does not claim your global income simply based on your passport.

But this does not automatically make the second passport a “tax shelter”. If you remain a tax resident in another country, your obligations there remain. Any tax strategy needs to be built separately and with a specialized consultant - a passport in itself does not replace it.

At the same time, I always say two things. First: neither one nor the other passport provides visa-free access to Schengen and the United States, and Vanuatu’s Europe was canceled at the end of 2024 - this is a fact, and not a reason to hide it. Second: Sierra Leone is a young program without a long history, and it is worth going into it with open eyes. In both cases, the outcome is determined not by the country, but by the quality of preparation: a clean source of funds and accurate compliance are more important than the difference of several thousand dollars between programs.”
