Cyprus permanent residence versus Portugal Golden visa in 2026: what to choose for an investor
Contents

The two most talked about residence permits in Southern Europe in 2026 are structured fundamentally differently. Cyprus gives lifelong resident status for the purchase of real estate from 300,000 euros. Since October 2023, Portugal has removed housing from investment options and only allows it through a fund starting from 500,000 euros, but it provides Schengen and a path to an EU passport. Let’s look at the numbers to see how these programs differ and what tasks each one is suitable for.

Cyprus, entrancefrom 300,000 € + VAT on real estate
Portugal, entrancefrom €500,000 to the fund (housing is no longer allowed)
Status of CyprusPermanent residence for life, visit every 2 years
Status of PortugalResidence permit, extension, ~7 days per year
SchengenCyprus - not yet, Portugal - yes
EU passportCyprus - long, Portugal - 10 years (7 for EU/CPLP)

The main difference in a minute

If you don't have time to read further, stick to the gist. Cyprus and Portugal in 2026 are solving different problems, and you need to choose between them not by the brand of the country, but by what exactly you need from the status.

Cyprus - this is status through real estate. You buy a new building from a developer for an amount of 300,000 euros plus VAT, show your annual income from abroad and receive life resident card. It is not necessary to live on the island: it is enough to appear once every two years. Cyprus is a member of the European Union, but not yet part of the Schengen zone, therefore, permanent residence in itself does not open visa-free entry throughout Schengen.

Portugal - this is status through an investment fund. From October 2023, the purchase of housing is completely excluded from the program: apartments and houses no longer provide a Golden Visa. What remains is the entrance through a regulated fund from 500,000 euros, cultural projects and job creation. But Portugal in Schengen, and her residence has historically been considered a stepping stone to an EU passport.

That is, the choice is simple in form: If you want to invest in real estate and get permanent status without obligations - this is Cyprus. We are ready to join the fund for the sake of Schengen and the prospect of EU citizenship - this is Portugal. Next, we look at the details of where each program has pitfalls.

What is Cyprus permanent residence for real estate

Cyprus fast track is issued according to Regulation 6(2) (Category 6.2) is an accelerated procedure for obtaining a permanent residence permit for investment in real estate. We have collected a detailed analysis of the conditions in the guide. for permanent residence in Cyprus for investment, here we will give a summary.

Basic parameters of the program in 2026:

  • Sum. Minimum 300,000 euros plus VAT on real estate.
  • Housing. Apartments, houses and townhouses are counted only as new building for the first sale (first sale) directly from the developer. Resale and pre-owned properties are not subject to Regulation 6(2), whatever the price.
  • Up to two residential properties - but strictly from one developer.
  • Commerce as an alternative. An office, store, warehouse (Option B) can also be secondary - such a purchase also gives permanent residence.
  • Income outside Cyprus. From 50,000 euros per year for the main applicant, plus 15,000 for the spouse and 10,000 for each child. Salary, pension, dividends, interest, rental income are suitable.
  • Lifetime status. Maintenance - a visit to the island once every two years, without a minimum duration.
  • There is no language or residence. The language proficiency test (B1) is only needed for citizenship, not for permanent residence.

The family is registered together: the main applicant, spouse and dependent children under 25 years of age. The review period for a fast track is usually from two to six months.

What is the Portugal Golden Visa in 2026

The Portuguese Golden Visa is a residence permit by investment, but it looks very different in 2026 than it did five years ago. The main change came in October 2023, when the Mais Habitacao (More Housing) law came into force.

What has changed and what remains:

  • The property was completely removed. Direct purchase of apartments and houses no longer grants a Golden Visa. Moreover, funds that invest in Portuguese real estate directly or indirectly are also disqualified.
  • Investment fund is the main option. A minimum of €500,000 in a fund registered and regulated by the Portuguese Securities Commission (CMVM), with at least 60% of the capital invested in Portugal.
  • Culture and heritage. Donation or investment from 250,000 euros (from 200,000 in low-density regions) in art, culture and national heritage projects.
  • Job creation - a separate path without purchasing assets.

The following mild requirement for presence remains: about 7 days in the first year and 14 days for each subsequent two years. This is one of the lowest residency requirements in Europe. And Portugal - full member of Schengen, which for many is the main argument.

Entry Option Comparison: Real Estate vs. Fund

This is a key fork in the road. Cyprus today is essentially a program through real estate. Portugal - program via financial instrument. The assets you hold will be completely different.

ParameterCyprus (Reg 6.2)Portugal (Golden Visa)
What are you buying?New building or commercialInvestment fund units
Minimum300,000 € + VAT500 000 €
Accommodation allowedYes (new building, first sale)No (from Oct 2023)
Physical assetYes, the property is ownedNo, share in the fund
Control over the assetComplete (your property)Through the fund manager
ProfitabilityRent + increase in property priceDepends on the fund's strategy
Asset riskMarketable, but tangibleMarket, no guarantees

The difference is profound. In Cyprus, after a transaction, you have a specific property in your hands: it can be used, it can be rented out, it reacts to the real estate market. How exactly this mechanic works - we discussed in the material about permanent residence in Cyprus through real estate.

In Portugal, 500,000 euros go into a fund, and you become not the owner of the apartment, but a shareholder. The profitability and safety of capital depend on what the fund is invested in and how competently it is managed. It's not bad or good - it's just a different asset class that requires different expertise when choosing.

Schengen: where Cyprus loses and Portugal wins

Here Portugal is objectively stronger, and we need to talk about this . Portugal is part of the Schengen zone. The Golden Visa residence card allows you to move freely around Schengen, and the very status of a resident of a full-fledged Schengen country opens up Europe without visas.

Cyprus is a member of the European Union, but not included in Schengen yet. This means that Cypriot permanent residence does not itself provide visa-free entry throughout Schengen. To travel to Schengen countries, a Cypriot permanent residence holder may still need a Schengen visa - by the way, it is much easier to obtain if you have a Cypriot permanent residence permit.

Cyprus is officially moving towards joining Schengen, with a target around 2026 often mentioned on the public agenda. If accession takes place, the value of Cypriot permanent residence in terms of mobility throughout Europe will increase sharply. But We do not recommend basing a decision on an event that has not yet occurred: evaluate the program by what it gives today, and consider possible entry into Schengen as a bonus.

The conclusion on this point is straightforward: if you need freedom of movement throughout Europe right now and constantly, this is an argument in favor of Portugal. If European trips are sporadic and obtaining a Schengen visa is not a problem, the disadvantage of Cyprus is felt less strongly.

The road to an EU passport: an important change for 2026

Previously, Portugal's main trump card was the path to EU citizenship in just five years. This has changed in 2026, and we have a responsibility to warn.

On April 1, 2026, the Portuguese Parliament adopted a new citizenship law (Lei Organica n. 1/2026), the President signed it on May 3, and it came into force on May 19, 2026. Legal residence period for naturalization increased from 5 to 10 years for most third country nationals. For citizens of the EU and CPLP countries (Portuguese-speaking countries), the deadline is 7 years. The countdown is on from the date of issue of the first resident card, and not from submitting an application.

Citizenship applications submitted before May 18, 2026 will be processed under the old law. But for those who are just getting a residence now, the issue of offsetting the already accumulated period is still controversial and is the subject of litigation.

What does this mean in practice: Portugal still leads to an EU passport, but longer - realistically about 10 years for a citizen of Russia, Kazakhstan or another country outside the EU. At the same time, permanent residence (permanent residence in Portugal) is available after 5 years. For citizenship you also need a language level of A2, no criminal record and tax compliance.

Cyprus does not provide an independent fast route to a passport through permanent residence: naturalization in Cyprus is a separate, long journey with residency and language qualifications. We have discussed the difference between permanent residence and Cypriot citizenship in a separate article. Summary for this block: if the ultimate goal is an EU passport, Portugal remains more meaningful than Cyprus, but now you need to count on 7-10 years, not 5.

Residence and status requirements

Here the programs differ in philosophy. Both are soft by the standards of the world, but they are constructed differently.

Cyprus. There is no need to live on an island at all. To avoid losing permanent residence, it is enough appear in Cyprus at least once every two years, no minimum visit duration. The status itself is indefinite - it does not need to be renewed according to the schedule. This is convenient for those who have their main life and business in another country, and Cyprus is an alternate airfield and investment asset.

Portugal. Presence is required, albeit symbolic: about 7 days in the first year and 14 days for every two subsequent years. But the status here is a residence permit, which must be periodically renewed by going through biometrics and confirming the grounds. That is, interaction with the system is closer than in Cyprus.

ParameterCyprusPortugal
Status typePermanent residence (permanent)Residence permit (temporary, renewable)
Validity periodIndefinitelyBefore renewal (1-2 years)
Minimum presenceOnce every 2 years, any visit~7 days a year
Language for statusNoNo (A2 is for passport only)
ExtensionNot requiredYes, regularly

In simple words: Cyprus - maximum non-intervention regime (invested, appears once every two years, status forever). Portugal - light but regular contact regime with the migration system, which is logical, because this is the path to deeper integration.

Family: who can be included in the application

Both programs are family friendly, but there are some caveats.

Cyprus. One application includes the main applicant, spouse and dependent children. Children are counted up to 25 years of age, subject to financial dependence and, as a rule, full-time education. Important detail: the status granted to the child remains after he turns 25, and even if he gets married or becomes financially independent. That is, the status does not fade with age - this is a serious plus for families with growing children.

Portugal. Family reunification is also broad: spouse, minor and dependent adult student children, as well as dependent parents. The principle is close to the Cypriot one, but specific income thresholds and evidence of dependence are considered separately for the fund program.

For a family with two or three children, both countries work. But if you have adult children around 23-25 years old, the Cypriot rule on maintaining status forever often outweighs: once you turn it on, you don’t think about it anymore.

Taxes and residency status

It is important not to confuse migration status with tax status - they are different things, and neither Cyprus permanent residence nor Portugal Golden Visa automatically makes you a tax resident of the country.

Cyprus. Tax residency arises separately - according to the 183-day rule or under the simplified 60-day rule, subject to the fulfillment of a number of conditions. Cyprus has an attractive regime for new residents (non-domiciled status), where dividends and interest are exempt from defense tax, plus there is no inheritance tax. Having received permanent residence, you only get the right to stay on the island as long as you want - then you build your tax status consciously.

Portugal. The previous preferential NHR regime in its classic form is closed to new applicants; it has been replaced by a narrower mechanism for certain types of activities and science. You become a tax resident if you stay for more than 183 days or if you have permanent housing with the intention of keeping it. And since the Golden Visa requires only ~7 days a year, many investors do not become tax residents of Portugal.

Main: both statuses provide flexibility. You decide for yourself whether to transfer your tax residence and for what purpose. A specific tax model is always considered individually - there is no universal answer here.

Expert commentary

“Clients often come with a ready answer: “I want Portugal, they have a passport for five years.” And I have to slow them down. Real estate under a visa has not worked there since 2023 - only a fund of half a million. And since May 2026, the path to a passport has increased to seven to ten years, and promising a five-year period today is dishonest. When you put it on the shelves, the picture changes. You need a European asset in your hands and a lifelong status without running around with renewals - Cyprus is often smarter and cheaper, entry from 300 thousand versus 500. You need Schengen and, in the future, an EU passport, and the person is ready for the fund and for a long distance - then Portugal. There is no universal “better” here, there is a coincidence between the program and your task.”

If after the table you see that your situation falls on one of the programs, do not delay calculating the details. Each country has subtleties - from the income structure to documents on the source of funds - which are easier to understand using the specific numbers of your case. Write to us, and we will select a program for your task and calculate a turnkey budget.

Who is Cyprus suitable for?

Cyprus is the choice when you need a tangible asset and long-term peace of mind. The program is for you if:

  • You want to invest in real estate. It is important for you to have a specific object in your hands - an apartment, a house, a business - and not a share in the fund.
  • Requires lifetime status without commitment. You are not ready to renew your residence permit and undergo procedures every year or two. He came once every two years - that’s all.
  • The budget is closer to 300,000 rather than 500,000. The Cypriot entry threshold is noticeably lower than the Portuguese one.
  • Schengen is not critical. Your European trips are rare, and obtaining a Schengen visa is not a problem.
  • Your children are growing up. The Cyprus rule on children retaining status forever is a strong argument.
  • Have verifiable income from abroad from 50,000 euros per year.

The typical profile is an entrepreneur or rentier whose main life is in another country, and Cyprus is needed as a reliable Plan B, an investment in Mediterranean real estate and lifelong EU resident status. If this sounds like you, start with our guide to permanent residence in Cyprus or immediately with program page.

Who is Portugal suitable for?

Portugal is a choice when the main goal is not the status itself, but what it leads to. The program is for you if:

  • You need Schengen now. Freedom of movement around Europe on a permanent basis is more important to you than owning an apartment.
  • You are aiming at the EU passport. We are ready to go the distance (now it’s 7-10 years) for the sake of EU citizenship.
  • Are you ready to enter an investment fund? Investing 500,000 euros in a financial instrument does not bother you, and there is someone to choose the fund wisely.
  • Are you comfortable with the residence permit model with extensions? and periodic contact with the migration system.
  • About 7 days a year in Portugal you are ready to spend.

A typical profile is a family that sees a long-term future in Europe: perhaps moving, studying for children in the EU, and a second passport in the future. For them, the fund is the entrance ticket, and Schengen and naturalization are the product itself. It is only important to soberly take into account the new law of 2026: the road to a passport has become longer, and promising a client five years today would be dishonest.

Common mistakes when choosing

Over the years of practice, we see the same set of misconceptions. We'll list them so you don't repeat them.

  • Consider that it is still possible to buy an apartment in Portugal with a visa. Not possible - from October 2023. This is outdated, but extremely tenacious information.
  • Believe in Portuguese 5 years before passport. From May 2026 for non-EU citizens it is 10 years (7 for CPLP). Old articles on the Internet still promise a five-year plan.
  • To think that permanent residence in Cyprus = visa-free under Schengen. No. Cyprus is not yet in Schengen, and the status does not change this.
  • Buy secondary housing in Cyprus under Regulation 6(2). Housing is counted only as a new building on the first sale from the developer. Resales are sold only as commercial real estate (Option B).
  • Confuse migration and tax status. Neither program automatically makes you a tax resident.
  • Choose a country by brand, not by task. This is the most expensive mistake: a fancy name is no substitute for matching your real purpose.

If you also want to compare Cyprus with Greece, we have a separate analysis Permanent residence permit of Cyprus versus residence permit of Greece - the Greek entry threshold through real estate is lower, and this pair also often pops up among investors.

How we test a program for a specific client

The comparison in the article is a map of the area. The route is always tailored to a specific person, and this is where the work begins, which cannot be replaced with a table.

In Cyprus, the first thing we do is check your income structure. We document income from the USA using IRS forms 1040-NR or K-1 with an apostille. If the income is from trading, we prepare a consolidated audit report. When the payment comes from the account of a foreign corporation, we prove beneficial ownership (UBO), otherwise the bank or migration service will reject the payment. Cyprus permanent residence, by the way, in itself removes many bank blocks - the status of an EU resident opens accounts that are simply inaccessible to a foreigner. And if the case is stuck in the ministry, it is accelerated by a pre-trial claim (Legal Notice) addressed to the Minister of Internal Affairs.

In Portugal, the main task is to choose a fund that is actually regulated by the CMVM, holds at least 60% of its capital in Portugal and does not invest in real estate (otherwise it is disqualified). Here the price of a mistake is both money and visa refusal.

Official requirements for Cyprus can always be checked on the government portal - gov.cy. But the regulations are just a letter; in practice, the result is determined by correctly collected documents and an understanding of how a particular official reads the case.

Frequently asked

Questions people ask before deciding

01Is it possible to get a Portugal Golden Visa for purchasing an apartment in 2026?

No. From October 2023, direct purchase of residential real estate is completely excluded from the program. Funds that invest in Portuguese real estate are also disqualified. What remains is an investment fund from 500,000 euros, cultural projects from 200-250 thousand and job creation. If you want status specifically for real estate, look towards Cyprus.

02Is it true that a Portuguese passport is now valid not for 5, but for 10 years?

Yes, for most non-EU citizens. Lei Organica 1/2026, which came into force on May 19, 2026, increased the residence period for naturalization from 5 to 10 years (7 years for EU and Portuguese-speaking CPLP citizens). The countdown starts from the issuance of the first resident card. Permanent residence is still available after 5 years.

03How much does it cost to enter each program?

Cyprus - from 300,000 euros plus VAT for real estate (new building from a developer or commercial). Portugal - from 500,000 euros for a regulated investment fund, or from 200-250 thousand for cultural projects. In terms of budget, Cyprus is cheaper in the base scenario.

04Does Cyprus permanent residence give free entry to Schengen?

By itself - no. Cyprus is part of the European Union, but not yet in the Schengen zone, so Cypriot permanent residence does not provide visa-free entry throughout Schengen. It is easier to obtain a Schengen visa if you have permanent residence in Cyprus, but it is still a visa. Portugal is a full member of Schengen, and its residence gives immediate freedom of movement.

05Do I need to live in Cyprus or Portugal to maintain my status?

There is no need to live permanently either here or there. In Cyprus, it is enough to appear once every two years without a minimum duration. In Portugal you need to spend about 7 days in the first year and 14 days for every two subsequent ones. Both requirements are among the most lenient in Europe.

06Do I need to take a language test?

For the status itself - there is no such thing either in Cyprus or in Portugal. The language appears only at the citizenship stage: for a Cypriot passport you need Greek, for a Portuguese passport you need Portuguese at level A2. A language exam is not required to obtain and maintain permanent residence or a Golden visa.

07Which status is more reliable - permanent residence permit of Cyprus or residence permit of Portugal?

These are statuses of different nature. Permanent residence in Cyprus is permanent and lifelong, it does not need to be renewed. The Portugal Golden Visa is a residence permit that can be extended by passing biometrics. In terms of stability and lack of routine, Cyprus is ahead; In terms of prospects for developing into EU citizenship, Portugal is ahead.

08Is it possible to buy a secondary apartment in Cyprus?

Under the residential option of Regulation 6(2) - no. Housing is counted only as a new building on the first sale directly from the developer. Secondary and previously used housing is only available in the format of commercial real estate (Option B) - for example, an office or a store.

09How many children and family members can be included?

In Cyprus - spouse and dependent children up to 25 years of age, and their status remains the same after 25 and after marriage. In Portugal - spouse, dependent children-students and dependent parents. Both programs are family-friendly; For families with growing children, the Cyprus rule is especially convenient.

10Does my status make me a tax resident?

No, it doesn't do it automatically. Tax residence arises separately: in Cyprus according to the 183 or 60 days rule, in Portugal - when residing over 183 days or having permanent housing. Since both programs require a minimum presence, many investors do not become tax residents.

11What is more profitable to obtain an EU passport?

Portugal - but longer than before. This is a structured path to EU citizenship in 7-10 years with an A2 language. Cyprus does not provide an independent fast route to a passport through permanent residence - naturalization there is a separate and long process. If the final goal is an EU passport, Portugal is more logical, but calculate the distance according to the new rules of 2026.

12What is the registration deadline for each program?

Cyprus Fast Track Regulation 6(2) - usually between two and six months, it is one of the fastest programs in Europe. The Portuguese Golden Visa takes longer to process due to the workload of the migration service - realistically, it takes six months or more before receiving the card. In terms of speed, Cyprus is noticeably ahead.
