Over the past three years, I have received more requests for a second passport than in the previous eight years of work combined. Russians ask the same thing: is it legal? What will happen if they find out? Which country should I choose? I answer - without horror stories and without promises that you cannot keep.

Dual and second citizenship are not the same thing

This is the first thing I explain to every client. Dual citizenship is when two states mutually recognize that a person is a citizen of both. Russia concluded such an agreement only with Tajikistan (1995). Everything else is a second citizenship: you hold two passports, but Russia officially considers you only its citizen and does not recognize any “second” one.

In practice, this means: when entering Russia, you use a Russian passport. When traveling to the country of second citizenship - her passport. Both countries have the right to require you to comply with their laws - military service, payment of taxes, appearance in court. This is important to understand before applying.

What does Russian law say?

Federal Law 142 (“On Citizenship”) does not prohibit Russians from having a foreign passport. The law requires one thing: to notify the Ministry of Internal Affairs within 60 days after receiving citizenship or a residence permit of a foreign state giving the right to permanent residence.

The notification is submitted in person to the territorial body of the Ministry of Internal Affairs at the place of registration or through the MFC. Can be sent by registered mail with an inventory. The form is issued on the spot - it is simple.

Failure to notify will result in an administrative fine of up to 200,000 rubles. For knowingly false information - criminal liability under Art. 330.2 of the Criminal Code of the Russian Federation. I’ll be : the practice of law enforcement is not strict yet, but the law is the law, and I always advise you to comply with it - simply for reasons of hygiene.

Will Russian citizenship be deprived?

No. Obtaining a foreign passport does not automatically entail the loss of a Russian one. Russia adheres to the principle: citizenship is terminated only upon the personal application of the person himself. The exception is if citizenship was obtained by fraud, but that's another story.

Another question that I get asked all the time is: “Will they put me on some list?” Notifying the Ministry of Internal Affairs is an administrative procedure, and not a denunciation of oneself. It does not carry any legal consequences other than the removal of the obligation to notify.

Which countries do Russians choose?

Over the years of practice, I have seen a variety of requests - from Vanuatu to Luxembourg. But a really “working” list for most Russians now looks like this:

Caribbean programs are Saint Kitts and Nevis, Dominica, Antigua and Barbuda, Grenada, Saint Lucia. Each with its own nuances regarding due diligence and family composition, which can be included in the application.

Vanuatu: the fastest option

If a client says “I want a passport as soon as possible,” I usually start with Vanuatu. DSP (Development Support Program) program - non-refundable fee starting from $130,000 per applicant. The passport arrives in 60–90 days, without an interview, without a mandatory visit to the country.

Visa-free entry to about 90 countries, including the UK and a number of Asian destinations. There is no Schengen. This is important: if the goal is European mobility, Vanuatu will not give it directly.

One real case from my practice: an entrepreneur client wanted to open an account in a Singapore bank - the Russian passport did not pass compliance. Vanuatu solved the problem in three months. The account is open, the business is running.

Caribbean programs: the power is in the details

All five Caribbean states provide visa-free travel to Schengen and the UK. This is the main argument. Prices start at $200,000 for a family of four in Dominica and St. Lucia.

What makes them different from each other:

  • Grenada is the only Caribbean country with an E-2 treaty with the United States. Allows you to open a business visa to America. Interesting for those who have American plans.
  • Saint Kitts - the oldest program since 1984, the most stringent testing. If a client has an impeccable history, this is a sign of quality.
  • Antigua - a wide list of relatives who can be included in the application: children under 30, brothers and sisters, parents and grandparents over 55.

Due diligence throughout the Caribbean is strict: they check visa refusals, criminal records, and the source of funds. They are now working with the Russians, but more carefully than before. Transparency is your greatest asset when submitting.

Türkiye: passport through real estate

Turkish citizenship by investment is one of the most popular paths among Russians. The minimum threshold is real estate worth $400,000. Important: the property cannot be sold for three years after obtaining citizenship.

Türkiye is not a member of Schengen and does not provide direct access to it. But a Turkish passport opens up about 110 countries visa-free, including a number of Asian and Latin American ones. Plus, Türkiye itself is actively developing, and people actually buy real estate there not just for a passport.

I’ll be : I’ve met clients who were disappointed when they found out that with a Turkish passport, you still need a visa to travel to Europe. Therefore, always clarify the goal - mobility or a stable “alternate airfield”.

Citizenship by origin: Bulgaria and Israel

This is a separate world - without investment, by kinship. If you have roots, this is often the best route.

Bulgaria. Since 2026, the procedure has become simpler: evidence of Bulgarian origin is submitted directly to the Ministry of Justice, without the participation of the DABCH. Bulgarian ancestry is EU citizenship. Duration - about 9 months. There are no requirements for residence, language passing, or renunciation of Russian citizenship. If you have Bulgarian roots, this is one of the best options in principle.

Israel. The Law of Return applies to Jews and their immediate relatives - children and grandchildren, as well as spouses. Documented Jewish origin is sufficient for repatriation. An Israeli passport is visa-free to most countries in Europe and Asia. But: Israel is a country with compulsory military service, and men may have questions when entering for the first time.

General requirements for applicants

Conditions vary by program, but there is a common denominator:

  • Pure biography. No criminal record, not only in Russia, but also abroad. Sanctions lists are a separate verification block.
  • Legal source of funds. The money must have documentary evidence: statements, tax returns, business purchase and sale agreements. Cash with no history is a red flag for any program.
  • Medical insurance and certificates. Most Caribbean programs require medical documents for each family member.
  • No previous failures. St. Kitts checks this especially strictly - they request information about refusals of visas and other citizenship programs.

For Russians, due diligence has become more intense since 2022. This is a fact. But this does not mean refusal - it means a more detailed package of documents.

Tax consequences: what you need to know

This is a topic that clients often ignore - and for good reason. A second passport does not automatically make you a non-resident of Russia for tax purposes. Tax residency is determined by the number of days in the country: if you spend more than 183 days a year in Russia, you pay personal income tax as a resident.

If you actually move or spend most of your time abroad, you need to notify the Russian tax office about the change of residence. This is a separate procedure not related to citizenship.

The country of second citizenship may also claim taxes. Türkiye, for example, taxes residents' worldwide income. Vanuatu and most of the Caribbean do not. Israel gives new immigrants a 10-year tax break on foreign income.

Real risks and how to avoid them

I'll be - there are risks, and I won't pretend they don't exist.

  • Denial of the program. The most common reason is an incomplete package of documents or undisclosed information in the application form. Never hide visa refusals or court records - this is a guaranteed refusal during verification.
  • Loss of investment. Non-refundable fees (Vanuatu, Caribbean) are just that: non-refundable. If they refuse, the money will not be returned. Therefore, it is important to assess the chances in advance.
  • Double taxation. If you don't plan ahead, you could end up being a taxpayer in two countries at once.
  • Reputational risks. In some areas, a second passport from certain jurisdictions may raise questions among banks and business partners. This is not a reason to refuse, but it needs to be taken into account.

Usually the work is structured like this:

Typical mistakes when obtaining second citizenship

For 12 years I have seen the same mistakes - and they are costly.

  • Hide visa refusal. It seems like no one will check. They will check and refuse.
  • Submit through an unreliable intermediary. There are many “agencies” on the market that take money and disappear or operate without authorization. Always check the agent's status with country authorities.
  • Ignore tax consequences. We received a passport and found ourselves owing taxes to two countries.
  • Hurry up and choose a country. We took Vanuatu for speed, and then found out that Schengen was needed. An hour of talking with a lawyer could save several months and $130,000.
  • Forgetting to notify the Ministry of Internal Affairs. A fine of up to 200,000 rubles is an unpleasant gift to yourself.

Bottom line: is it worth doing?

In my experience, yes, in most cases it is worth it. A second passport is not a luxury or something illegal. This is a tool: for mobility, for protecting business, for the future of children.

Russians have every right to do this. The main thing is to do everything transparently: notify the Ministry of Internal Affairs, fill out the form, confirm the source of funds. No gray schemes.
