Processing time
From FIU filing to the passport takes roughly 2-3 months: the FIU check without requests takes up to 7 working days, the Commission sits twice a month, and after approval the passport is issued in 1-3 weeks. When the document is needed for a deal, a move or opening an account, the timeline is decisive.
Cost and choice of programme
Under the DSP the contribution is $130,000 for one applicant and $180,000 for a family of four, with turnkey totals of $135,000 and $185,000. Through the CIIP fund a family of up to four pays $157,000, the turnkey total is $165,000, and after 5 years the state returns $50,000. Processing without relocating
Residence in Vanuatu, language and exams are not required. The application is filed through a licensed agent, biometrics since 1 July 2025 are given in person in Dubai, Hong Kong, Moscow, St Petersburg or Port Vila, and the finished passports are delivered by courier.
Visa-free travel
A Vanuatu passport opens 42 countries without a visa, another 30 give a visa on arrival and 3 admit holders with an electronic authorisation. For business travel, Hong Kong for 90 days, Singapore and Malaysia for 30 days and Russia for up to 90 days matter; for holidays, Fiji for 120 days, and Antigua and Barbuda, Barbados and Dominica for 180 days. Dual citizenship and family
Vanuatu recognises dual citizenship, and there is no need to give up the previous one. One application can include a spouse, children under 25 and parents over 50, and citizenship passes to children by descent, including those born after the passport is received.
Family and future generations
The whole family’s passports are issued at the same time, and for a family of four the CIIP fund is $20,000 cheaper than the DSP at the point of payment. A child born to a Vanuatu citizen after the passport is received acquires citizenship by descent without a new contribution. Taxes for residents

A first step to residence in Europe
With a Vanuatu passport, families arrange Greek residence under the Golden Visa programme with a property threshold from €250,000 to €800,000, and the whole turnkey package takes up to 9 months. This matters especially for applicants whose own nationality faces restrictions: Greece, for example, has suspended new Golden Visa applications from Russian citizens, while a Vanuatu citizen applies under the general rules. Visas for Schengen, the UK and the USA
Since 4 February 2023 the EU has fully suspended visa-free travel for Vanuatu citizens, and since 19 July 2023 the UK has required a visa. In the USA a Vanuatu passport does not qualify for the E-2 investor visa: Vanuatu is not on the list of treaty countries. For frequent trips to Europe without residence this is a limit, while for living in Europe families use the Vanuatu passport as a first step to residence.
A non-refundable contribution and the FIU fee
The DSP contribution goes into the Vanuatu budget and is not refunded. In the CIIP fund $50,000 is returned after 5 years, and leaving earlier is possible with loss of part of the amount under the agreement. The FIU check fee is not refunded on refusal, so the background and source of funds are checked before it is paid.
Bank checks

The FIU check and document preparation
Preparation comes before filing: police clearances, translations, certification, source-of-funds documents. Under the procedure the first-stage package is collected in 3-5 working days, personal and family documents after the FIU clearance in 1-2 weeks, and translation and certification in 3-5 working days. Every missing document during the check means a request and a shift in the timeline.
Programme updates
On 6 February 2026 the Vanuatu Council of Ministers considered a commission of inquiry report on the citizenship programmes and ordered its recommendations to be implemented. Council of the EU Decision 2022/366 suspended visa-free travel from 3 March 2022 for passports issued from 25 May 2015, Decision 2022/2198 extended the suspension to all Vanuatu citizens from 4 February 2023, and EU Regulation 2025/11 of 19 December 2024 moved Vanuatu to the visa list from 3 February 2025. Pros and limits for Russian citizens
In brief: Vanuatu accepts applications from Russian citizens on general terms, biometrics with BRIDGES can be given in Moscow and St Petersburg, and a Vanuatu passport opens the route to Greek residence, where new applications from Russian citizens are suspended.
