Naturalization in the UAE in 2026: deadlines, 2021 reform and who can obtain citizenship
Contents

UAE citizenship cannot be purchased - there is no passport investment program. Classic naturalization in the UAE is historically one of the longest in the world: for an ordinary foreigner it is about 30 years of residence, and is extremely rarely applied to foreigners. The 2021 reform changed the picture: naturalization by nomination appeared - citizenship by decree of the authorities for investors, doctors, scientists, inventors and talents. Let's look at how many years you need to live in the UAE for citizenship, how the 2021 reform works, and who can actually become a citizen of the country.

Classic qualification (non-Arabs)about 30 years of legal residence, of which 20 after 1972
Deadline for Arabs7 years old; for citizens of Oman, Qatar, Bahrain - 3 years (approximately)
Reform 2021naturalization by nomination for investors, doctors, scientists, talents
Feeding methodnot by application - only by nomination by the authorities (nomination)
Dual citizenshipallowed from 2021 for categories by nomination, you can keep your old passport
Purchasing citizenshipimpossible - there is no UAE passport investment program

Naturalization in the UAE is not the same as purchasing a passport

Let us immediately state the main thing so as not to build false expectations: UAE citizenship cannot be purchased. Unlike Caribbean countries, the Emirates does not have a citizenship investment program, under which a passport is given for a contribution or purchase of real estate. All that is available to a foreigner for investment is a residence permit, first of all UAE Golden Visa for 10 years. This is a residence status, not a passport, and should not be confused.

Naturalization in the UAE is the acquisition of citizenship through years of legal residence and fulfillment of the conditions of the citizenship law. Historically, this is one of the longest journeys in the world: for an ordinary foreigner we are talking about about 30 years of residence. In practice, classical naturalization has almost never been applied to ordinary expats - the Emirates has traditionally been a very closed state for citizenship, where the status of a citizen (muvAtyn) provides a wide range of social privileges.

The 2021 reform added a fundamentally new channel to this closed system - naturalization by nomination for exceptional people. Today this is the real, albeit narrow, path to an Emirati passport for a foreigner. We provide a detailed overview of all routes in our guide. UAE citizenship.

Classic naturalization: how many years to live in the UAE for citizenship

The basis is set by the Federal Law on Citizenship and Passports (Federal Law No. 17 of 1972), which is administered by the Directorates of Residents and Foreigners' Affairs (GDRFA) in each emirate. Under this law, the length of residence for naturalization depends on the applicant's background - and this is a key fork in the road.

  • Non-Arabs (most foreigners) - about 30 years of continuous legal residence, with at least 20 years occurring after the law came into force in 1972.
  • Citizens of Arab countries - about 7 years of legal residence (approximately).
  • Citizens of Oman, Qatar and Bahrain - about 3 years of legal residence (approximately).

In addition to the deadline itself, classical naturalization requires knowledge of the Arabic language, a legal source of income, a good reputation and no criminal record. Historically, renunciation of previous citizenship was also required. That is, the path is not just long - it also involves deep integration into society and language.

An important fair disclaimer: in practice, the 30-year route is hardly used for foreigners and in any case requires support from the authorities. The law describes it, but this is a discretionary decision of the state, and not an automatic “lived and received” procedure. Therefore, for most expats, the real entry point was the 2021 reform, which is discussed below.

UAE Citizenship Reform 2021: What has changed

In January 2021, the UAE government approved amendments to the implementing regulations of the Citizenship and Passports Law. It was one of the most significant migration reforms in the country's history: for the first time, there was a clear path to Emirati citizenship for foreigners with exceptional merit - without having to wait for decades.

What exactly did the reform change:

  • Naturalization by nomination. It has become possible to grant citizenship to certain categories of foreigners - investors, doctors, scientists, inventors, talents and cultural figures - by decision of the authorities.
  • Dual citizenship allowed. A person naturalized through this route can retain their previous passport - this is a break with the previous rule of mandatory renunciation of original citizenship. More details in the material about dual citizenship in the UAE.
  • Family included. The amendments allow citizenship to be extended to the nominated person's spouses and children, subject to conditions being met.

The fundamental point: the reform did not make UAE citizenship “tradable”. It opened the door to those whom the state itself wants to see as its citizens - people who bring scientific, economic or cultural value to the country. It is a meritocratic mechanism, not a commercial one.

Naturalization by nomination: how it really works

The key difference between naturalization by nomination and conventional programs is that you cannot submit an application yourself. There is no portal, form or window where a foreigner brings documents and pays a fee. The candidate is nominated (nominated) by government agencies.

Who can nominate:

  • Courts of the rulers of the emirates (Rulers' Courts).
  • Courts of the Crown Princes (Crown Princes' Courts).
  • Executive Councils of the Emirates (Executive Councils).
  • Federal authorities and the Cabinet of Ministers.

The candidate’s application then goes through these authorities, is checked and approved at a high level. There is no “public” way of filing - the decision remains a discretionary right of the state at each stage.

In practice, this means that the path to citizenship by nomination lies through proven value for the country: outstanding scientific results, recognized talents, significant investments, scarce medical specialization. A person does not “buy” a passport and does not “serve” it according to the calendar - he becomes a candidate whom the authorities consider worthy of Emirati citizenship. Therefore, the strategy here is not built around the amount of the contribution, but around the profile of the applicant and his connections with Emirati institutions.

Categories, grounds and terms: summary table

In order not to get confused in the routes, we will collect all the reasons for Emirati citizenship in one table. It shows how classical naturalization differs from the path according to the 2021 nomination and from kinship grounds - by father and by marriage.

CategoryBaseTerm/condition
Foreigners (non-Arabs)Classic naturalization by residenceabout 30 years old, Arabic, income, reputation; rarely used in practice
Citizens of Arab countriesNaturalization by residenceabout 7 years (approximately)
Citizens of Oman, Qatar, BahrainNaturalization by residenceabout 3 years (approximately)
InvestorsNomination (reform 2021)ownership of real estate in the UAE; on the nomination of the authorities
Doctors and specialistsNomination (reform 2021)scarce specialization, ~10 years of experience, membership in a professional organization
ScientistsNomination (reform 2021)active researcher at a university, research center or private sector
Inventors, talents, cultural figuresNomination (reform 2021)patents or international awards and recognition
Children of a UAE citizenBy Emirati father (by descent)citizenship by birth, regardless of place of birth
Wife of a UAE citizenBy marriage7 years of marriage with a child or 10 years without children (approximately)

The main conclusion from the table: for most foreigners, it is not “years of residence” that are real, but the path by nomination - or related reasons. A clean calendar requirement of 30 years exists in the law, but is practically unattainable for the average expat.

Doctors, scientists and inventors: professional path

The most “living” categories of the 2021 reform are professionals and bearers of talent. Here the state has specified as much as possible who it is ready to consider.

  • Doctors and specialists. Specialization in a scientific discipline in demand in the UAE, recognized scientific achievements, practical experience of at least 10 years and membership in a reputable professional organization in your field are required.
  • Scientists. The candidate must be an active researcher - at a university, research center or private sector. Real scientific activity is valued, not the diploma itself.
  • Inventors and talents. You need patents or international awards and recognition. This also applies to cultural figures - artists, creative professionals with confirmed status.

The logic is obvious: the country purposefully attracts human capital, which strengthens its economy and science. For a world-class specialist, this means that the path to citizenship is in principle open - but through recognition and nomination, rather than through application.

In practice, it is important for a professional to integrate into the Emirati institutional environment: work in local universities, clinics, research centers, and participate in significant projects. It is these connections that form the basis for possible nomination by the relevant authorities.

Expert commentary

“When a client says “I want to buy UAE citizenship,” I immediately explain: there is no such option and there never was. The Emirates do not sell passports - they either give it by blood or nominate those they consider extremely valuable to the country: scientists, outstanding doctors, major investors, recognized talents. The 2021 reform was a breakthrough - for the first time, a clear path to nomination with the right to retain the previous passport appeared. But this is not a program with a price list, but recognition of merit. Therefore, I always turn the conversation around like this: let’s first secure you in the country through a reliable residency status - Golden Visa, real estate, business - and on this basis we will build a profile at which the nomination, in principle, becomes real. Sober calculation at the start saves years and a lot of money.”

Citizenship by Emirati father and descent

The separate and most natural basis for citizenship is by descent. The logic here is simple and has nothing to do with investment or nomination.

Basic principles:

  • Children of a UAE citizen (on father's side). A child born to an Emirati father is a UAE citizen by descent - regardless of place of birth.
  • Emirati children. Since 2017, an Emirati mother can pass on citizenship to her children; a child can receive it upon reaching a certain age according to an established procedure.
  • Children with an unknown or stateless father. If the father is unknown or stateless and the mother is Emirati, the child is recognized as a UAE citizen.

This is the strongest route to an Emirati passport, but it is essentially only available to those who already have a blood connection to an Emirati citizen. For a foreigner without Emirati roots, it is irrelevant - but it is important to understand the entire map of grounds so as not to confuse origin with naturalization by nomination.

UAE citizenship by marriage: only for the wife of an Emirati

Marriage to a UAE citizen is another basis, but it works asymmetrically and comes with conditions. There are a lot of myths here, so let’s sort them out carefully.

  • Foreign wife of a UAE citizen can apply for citizenship if married for a long time. Indicative conditions: at least 7 years of marriage with at least one child, or about 10 years of marriage without children.
  • Foreign husband of an Emirati woman As a rule, citizenship is not obtained through marriage. However, the children of such a couple can apply for citizenship through their Emirati mother under certain conditions.
  • This is not a fast track. Even the wife of a citizen goes through years of marriage and a formal procedure, rather than automatically receiving a passport at the time of marriage.

Naturalization by marriage differs from the route by nomination: it does not require outstanding merit, but does require a real, lasting family union with an Emirati and compliance with deadlines. For most of our clients, this basis is not applicable, but you need to know about it - at least to avoid making unrealistic plans.

Dual citizenship in the UAE after the reform

One of the most important practical results of the 2021 reform is permission for dual citizenship for categories by nomination. Previously, Emirati citizenship typically required giving up one's previous passport, which in itself discouraged many strong candidates.

What you need to understand about dual citizenship:

  • Allowed for those nominated. Investors, professionals, scientists, talents and their families who received citizenship under the 2021 reform can retain their original citizenship.
  • Not universal. For the grounds of descent, marriage and classical naturalization by residence, stricter rules regarding the retention of a second passport have historically applied.

For a foreigner with a strong basic passport, this is fundamental: you no longer have to choose “either-or”. You can become a citizen of the UAE without losing your citizenship of your home country. We discuss the details and nuances of combining statuses in a separate article about dual citizenship in the UAE. However, it is always worth checking whether your own country allows dual citizenship.

What does Emirati citizenship provide?

It is worth understanding why you should go through this difficult path at all. UAE citizenship is not just a passport for travel, but entry into a closed circle of privileges enjoyed by Emiratis.

  • Zero income tax. Like residents, UAE citizens do not pay personal income tax - but for a citizen it is a lifelong and unconditional status.
  • Full rights in economics. Access to activities and ownership that are restricted to foreigners, as well as government support.
  • Social benefits. Citizens traditionally enjoy a wide range of social benefits not available to expats.
  • Status stability. Citizenship does not need to be renewed or confirmed, unlike resident visas.

It is the high value of citizenship status that explains why the Emirates are so careful with naturalization. The state does not distribute citizenship en masse - it grants it either by blood or to those whom it considers exceptionally valuable to the country. For most foreigners, the optimal and absolutely working goal is long-term residency status, which gives the right to live, do business and take advantage of the country’s tax advantages.

Realistic odds assessment: an expert's view

The main mistake people come to us with is the belief that an Emirati passport can be “issued” like a Caribbean one: pay a fee and receive citizenship in a few months. This is not the case in the UAE and it is important to see the real picture before you invest time and money in the wrong places.

  • Don't confuse residency and citizenship. Golden Visa, real estate, business give a residence permit - this is a working and achievable goal. A passport is a separate, much narrower story.
  • Naturalization by nomination is not a statement, but a profile. A chance comes to someone who is truly valuable to the country: a scientist, an outstanding specialist, a major investor integrated into the economy.
  • The classic 30 years is almost a theory. You should not rely on a pure calendar qualification as a strategy.
  • Origin and marriage - only with a real connection with an Emirati.

A sober assessment at the start saves years. We always start with a analysis: what basis can you really apply for and what kind of residency status should you apply for now in order to gain a foothold in the country and build a long-term strategy.

We will help you evaluate your path to UAE citizenship and residency

Naturalization in the UAE is not a story where a template helps. For some, it is more realistic to build a profile under the nomination as an investor or specialist, for others it is more realistic to go through marriage or origin, and the majority at the start need a reliable long-term resident status. We solve the issues of obtaining UAE citizenship and residence permit on a turnkey basis: we soberly assess your chances for each reason, build a strategy and support the preparation of documents.

UAE citizenship for investors: what is important to understand

The words “investor” in the list of 2021 categories make it tempting to read this as a “citizenship investment program.” This is not true, and it is important not to be deceived here.

According to the reform, an investor as a candidate for nomination must own real estate in the UAE. But owning real estate in itself does not give citizenship - it is only one of the conditions under which the authorities can consider an investor among those worthy. The decision is still made based on nomination, discretionary, and not based on the fact of purchasing an apartment for a certain amount.

How does this differ from the usual schemes:

  • There is no fixed “price” for a passport. You cannot pay X fee and get citizenship - such a tariff simply does not exist.
  • There is no automation. Even a large investor does not receive citizenship “by right” - he must be nominated.
  • There is a clear residency path. Purchasing real estate from 2 million dirhams gives a Golden Visa - this is a working tool for an investor who wants to live in the UAE for many years.

For those who are looking specifically to buy a passport for money, we say it straight: this is not the case in the UAE. The investor's realistic goal is long-term residency and, with outstanding contributions to the economy, the theoretical prospect of nomination. Read more about the connection between investments and status in the material about UAE citizenship by investment.

Bottom line: who and how to really become a citizen of the UAE

Let's draw the line. Naturalization in the UAE is not a passport purchase or a calendar formality. The classic path after 30 years of residence exists in the law, but for an ordinary foreigner it is practically unattainable. The real channel opened by the 2021 reform is naturalization by nomination for investors, doctors, scientists, inventors and talents, plus dual citizenship allowed for them.

Who should seriously consider an Emirati passport:

  • World-class specialists, scientists and doctors with scarce qualifications.
  • Large investors deeply embedded in the UAE economy.
  • Those who have a blood or family connection with a UAE citizen (by father, by marriage).

For everyone else, a and workable strategy is to start with long-term resident status first UAE Golden Visa, gain a foothold in the country, build a business and profile, and on this basis evaluate the prospect of the nomination. Current conditions and official wording should always be checked on the state portal UAE government (u.ae). We keep a complete map of routes to the passport in the guide to UAE citizenship.

Frequently asked

Questions people ask before deciding

01How many years do you need to live in the UAE to obtain citizenship by naturalization?

According to the classic route, for foreigners (non-Arabs) - about 30 years of legal residence, of which at least 20 years must be in the period after 1972. For citizens of Arab countries, the period is approximately 7 years, and for citizens of Oman, Qatar and Bahrain - about 3 years. In practice, the 30-year path to citizenship is almost inaccessible to the average expat.

02Is it possible to buy UAE citizenship by investment?

No. There is no citizenship investment program in the UAE - a passport cannot be purchased for a contribution or purchase of real estate. For investments, only a residence permit is available, primarily a Golden Visa for 10 years. Investors can be included in the list of candidates for citizenship only by nomination from the authorities, and then at discretion.

03What has the UAE Citizenship Reform 2021 changed?

In January 2021, amendments to the citizenship law were approved. They introduced naturalization by nomination for investors, doctors, scientists, inventors, talents and cultural figures, and also allowed these categories to retain their previous citizenship (dual citizenship). Citizenship can be extended to their spouses and children.

04How to obtain UAE citizenship by decree (nomination)?

You cannot submit an application yourself - there is no public form or portal. The candidate is nominated by government agencies: the courts of rulers and crown princes, the executive councils of the emirates, federal bodies and the Cabinet of Ministers. The application is then reviewed and approved at a high level. The decision remains discretionary.

05Who can obtain UAE citizenship under the 2021 reform?

Investors (owning real estate in the UAE), doctors and specialists with scarce qualifications and experience of at least 10 years, active research scientists, inventors with patents, as well as talents and cultural figures with international awards. In all cases - by nomination of the authorities, and not by application.

06Is dual citizenship allowed in the UAE?

From 2021 - yes, for categories that received citizenship by nomination (investors, specialists, scientists, talents and their families). They can keep the original passport. For the grounds of descent, marriage and classical naturalization by residence, stricter rules have historically applied. It is worth checking the laws of your country.

07How to obtain UAE citizenship from an Emirati father?

A child born to a UAE national father is of Emirati descent, regardless of place of birth. Since 2017, an Emirati mother can transfer citizenship to her children according to the established procedure. This basis is only available to those who already have a blood connection with a UAE citizen.

08Is it possible to obtain UAE citizenship through marriage?

A foreign wife of a UAE citizen can apply for citizenship after a long marriage: approximately from 7 years with a child, or about 10 years without children. The foreign husband of an Emirati woman, as a rule, does not receive citizenship through marriage, although the children of the couple can apply for it through their Emirati mother.

09Does Golden Visa entitle you to UAE citizenship?

No. The Golden Visa is a long-term residence permit for 10 years, not a passport and not a direct route to it. This is a reliable way to legally live, do business and take advantage of the country's tax advantages. Citizenship is a separate and much narrower story, accessible mainly by nomination or descent.

10Do I need to know Arabic for naturalization in the UAE?

For classic naturalization by residence, proficiency in Arabic is a condition along with legal income, good reputation and no criminal record. For the nomination path, the key role is played not by language, but by the candidate’s value to the country - his merits, investments or scientific contributions.

11What are the requirements for doctors and scientists for UAE citizenship?

A doctor or specialist must have a specialization in demand in the UAE, recognized scientific achievements, at least 10 years of experience and membership in a reputable professional organization. The scientist must be an active researcher at a university, research center or private sector. Inventors need patents or international awards.

12Is it possible for a foreigner without Emirati roots to get a UAE passport?

Realistic, but narrow. For a foreigner without a blood connection with an Emirati, the only way is naturalization under the 2021 reform nomination: as an outstanding specialist, scientist, talent or major investor. This is not a purchase or a statement, but recognition of merit by the state. Most should start with long-term resident status.
