Documents for Turkish citizenship by investment in 2026: complete checklist
Contents

Turkish citizenship by investment is granted quickly - the processing period is within the range of 3-8 months. But refusals and delays most often arise not because of money, but because of papers: a missed apostille, a translation from the wrong notary, an expired certificate of good conduct, no retention mark on TAPU. This guide breaks down each document for the main applicant and family members, explains the logic of the apostille and notarized translation into Turkish, and collects common mistakes that even prepared investors stumble upon in 2026.

Investment threshold$400,000 (real estate, 3 year retention)
Alternativedeposit / government bonds / fund shares $500,000
Review periodapproximately 3-8 months
Legalizationapostille + translation into Turkish from a notary
Certificate of good conductvalid 6 months
Familyspouse + children under 18 - in one application

Why do documents decide the outcome of a case?

The Turkish citizenship by investment program is pragmatic: the state verifies that the money actually entered the country’s economy and that the applicant does not bear any risks. The first is confirmed by financial papers (TAPU, DAB, bank statements), the second by personal documents (passports, certificates, police clearance certificate). If at least one block is assembled carelessly, the application is not silently rejected - it is returned for revision, and each such circle eats up weeks.

It is important to understand the process architecture. First, you make a qualifying investment and receive supporting documentation for it. Then you apply for a short-term residence permit for an investor (it is needed as a procedural step, and not as an independent goal). And only after this the citizenship application itself is submitted to the Office of Population and Citizenship Affairs (NVI). Each stage has its own set of papers, and a document suitable for one step may not be suitable for another due to its validity period or form of legalization.

We at BRIDGES GLOBAL have been leading Turkish cases since 2004 and see a pattern: 8 out of 10 delays are not about money, but about registration. Therefore, treat the checklist below not as a formality, but as a route map. We discuss the monetary mechanics of the program itself - thresholds, withholding, access to an E-2 visa in the USA - in detail in guide to Turkish citizenship by investment.

Personal documents of the main applicant

The basic block is the same for all investment options - only the financial part changes. Personal documents confirm your identity, marital status and trustworthiness. It is better to collect them in parallel with the investment, and not after, because some of the securities have a short shelf life.

  • International passport - valid, with a period of at least 6 months at the time of filing; copies of all marked pages.
  • Birth certificate - with an apostille from the country of issue and a sworn translation into Turkish.
  • Marriage certificate (if the applicant is married) - apostille + translation; required even if the spouse is not included in the application, to confirm status.
  • Certificate of good conduct (Adli Sicil Belgesi - analogue) from the country of citizenship and country of residence; apostille + translation; The expiration date is about 6 months, so one of the last ones is requested.
  • Biometric photos - usually up to 10 pieces per person are required, white background, format according to Turkish standards.
  • Medical insurance - a valid policy recognized in Turkey (needed for the residence permit stage).
  • Turkish Taxpayer Identification Number (Vergi Numarası) - is registered with the tax office; without it, you cannot open a bank account or make an investment.
  • Turkish bank account - the investment passes through it and the currency conversion is recorded.

Let us separately note the power of attorney. Most applicants do not live in Turkey permanently and complete the transaction and submission through a representative - this requires a notarized power of attorney (often in several copies, with a biometric photo). It will also be legalized with an apostille if it was issued outside of Turkey.

Documents confirming the investment

This is the heart of the dossier. It is the financial documents that prove that you have met the qualifying requirement of the program. The composition depends on the chosen option, but the logic is the same: the complete chain must be traced - where the money came from, how it was converted into Turkish lira and what it was invested in.

For the real estate route (from $400,000):

  • TAPU - Turkish property title from the cadastre. This is the main document of the route. A sales restriction mark (kısıtlama şerhi) is registered on it - an obligation not to sell the object for 3 years. Without this mark, TAPU does not work for citizenship purposes.
  • Evaluation report (SPK evaluation) - an independent assessment by a licensed appraiser confirming that the market value of the property reaches the threshold. The Ministry of Finance looks at the estimated price, and not just the contract price.
  • DAB (Döviz Alım Belgesi) - currency purchase certificate. The money must come from abroad, go through a Turkish bank and be converted into lira through the mechanisms of the Turkish Central Bank. DAB records this operation - without it the connection “foreign money -> purchase” is not proven.
  • Purchase and sale agreement and bank statements - confirm the fact and amount of payment to the seller.

For $500,000 options (bank deposit, government bonds, shares of an investment fund, fixed capital) a different set: a certificate from the bank / broker about the placement of funds, fund documents, and an obligation to hold the asset for 3 years, certified by the relevant regulator (for financial instruments - through the Capital Markets Council, SPK). You can check the status and details of the cadastre on the portal Turkish General Directorate of Land Registry (TKGM).

Documents for family members

Türkiye allows you to include a spouse and children under 18 years of age in your application - they receive citizenship at the same time as the main applicant, without a separate investment. This is one of the strong advantages of the program. But a separate package is prepared for each family member, and this is where gaps most often arise because applicants concentrate on themselves.

  • Spouse: international passport, marriage certificate (apostille + translation), own police clearance certificate (separate, not shared with the applicant), biometric photos, medical insurance.
  • Children under 18: international passport, birth certificate indicating both parents (apostille + translation), biometric photos. If the child is included by only one parent, notarized consent of the other parent may be required.
  • Documents proving relationship - if the names in the documents differ (for example, after a change during marriage), connecting evidence is needed.

An important nuance of 2026 about adult children. A child over 18 years of age is not automatically included in the parent’s application - he needs either his own qualifying investment, or entry through the division of shares in a common asset (for example, a share in real estate that brings his personal part to the threshold). This requires separate legal elaboration of the ownership structure. We discussed family scenarios and pitfalls in more detail in the material Turkish citizenship for the whole family.

Expert commentary

“In more than twenty years of practice, I have become convinced that Turkish citizenship is lost not in money, but on paper. The applicant earned $400,000, bought an excellent apartment - and received a refund, because he collected a certificate of good conduct in February, but submitted it in September, and it expired. Or he translated the birth certificate at home and put an apostille on top of the translation. Trifle? This is two to three weeks to redo every little thing like that. Therefore, we build our work in reverse: first we draw a calendar of expiration dates, and only then we start collecting. A document with a short deadline always comes last. It sounds boring, but this is what keeps your case in the corridor for three to eight months, and does not stretch it out for a year.”

Apostille and notarized translation into Turkish

This is the part where the most time and nerves are lost. Türkiye accepts any foreign document only in legalized form. The procedure is strict and cannot be violated: first, legalization in the issuing country, then translation and certification in Turkey.

Step 1 - apostille. A document (birth certificate, marriage certificate, police clearance certificate) receives an apostille in the country that issued it. Apostille is a simplified form of legalization under the 1961 Hague Convention, to which Türkiye is acceded. If the issuing country does not participate in the convention, the apostille is replaced by consular legalization - this is longer and more complicated.

Step 2 - translation and notarization in Turkey. An already apostilled document is translated by a sworn (yeminli) translator, and the translation is certified by a Turkish notary. Important: the translation is made in Turkey and by a Turkish notary - translations made and certified abroad, as a rule, are not accepted.

Typical sequence pitfalls:

  • First, the document was translated at home, then an apostille was placed - in this case, the apostille is on the original, but the translation is not legalized; will have to be redone.
  • The apostille is placed on a copy, and not on the document required by the authority - you need to clarify the form in advance.
  • The names in translation are transliterated differently than in the international passport - the discrepancy in the Latin alphabet creates an identification problem; The spelling must match the passport down to the letter.

Advice: reduce all transliteration of names (yours, spouse, children) to one option - the one in foreign passports - and give it to the translator in advance. This removes half of the typical corrections.

Summary checklist: main applicant and family

Below is a compact table that is convenient to refer to at the end of the assembly. The columns show what is being prepared for each participant. Remember: TAPU, DAB and assessment exist in a single copy per investment (they are not duplicated for each family member), and personal papers are needed for each individual.

DocumentApplicantSpouseChildren under 18
International passport (+ copies)YesYesYes
Birth certificate (apostille + translation)YesYesYes
Marriage certificate (apostille + translation)YesYes-
Certificate of good conduct (apostille + translation)YesYes-
Biometric photosYesYesYes
Medical insurance (for residence permit stage)YesYesYes
Turkish Taxpayer Identification NumberYes--
Consent of the second parent--If necessary
TAPU/DAB/assessment reportYes (for investment)--

Separately, keep your Turkish account details and payment confirmation handy - they are often requested again during the final submission. And create a single digital archive with scans of all legalized documents: when returning for revision, this saves days.

Expiration dates, submission procedure and cost of support

Documents are not a static set, but a living system with deadlines. Some papers get old, and if collected too early, they will be overdue by the time they are submitted. The logic of deadlines must be kept in mind from day one.

  • Certificate of good conduct - about 6 months shelf life. Request it as one of the last ones, when the investment has already been completed.
  • Medical insurance - must be valid at the time of the residence permit stage; extended if necessary.
  • TAPU with withholding mark - termless as a title, but the mark of non-alienation lasts for 3 years; You cannot sell before, otherwise the basis of citizenship is lost.
  • International passport - at least 6 months before expiration on the filing date.

The procedure is in the correct order: obtain a TIN and open an account -> bring in money from abroad and issue a DAB -> make an investment (purchase with TAPU and assessment, or deposit/fund) -> issue an investor residence permit -> apply for citizenship at NVI -> wait for a decision (approximately 3-8 months) -> obtain a Turkish passport and ID card.

The cost of professional support depends on the option and family composition: the more foreign documents and the more complex the ownership structure (especially with adult children through the division of shares), the more work on legalization. We prepare an exact estimate and list for your specific situation individually - leave a request for a BRIDGES GLOBAL consultation, and we will put together a personal checklist with deadlines.

Common mistakes with documents and how to avoid them

Over the years, Turkish cases have accumulated a repeating list of rakes. Most mistakes cost time, not money - but in migration, time is the main resource. Let's look at the most expensive ones.

  • Disturbed sequence of legalization. The translation was done before the apostille or certified abroad. Solution: always apostille -> then translation from a Turkish sworn translator and notary in Turkey.
  • Discrepancy in transliteration of names. The birth certificate has one spelling in Latin, the passport has another. The organ sees two different people. Solution: we fix the uniform spelling according to the passport and transfer it to the translator in advance.
  • No retention mark on TAPU. If you bought an object, but did not register an obligation not to sell for 3 years, the investment does not qualify. Solution: check the availability of kısıtlama şerhi immediately after registration.
  • No DAB or money went in incorrectly. The payment took place within Turkey or without conversion through a bank - the “foreign funds” chain has not been proven. Solution: raise capital from abroad and issue a DAB for each tranche.
  • Expired certificate of good conduct. Collected at the beginning, the deadline for submission has expired. Solution: request at the very end of the build.
  • Buying in a "closed" area. This is critical for the residence permit route for real estate: where the share of foreigners exceeds the threshold, restrictions apply. Solution: check the status of the location before the transaction.
  • They forgot about the adult child. They thought that he would enter automatically - but he needs his own investment or share. Solution: Design the ownership structure in advance.

If you are choosing between Turkey and other passports, it is useful to compare the document packages and program logic: we analyze this in the materials UAE or TürkiyeandGrenada or Türkiye.

Dossier review by an expert before submission

Before submitting the package to NVI, the dossier undergoes a final reconciliation - and this is not a formality. The expert checks three things at the same time: completeness (whether all documents are in place for each participant), validity (whether the deadlines have not expired, whether the apostille-translation sequence is correct) and consistency (whether the names, dates and amounts match between all papers). It is precisely on consistency that independent applicants most often stumble: each document individually is impeccable, but they conflict with each other.

A separate focus is the financial chain. The expert verifies that the DAB, bank statements, contract and TAPU add up to a consistent history of the flow of money from the foreign source to the qualifying asset. Any gap here is a reason to request additional documents and waste weeks.

The relevance of the norms is also checked at the moment: thresholds, lists and forms of legalization change point by point, so it’s worth relying on official sources - General Directorate of Population and Citizenship of Turkey (NVI). Türkiye is not part of the EU and Schengen, but a Turkish passport provides access to an E-2 investor visa in the United States - this scenario is also taken into account when planning. We describe the step-by-step procedure for obtaining it in the guide. how to obtain Turkish citizenship by investment.

Frequently asked

Questions people ask before deciding

01What is the main document when buying real estate?

TAPU - Turkish property title from the cadastre. It must bear a sales restriction mark (kısıtlama şerhi), recording the obligation to hold the object for 3 years. Without this mark, the investment does not qualify for citizenship.

02What is DAB and why is it needed?

DAB (Döviz Alım Belgesi) - currency purchase certificate. He confirms that the money came from abroad and was converted into Turkish lira through the bank. Without DAB, it is impossible to prove that the investment was made with foreign funds.

03Do all foreign documents need to be apostilled?

Yes. Birth and marriage certificates, police clearance certificates and powers of attorney must have an apostille from the country of issue. If the country does not participate in the Hague Convention, the apostille is replaced by consular legalization.

04Where can I translate into Turkish?

The translation is performed by a sworn (yeminli) translator, and certified by a Turkish notary - in Turkey. As a rule, translations made and certified abroad are not accepted. First, an apostille on the original, then the translation.

05How long is a police clearance certificate valid?

Approximately 6 months. Therefore, it is one of the last to be requested - when the investment has already been formalized - so that by the time it is submitted to NVI it remains valid.

06What documents are needed for a spouse?

International passport, marriage certificate (apostille and translation), a separate certificate of good conduct for the spouse himself, biometric photos and medical insurance. The certificate needed is personal; there is no general certificate for a family.

07What to cook for children under 18 years old?

International passport, birth certificate indicating both parents (apostille and translation), biometric photos. If the child includes one parent, the notarized consent of the second may be required.

08Can an adult child be included?

Not automatically. A child over 18 needs their own qualifying investment or entry through the division of shares in a common asset up to a personal threshold. This requires a separate study of the ownership structure.

09Do you need health insurance?

Yes, a valid insurance policy recognized in Turkey is required at the stage of obtaining an investor’s residence permit, which precedes the application for citizenship. The policy is extended if necessary.

10How many biometric photos do you need?

Usually up to 10 pieces for each participant in the application - white background, format according to Turkish requirements. It is better to have a reserve, since photos are used at several stages of the procedure.

11What is the most common mistake with documents?

The legalization sequence is broken: the translation is done before the apostille or certified abroad. The correct order is first an apostille in the issuing country, then a translation from a Turkish sworn translator and notary in Turkey.

12How to avoid problems with name spelling?

Fix a single transliteration of all names strictly according to foreign passports and give it to the translator in advance. The authority interprets discrepancies in the Latin alphabet between the passport and the translation as different people and returns the dossier.
