Application form: M127, not M125

It is important not to confuse the forms, as this happens frequently. In Cyprus, the citizenship application is submitted using different forms depending on the basis:

  • M127 - Naturalization "based on years of residence." This is the pathway for investors, employed professionals, and anyone who has met the required residency threshold. This form is completed by those who have gone through temporary and permanent residence permits.
  • M125 - Acquiring citizenship through marriage or civil partnership with a Cypriot citizen. Completely different grounds, different package.

If you naturalize through investment residence permit and years of residence, your form is - M127It is filled out neatly, in print letters or typewritten, without corrections. The form must not be signed at home: the signature is affixed in the presence of a Court Registrar on Cyprus or a consular officer of a Cypriot embassy abroad. The application is submitted in two copies to the district administration at your place of residence, with the attached state fee. Unfilled fields, missing residential addresses for all years, or discrepancies between data in the form and attached documents are frequent reasons for rejection.

Passports and identity documents

The first section confirms identity. Cypriot officials want to see not only the current document but also the entire "paper biography" of your travels.

  • Valid foreign passport - color copy of the data page, plus original for verification.
  • All previous foreign passports for the residence period - copies of all pages, including blank pages and stamped pages. The inspector will reconstruct your physical presence on the island based on the stamps.
  • Domestic passport / ID of country of citizenship - copy with translation, if the document is not in English or Greek.
  • Pink card (Alien Registration / ARC) and Cypriot residence permit - copy of the current and previous ones.

Practical advice: do not discard old foreign passports. If a passport with stamps for the required years was surrendered or lost, reconstructing the entry-exit history will require a certificate from the border service, which takes additional weeks. Keep all passports until the citizenship decision enters into force.

Residence permit history: proving legal residence

The core of naturalization is to prove that for all required years you were legally on Cyprus. The standard requirement as of 2026 is 7 years of legal residence out of the last 10, with the last 12 months before submission being continuous, without absences exceeding 90 days in total. For investors, in practice, the guideline is 8 years of status, during which at least 7 years of actual presence accumulates (approximately 2555 days). With Greek language level B1, the requirement is reduced - you can apply earlier (from 3-4 years depending on category and language level).

What confirms the legality of all these years:

  • Copies of all residence permits - temporary residence permit, renewals, and permanent residence (Permanent Residence) through investment.
  • Migration service decisions on issuance and renewal of status.
  • Registration through MEU / ARC and confirmation of residential address for each year.
  • If the status category changed - documents showing there was no break in legal residence.

Proof of physical presence on the island

Legal status and actual presence are different things. You can have permanent residence and still fail to meet the presence requirement. Therefore, a separate evidentiary basis is collected to prove you actually lived on Cyprus, not just appeared once every two years.

The main document here is a detailed table of all entries and exits for the entire qualifying period, compiled based on passport stamps. It is accompanied by:

  • Border control stamps in all passports (copies of all pages).
  • Boarding passes and airline tickets, booking confirmations - as additional proof of dates.
  • Rental agreement or purchase and sale contract for property on Cyprus for the corresponding years.
  • Utility bills (electricity EAC, water, internet) in your name - a living trace of permanent residence.
  • Statements from a local bank account with regular household expenses on the island.
  • Certificates: children's school on Cyprus, medical records, membership in local organizations - anything showing that the center of your life was here.

The denser this "household trail," the fewer questions arise. Discrepancies between declared days and passport stamps are among the most common reasons for rejection or requests for additional documents.

Certificates of good conduct: Cyprus and country of citizenship

Reliability is checked along two lines simultaneously, and both certificates are mandatory.

  • Certificate of good conduct from Cyprus (Certificate of Clean Criminal Record / Previous Convictions Registry) - issued by Cyprus Police. The validity period at the time of submission is 6 months, so it is ordered near the end of document collection, not at the beginning.
  • Certificate of good conduct from country of citizenship (and from countries where you lived for a long time). It must be legalized with an apostille and translated.

Important nuances:

  • A Cypriot certificate goes without an apostille within the country, but when submitted through an embassy abroad, it is apostilled.
  • A foreign certificate - mandatory with apostille from the issuing country and sworn translation into Greek or English.
  • The applicant must not have a criminal record and must not pose a threat to national security and public order - this is a direct legal requirement.

If there were administrative or other incidents in the past, it is better to disclose them in advance with an explanation rather than hope they will not surface: lack of transparency discovered during verification damages the case more severely than the incident itself.

Greek language B1 and a test on knowledge of Cyprus.

With the naturalization reform, an integration block was introduced - and without it, the application will not be accepted on an expedited timeline.

  • Certificate in Greek language at B1 level. on the CEFR (Common European Framework) scale. The examination is conducted through structures of the Cyprus Ministry of Education. A B1 certificate not only confirms integration but also reduces the residency requirement - with it, you can apply for citizenship one to several years earlier.
  • Test on knowledge of the basics of Cypriot history, culture, political and social system. - an equivalent of a "citizenship test." It is taken after or together with the language test.

Important points regarding these documents:

  • These are Cypriot certificates; apostille and translation are not required - they have already been issued by the local competent authority.
  • Both exams must be taken BEFORE submitting M127: ready certificates of successful completion are attached to the application.
  • Level B1 is required for naturalization and citizenship; for permanent residency. Cyprus residence permit under Regulation 6.2 does NOT require language. - this is a common confusion. If you are still at the residency stage, you do not need to take the language exam.

Plan exam preparation in advance: this is the only block in the package that cannot be "purchased" or expedited with money - you need time for training.

Birth certificates, marriage certificates, and family documentation.

Marital status is confirmed by vital records documents, and it is these that most often "stumble" on apostille and translation.

  • Birth certificate of the applicant - original or notarized copy, apostille, translation into Greek.

The final block is formal, but it is here that cases often "stall" due to minor issues.

  • Letters of recommendation / references from Cyprus citizens of good repute (requirement depends on category and submission district) - confirm your integration and character.

What to apostille, what to translate, and how

Apostille and translation are two separate actions, and the order matters here.

  • Apostille is affixed in the country that issued the document, to the original or notarized copy. This is an international mark under the Hague Convention of 1961.
  • Translation is done AFTER the apostille - so that the translator translates the apostille stamp as well. The translation must be sworn/certified, in Greek or English.
  • Countries without the Hague Convention - instead of an apostille, a chain of consular legalization (Ministry of Foreign Affairs of the country - Embassy of Cyprus - Ministry of Foreign Affairs of Cyprus).

Typical mistakes that cost months:

  • The document was translated, then the apostille was affixed - the apostille remained untranslated, the document is rejected.
  • A "home" or online translation was made without a sworn translator's certification.
  • An apostille was affixed to a laminated original (old-format certificates) - such documents are sometimes not accepted for apostille.

Practical route: original - apostille in the issuing country - sworn translation into Greek (together with the apostille stamp) - submission. It is better to have the translation done in Cyprus by a translator whose translations are accepted by local authorities.

Validity periods of certificates: what expires first

Some documents are "permanent" (birth certificate), while others have expiration dates - and it is precisely because of them that the package must be assembled in the correct order, ordering "perishable" items last.

  • Certificate of no criminal record (Cyprus and country of citizenship) - as a rule, valid for 6 months at the time of submission. Ordered last.
  • Tax clearance and social insurance statements - current, usually "fresh" as of the submission date (approximately 3–6 months).
  • Bank statements - for the past months, current at submission.
  • Photographs - recent, usually not older than 6 months.
  • Foreign passport - valid, preferably with a validity period buffer of more than six months.
  • Civil registry certificates, apostilles - indefinite as a fact, but Cypriot authorities sometimes request a "fresh" newly issued copy, especially for marriage.
