Türkiye and dual citizenship: why refusal is rare
Turkish nationality law (Law 5901) expressly allows for multiple nationalities. This means that Türkiye itself does not force you to let you go: remaining a Turk with a second or third passport is absolutely legal. The conflict arises not from Turkey, but from the second country.
Let's look at it in practice. If you receive citizenship of a state that recognizes dual citizenship (most Caribbean countries, a number of EU countries, the USA de facto), there is no need to renounce Turkish at all. It is enough to live with two passports. The problem only appears where the new homeland sets an ultimatum: “either us or them”.
- Dual citizenship is recognized: no failure is required, no exit procedure needs to be run.
- Not recognized (mono-citizenship): the new country will ask for a document of renunciation of previous citizenship as a condition of naturalization.

Exit, deprivation and loss: three different things
Before talking about the procedure, it is important to separate three concepts that are often confused. Turkish law distinguishes several ways to lose citizenship, and their consequences are fundamentally different.
- Exit by permission (çıkma izni) - a voluntary procedure based on your application. You yourself ask to be allowed to leave, the state checks the conditions and issues permission. This is a “peaceful divorce”: you retain property rights, the right to a Blue Card, and the opportunity to regain citizenship in the future.
- Deprivation of citizenship (kaybettirme/iptal) - a coercive measure by the state. It is used, for example, when detecting fraud during naturalization, serving in a foreign army without permission, or working for a hostile state. - Loss (kaybetme) - occurs due to circumstances, without your active desire and without sanction: for example, in rare situations described in the law.
The key difference: you initiate and control exit, while deprivation is initiated by the state against you. After voluntary withdrawal, you remain on friendly terms with Turkey and receive a Blue Card. After deprivation - no. Conditions for release: who will be released and who will not
Renouncing Turkish citizenship is not an automatic right. The law puts forward a set of conditions, and until you meet them, permission will not be given. This is done so that a person does not remain stateless (stateless) and does not run away from obligations to the state.
Basic conditions for exit:
- Age of majority and legal capacity. The applicant must be of majority age and able to act independently. Parents decide for minors - with separate requirements (see below).
- Availability or guarantee of another citizenship. This is the most important thing. You either already have a passport from another country, or provide convincing evidence that you are about to receive one. Türkiye will not let you go “to nowhere” so that you do not become a stateless person.
- No search. You must not be wanted for a criminal case or for evading military service.
- Closed obligations. There are no unfulfilled financial obligations to the state and unlifted criminal restrictions that prevent exit.
Separate block - conscription for men. A man of military age must first either serve or formally resolve the issue (deferment, payment of release, where applicable), and only then launch the exit. While the “army” issue is open, permission to leave will not be issued. Previous records of the service are retained in the archives.
If at least one condition is not met, the application will either be rejected or suspended until the obstacle is resolved. That is why, before applying, it makes sense to obtain a certificate of no debts and check your military status.
Procedure step by step: from application to decision
It is important to fix the main thing: renunciation of Turkish citizenship is not a notification, but a permitting procedure. You can’t just write “I refuse” and consider yourself free. Citizenship is terminated not at the moment of filing the application, but at the moment when the authorized body issues the permit. Until then, you remain a full-fledged citizen of Turkey.
The route looks like this:
- Step 1. Prepare the package. Collect documents (see next section), including proof of existing or future acquisition of another citizenship.
- Step 2. Submit an application. Inside Turkey - to the Department of Population and Citizenship Affairs (Nüfus ve Vatandaşlık İşleri, nüfus) at the place of residence, usually through the governorate (valilik). Abroad - to the Turkish consulate. You can submit it personally or through a representative using a special power of attorney, which expressly states such authority. The application is accompanied by a handwritten petition of voluntary intent.
- Step 3. Check. The authorities are checking: military status, absence of a wanted list and debts, presence of grounds for exit. This stage approximately takes 3-6 months.
- Step 4. Decision of the presidential administration. The final permit is issued by the presidential administration (a power previously vested in the Council of Ministers). It is his decision that terminates citizenship.
- Step 5. Exit document. Those who leave to obtain citizenship of another country are issued a “permit document” (çıkma izin belgesi). It is valid for approximately two years: during this time you need to confirm that you have indeed received foreign citizenship, otherwise the permit will lose its validity.
In other words, the state gives you a “window”: you get permission, apply for a second passport, confirm this - and then the exit becomes final. If the new citizenship is not issued within the period, the document is canceled and you remain a Turkish citizen. What documents are needed to exit?

- Exit application form and a handwritten petition, which sets out the voluntary intention and, in some cases, the reasons for the refusal.
- Turkish passport or identity card (kimlik).
- Proof of other citizenship: a foreign passport, a certificate of naturalization, or an official letter from the country stating that the process of obtaining citizenship has been launched and is close to completion.
- Document on military status - for men (about the fulfillment, postponement or settlement of an obligation).
- Birth certificate or extract from the population register (actual record).
- Photos established sample.
- Duty payment receipt - the amount is symbolic, approximately equivalent to about 15 dollars in 2026 (to be specified).
Foreign documents usually require legalization (apostille) and sworn translation into Turkish. What does this mean in practice:
- Children do not “drop out” with their parents. To change the citizenship of a child, you need a separate application and a separate assessment of the situation.
- The consent of both parents or a court decision is required. A minor’s renunciation of citizenship is possible only with the consent of the parents (usually both) or by a court decision protecting the interests of the child.
- The child should also not remain stateless. The same principle: if the child does not have and will not have another citizenship, exit will not be allowed.
- The right to a Blue Card is inherited. The descendants of a person who renounced citizenship by permission, up to the third degree of kinship, have the right to receive a Blue Card - that is, the connection with Turkey does not break for subsequent generations.
In practice, families more often leave Turkish citizenship to their children, even when a parent is forced to renounce his: this preserves all the rights of the child in Turkey and does not close his path in the future. It is better to make the decision to change the child’s status consciously and separately, and not “at the same time” with the parental application.
Real estate, investment and business after exit
If you received Turkish citizenship by investment - for example, through the purchase of real estate from $400,000 - there is a natural fear: whether the asset will be taken away upon exit. It's important to understand the two different layers here.
Layer one is the CBI program commitment. Citizenship by investment is issued under the condition of holding the asset for three years (real estate cannot be sold earlier). This obligation exists at the time of receipt of the passport. Layer two is property after exit. The former citizen does not lose the right to own real estate and business in Turkey. Moreover, exit with permission gives the right to Blue card (Mavi Kart), which retains almost all civil rights:
- ownership, inheritance, purchase and sale of movable and immovable property;
- living and working in Turkey without a separate work permit;
- conducting business and investing;
- free entry and stay.

Blue Card (Mavi Kart): what you save
The Blue Card is a key mechanism that makes leaving Turkish citizenship less dramatic than it seems. This is an official document for those who acquired Turkish citizenship by birth and then renounced it by permission (çıkma izni), as well as for their descendants up to the third degree of kinship.
What does Mavi Kart give to its owner:
- Property rights on an equal basis with citizens: to own, inherit, buy and sell real estate and movable property.
- The right to live and work in Turkey without a work permit - quotas, minimum wage requirements and other restrictions usual for foreigners do not apply.
- The right to conduct business and invest.
- Free entry and stay - without a visa and without a residence permit as a foreigner.
What the Blue Card does not provide: political rights (voting, elected office), and also - logically - a Turkish passport as a citizen's document. To travel, you use the passport of the new country.
An important nuance: the right to a Blue Card applies specifically to those who were citizens by birth and left with permission. Taxes and obligations upon exit
Giving up citizenship is not a way out of tax obligations, and it is dangerous to confuse one with the other. Tax residency in Turkey is determined not by a passport, but by the fact of residence and the center of vital interests. You can be a citizen and a tax non-resident, and vice versa - a non-citizen with Turkish tax residence.
What is important to keep in mind:

- VAT (KDV) and taxes on real estate transactions remain mandatory for non-citizens - ownership of property in Turkey is taxed regardless of citizenship.

Is it possible to return citizenship later?
Another argument in favor of the fact that voluntary exit is not a “burnt bridge.” Turkish legislation provides for the possibility of re-acquiring citizenship for those who renounced it with permission. This is a separate recovery process and the details vary depending on the circumstances.

A “peaceful” exit leaves the door ajar; forced deprivation often closes it tightly. Most problems when renouncing citizenship arise not because of the complexity of the procedure, but because of hasty decisions and incorrect premises. This is what most often goes wrong.
- Refusal “just in case.” A person renounces Turkish citizenship, although the new country recognizes dual citizenship and did not require a waiver. The result is a lost asset for no reason. Always ask for written confirmation of the host country's requirements.
- Ignoring the military issue. Men start the procedure without regulating their military duty and receive a refusal or a pending case.
- Confusion of exit and deprivation. They agree to wording that, when translated, means forced loss, depriving them of the right to a Blue Card.
- Selling an investment asset ahead of schedule. Attempting to exit and "cash" at the same time before the three-year CBI hold expires creates a condition violation.

A separate practical risk is timing.
