01 / The essentials first
What you need to know before you consider Sierra Leone
This is the only page in our range that begins with a warning. The route is sold as a citizenship-by-investment programme, but no published act introducing such a ground exists in open sources. Below are the four things that decide whether it is worth looking further at all.
- The legal status is not confirmed
There is one official document on the route — the press release of the Immigration Department of 2 January 2025. It contains no amounts, no programmes and no reference to any statute. The regulation the agents cite is not published.
- The statute in force requires residence
The Citizenship Act 1973 allows naturalisation after 8 or 15 years of continuous residence, and section 9 only on the oath and a declaration of residence and employment satisfactory to the Minister.
- Three different routes
Fast Track and Heritage give citizenship; Residence through gold gives permanent residence. These are fundamentally different statuses and we will not substitute one for the other.
- The value is West Africa, not mobility
The right to live and work in ECOWAS is the one thing in which this passport beats Vanuatu and Nauru. And the community now has 12 states rather than 15: three countries left it on 29 January 2025.

05 / How the work runs
From the conversation about the legal status to the documents
No state authority publishes a processing standard, so we promise no timings by stage. Below is the sequence of the work and who answers for what.
- A conversation about the legal status
We begin not with money but with what is confirmed on this route and what is not. If you decide afterwards not to go further, that is a normal outcome and we will not talk you out of it.
- A preliminary assessment
We check the citizenship, the family and the applicant’s background. On the Heritage route we look separately at whether there is a documentary and genealogical base for the DNA proof. No documents are needed at this stage.
- Written confirmation of the terms from the agent
Before any payment we ask in writing for the tariffs in force, how the check fee is charged, the format of the oath and, on the gold route, the mechanism for exiting the metal after 5 years.
- The cost structure
We build the quotation across the three routes and show what is inside the amount and what is paid on top: the fee, legalisation, translations, the DNA test, the notary.
- Preparing the file
We assemble the documents and the evidence of the source of funds, and arrange translations, apostilles and certifications. Heritage adds a genealogical pack and the DNA test.
- Due diligence
The material goes through the check. The reviewer may request further information about the applicant and the adult members of the family.
- Escrow and the payment schedule
Payments run through the escrow fee per application. The order and sequence of the payments are fixed by the agreement before the first transfer.
- The oath and the documents
The statute requires an oath of allegiance to the Republic of Sierra Leone. How it is taken and notarised, and how the passport is issued, are confirmed against the procedure in force as at the date of filing.

What has to be prepared for due diligence
The applicant and the adult members of the family are checked — $5 000 per person under the quotation. Children under 18 are not checked and no fee is charged for them. Below are the areas on which information is gathered. The first consultation takes place without handing over any documents.

The chronology of employment, senior positions, participation in companies and public activity.
- Current and previous citizenships
Every passport and residence permit, including those lost and those obtained under investment programmes.
- Tax residency
The countries in which you are treated as a tax resident, and the grounds for that status.

Where the particular money paying for the participation came from: the sale of a stake, dividends, salary, an inheritance.
- The source of wealth
How the capital was built over a career — a wider picture than the origin of a single amount.
- Banking relationships
The banks used, the history of the relationship, letters and statements for the period required.
- Corporate structures
Shareholdings, beneficial ownership, trusts, foundations and holding companies.
- Court and criminal proceedings
Current and concluded proceedings, civil disputes and tax claims included.
- Sanctions and PEP factors
A check against the sanctions lists and the status of a politically exposed person — for you and for connected persons.
- Adverse media
Publications in the press and in open databases that the reviewer will see and will ask about.
- Descent under the Heritage route
The genealogical line and the DNA proof of African descent within five generations: exactly what proves it and who accepts the result.
- Information on adult family members
The same data for every adult participant in the application. Children under 18 are not checked.
A complete set of documents does not mean automatic approval. The final decision is taken by the state authority after its own check, and no adviser can guarantee it.

It announces an intention to simplify the naturalisation of investors and of persons of Sierra Leonean descent, but contains no amounts, no programmes and no reference to any statute. The regulation the agents cite is not published in open sources; no parliamentary debate has been found; where the money goes is not disclosed. Until that question is closed we do not put this route into active sale and do not recommend it as the main option.

The Citizenship Act 1973 allows naturalisation on continuous lawful residence in the country: eight years where a parent of the applicant is of Negro-African descent and fifteen years for everyone else. Section 9 as amended in 2006 further requires majority and capacity, the oath of allegiance under the First Schedule, a registered declaration of residence and employment satisfactory to the Minister, and payment of the prescribed fees. The residence requirement is written into the statute itself — and that is exactly why we put the question of whether it can be waived by secondary legislation to the agent in writing and wait for a written answer.

Section 16 of the Act as in force allows the Minister to deprive any naturalised person of citizenship if satisfied that keeping the status is not conducive to the public good. The wording is wide and the Act describes no appeal mechanism. There is no such provision for citizenship by birth — that is a difference between a naturalised and a natural-born citizen worth knowing in advance.

In the rankings of freedom of movement the Sierra Leone passport sits at the end of the second hundred — around 139th. Visa-free or simplified entry is open to roughly 50-60 destinations, mostly in West Africa, the Caribbean and a few countries in Asia. The Schengen area, the United Kingdom, the United States, Canada, Australia, China and Türkiye all require a visa; the UAE and Hong Kong require an electronic authorisation. If the task is visa-free Europe, this route does not solve it, and we will not sell it as if it did.

The right to live, work and do business in West Africa is the one thing this passport does better than Vanuatu or Nauru. But the figure of «15 countries» that circulates in open material has to be corrected: Burkina Faso, Mali and Niger left ECOWAS on 29 January 2025, and the community’s official list now has 12 states. The community stated that it continues to recognise the passports of the departed countries until further notice, and they announced they would keep freedom of movement in return — but those are political statements, not an obligation binding on them under the protocol. Besides, visa-free entry under the ECOWAS protocol and the right of permanent residence are different things: in practice a local permit is obtained for a long stay and for work.

The gold route gives resident status, and we will not blur the terms. Of a total of roughly $209 200, about $137 200 is the bar — your asset in the state vault, not an expense; the real non-refundable cost is around $72 000. Three things have to be said before payment. First: the price of the bar changes daily with the spot price of gold, so the calculation holds for one day. Second: the terms of the exit after 5 years — the mechanism of the return, the buyer, the buy-back price and what happens if the gold price falls — are not described in open sources and must be fixed in the agreement. Third: storing the metal costs $150 a year per kilogram, and an early exit from the metal, as the route is described, revokes the status and carries a penalty of 15% of the market value of the asset.
The validity of the passport5 years for an adult and for a child alike
An ordinary biometric Sierra Leone passport is issued for 5 years whatever the applicant’s age — there is no ten-year document for adults as in some other jurisdictions. When it expires a new passport is issued and the fee is paid. The citizenship itself has no expiry, and dual citizenship is permitted by section 10 of the Act as amended in 2006.

A tax residency certificate is offered as a separate service for $10 000. Neither citizenship nor such a certificate ends tax obligations in other countries: residency is determined by the law of the particular countries and by the facts — where you live, where the centre of your interests lies, how many days you spend. A bank or a tax authority is entitled to look at substance rather than at paper. That is separate work with a tax adviser, not a side effect of a passport.

Banks run their own compliance and assess documents obtained under fast-track naturalisation separately, sometimes warily. Evidence of the source of funds will be required in any case. We will not promise an account «bundled with the passport».
Keeping your current citizenshipIt is checked against the law of your own country
Sierra Leone permits dual citizenship. But what obtaining a second passport entails is determined by the law of the country of your current citizenship — including any duty to notify and the time allowed to do it.

Is this an official citizenship-by-investment programme?
No, and we say so first. It cannot be called a citizenship-by-investment programme in the sense that Vanuatu, Nauru or the Caribbean programmes are: no published act or regulation introducing such a ground exists in open sources. What does the statute in force say, then?
The Citizenship Act 1973, as amended in 1976, 2006 and 2017. Naturalisation under it requires continuous lawful residence in the country: eight years where one of the applicant’s parents is of Negro-African descent, and fifteen years for everyone else. Section 9 as in force adds majority and capacity, the oath of allegiance, a registered declaration of residence and employment satisfactory to the Minister, and payment of the prescribed fees. The residence requirement is written into the statute itself rather than into secondary legislation — which is exactly why we put the question of what replaces it on the fast-track route in writing.
How do the three routes differ?
Fast Track — citizenship in up to 90 days, with a contribution of $140 000 for the main applicant. Heritage — citizenship in up to 60 days, with a contribution of $100 000, but DNA proof of African descent within five generations is required. Residence through gold — status in up to 40 days: a base fee of $65 000 plus a 1 kg bar of 99.99 fineness placed in the state vault for 5 years. The third route gives permanent residence, not citizenship.
What does it cost to include the family?
An ordinary dependant — the spouse, a child under 18, a parent or a grandparent — is $10 000 per person. A special dependant — an adult child or a brother or sister under 30 — is $20 000. A business partner or co-investor who is not a relative is $30 000. Above that: due diligence of $5 000 for each adult participant and an escrow fee of $2 000 per application. Children under 18 are not checked and no fee is charged for them. In total a single applicant under Fast Track is $147 000 and under Heritage $107 000.
What is not included in the calculation?
The BRIDGES GLOBAL fee, legalising the documents, translations, the DNA test under Heritage and notarising the oath. How the due diligence fee is charged is confirmed with the agent: some sources state a single fee per application rather than one per participant. A change of name and a tax residency certificate are separate services on request, at $10 000 each.
Is residence through gold citizenship?
No. It is permanent residence. Of a total of roughly $209 200, about $137 200 is the bar — your asset in the state vault, not an expense. The real non-refundable cost of the route is around $72 000. Storing the metal costs $150 a year per kilogram.
What matters on the gold route before payment?
Three things. The price of the bar changes daily with the spot price of gold: our calculation was checked on 8 August 2026 and holds for one day. The terms of the exit after 5 years — the mechanism of the return, the buyer, the buy-back price and what happens if the gold price falls — are not described in open sources and must be fixed in the agreement before any money moves. Who does it actually suit?
Three cases. A business with interests in West Africa — mining, agriculture, logistics, trade. An applicant of African descent who can prove it documentarily and genetically: Heritage from $107 000 with a stated time of up to 60 days is the most accessible position in our range. And someone who was going to place capital in physical gold anyway. For everyone else it is fairer to look at programmes with a published statute.
Do I have to travel to Sierra Leone?
Agents state a fully remote process, filing and the issue of the documents included. At the same time the statute requires an oath of allegiance to the Republic of Sierra Leone. How it is taken, how it is notarised and how the passport is issued we confirm in writing against the procedure in force before the work begins — there is no claim of «100% remote» on this page without such confirmation.
Is dual citizenship allowed?
Yes. Section 10 of the Citizenship Act as amended in 2006 expressly allows a citizen of Sierra Leone to hold the citizenship of another country. There is no need to renounce your current passport. But what obtaining a second citizenship entails is determined by the law of your own country, including any duty to notify.
Can citizenship be taken away afterwards?
Section 16 of the Act as in force allows the Minister to deprive a naturalised person of citizenship if satisfied that keeping the status is not conducive to the public good. The wording is wide and the Act describes no procedure for appeal. The provision does not apply to citizenship by birth. That is a material difference, and it should be known before the decision rather than after.
Is the route open to citizens of Russia and Belarus?
No restrictions by the applicant’s citizenship have been announced publicly on this route. But no current official list exists in the public domain, so we confirm availability and how the check runs on your citizenship in writing with the agent before the documents are prepared and before the agreement is signed.
What do you do if the legal status is never confirmed?
We say so plainly and offer an alternative. The tasks people usually look at Sierra Leone for — a quick second document and a modest budget — are covered by programmes with a published statute: Vanuatu, Nauru, São Tomé and Príncipe. If it is West Africa specifically that you need, we will say how much risk you are taking and fix in the agreement every term that has to be settled before payment.
