Sierra Leone or Vanuatu citizenship: which should an investor choose

Contents
Sierra Leone or Vanuatu is one of the most common questions from those seeking an affordable second citizenship without relocating and without years of waiting. Both programmes are processed remotely, take weeks rather than years and cost noticeably less than Caribbean passports. But they are two very different worlds: Sierra Leone’s young GO-FOR-GOLD programme with ECOWAS membership, and Vanuatu’s Pacific programme, one of the fastest on the planet, whose Schengen visa-free access the EU has cancelled. In this comparison we look at cost, timing, visa-free access, regional advantages, reputation and taxes, without a “this is best for everyone” verdict, because the choice depends on your goal.
- Step 1Two strategies, not a good and a bad passportBoth programmes belong to the affordable segment: they are cheaper than Caribbean and European ones, processed remotely and require no relocation or language skills
- Step 2Sierra Leone: West Africa, English, ECOWASIt is regional freedom of movement and doing business across West Africa that makes this passport interesting for those with interests there
- Step 3Vanuatu: the Pacific, speed, no tax on worldwide incomeBut an important nuance: in December 2024 the EU finally cancelled visa-free Schengen entry for Vanuatu citizens because of concerns about the investment programme
In brief: what the choice is about
Put very briefly, the choice between Sierra Leone and Vanuatu is a choice between two strategies, not between a “good” and a “bad” passport. Both programmes belong to the affordable segment: they are cheaper than Caribbean and European ones, processed remotely and require no relocation or language skills.
We will send a comparison of the programmes in one file
Leave your contacts: we will put the contributions, timing, family composition and requirements of the two programmes into one table with a total for your case.
Sierra Leone means West Africa, English as the official language (a legacy of British colonial rule), gold as the backbone of the economy and, above all, membership of ECOWAS, the region’s economic community. It is regional freedom of movement and doing business across West Africa that makes this passport interesting for those with interests there.
We will match a programme to your goal
We will discuss your family composition, budget and the purpose of a second passport and name the programme that meets the goal faster and for less.
Vanuatu means the Pacific, an island state, one of the fastest programmes and zero tax on worldwide income. But there is an important nuance to state plainly: in December 2024 the EU finally cancelled visa-free Schengen entry for Vanuatu citizens because of concerns about the investment programme.
Below we look at each parameter separately and bring everything together in a full table.

What these programmes are
Sierra Leone, GO-FOR-GOLD. This is a young programme: the route to citizenship through fast-track naturalisation was officially opened in early 2025, shortly after the launch of a permanent residence programme tied to an investment in gold. The idea is to link a second passport to real participation in the country’s economy, above all through the gold mining sector. The programme is openly new: it does not yet have a long track record, and this needs to be taken into account.
Vanuatu. The programme has existed considerably longer and has long been known as one of the fastest. It works on the basis of a non-refundable contribution to a state development fund. In recent years Vanuatu has been through serious international criticism and in response has tightened applicant checks, introduced biometric passports and strengthened compliance.
More on each programme in our separate materials: Sierra Leone citizenship by investment and Vanuatu citizenship.
Cost: what it really costs
In money terms both programmes are in a similar range, but they are structured differently.
Sierra Leone offers several routes. Fast-track naturalisation starts at roughly $140,000-148,000 for a package that usually includes government fees, legal support, checks and processing. Separately, there is a route for people with proven African ancestry (based on a DNA test), from roughly $100,000. There is also an option through residence with the purchase of a gold bar (about 1 kg), which is kept in a state vault for several years. Each family member usually adds a surcharge of roughly $10,000 or more.
Vanuatu is simpler: a non-refundable contribution of roughly $130,000 for a single applicant, about $150,000 for a married couple and about $15,000 per child. This is “all-inclusive” as far as the state contribution goes, with due diligence and support fees on top.
The conclusion on money: for a single applicant without African roots the amounts are comparable. For a person with proven African ancestry, Sierra Leone may turn out noticeably cheaper. The exact 2026 thresholds and the family calculation must always be checked individually.
Timing: how fast you get the passport
Here both programmes belong to the fast segment, and the difference is not dramatic.
Vanuatu is traditionally positioned as one of the fastest programmes: the typical timeline is roughly 60-90 days, and in some cases the process is even faster. Speed has historically been this jurisdiction’s main argument.
Sierra Leone is also fast: fast-track naturalisation takes roughly 60-90 days, and the ancestry route is in some cases quicker still.
If maximum speed is critical for you, Vanuatu has a slight edge. If a few weeks’ difference is not important, timing stops being decisive, and regional opportunities, reputation and cost come to the fore.
Visa-free access: where the passports take you
This is the point where it is important to speak plainly and without exaggeration. Both passports are mid-strength, and neither gives visa-free access to Schengen or the US.
Vanuatu. Its key advantage used to be visa-free Schengen entry. But in December 2024 the EU Council finally cancelled the visa exemption for Vanuatu citizens, precisely because of concerns about the investment programme. A trip to Europe now requires a Schengen visa. Part of the market expects the decision to be reviewed after the programme’s reforms, but as of 2026 Vanuatu has no visa-free Schengen access. At the same time the passport keeps access to a number of other destinations.
Sierra Leone. The passport gives visa-free or simplified entry to roughly 60 countries and territories, also without Schengen or the US. Its strength lies not in long-haul travel but in regional mobility within West Africa.
The bottom line: if you are choosing a passport for “visa-free Europe”, neither option gives it. The specific country lists for both documents keep changing and must be checked on the date of your enquiry.
ECOWAS: Sierra Leone’s main advantage
This is perhaps Sierra Leone’s most underrated advantage. The country is a member of ECOWAS, the Economic Community of West African States. For citizens of member states this means freedom of movement, residence and doing business across a region that unites about fifteen states.
In practice a Sierra Leone passport opens access to a large West African market, from Nigeria and Ghana to Senegal and Côte d’Ivoire, without visa barriers within the community. For an entrepreneur working with African resources, trade, logistics or the extractive sector, this is far more valuable than an abstract “visa-free access to 60 countries”.
Vanuatu has no equivalent. The Pacific region does not form a single free-movement market of comparable scale, and the nearest large economies, Australia and New Zealand, are not automatically opened by this passport.
If your activity is in any way linked to Africa, the ECOWAS factor may outweigh everything else. More in the article Sierra Leone and ECOWAS.

Geography and lifestyle: Africa against the Pacific
Beyond the bare figures, the two options differ in their very context.
Sierra Leone is a state on the Atlantic coast of West Africa, between Guinea and Liberia, with its capital in Freetown. The official language is English, which simplifies correspondence and documents. The economy relies heavily on mineral resources: diamonds, bauxite, rutile and gold. The country went through a difficult period of civil war and epidemics, but today it is developing and focusing on attracting investment. It is a growing but still emerging market.
Vanuatu is an island state in the South Pacific, with a warm climate, a reputation as a calm place and zero taxes. For some it is an attractive “quiet harbour”, for others too distant and too small a jurisdiction.
There is no right answer here: one investor is closer to the business logic of the African market, another to the calm and tax simplicity of a Pacific island.
Reputation and age of the programmes
This is a delicate but important point, and it is worth approaching it directly.
Vanuatu is a programme with a track record, but also with a noticeable trail of international criticism. It was concerns about it that led to the cancellation of visa-free access to the EU. In response the authorities tightened applicant checks, introduced biometric passports and strengthened compliance. In other words, the programme is well known and time-tested, but it has been through serious reputational turbulence.
Sierra Leone, on the contrary, is a very young programme without a long history. It has no accumulated “negatives”, but no long record either: the rules, timings and practice are still settling. Applicant checks here are carried out by independent specialist companies.
Which matters more depends on your attitude to risk. Some will prefer a well-known programme with a clear (if imperfect) reputation, others a new one without accumulated issues. In both cases the key factors remain the quality of compliance and a clean source of funds.
Taxes: what to understand
There is often confusion here, so we will say it plainly: citizenship in itself is not tax residence. You pay taxes where you actually live and where your centre of interests is, not where your passport is from.
Both jurisdictions are among those that do not tax their citizens’ worldwide income on the basis of citizenship. Vanuatu is particularly known for having no income tax, capital gains tax, inheritance tax or wealth tax. Sierra Leone also does not claim your global income simply on the basis of the passport.
But this does not make a second passport a “tax haven” automatically. If you remain a tax resident of another country, your obligations there remain. Any tax strategy must be built separately with a specialist adviser; the passport alone does not replace it.
“When people come to me with the question ‘Sierra Leone or Vanuatu’, I always start not with the price but with the goal. These are two tools for different tasks, and comparing them head to head makes no sense. If a person has or plans a business in West Africa, Sierra Leone’s ECOWAS membership is a real advantage: freedom of movement and work across a large regional market is worth more than a line about ‘visa-free access to 60 countries’. If speed and tax simplicity are what matter most and the African context is not needed, it is more logical to look at Vanuatu. At the same time I always spell out two things. First: neither passport gives visa-free access to Schengen or the US, and Vanuatu actually lost Europe at the end of 2024; that is a fact, not something to hide. Second: Sierra Leone is a young programme without a long history, and it should be entered with open eyes. In both cases the outcome is decided not by the country but by the quality of preparation: a clean source of funds and careful compliance matter more than a difference of a few thousand dollars between programmes.”
For applicants from Russia and the CIS
For applicants from Russia and CIS countries, both programmes work strictly within the law, without any schemes to get around sanctions. This is a matter of principle: help is only possible by lawful means.
In practice this means enhanced compliance and a thorough source-of-funds check. The more transparent the origin of the capital and the more carefully the document package is put together, the better the chance of passing the check without delays. Any transactions involving cash or sensitive jurisdictions are examined especially closely.
It is also worth remembering the obligation to report a second citizenship under Russian law and similar rules in some other countries; this is a formal procedure that must be followed. Both states, incidentally, allow dual citizenship and do not require giving up the first passport.
The full comparison table
We bring everything important together at a glance. The figures are approximate and must be checked on the date of your enquiry.
| Parameter | Sierra Leone (GO-FOR-GOLD) | Vanuatu |
|---|---|---|
| Region | West Africa (Atlantic) | South Pacific |
| Programme age | Young (since 2024-2025) | Established, but with reputational criticism |
| Minimum cost | from about $100,000 (ancestry) / about $140,000-148,000 | contribution from about $130,000 per person |
| Family surcharge | roughly from about $10,000 per person | about $150,000 for a couple, about $15,000 per child |
| Processing time | about 60-90 days | about 60-90 days |
| Residence | Not required | Not required |
| Language / exams | Not required (official language: English) | Not required |
| Visa-free Schengen | No | No (cancelled by the EU in December 2024) |
| Visa-free US | No | No |
| Regional advantage | ECOWAS: freedom across about 15 African countries | Pacific region, tax simplicity |
| Tax on worldwide income | No (by citizenship) | No (by citizenship) |
| Dual citizenship | Allowed | Allowed |
The table shows the main point: the programmes are close on price and timing but diverge on geography and strategy. Sierra Leone means the African market and ECOWAS, Vanuatu means Pacific speed and zero taxes.
Which option suits whom
Let us sum up the logic of the choice without loud verdicts.
Sierra Leone is worth considering if you: run or plan a business in West Africa and want freedom of movement across ECOWAS; have proven African ancestry and can qualify for the cheaper route; value English-language paperwork; are prepared to enter a young programme for a regional advantage.
Vanuatu is worth considering if you: want the fastest possible processing; are looking for a jurisdiction with clear tax simplicity; prefer a programme with a track record, even one that has been through criticism; are relaxed about the lack of visa-free Schengen access.
There is no universal “best for everyone” here. The right answer depends on why exactly you need a second passport: for business in a particular region, for speed, for tax logic or as a back-up document. Reviewing your situation in detail and choosing an option for the goal is individual work.
How we help with the choice and the process
BRIDGES handles obtaining a second citizenship for the client’s specific task. We do not reduce the choice to an advertising “take this one”: first we work out what exactly you need, whether business mobility, speed, tax logic or a back-up document.
For both programmes we help assess your chances of passing the checks, work through the source of funds in advance, put the document package together correctly and support the application through to the result. We separately work through the nuances for applicants from Russia and the CIS, strictly within the law.

Frequently asked
Questions people ask before deciding
01Which is cheaper: Sierra Leone or Vanuatu?
For a single applicant without African roots the amounts are comparable: Sierra Leone roughly from about $140,000-148,000, Vanuatu a contribution from about $130,000. But with proven African ancestry Sierra Leone can cost from about $100,000, which is noticeably cheaper. The exact 2026 thresholds and the family calculation need to be checked individually.
02Which programme is faster?
Both are fast. Vanuatu is traditionally one of the fastest, at roughly 60-90 days. Sierra Leone takes roughly 60-90 days. If maximum speed is critical, Vanuatu has a slight edge, but a difference of a few weeks is rarely decisive.
03Do these passports give visa-free access to Schengen?
No. Neither Sierra Leone nor Vanuatu gives visa-free entry to Schengen. The EU cancelled Vanuatu’s visa-free access in December 2024 because of concerns about the investment programme. If the passport is needed specifically for Europe, neither option opens it.
04What is ECOWAS and why does it matter for Sierra Leone?
ECOWAS is the Economic Community of West African States, which unites about fifteen countries. Citizens gain freedom of movement, residence and work across the region. For business linked to Africa, this is a real advantage that Vanuatu does not have.
05Do the passports give visa-free access to the US?
No, neither passport gives visa-free entry to the US. This applies to both options and to most programmes in the affordable segment in general.
06Do I need to relocate or know the language?
No. Both programmes are processed remotely, with no mandatory residence and no language exams. In Sierra Leone the official language is English, which also makes working with documents easier.
07Can I keep my first citizenship?
Yes. Both Sierra Leone and Vanuatu allow dual citizenship and do not require renouncing the original passport. Citizens of Russia and some other countries must, however, meet the obligation to report a second citizenship under their home-country law.
08Which programme has the more stable reputation?
Vanuatu is a programme with a track record, but it has been through serious international criticism, after which the authorities tightened checks and introduced biometrics. Sierra Leone is a young programme without a long history and without accumulated issues, but also without a long record. The choice depends on your attitude to risk.
09Will my worldwide income be taxed?
Citizenship alone is not tax residence. Neither country claims worldwide income on the basis of citizenship, and Vanuatu is known for the absence of several taxes. But if you remain a tax resident of another country, your obligations there remain. A tax strategy is built separately.
10Are these programmes suitable for applicants from Russia and the CIS?
Yes, strictly within the law and without getting around sanctions. In practice this means enhanced compliance and a thorough source-of-funds check. The more transparent the origin of the capital, the better the chance of passing the check without delays.
